The Higher Planning Council of the IDF’s Civil Admin. meets to advance plans for 3,400 new settlement homes in the E1 area between Ma’ale Adumim and Jerusalem. Construction is expected to begin in 1–2 years. (HA, JP 12/5)

In Berlin, Israeli PM Benjamin Netanyahu meets German chancellor Angela Merkel, who expresses dismay at settlement expansion. Israeli media reports say that Merkel’s message is that Netanyahu must choose between the peace process and establishing a Palestinian state on the one hand, and continued settlement growth and international isolation on the other. Meanwhile, the E.U. summons Israel’s amb. for a meeting, following similar moves by Britain, Denmark, France, Spain, and Sweden on 12/3. Palestinian pres. Abbas says he is determined to block the proposed settlement construction E1 with all legal and diplomatic means. Hamas-affiliated Reform and Change mbr. Nasser al-Shaer tells Palestinian media that national reconciliation is the PA’s top priority following the successful UN bid. Senior Hamas official Ahmad Yousef cautions, however, that political instability in Egypt could delay unity talks mediated by Egyptian officials. (MNA 12/5)

In the West Bank, Jewish settlers uproot around 200 Palestinian-owned olive trees in a village nr. Bethlehem. The IDF patrols in 1 village nr. Jericho, and 6 villages nr. Hebron at night; conducts house searches and arrest raids in Tubas, 2 villages nr. Jenin, and 1 village each nr. Nablus, Tulkarm, and Tubas at night. (IMEMC 12/5; PCHR 12/13)

A mortar shell fired during an exchange inside Syria accidentally lands inside the Israeli-occupied Golan Heights, nr. an IDF base, causing no damage or injuries. Israel lodges a formal complaint with the UN. Meanwhile, the UN Disengagement Observer Force, deployed in the Golan since 1974 to monitor the Israel-Syria cease-fire, announces that it will reinforce its security due to threats of cross-border violence posed by Syrian rebels. Armed clashes take place in Tripoli as Syria’s civil war continues to spill over into Lebanon, with gunmen loyal to opposing sides in the Syrian fighting clashing in the city. The fighting has killed 6 people and wounded around 60 since the beginning of the week, sparked by the deaths on 11/30 of over a dozen Lebanese fighting with the rebels. (AP 12/5)

Israel confirms that it is building a 10-mi. Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements. In Gaza, the IDF raids and searches homes in al-Shuka, occupying several houses as observation posts (troops are still in the village at the end of the day); sends troops into al-Fakhari nr. Khan Yunis, raiding several homes, leveling lands, firing on residential areas, causing no reported injuries; sends troops into Bayt Hanun, bulldozing at least 100 d. of citrus trees and fences around a college and cemetery, withdrawing in the evening. The ESF creates 2 new openings in the Rafah border fence nr. Rafah’s Bloc J and al-Barahma, but no passage through the openings is reported. Egypt allows 30 Islamic Jihad mbrs. and Palestinian civilians stranded in Egypt since Israel sealed the Gaza borders on 6/12 to return to Gaza through the Rafah crossing (see 9/30). In the West Bank, the IDF conducts arrest raids, house searches in and around Bethlehem (arresting a mbr. of the Bethlehem municipal council), nr. Hebron, and in al-Bireh, Ramallah, Qalqilya (occupying homes as observation posts, firing on Palestinian children as they leave school, wounding 2, ages 11 and 13). IDF conducts air strikes on 2 cars in Gaza City, assassinating 4 PRC mbrs. and wounding 1 bystander in one case, and wounding Islamic Jihad spokesman Khadir Habib and 3 bystanders in the other. Later, Palestinians fire 5 rockets fr. Gaza into Israel, causing no damage or injuries; in response, the IDF fires artillery shells at n. Gaza areas, carries out 2 air strikes on a n. Gaza access road, wounding 2 Palestinians. During the day, the IDF also conducts arrest raids in and around Jenin, in Nablus (reportedly finding a Qassam rocket, explosives in the search of a Hamas building). Late in the evening, the IDF makes air strikes on the Bayt Lahiya home of a PRC leader, injuring a relative, and on an Islamic Jihad charity in Rafah, causing damage but no injuries; conducts an air strike on an agricultural school in Bayt Hanun, injuring 1 Palestinian; launches 4 air strikes on open areas of n. Gaza, causing no damage; conducts arrest raids, house searches in Tulkarm and nr. Bethlehem, Hebron, Nablus, Ramallah. Israel approves construction of 200 new housing units in Ma’ale Adumim settlement and 40 in Ariel Brakha, Nokdim. A group of AMB mbrs.storms the Fatah headquarters in Gaza, demanding jobs; exchanges fire with another group of Fatah mbrs. who drive them away, leaving 3 wounded. The IDF fatally shoots 2 AMB mbrs., 1 Islamic Jihad mbr. who approach Gaza’s Aley Sinai settlement; raids a bedouin encampment northwest of Jerusalem, ordering them to leave the area within 10 days to make way for separation wall construction; bulldozes 80 dunams of land nr. al-Walaja for construction of the separation wall; fires on residential areas of ‘Ayn Bayt al-Ma’ r.c., Bayt Lahia, Rafah; conducts arrest raids, house searches in and around Bethlehem, nr. Jenin, and in Hebron, Nablus, Qalqilya, Tulkarm camp. In Gaza City, a Palestinian police officer tosses 2 grenades into a jail cell holding alleged collaborators, wounding 7, who are taken to al-Shifa hospital; 1 Palestinian dies of his injuries; 2 others are later killed by masked Hamas gunmen who storm the hospital’s intensive care unit.
