Palestinian officials and their counterparts at the U.S. State Dept. meet in Washington and reaffirm their shared commitment to a negotiated 2-state solution, “which is the only way to achieve an enduring peace that meets Israeli and Palestinian security needs and Palestinian aspirations for statehood and sovereignty, end the occupation that began in 1967, and resolve all permanent status issues,” according to a joint statement. There is no official mention of the Palestinians’ push for a UNSC res. censuring Israeli settlements, but it is widely suspected that such a res. was the main topic of conversation. Israel’s Edu. Min. Bennett says that he has reached a new deal with PM Netanyahu and Atty. Gen. Mandelblit that will allow residents of the Amona settlement outpost to “remain on their hilltop,” although they will still be relocated to a nearby plot of land. They will only be given temporary permits to live on the new land, however, with options to renew every 2 years, and the govt. will ask for a 1-mo. postponement of Amona’s evacuation to make time for the relocation. Along Gaza’s border, unidentified Palestinian fighters open fire on IDF troops stationed nr. Bayt Lahiya, causing no injuries or damage. In response, the IDF launches air strikes on at least 2 Hamas military sites in n. Gaza, injuring 3 Hamas fighters. IDF troops also open fire on Palestinian homes nr. al-Maghazi r.c., causing no damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City and then nr. Rafah, causing no injuries. In the West Bank, IDF troops attempt to remove a Palestinian flag from a public space in a village nr. Nablus, sparking clashes with stonethrowing residents throughout the day; 2 Palestinians are injured. They also arrest 2 Palestinian youths allegedly planning to carry out stabbing attacks in c. Hebron. Both boys were found to be carrying knives. Israeli forces destroy personal property and threaten to arrest a Palestinian infant during a raid on the Hebron-area home of a Palestinian who was killed on 11/1/2015 after attempting to stab an Israeli soldier. They also impose strict closures on 3 villages nr. Nablus after reports of stone-throwing in the area (the closures will be enforced through 9/10). The IDF arrests 3 Palestinians during raids and house searches nr. Salfit, Nablus, Ramallah, and Bethlehem, sparking clashes in Balata r.c. (1 Palestinian is injured); and patrols nr. Nablus, Hebron, Tulkarm, Salfit, and Qalqilya during the day. Meanwhile, unknown assailants throw Molotov cocktails at the Nablus-area home of a Palestinian woman running for office in the 10/8 municipal elections, causing minor damage. Israeli forces return the body of an East Jerusalem Palestinian to his family in Jabal Mukabir almost a year after he was killed on 10/13/2015 after his family provides NIS 20,000 (approx. $5,300) in collateral to secure the release of his body. He is buried at a cemetery nr. the Old City in a funeral service limited to 25 attendees. In the West Bank, IDF troops arrest a Palestinian youth at Qalandia checkpoint after she allegedly threw a knife at them. Dozens of right-wing Jewish activists visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area; 1 Israeli soldier is moderately injured. IDF troops also raid several homes in the nearby Balata r.c., sparking further clashes; there are no injuries. The IDF arrests 6 Palestinians during raids, house searches, and patrols nr. Khan Yunis, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishermen working nr. Bayt Lahiya, causing no injuries. In the West Bank, Israeli border police arrest 6 Palestinian youths throwing stones and setting fires nr. the separation wall outside Jerusalem. IDF troops patrol in 2 villages nr. Hebron and 1 nr. Nablus. In East Jerusalem, Israeli police disperse right-wing Jewish activists marching toward Haram al-Sharif in commemoration of Israeli Independence Day; 5 activists are arrested. They also arrest 10 rightwing Jewish activists after they assault Palestinians nr. Haram al-Sharif; there are no serious injuries. A total of 5 Palestinians are killed across the oPt today. First, IDF troops shoot and kill 2 Palestinians in ‘Araqa village nr. Jenin after they allegedly shoot at the soldiers. IDF troops later cordon off the roads leading to and from Araqa and patrol the area. IDF troops shoot and fatally injure a 3d Palestinian youth at a checkpoint n. of Bethlehem after he allegedly attempts to stab in Israeli soldier (he succumbs to his injuries later in the day). In the evening, Israeli forces shoot and kill a 4th and 5th Palestinian after they allegedly attempt to open fire on Israeli border police and civilians