In the West Bank, Israeli settlers threw stones at Palestinian vehicles near the Beit El settlement, causing damage. Israeli settlers also attacked Palestinians employed by the Land Settlement Authority with stones and clubs in al-Shuyukh, injuring 1 with injuries to his head. Elsewhere, Israeli settlers clashed with Israeli forces as the latter evacuated the Geulat Zion settlement outpost near the Shiloh settlement. Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya for the 2d day in a row, injuring dozens with tear gas. Israeli forces also seized 2 residential structures and 5 agricultural structures in az-Za‘ayyem. 11 Palestinians were arrested during raids in Bil‘in, Jaba‘, Tulkarm, Sanniriya, Nablus, al-Ibayyat, and Deir Sammit. In East Jerusalem, Israeli forces shot and killed 1 Palestinian minor after he allegedly stabbed and wounded 2 Israeli soldiers in the Old City. Israeli forces also delivered demolition notices for 2 agricultural structures in Isawiya. 3 Palestinians were arrested during raids in Isawiya and Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 2-5 nautical miles west of al-Sudaniyya; no injuries were reported. 1 39-year-old Palestinian prisoner died in an Israeli hospital of issues related to a heart condition. Palestinian Prisoners Center for Studies said he died due to medical neglect by Israel. (AJ, JP, MEMO, PCHR, WAFA 11/18)

B’Tselem released footage that 1 of its activists had recorded in September, showing Israeli soldiers in Hebron rounding up 13 Palestinian children in the middle of the night and taking photos of them, asking them to say “cheese” for the camera. PA president Mahmoud Abbas met with U.S. ambassador to the UN Linda Greenfield-Thomas. Ambassador Greenfield-Thomas urged the PA to end its payments to Palestinian prisoners and their families and to respect human rights issues. (HA, TOI 11/17; TOI, WAFA 11/18)

In Syria, Israeli forces fired 2 missiles from Israeli-occupied Golan Heights at Damascus, hitting 1 empty building. 1 of the missiles was intercepted by Syrian air defense. (AJ, AP, HA 11/17)

EU high representative for foreign affairs Josep Borrell told the Ad Hoc Liaison Committee that Israel has not provided the EU with any evidence proving their accusations that 6 Palestinian rights organizations are terrorist entities. PA prime minister Mohammed Shtayyeh was also present at the meeting and criticized the new Israeli government’s approach to Palestinians and stance against a 2-state solution. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants. An Israeli settler shoots and kills a Palestinian youth at a settlement outpost nr. Hebron after the Palestinian allegedly sneaks into the settler’s home, then stabs and lightly injures him. Elsewhere in the West Bank, IDF troops raid a printing shop in Tulkarm, destroying much of its contents and confiscating the printer. They arrest 1 Palestinian during a raid nr. Ramallah, and close the entrances to Marda village nr. Salfit following reports of stone throwing in the area. The IDF also violently disperses Palestinian students marching to the Beit El checkpoint to protest the detention of 6 of their classmates; there are no serious injuries. The IDF arrest 13 Palestinians during latenight raids nr. Nablus, Hebron, Tubas, and Bethlehem. Meanwhile, Israeli forces bulldoze 9 homes in the Ofra settlement, after having evacuated it on 2/28. In East Jerusalem, Israeli forces demolish a 2-level apartment building in Issawiyya, displacing 30 Palestinians. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr. Bayt Hanun and nr. Dayr al-Balah. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. Unidentified persons fire a rocket into s. Israel from Gaza. It lands in an open area nr. Ashqelon, causing no damage or injuries. Hamas then evacuates several military positions anticipating Israeli retaliation. (HA, JP 3/1)

Fatah vice-chair Mahmoud al-Aloul, in his first interview since his 2/15 appointment to the post, says that a 1-state solution “in which everyone lives equally” would be “acceptable,” but that he doubts Israel would accept such a res. to the conflict. He also comments on recent PA communications with the Trump admin. “It is still not clear to us what will be the U.S. policy in the coming period,” he says. (SA, TOI 3/1)

