In response, the Israeli Air Force conducts 3 air strikes on Hamas sites in Khan Yunis, Gaza City, and Bayt Hanun, causing extensive damage. Also along Gaza’s border, IDF troops violently disperse Palestinians gathering to continue the Great March of Return near al-Bureij refugee camp; 1 Palestinian is injured. They also open fire on Palestinian farmland near Rafah, Gaza City, Bayt Hanun, and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, following the shooting attack on an Israeli settler vehicle at the nearby Beit El checkpoint on 1/5, IDF troops conduct raids in al-Bireh overnight, confiscating surveillance tapes and sparking clashes with stone-throwing residents of the area throughout the day; several Palestinians are injured (1 critically). They also arrest 5 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Jenin, Hebron, and Tubas; and patrol near Hebron and Nablus. Following a week of increasing tensions between Fatah and Hamas, the Fatah-dominated PA announces plans to remove its staff from the Rafah border crossing on 1/7. “This decision comes in the light of recent developments and brutal practices of the de facto gangs,” reads the PA statement. “Since we took over the Rafah crossing, Hamas has been obstructing the work of our crew there. We had to bear a lot in order to give the opportunity for the Egyptian effort to end the division.” The PA took control of the Gaza side of the Rafah border crossing in the context of the 10/12/17 Hamas-Fatah reconciliation agreement, which was never fully implemented. U.S. ambassador to Israel David Friedman says that the Trump administration’s long-awaited Palestinian-Israeli peace plan will likely not be released for at least several more months. “We want to release it a way that gives it the best chance of getting a good reception,” he says, adding that the upcoming Israeli elections on 4/9 are “a factor, but not the only factor.” Meanwhile, U.S. national security advisor John Bolton meets with Israeli prime minister Benjamin Netanyahu in Jerusalem. Following the meeting, Bolton says that the U.S.-Israel relationship has never been stronger than it is now under Netanyahu and U.S. president Donald Trump. (HA, JP, JP, TOI 1/6)

In an interview with CBS’s 60 Minutes, Egyptian president Abdel Fattah al-Sisi says that Egypt’s military coordination with Israel is at its “closest ever.” He adds, “We have a wide range of cooperation with the Israelis.” (AJ, CBS, HA 1/6)

IDF troops shoot and kill a Palestinian driver after he runs through a roadblock at the Beit El checkpoint late at night. The other occupants of the vehicle say that they were driving through a poorly lit area and that the deceased could not tell where he was going. Elsewhere in the West Bank, IDF troops arrest 3 Palestinians during raids near Ramallah and patrol near Tulkarm, Hebron, Bethlehem, and Ramallah. Unidentified assailants open fire on Israeli soldiers outside the Ofra settlement near Ramallah, causing no injuries. In East Jerusalem, right-wing Jewish activists puncture the tires of 40 Palestinian vehicles and spray racist graffiti in Bayt Hanina overnight. Fatah Central Committee member Mohammed Shtayyeh announces that the PA recently informed the Israeli government that it would stop honoring past agreements should the IDF violent crackdown on the Ramallah area continue. He does not clarify which past agreements he is referring to. (WAFA 12/20)