nr. Jerusalem’s Old City. IDF troops shoot and injure a Palestinian youth after she allegedly attempts to stab an Israeli soldier in c. Hebron. Palestinian witnesses report that the young woman did not attempt a stabbing. A video of the alleged stabbing is later dispersed in the media depicting Israeli soldiers pushing a disabled Palestinian witness from his wheelchair. Elsewhere in the oPt, the Egyptian authorities keep the Rafah border crossing open for the 2d of 2 planned days, allowing passage in both directions. They say in the evening that they will extend the opening a 3d day on 2/15. The IDF maintains, for a 6th and final day, its punitive closure of Qabatiya, where an Israeli settler was stabbed and injured on 2/9. IDF troops patrol in a village nr. Jenin, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. They also conduct house searches and raids late at night in Tulkarm, Tulkarm r.c., Nablus, 4 villages nr. Hebron, and 1 village nr. Ramallah, arresting 10 Palestinians; patrol further in Qalqilya, 7 villages nr. Hebron, and 1 nr. Salfit. The Israeli authorities return to his family in East Jerusalem the body of a Palestinian who was killed by Israeli police on 10/15 (the family reportedly agreed to allow only 14 people to attend his funeral and paid NIS 20,000 [around $5,150] as collateral to secure the release of his body). This is the 1st body returned to East Jerusalem since the wave of violence began in 10/2015. Meanwhile, Palestinians verbally confront 5 right-wing Jewish activists who are attempting to pray at Haram al-Sharif. Israeli forces escort the activists out of the sanctuary before the incident can escalate. Israeli forces also arrest 6 Palestinians on raids in al-Tur. After 2 weeks of increasing tension and clashes in East Jerusalem over access at Haram al-Sharif, Israeli authorities ban male and female volunteer guards— murabitun and murabitat—from the sanctuary on the grounds that they disturb and intimidate Jewish visitors. Around 50 Palestinian women gather outside Haram al-Sharif in the morning to protest the Israeli restrictions on their access. Late at night, suspected right-wing Jewish activists spray racist graffiti on walls in the Old City and Israeli forces arrest 7 Palestinians on raids in al-Tur and Jabal Mukabir. In the West Bank, unknown assailants shoot and lightly injure an Israeli settler driving nr. Nablus. Later, Israeli settlers set fire to dozens of olive trees outside a nearby Palestinian village and Israeli forces block the entrances to the village and order a curfew. Separately, Israeli forces raze agricultural land and seize an irrigation network nr. Hebron. IDF troops conduct late-night house searches and raids nr. Jericho, Jenin, Tulkarm, and Bethlehem, arresting 4 Palestinians; patrol in al-‘Arub r.c and nr. Hebron. The Israeli authorities reopen a road nr. Ramallah that has been closed for 15 years (it was initially reported reopened on 5/25, but Israel’s Coordinator of Government Activities in the Territories [COGAT] delayed the opening to perform unspecified maintenance). Off Gaza’s coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. PNC pres. Zanoun announces that the PNC convention scheduled for 9/14–15 has been postponed in response to various Palestinian political groups’ requests for a delay and calls for a boycott. UNRWA commissioner-gen. Pierre Krähenbühl reaches an agreement with the UNRWA employees union in Gaza to end the recent protests over reductions in agency services. The union went on strike for a week on 8/24, then agreed to return to work on 8/31 in exchange for a tentative agreement to limit class sizes. (MNA 9/9)

In East Jerusalem, Israeli forces bar 3 Palestinian journalists from entering Haram al-Sharif while right-wing Jewish activists tour the sanctuary. Meanwhile, Israeli police and Palestinian youths clash for the 3d day in a row, in Issawiyya, injuring a Palestinian child. In Gaza, a Palestinian youth is seriously injured when he accidentally detonates an unexploded Israeli munition in Shuja‘iya. Israeli forces level land during a limited incursion e. of Rafah. In the West Bank, the municipal govt. of the Kiryat Arba settlement delivers a notice of unpaid property taxes to a Palestinian on whose lands the settlement was built, which will reportedly force him and his family to leave their land. Separately, Israeli forces demolish 2 homes and 2 animal shelters in a village in the s. Hebron hills. The IDF conducts house searches and arrest raids nr. PA Pres. Abbas files a request with the Dutch embassy, asking the ICC to open investigations into suspected war crimes committed in the oPt since 6/2013. In response to the