U.S. dep. asst. secy. of state Erin Barclay says that the Trump admin. is reviewing the U.S. relationship with the UN Human Rights Council (UNHRC) with an eye toward ending the council’s “obsession with Israel.” She says that “in order for this council to have any credibility, let alone success, it must move away from its unbalanced and unproductive positions.” Israeli PM Netanyahu has reportedly raised the UNHRC issue with the Trump admin. In the West Bank, Israeli soldiers shoot and kill a Palestinian and injure 2 others n. of Ramallah, claiming that the Palestinians opened fire on their patrol. Protests continue across the region as IDF troops clash with protesters in Bethlehem and outside Beit El settlement (where a similar protest was held on 11/16), injuring 6 Palestinians. Also nr. Bethlehem, Israeli forces indefinitely shut down 2 Palestinian factories, due to youth protests in the area and for “security reasons,” leaving around 150 Palestinians jobless. The IDF conducts raids and house searches in the Nablus, Hebron, al-Bireh, and Ramallah areas, including in al-‘Arub r.c., arresting 11 Palestinians total and confiscating property; patrols in and around Tulkarm and Hebron. In the Gaza Strip, unknown persons fire a rocket toward Israel, and it falls short of the border fence. Later that night, the Israeli Air Force (IAF) launches air strikes at a military site nr. al-Bureij r.c. belonging to Palestinian armed groups. Off Gaza’s coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing damage but no injuries. During the ongoing protests in Gaza, Israeli forces open fire on Palestinians e. of al-Bureij r.c., injuring 1 youth, and fire at Palestinian homes and agricultural land e. of Khan Yunis, causing damage. Off the coast of the Gaza Strip nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing damage. In the West Bank, IDF troops conduct arrest raids and house searches nr. Hebron, Bethlehem, and Qalqilya; patrol in the same village nr. Qalqilya, as well as al-Fawar r.c. and nr. Hebron, Jenin, Salfit, Tulkarm, Jericho, and Ramallah. Meanwhile, Israeli settlers shoot and injure a Palestinian on his land nr. Bethlehem and, separately, throw stones at Palestinian vehicles nearby. Meanwhile, 1,000s of Palestinians march in Hebron and Ramallah to protest French satirical magazine Charlie Hebdo’s recent publication of a cartoon depicting Prophet Muhammad. Several Palestinians throw pipe bombs at a small IDF structure nr. the Beit El settlement, causing damage. In East Jerusalem, Israeli forces shoot and injure a Palestinian with a rubber-coated metal bullet during clashes in al-Tur. They also conduct house searches and arrest raids in the Old City. In the Gaza Strip, Israeli forces kill a senior Islamic Jihad operative in an air strike on Jabaliya r.c., wounding 2 (including a child). The Israeli military claims the targeted operative was responsible for rocket fire. Two other Israeli air strikes cause some damage but no injuries. Islamic Jihad say that strikes on Gaza may lead to the end of the cease-fire broadly observed since 11/2012. Separately, Israeli forces open fire on Palestinian farmers close to the border fence nr. Bayt Hanun, causing no injuries. Off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages each nr. Hebron and Ramallah, Jenin and 1 nearby village, and in Nablus at night; patrols in 3 villages nr. Israel’s Justice Minister Livni and Special Envoy Yitzhak Molcho depart for Washington to meet with U.S. Secy. of State John Kerry, to discuss details of his draft framework for a peace agreement. Other attendees of their meeting include Israeli amb. to the U.S. Ron Dermer and U.S. mediator Martin Indyk. Meanwhile, Israeli radio reports that Netanyahu has told Kerry that he intends to annex a 4th bloc of settlements, adding Beit El-Ofra-Psagot to the Etzion, Ma’ale Adumim and Ariel blocs. UN Secy.-Gen. Ban Ki-moon says that he invited Iran to the Syria peace talks in Switzerland and held discussions with Iranian FM Zarif about the constructive role the country could play. In response, the U.S. says the invitation should be withdrawn unless Tehran states its support for the 2012 agreement establishing a Syrian transition govt. (i.e., the 6/30/12 Geneva Communiqué). Bethlehem, causing no damage or casualties. The IDF conducts house searches and arrest raids in Hebron and 1 nearby village, in Nablus and nearby Balata r.c., and in 1 village each nr. Israeli authorities publish plans for the construction of 272 new settlement homes in the West Bank, including the 1st ever master plan for Ofra, a settlement located 15 km (9 mi.) from the Green Line. PM Netanyahu holds a meeting with Likud MKs and tells them that he opposes evacuating settlements in Hebron and Beit El, despite their location outside the major blocs. In the West Bank, IDF troops shoot and kill a Palestinian child outside Jalazun r.c. nr. Ramallah, in response to a group of Palestinian youth throwing stones at Beit El settlement. The 14-year-old was shot in the back, and witnesses say that he was not participating in the stone throwing. The IDF conducts house searches and arrest raids in 1 village each nr. Hebron, Qalqilya and Ramallah, and in Jenin, and Jenin r.c. at night; patrols in 1 village nr. Salfit in the afternoon, and in 2 villages nr. Hebron, 1 village each nr. Qalqilya and Ramallah, and in Tulkarm at night. Also in the West Bank, Jewish settlers attack a Palestinian house and its residents in c. Hebron, causing some damage before Israeli forces intervene. Meanwhile, Palestinians, Israelis, and international activists participate in a demonstration in Nabi Salih to mark the 2nd anniversary of the killing of Mustafa al-Tamimi, a local resident. Israeli forces violently disperse the demonstrators, injuring 1 Palestinian with a live bullet to the jaw. In the Gaza Strip, IDF troops fire shells at Palestinian farmers nr. U.S. Pres. Obama says that the chances of reaching a comprehensive deal with Iran over its disputed nuclear program are 50-50 or worse, in comments made at the Saban Center for Middle East Policy at the Brookings Institution. (See document D1 in JPS 171 for extended excerpts of Obama’s remarks.) Meanwhile, IAEA spokesperson Behrouz Kamalvandi says that Tehran is proceeding with testing more efficient uranium enrichment technology, in remarks quoted by state news agency IRNA. Israel’s Justice Minister Tzipi Livni meets with U.S. Secy. of State John Kerry in Rome, following a meeting last week in Washington that discussed the possibility of reviving Israeli-Palestinian peace talks. U.S. Pres. Barack Obama speaks with PM Benjamin Netanyahu by phone to discuss the peace process. Meanwhile, Israeli authorities approve construction of 296 new settlement housing units in Beit El settlement nr. Ramallah. (JP 5/8; JP, MNA 5/9)