The IDF announces that it has begun demolishing or sealing Hezbollah’s cross-border tunnels in the context of Operation Northern Shield. “This stage will be carried out with a number of techniques and measures, which will render the tunnels entirely unusable and will prevent Hezbollah from utilizing them and carrying out its plans,” according to an IDF statement. Along Gaza’s border, IDF troops open fire on Palestinian homes near al-Maghazi; 1 elderly Palestinian is shot in the back and killed. Some reports say that the man was killed by fragments of an Israeli tank shell instead. An IDF spokesperson says he is unaware of any soldiers or tanks opening fire in the area around the time of the incident. Separately, Israeli forces conduct a limited incursion to level land near Rafah. In the West Bank, IDF troops violently disperse Palestinians gathering at the Beit El checkpoint near Ramallah to protest Israel’s new Nation-State Law for a 2d day in a row; 2 Palestinians are injured. They also shoot and injure 1 Palestinian during clashes sparked by a raid near Jericho; arrest 7 Palestinians and issue 1 arrest summons during raids near Bethlehem, Hebron, Tulkarm, and Jenin; and patrol near Nablus and Hebron. Israeli forces dismantle a makeshift Palestinian residential structure outside Hebron. Israeli settlers raze more than 200 dunams (approximately 49.4 acres) of Palestinian-owned land near Nablus. Settlers also flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for imminent evacuation and demolition. Along Gaza’s border fence, unidentified Palestinians open fire on Israel Defense Forces (IDF) patrols near Jabaliya refugee camp causing no injuries. Israeli tanks then shell several Hamas posts near the border fence, causing damage. Later, Palestinians fire machine guns across the border into Israel, this time causing minor damage to an Israeli home near Sderot. The IDF then bombs Hamas sites in northern Gaza, including an alleged weapons production facility, causing an unclear amount of damage. Separately, IDF troops violently disperse Palestinians gathering along the border fence to protest and throw stones near al-Bureij refugee camp, Gaza City, and Khan Yunis; 4 Palestinians are injured. In the West Bank, IDF troops violently disperse Palestinians protesting the 5/14 opening of the U.S. embassy in Jerusalem at the Beit El checkpoint; there are no serious injuries. They also arrest 5 Palestinians during late-night raids in and around Bethlehem and Nablus, and patrol in Hebron and near Nablus. Attendance spikes today, as the protests coincide with weekly Friday protests against Israel’s occupation, separation wall, and settlements. Israeli forces violently disperse demonstrations across East Jerusalem, Halhul village near Hebron, 2 areas near Ramallah (outside the Beit El settlement and in Nabi Salih), Kafr Qaddum near Qalqilya, Bethlehem, Tubas, Tulkarm, Huwwara checkpoint near Nablus, and along Gaza’s border near Bayt Hanun, Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City; 4 Palestinians are killed and approximately 150 are injured. Unidentified parties fire 3 rockets from Gaza toward Israel in the evening; 2 are intercepted by the Iron Dome missile defense system and 1 falls in an open area, causing no damage or injuries. The IAF conducts air strikes on at least 5 Hamas sites across Gaza, causing damage but no injuries. The Israeli authorities announce that both the Erez and Kerem Shalom border crossings will be closed indefinitely as collective punishment for the week of rocket attacks emanating from Gaza. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. A West Bank Palestinian stabs and injures 4 people in Tel Aviv before the Israeli police arrest him. Hours after the attack, COGAT suspends single-day work permits granted to various organizations and groups to allow Palestinians to enter Israel and begins an investigation into the matter. The alleged attacker hailed from Nablus and obtained one such permit from a group called Natural Peace Tours, which facilitates relationships between individual Israelis and Palestinians. In the West Bank, the IDF shuts down the main entrance to a group of villages nr. Ramallah. It’s unclear what prompted the closure. IDF troops shoot and injure 3 Palestinians during clashes sparked by reports of stone throwing in Kafr Malik village nr. Ramallah; establish mobile checkpoints outside Bayt Umar, sparking further clashes (there are no serious injuries). Meanwhile, IDF troops arrest 6 Palestinians and issue 2 arrest summons during late-night raids nr. Ramallah and Hebron, and patrol nr. Hebron throughout the day. In East Jerusalem, Israeli forces arrest 1 Palestinian and issue 1 arrest summons during raids in Silwan. An Israeli settler driver allegedly rams and injures 2 Palestinian youths s. of the city, sparking minor clashes between Israeli forces and Palestinians in the area; there are no serious injuries. The International Comm. of the Red Cross (ICRC) announces that it may consider the Palestinian prisoners’ demand for increased family visits, which they made in the context of the Dignity Strike. The ICRC used to coordinate 2 family visits per prisoner per mo. In 5/2016, however, the organization reduced the monthly visits to 1 due to an increased number of “no-shows” on the part of the families, according to an ICRC spokesperson. Meanwhile, IDF troops violently disperse Palestinians marching from c. Ramallah to the Beit El checkpoint in solidarity with the prisoners; 3 Palestinians are injured. (TOI 4/23)

Israeli forces launch an air strike on a proSyrian govt. militia group nr. Qunaytra in the Golan Heights, killing 3 soldiers, according to a statement from the group. The IDF does not comment on the strike. (HA, JP, TOI 4/23)

A Hamas fighter dies in a tunnel collapse in the morning. Along Gaza’s border, IDF troops open fire on Palestinian farmers and bird hunters nr. Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya. There are no injuries or damage in either incident. In the West Bank, Israeli forces level land nr. Nablus reportedly to prepare for the construction of new settler residences in the area. IDF troops open fire on 3 Palestinians outside Beit El settlement nr. Ramallah, injuring 1 moderately. They also arrest 2 Palestinians and issue 2 arrest summons during raids nr. Jericho and Qalqilya, as well as in and around Bethlehem; and patrol nr. Hebron and Nablus during the day. An Israeli police spokesperson announces that the IDF will impose a general closure on the West Bank and Gaza from midnight tonight through approx. midnight on 10/24, the 1st day of Jewish holiday Simhath Torah. Humanitarian cases will be permitted. (HA, MNA, TOI 10/23)

