In the West Bank, a Palestinian man succumbs to injuries sustained from Israeli forces on 3/4 in Burin. An Israeli settler is stabbed and injured at a bus stop near the Neve Yaakov settlement; a Palestinian child is later arrested and accused of stabbing the settler. Israeli settlers with a military escort raid Jenin to visit Joseph’s Tomb. Israeli forces shoot and injure 7 Palestinians during a raid in Dheisheh refugee camp. Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces demolish a retaining wall and raze a tract of land in Silwan. In Gaza, Israeli forces bomb Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Rafah, and Dayr al-Balah, killing at least 86 people, including al-Aqsa TV presenter Muhammad Salama and his family in Dayr al-Balah. Israeli forces also open fire at Palestinians waiting to receive aid in Gaza City, injuring 8 people. A child and an elderly man die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 20 people. In Lebanon, Israeli forces attack Yaroun, Kafra, Yatar, and Fardis. Hezbollah forces attack Metula. In Syria, Israeli forces fire artillery, saying 2 rockets were launched at the Golan Heights. In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. More than 30,717 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,156 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 195 trucks carrying aid enter Gaza. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. Israeli UN ambassador Gilad Erdan says Israel may close the UN’s headquarters in Jerusalem, deport UN officials from Israel, and evacuate UNRWA compounds in Jerusalem if UN secretary-general Antonio Guterres does not invoke Article 99 of the UN Charter to force the Security Council to discuss captives held in Gaza and allegations of sexual crimes committed on 10/7/2023. Israel approves aid funded by the UAE entering Gaza via the sea. The aid will be shipped from Cyprus to a dock controlled by Israel where it will be distributed using hovercrafts. (AJ, HA 3/6)

Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani meets with UK foreign secretary David Cameron, discussing the situation in Gaza and ceasefire negotiations. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. The transfers include thousands of 155mm shells, tens of thousands of bomb guidance systems, Hellfire air-to-surface missiles, drones, Iron Dome munitions and more. (AJ, HA 3/6; HA 3/7)

In the West Bank, a Palestinian man succumbs to wounds sustained from Israeli forces in Nur Shams refugee camp on 10/19/2023. An Israeli settler shoots and kill a Palestinian man after he shoots and kills 2 Israeli settlers at a gas station near the Eli settlement. Israeli settlers also throw stones at Palestinians at the Za’atra checkpoint, injuring a man. Elsewhere, Israeli settlers ram a Palestinian man in al-Lubban ash-Sharqiya, causing minor injuries. Israeli settlers also raid Arab al-Milehat, throwing stones at homes. Meanwhile, Israeli settlers disassemble and steal 2 agricultural structures in Kisan. Israeli forces shoot and kill 2 Palestinians and injure another while they are picking gundelia flowers near Bayt Awa. Israeli forces also shoot and kill a Palestinian child during a raid in Beit Furik. Elsewhere, Israeli forces shoot and injure a Palestinian man during a raid in Jalazone refugee camp. Israeli forces also shoot and injure a Palestinian man in Jenin. Meanwhile, Israeli forces demolish a home and 2 agricultural structures during a raid in Ein ad-Duyuk al-Tahta. Israeli forces also arrest 20 Palestinians during raids in and around Hebron, Ramallah, and Bethlehem. In Gaza, Israeli forces bomb Nuseirat refugee camp, al-Bureij refugee camp, Khan Yunis, Jabalia refugee camp, and Beit Hanun, killing at least 81 people. Israeli forces also open fire at an aid convoy where thousands of Palestinians are seeking to gather aid. Eyewitnesses report that Israel used live ammunition, tank shells, and drone-fired missiles to attack the crowd, at least 112 people are killed and 760 are injured. Israeli tanks also run over the bodies of the dead and injured. The attack is dubbed the Flour Massacre. 4 children die of starvation at the Kamal Adwan Hospital. Israeli settlers storm the Beit Hanun (Erez) crossing, attempting to create a settlement in Gaza. In Lebanon, Hezbollah fires 2 rockets at Goren. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 22-year-old Palestinian prisoner Assef al-Rifai dies in an Israeli prison, becoming the 11^th Palestinian to die in Israeli prison since 10/7. Al-Rifai, who had been imprisoned since 2022, suffered from cancer. (WAFA 2/29)

