In East Jerusalem, Israeli forces seized, for a 2d time, tents sheltering a family whose house was demolished in Issawiyya. 11 Palestinians were arrested during raids in Issawiyya, Shu‘fat refugee camp, and al-Tur; confrontations erupted during the raids in Issawiyya, leading to tear-gas related injuries and damage to property. According to Haaretz reporting, the Shin Bet has been threatening some Palestinian activists with administrative detention if they run in the Palestinian Legislative Council elections. Haaretz confirmed that at least 1 Palestinian activist was arrested and put in administrative detention for 4 months after announcing that he would run in the elections. (HA 3/4)

Danish prime minister Mette Frederiksen and Austrian chancellor Sebastian Kurz met with Israeli prime minister Benjamin Netanyahu in Jerusalem to discuss a joint COVID-19 plan. Prime Minister Frederiksen had, prior to the trip, praised Israel’s vaccination campaign and said that Denmark is considering opening a vaccine factory with and/or in Israel, leading her own left-wing coalition to denounce her trip. The EU expressed dismay at the 2 European leaders’ trip, saying that cooperation on COVID-19 response was an EU issue 1st and foremost. U.S. vice president Kamala Harris spoke with Prime Minister Netanyahu to discuss the ICC investigation into Israel. In the West Bank, large groups of Israeli settlers chanted racist slogans at Palestinians in Hebron and Israeli forces closed off large portions of the city for its Palestinian residents. Israeli forces assaulted and arrested 1 Palestinian minor in Jayyous. In East Jerusalem, Israeli settlers attacked 1 Palestinian minor with stones in the French Hill neighborhood, causing severe injuries to his face. Some 230 Israeli settlers also stormed the Haram al-Sharif compound; the PA and Jordan condemned Israel for allowing the settlers access. Israeli forces raided Silwan leading to clashes with Palestinians; tear-gas related injuries were reported. 3 Palestinians were arrested during late-night raids in al-Tur and Issawiyya. In Israel, Israelis attacked a transport van and its Palestinian driver in West Jerusalem after yelling that the driver was “Arab,” when the Palestinian driver tried to escape the mob he inadvertently killed 1 Israeli man with his vehicle; Israeli police initially arrested the Palestinian man but released him 36 hours and started rounding up 12 Israelis who had attacked the Palestinian man; the Palestinian man’s lawyer said in court that the attack was “a lynching.” (WAFA, WAFA, WAFA 2/28; JP 3/1; HA, PCHR 3/4)

The Israeli cabinet approved starting to vaccinate Palestinians from the West Bank holding Israeli work permits and Palestinians working in Israeli settlements. Vaccination centers will be set up at West Bank crossings. The decision came days after the PA said that Israel and the PA had agreed that Israel would vaccinate Palestinian workers. 8 of 9 judges on the Israeli supreme court voted to overturn the Israeli central elections committee’s decision to disqualify the Palestinian-Israeli Labor party candidate Ibtisam Mara’ana from running in the Israeli elections. The Israeli central elections committee disqualified Mara’ana from running upon request by the racist far-right Otzma Yehudit (Jewish Power) party on 2/17. (HA 2/28)

Iran rejected an invitation to discuss reviving the Joint Comprehensive Plan of Action (JCPOA) at an informal meeting with the U.S. and European stakeholders, saying that European and American parties have made actions and statements in the recent past that do not make the timing right for Iran. Iran later said that the U.S. should lift the sanctions imposed by the Trump administration before the parties can begin to engage on reviving the JCPOA. (AJ 2/28; REU 3/1)

Some 450 lawmakers in European countries and in the EU parliament signed a letter to EU High Representative Josep Borrell and European foreign ministers urging them to pressure Israel to stop the “de facto annexation” of the West Bank. (HA 2/28; WAFA 3/1)

Israeli forces also handed a demolition notice for the family home of a Palestinian prisoner in Kubar and handed a stop-work order for 4 structures in the Jordan Valley. Elsewhere, Israeli forces entered al-Ibrahimi Mosque and forced worshippers and staff to leave the mosque. Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles off the coast of Gaza City, causing damage to boats. In Gaza, Israeli forces opened fire on Palestinian farmland east of Rafah; no injuries were reported. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, 8 Palestinians were arrested, including 7 during late-night raids in and around Bayt Awa, Yatta, and Bethlehem; 1 at a flying checkpoint near Jenin. 1 Palestinian teenager was hospitalized after being beaten by Israeli forces during a daytime raid near Nablus. In East Jerusalem, 4 Palestinians were arrested during daytime raids in the Old City and Issawiyya. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)