PA’s accession to the ICC, the Israeli cabinet decides to freeze the transfer of NIS 500 m. Under the aegis of the State of Palestine, Pres. Abbas signs a request to join the ICC, and signs many other international treaties and conventions, at a ceremony marking the 50th anniversary of Fatah at the presidential compound in Ramallah. Israel’s High Court of Justice rejects a petition to ban all punitive home demolitions, a policy resurrected following the 6/2014 abduction and killing of 3 Israeli settler teenagers. The court also rejects a petition to block the demolition of the Jabal Mukabir homes of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18. (Israel’s Supreme Court froze the demolition order for the synagogue attackers’ homes on 11/27.) The White House convenes a meeting with American Jewish leaders to reassure them that the Obama admin. is committed to keeping Iran free of nuclear weapons. A senior Palestinian official speaking anonymously says that Israeli and Palestinian negotiators plan to meet soon, for the 1st time since 1/25/12 in Amman. Meanwhile, Netanyahu holds a rare news conference, saying that he still hopes to reach a peace deal with the Palestinians based on a 2-state solution. He states: “I don’t want a binational state. . . . For as long as it depends on me, we will ensure the Jewish and democratic character of Israel.” (WT 4/4) Netanyahu calls on the Israeli military to delay the eviction of the Jewish settler families who moved into a Hebron house several days ago without securing the proper permits, saying they should be allowed to remain in the house until their case is heard in court; the settlers ignore the IDF’s 4/2/12 eviction orders. The International Criminal Court (ICC) rejects a PA request to sign the ICC’s founding treaty (the Rome Statute), reaffirming that only internationally recognized states can join the court. The ruling means the automatic rejection of a PA request for the ICC to form a permanent war crimes tribunal to investigate Israeli actions during its 2008–9 Operation Cast Lead offensive against Gaza. The only alternative is for the UNSC to ask for a tribunal. (NYT, WP 4/4)

Late in the evening, IDF troops on the c. Gaza border e. of Gaza City fatally shoot a knife-wielding Palestinian teenager who approaches the border fence; his family says the boy had made comments about wanting to avenge the death of his sister, who was killed during Israel’s Operation Cast Lead assault on Gaza in 2008–9. Meanwhile, Palestinians responding to rumors (claimed by Israel to be false) that Israeli security forces plan to escort a group of right-wing Jews onto the al-Aqsa Mosque compound march on the IDF’s al-Ram checkpoint into Jerusalem, blocking the access road with burning tires, throwing stones, and setting off fire works, injuring 11 Israeli soldiers and border police. Speaking at Friday prayers in Cairo’s al-Azhar Mosque, Hamas’s acting PM in Gaza, Haniyeh, issues the movement’s 1st public call supporting the Syrian opposition, stating: “I salute all people of the Arab Spring . . . and I salute the heroic people of Syria who are striving for freedom, democracy, and reform.” (NYT, WP 2/25; JPI 3/9)

Israeli and Palestinian officials issue opposing statements on the content of Israel’s principles on borders presented in the Jordanian-sponsored exploratory talks last quarter. Israeli officials say the principles “effectively means a withdrawal from 90% of the West Bank,” similar to proposals made by Israel at the 2008 Annapolis conference. Palestinian officials counter that Israel never presented maps or discussed percentages, stating “If they wanted to say 90% they should have said 90%.” (WT 2/24)

Jerusalem Post reports that Naftali Bennett, former head of PM Netanyahu’s office and a former head of the YESHA settlers council who has recently launched a new group called One State Israel, has started circulating his proposed solution to the Israel-Palestine conflict to Israel’s political and military elites, who reportedly give it “high praise.” His “Israel Stability Initiative,” which he describes as “a practical plan for managing the . . . conflict,” calls for: (1) Israel unilaterally extending sovereignty over West Bank area C (60% of the West Bank); (2) granting citizenship to the 50,000 (by his estimate; as of 8/2011, OCHA put the figure at 150,000) Palestinians in Area C; (3) full PA “autonomy” in and freedom of movement among West Bank areas A and B; (4) no right of return for Palestinian refugees and no access for Palestinian refugees to areas under PA control; (5) a “full Israeli security umbrella” covering all of the West Bank; (6) the permanent separation