In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. Representatives from Hamas, Fatah, and many other Palestinian parties meet in Moscow for reconciliation talks and about forming a technocratic consensus government that will lead the PA. Palestinian National Initiative secretary-general Mustafa Barghouti says, “I have never seen the atmosphere so close to unity as it is today.” Russian foreign minister Sergey Lavrov tells the Palestinian representatives at the meeting that if they can announce a unity position on the basis of the PLO those who use the lack of Palestine unity to prevent “the settlement in the Middle East, will lose their winning cards.” Hamas political leader Ismail Haniyeh meets with Chinese ambassador to Qatar Zhou Jian, discussing “ways to stop the war” in Gaza. President Mahmoud Abbas meets with UN senior coordinator for humanitarian aid and reconstruction in Gaza Sigrid Kaag and USAID administrator Samantha Power in Ramallah. The Israeli Civil Administration declares 2,640 dunams (652 acres) of land in Abu Dis and al-Eizariya Israeli state land. 120 Palestinian families live on the land. The area declared state land connects the Ma’ale Adumim settlement and the Keidar settlement. (AJ, REU, WAFA 2/29; HA 3/1)

Norwegian prime minister Jonas Gahr Store says the PA has received $114 million from Israel as part of the tax revenue payments and that more money will be dispersed in “the coming days.” (REU 2/29)

UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Germany says it will increase aid to Gaza by $21.6 million and that its military will start taking part in aid airdrops if enough aid cannot be dispersed by land. (AP, AP, REU 2/29)

Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. U.S. president Joe Biden walks back his comment that a ceasefire will happen by 3/4 but says that he is still hopeful. Biden also issues a statement calling on Republicans to pass a bill providing aid to Israel to “help ensure Israel can defend itself against Hamas and other threats.” Biden speaks with Qatar emir Sheikh Tamim bin Hamad Al Thani and Egyptian president Abdel Fattah el-Sisi, discussing the need for aid and a ceasefire in Gaza. Secretary of State Blinken speaks with Qatari prime minister Mohammed bin Abdulrahman bin Jassim Al Thani, discussing the same issues. White House deputy press secretary Olivia Dalton says the U.S. is deeply concerned that it has not received an Israeli plan for how it will provide security for Palestinians in Rafah if the Israeli military invades the city. UN high commissioner for human rights Volker Turk condemns Israel’s war on Gaza, calling it “carnage” at the UN Human Rights Council and says that war crimes have been committed by both Israel and Hamas, calling for accountability for the perpetrators. (AJ, HA, REU, WAFA 2/29)

New Zealand says it will impose travel bans on “a number” of violent Israeli settlers. New Zealand also designates the entirety of Hamas as a “terrorist group.” (AJ, HA, NYT, REU, WAFA 2/29)

British politician George Galloway of the Workers Party of Britain wins a seat in the UK parliament in the by-election in Rochdale, telling Labour Party leader “Kier Starmer, this is for Gaza.” The Labour Party held the seat in Rochdale until last month when MP Tony Lloyd died. Israeli DM Ehud Barak decides to close a gap in the separation fence between Jerusalem and Ma’ale Adumim settlement, putting Ma’ale Adumim outside the Separation Wall and preventing Palestinians from reaching area E1. (HA 1/21)

IDF troops on the Gaza border open fire on Palestinians close to the border fence in 2 incidents nr. the Erez crossing (wounding 1) and Jabalya (no injuries). Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF demolishes agricultural sheds, tin-made homes, and a water well s. of Hebron; patrols in 1 village nr. Palestinian protesters in Balata r.c. nr. Nablus set fire to tires and demonstrate against the PA’s detention of Fatahaffiliated gunmen who gave themselves up on 1/17. Requests by Palestinian Council (PC) deputies to visit the detainees have been ignored. (MNA 1/21)

Fatah official Azzam al-Ahmad announces that Hamas and Fatah will form a tripartite comm. with Egypt to implement national reconciliation. Meanwhile, an Egyptian security official confirms that an Egyptian delegation will soon visit the Gaza Strip to push forward the reconciliation efforts. (MNA 1/21)

The EU announces that Denmark and Holland agree to jointly contribute around €7.2 m. to the payment of 12/2012 salaries and pensions for more than 80,000 Palestinian civil servants and pensioners in the West Bank and the Gaza Strip. (WAFA 1/21)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. In Gaza, the IDF bulldozes 24 d. of olive groves and a small Gaza police outpost nr. al-Maghazi r.c. Egyptian border police discover, demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. The Israeli Housing Min. presents Olmert with a proposal for construction of 1,900 new Jewish settler housing units across the West Bank in 2008: 682 units in Beitar Ilit nr. Israel confirms that it is building a 10-mi. Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements.