In Jerusalem, Jewish settlers accompanied by Israeli security forces enter the al-Aqsa Mosque compound for the second consecutive day, preventing Muslim worshippers from freely accessing the site. Meanwhile, Israeli police detain Jerusalem Mufti Mohammed Hussein for a few hours over his role in clashes the previous day.

In the West Bank, IDF forces demolish 3 Palestinian homes in al-Auja village nr. Jericho. IDF undercover units conduct a raid nr. Jenin, arresting PA Preventive Security officer Mohammed Ahmed Zakarna, who received an amnesty a few years ago for his participation in the al-Aqsa Martyrs’ Brigades. The IDF patrols in 1 village nr. Hebron in the morning, and in 1 village nr. Tulkarm at night. IDF troops conducts house searches and arrest raids in Hebron and 1 village nr. U.S. State Dept. spokesperson Victoria Nuland says that Secy. of State John Kerry, appointed on 2/1, is working to try to free up almost $700 m. in aid for the PA held up in Congress. Separate from that figure is an additional $100 m., which has been released but can only be used on anti-narcotics and law enforcement. (AFP 2/11)

Hamas says that the Egyptian army is flooding tunnels between the Gaza Strip and Sinai used for smuggling, and that there is a reinforced troop presence on the border. Meanwhile, Turkish media reports that Israel has agreed to allow Turkish trucks to bring building materials into Gaza for the construction of a hospital that will be opened by PM Recep Tayyip Erdogan. Palestinians in the Gaza Strip and West Bank start registering to vote in preparation for legislative and presidential elections, the dates for which have not been set. Once the process is completed, an election could theoretically be called for 3 mos. later. (REU 2/11)

Two Israeli companies sign an agreement to acquire a 30% stake in exploration rights for gas and oil off Cyprus’s s. shore to be carried out by U.S. company Noble Energy. Cypriot commerce min. Neoclis Sylikiotis says the deal marks a ‘‘new era of Cyprus-Israeli strategic cooperation.’’ (AFP 2/11)

The IDF continues to shell the n. Gaza no-go zone; conducts arrest raids, house searches in Dayr al-Ghusun nr. Tulkarm, Jenin town and r.c. (firing on stone-throwing youths who confront troops, wounding 9), al-Til, Yatta; removes without incident 3 unauthorized settlement outposts nr. Beit El, Kiryat Arba, Shvut Rachel. Some 100 PA policemen occupy the Rafah border terminal to protest the death of a policeman on 12/29; EU monitors shut the crossing, leave the area for several hrs., until the demonstration breaks up.