In the West Bank, Israeli forces demolish 2 residential buildings in the Beit El settlement, despite the govt.-backed petition from the developer. Around 200 Israeli settlers gather in Beit El to protest the demolition, throwing stones at the Israeli troops and setting small fires. For the 2d day in a row, settlers also gather in the Sa-Nur settlement outpost that was evacuated in 2005, and they verbally assault Palestinians in the area. Late at night, IDF troops evacuate the outpost and the surrounding area; no violence is reported. Meanwhile, IDF troops conduct late-night raids in Aida r.c. nr. Bethlehem, arresting 3 Palestinians. In East Jerusalem, Israeli forces demolish a wedding hall and several other Palestinian buildings in Bayt Hanina. Israeli PM Netanyahu approves the “immediate” construction of 296 settler residences in Beit El, and 500 in East Jerusalem. Israel’s COGAT Mordechai signs a permit to immediately sell land for the construction, and the municipality will be allowed to issue construction permits within 15 days. In Syria, an IAF drone launches an air strike nr. the border with Israel, killing 2 Hizballah fighters and 3 Syrian soldiers. The IDF does not comment on the incident, and reports differ on the nature of the attack. Separately, according to the PFLP-Gen. Sarayat al-Shaykh Umar Hadid fires a rocket from Gaza into s. Israel nr. Ashqelon, causing no damage. The IAF responds by firing at the rocket’s launch site nr. Bayt Hanun in n. Despite the 6/16 announcement of its dissolution within 24 hours, the PA consensus govt. will continue working while the PLO Exec. Israel’s Knesset House Comm. votes, 10–2, to strip MK Ghattas (Joint List) of his parliamentary immunity from prosecution in response to his 6/21 announcement of participation in the Freedom Flotilla III. The comm.’s decision is transferred to the Ethics Comm. for approval, and Joint List MKs vow to appeal the decision to the High Court of Justice. Israel’s High Court of Justice orders the state to demolish 2 residential buildings under construction in the Beit El settlement in the West Bank by 7/30. In Gaza, unknown assailants set fire to a Fatah leader’s house in e. Gaza City. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing 2 injuries and arresting 4 fishermen. IDF troops e. of Gaza City fire on Palestinian homes and agricultural lands in the area, causing damage but no injuries. In the West Bank, the IDF conducts house searches and raids in 1 village each nr. Bethlehem and Nablus, arresting 3 Palestinians; patrols in 2 villages nr. Hebron; arrests 1 Palestinian nr. Jenin. The PCC meets in Ramallah for a 2d day in a row and adopts several major resolutions, including calls to end security coordination with Israel, boycott all Israeli products, and to reject recognition of Israel as a Jewish state. Israeli officials announce that Israel will partially resume importing fruits and vegetables from Gaza next week (on 3/12), a practice halted in 2007 after Hamas began governing Gaza. (HA, REU, TOI 3/5)

Israel’s High Court of Justice issues an injunction temporarily delaying the demolition of 24 under-construction apartments in the West Bank settlement Beit El. The apartments were set to be destroyed by 3/8, and the court does not give a new deadline. Meanwhile, the IDF temporarily suspends its use of canine units in the West Bank, days after a video depicting an Israeli dog attacking a Palestinian youth on 12/23 proliferated in the media. In Riyadh, U.S. Secy. of State Kerry briefs Saudi Arabia’s King Salman, other officials, and 6 FMs from the Gulf Cooperation Council (GCC) on the ongoing negotiations on Iran’s nuclear program. Kerry says that the U.S. is not seeking a “grand bargain” with Iran. (AFP, AP, JP, MNA, NBC, YA 3/5)

After receiving a letter of protest from a group of Democratic and Independent senators on 3/4, Majority Leader McConnell decides to temporarily postpone legislative action on the Iran Nuclear Agreement Review Act, in an effort to consolidate bipartisan support. (TOI 3/6)

In the West Bank, an Israeli bus driver runs over 2 Palestinians at al-Jalama checkpoint in Jenin, killing 1 and injuring the other. It has not been determined if the collision was intentional or accidental. IDF troops detain a Palestinian at a military checkpoint e. of Jerusalem, arrest 2 in Hebron, and arrest 1 at a checkpoint e. of Nablus. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu.