Israeli prime minister Benjamin Netanyahu and U.S. president Donald Trump spoke on the phone and, according to Prime Minister Netanyahu, the 2 discussed recognizing the Jordan Valley as Israel’s official eastern border in addition to a defense pact and Iran. (HA, TOI 12/2)

In the West Bank, al-Ibrahimi Mosque was closed to Muslim worshipers due to Israeli restriction during the Jewish Sukkot holidays. Israeli settlers vandalized 6 Palestinian-owned cars in Dayr ‘Ammar. Israeli settlers also attacked Palestinians harvesting olives in Burin and al-Jaba‘. During the attack in Burin, 1 pro-Palestinian Israeli activist suffered broken bones and a settler set fire to some trees. 15 Palestinians were arrested during raids in and around Abu Dis, Ramallah, Hebron, and Qalqilya. During a raid near Tulkarm, Israeli forces seized 10,000 NIS ($2,800) in cash. Israeli forces also shot and injured 1 Palestinian trying to enter Israel southwest of Jenin. In East Jerusalem, for the 2d day in a row, a natural spring was opened for Jewish visitors only; Israeli forces guarded the spring and closed a road leading to nearby Palestinian towns. 7 Palestinians were arrested, including 6 during raids in Issawiyya; 1 preacher of the al-Aqsa Mosque was arrested in the Old City. In Gaza, Israeli forces made incursions to level land northeast of Jabalia. In Israel, Israeli forces attacked bedouins in southern Israel. In the West Bank, 13 Palestinians were arrested during late-night raids in and around Hebron, Tulkarm, Nablus, Jenin, and Ramallah. In East Jerusalem, a Fatah official was arrested in Issawiyya during a late-night raid. Israeli forces also summoned a 6-year-old boy and his father for interrogation after the boy allegedly threw a juice box toward an Israeli police vehicle. Off the coast of Gaza, Israeli naval forces opened fire and used water cannons on Palestinian fishermen. Unidentified Palestinians launch a number of projectiles from Gaza into southern Israel late at night. Israel’s Iron Dome missile defense system intercepts at least 6 and the rest land open areas, causing no damage or injuries. Afterwards the Israeli Air Force conducts air strikes on approximately 100 Hamas sites across Gaza; at least 4 Palestinians are injured and extensive damage is wrought. Earlier in the day along Gaza’s border, IDF troops arrest 5 Palestinians attempting to cross into Israel near Rafah and a 6th who attempts to cross near Khan Yunis armed with a knife. Meanwhile, Hamas security forces violently disperse Palestinians gathering in Gaza City to demonstrate against the high cost of living and the restrictions on imports to Gaza; several protesters are injured. In the West Bank, IDF troops arrest 2 Palestinians during late-night raids near Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. After the rocket fire from Gaza late at night, the Hamas-run Ministry of Health in Gaza condemns the attack. “We are following up on the firing of rockets from Gaza against the national consensus and the ministry will take measures against the violators,” a ministry statement reads. Hamas’s military wing, for its part, denies responsibility for the rocket attack, claiming that the projectiles were fired when senior Hamas officials were meeting with a delegation from Egypt. Israeli defense minister Avigdor Lieberman lifts his hold on the transfers of Qatari-funded fuel into Gaza after a period of relative calm along Gaza’s border fence. “In accordance with [DM] Lieberman’s decision from [10/21] and in accordance with recommendations from security bodies, it has been decided that the supply of ‘Qatari fuel’ to Gaza will be renewed starting tomorrow,” his office announces. Israel’s Knesset passes a new law requiring private businesses that choose not to sell products or services to Israel’s settlements in the West Bank or East Jerusalem to display signage indicating that on their premises. Businesses that fail to display proper signage will be fined. Member of the Knesset (MK) Shuli Moalem-Refaeli (Jewish Home), who proposed the legislation, says, “businesses that choose to discriminate against consumers who live in Judea and Samaria, in outlying areas or in Arab communities will be obligated to inform their customers in advance.