of Gaza from the West Bank; and (7) heavy Israeli investment in economic projects in the West Bank that reinforce separation, such as joint industrial zones and separate road networks. In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. On the day before the New Hampshire primaries, Republican presidential candidates Ron Paul and Rick Santorum both stress that the U.S. must maintain close ties with Israel. Paul, who opposes all foreign aid, says he is against continuing massive assistance to Israel, stating “I don’t believe that I should take money from anybody here and send money to them,” saying it sends the message “we own you.” Santorum stresses the threat from Iran, whereas Paul calls the danger of Iran achieving nuclear weapons “way overblown.” (WT 1/10)

The White House announces that Pres. Obama has tapped his dir. of the Office of Budget and Management, Jack Lew, as his new chief of staff, replacing outgoing chief of staff William Daley. American Jewish organizations praise the selection of Lew, an Orthodox Jew who is very involved in Jewish events in Washington, stating that since Dennis Ross’s departure as Obama’s chief adviser on the Middle East they had worried that there was no one “left to call in a White House that has hemorrhaged top Jews over the last year or so” that could directly weigh in with the pres. on issues of concern to Israel. At the close of 2 days of talks in Cairo, Fatah’s Abbas and Hamas’s Mishal agree that they will both sit on the comm. that will prepare for the next elections of the PLO’s parliament-in-exile, the Palestinian National Council (PNC), marking a major step toward Hamas joining the PLO. They also agree to form an interim unity government by the end of 1/2012 and to bring elected Hamas-affiliated legislators back into the PA’s parliament, the Palestinian Council (PC), in 2/2012. Reports indicate that Hamas is scaling back its presence in Syria because of violence there, but overall feels buoyed by the Arab Spring. Senior Hamas official Mahmud Zahar states that Hamas feels strengthened and validated by the popular support shown for Islamist parties in countries affected by the Arab Spring, suggesting that the new Tunisian model of power-sharing among Islamist and secular nationalist parties could be a model for the Palestinians. In light of Jewish settler violence against the IDF on 12/12, the Israeli cabinet approves several measures against right-wing Jewish extremists, including permitting their detention without trial (administrative detention) and trial in military courts, allowing soldiers in the West Bank to arrest them, and banning them fr. entering the West Bank; it does not label them “terrorists,” which would have allowed security forces even greater leeway to act against them. Addressing 10,000s of Hamas supporters in Gaza City to mark Hamas’s 24th anniversary, Hamas acting PM Ismail Haniyeh says that “Today we say it clearly: Armed resistance and armed struggle are the strategic way to liberate the Palestinian land from the sea to the river,” but that if Israel were to turn over the occupied territories, including East Jerusalem, Hamas could take a “temporary” respite “without Israel being recognized and without any concession being made.” Of note: at the rally, the flags of the Arab states are displayed except for Syria’s. The New York Times runs a long special report on a 6-yr. U.S. investigation of Lebanese Canadian Bank and its suspected role providing financial support to “terrorists.” U.S. officials allege—but refuse to release their evidence—that the investigation revealed that the bank laundered hundreds of millions of dollars fr. Hizballah criminal enterprises and that Hizballah had significant ties to Latin American drug cartels. U.S. investigators say the transactions also revealed a pattern “in which entities tied to Hezbollah have been buying up militarily strategic pieces of property in largely Christian areas” of Lebanon. Hizballah calls the claims “politically motivated propaganda.” U.S. admin. sources say that when the connections first came to their attention in fall 2010, some argued that the Hizballah link should be left unstated, but the admin. changed course (1) after Hizballah forced out Saad Hariri as PM and secured appointment of an ally in his place and (2) when the UN tribunal accused Hizballah of involvement in Rafiq Hariri’s assassination. With the completion of a section of the separation wall bordering Shu’fat r.c. in East Jerusalem, the IDF closes its Shu’fat checkpoint into Jerusalem and redirects traffic to a new modern checkpoint (begun in 2009 to serve as a future international crossing into Jerusalem).
