The Palestine Chronology

On the 2d day of Yom Kippur, Israeli forces escort a number of right-wing Jewish activists around Haram al-Sharif. The group attempts to perform Jewish rites in commemoration of the holiday, but they are blocked by Islamic Waqf guards. All Palestinian men under the age of 40 are barred from the sanctuary and all but 3 entrances are closed for the 2d day in a row. (HA, MNA, WAFA 9/23; PCHR 10/1)

In the West Bank, thousands of Palestinians march through c. Hebron for the funeral of the Palestinian woman who was killed by the IDF on 9/22, and clashes ensue between stone-throwing youths and Israeli forces. Late at night, Palestinians throw firebombs at an Israeli settlement nr. Ramallah, causing minor damage. In East Jerusalem, Israeli forces arrest 12 Palestinians on late-night raids in Sur al-Bahir and Ras al-Amud. Meanwhile, Jewish Israeli youths throw stones at a Palestinian boy, causing minor injuries, and separately at Palestinian cars in s. Jerusalem. Unknown assailants throw a firebomb at a Jewish family’s home in Abu Tor, causing damage. Israel’s Defense Ministry announces the easing of additional restrictions on Palestinian movement and access during the Muslim holiday ‘Id al-Adha, supplementing the restrictions announced on 9/21: border crossings hours will be extended; married men older than 45 and married women older than 30 from the West Bank will be allowed to pray at Haram al-Sharif on 9/24 and 9/25. Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Along Gaza’s border, Israeli forces arrest 2 Palestinians attempting to cross into Israel for work. Separately, Egyptian authorities allow 500 Muslims from Gaza to pass through the Rafah border crossing for Hajj. In Israel, the IDF deploys an Iron Dome battery outside Ashqelon (nr. the Gaza border) in response to the escalation of violence in Jerusalem and in anticipation of possible tension over Palestinian prisoner Allan’s hunger strike. Israeli atty. gen. Yehuda Weinstein approves police use of Ruger sniper rifles against stone-throwing in Jerusalem. Meanwhile, Israeli PM Netanyahu approves a proposal to increase security in Jerusalem, providing 800 additional officers in the city from 9–10/2015. The UNSC releases a statement expressing “grave concern” over the recent violence in East Jerusalem, calling on all sides to work together to lower tensions and to refrain from provocative actions that would change the status quo at Haram al-Sharif. (UNSC 9/17; JTA 9/18)

At its general conference, the mbrs. of the International Atomic Energy Agency (IAEA) reject, 61–43, with 33 abstentions, a res. proposed by Egypt and other Arab states calling for inspections and international oversight on Israel’s nuclear weapons program. (DS, HA, JP, TOI 9/17)

In East Jerusalem, Israeli forces shoot and kill a Palestinian man in al-Tur after he drives his car into a crowd, injuring 2 border police guards. Israeli forces demolish a 3-story building in Ras al-Amud claiming it was built without a license. In the West Bank, Israeli forces close the entrance to a village nr. Nablus after a Palestinian throws a Molotov cocktail at a settler’s car. The IDF also conducts late-night raids in and around Hebron, Jenin, and Nablus, and in Jalazun r.c. nr. Following public criticism and consultation with DM Moshe Ya’alon, Israeli PM Netanyahu orders the suspension of the new 3-mo. pilot project restricting Palestinian travel, initiated on 5/19. Ya’alon says he will continue his efforts to reduce the number of Palestinians entering Israel illegally. (HA, MNA, NYT, TOI, YA 5/20) 

EU foreign policy chief Mogherini meets with Netanyahu in Israel, who says he is still committed to the 2-state solution and he proposes a new round of peace negotiations with the Palestinians with the specific goal of establishing borders for Israel’s West Bank settlement blocs (the news of his proposal will not break until 5/26). Also, Mogherini reportedly tells Netanyahu that the European campaign calling for labeling of products from Israeli settlements is unstoppable. The PM’s office will deny that they discussed the labeling campaign when the news breaks on 6/2. Mogherini also meets with PA pres. Abbas and chief Palestinian negotiator Saeb Erakat in Ramallah. Norwegian FM Børge Brende meets with Netanyahu in Jerusalem and tells him that international pressure on Israel regarding its treatment of the Palestinians will likely resume after the P5+1 (the 5 permanent mbrs. of the UN Security Council plus Germany) reach a comprehensive agreement with Iran by their 6/30 deadline. In the Gaza Strip, IDF troops on the n. border open fire on 2 Palestinian men trying to enter Israel, injuring and detaining 1. In the West Bank, the IDF arrests 15 Palestinians nr. Qalqilya on charges relating to the 12/25 Molotov cocktail attack. Israeli soldiers shoot and injure 4 Palestinians with rubber-coated metal bullets during clashes nr. Tulkarm and Hebron. Later, Israeli settlers clash with stonethrowing Palestinians in Bayt Umar, injuring 1 Israeli. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin) and Qalqilya (Kafr Qaddum), injuring 4. The IDF conducts house searches and arrest raids in Jalazun r.c.; patrols nr. Ramallah, Hebron, Jericho, and Tulkarm. Elsewhere, Israeli settlers accompanied by IDF troops enter a village nr. Jenin to perform religious rites. PA security forces shoot and injure a Palestinian teenager during overnight clashes with stone-throwing residents in al-Fara‘a r.c. nr. Nablus. In East Jerusalem, a Palestinian man stabs 2 Israeli border police guards nr. the Old City, injuring them both. Separately, Israeli forces arrest a Democratic Front for the Liberation of Palestine (DFLP) leader at a mobile checkpoint between Jerusalem and Jericho, and a Palestinian youth in Ras alAmud.
