In the West Bank, Israeli settlers uprooted 13 olive trees in Hares. Israeli settlers also threw stones at Palestinian vehicles traveling between Nablus and Jenin. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 1 with a rubber-coated bullet and others were injured by tear gas. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with a rubber-coated bullet. Elsewhere, Israeli forces violently dispersed protesters in Qalqilya, arresting 1. 4 Palestinians were arrested at checkpoints near Bethlehem, Qalandia, and Hizma. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters, injuring 50 using rubber-coated bullets, beatings, and tear gas near the Haram al-Sharif compound, Silwan, Issawiyya, Wadi al-Juz, and Shaykh Jarrah; 4 were arrested. In Gaza, several dozen rockets were fired at Israel and Israel fired missiles and shells at Gaza east of al-Bureij refugee camp; causing damage; 2 groups, the Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. In the West Bank, Israeli forces raided and surveyed a bedouin community adjacent to the Israeli settlement Ma’ale Adumim in preparation for annexing the area. 1 Palestinian woman died of the COVID-19 virus, marking the 8th COVID-19-related death in the Palestinian territories and 4th in the West Bank, excluding East Jerusalem. The district of Bethlehem started a 48-hour lockdown to combat the rise in COVID-19 cases. 9 Palestinians were arrested during raids in and around al-‘Arub refugee camp, Jenin, Ramallah, and Tulkarm. In East Jerusalem, 1 Palestinian was arrested in Issawiyya. In Gaza, Israeli forces opened fire on agricultural lands east of Dayr al-Balah; no injuries were reported. U.S. assistant to the president and special representative for international negotiations Avi Berkowitz and U.S. ambassador to Israel David Friedman met with Israeli defense minister Benny Gantz to discuss annexation of parts of the West Bank. According to Haaretz sources, Defense Minister Gantz told the 2 that 7/1 “is not a sacred date” for moving forward with annexation. Shortly after those details were reported, Israeli prime minister Benjamin Netanyahu said “The issue [annexation] is not up to Kahol Lavan [Gantz’s Blue and White party]. A letter by 4 progressives in the U.S. House, Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Pramila Jayapal (D-WA), and Betty McCollum (D-MN), to Secretary of State Mike Pompeo being circulated among other representatives was obtained by the Jewish Insider. The letter warns the State Department that the 4 will “pursue conditions on the $3.8 billion in U.S. military funding to Israel.” (Jewish Insider 6/29; HA 6/30)

In the West Bank, Israeli forces set up a metal gate, shutting the main entrance to Nabi Salih. Israeli forces also handed a demolition notice for the family home of a Palestinian prisoner in Kubar and handed a stop-work order for 4 structures in the Jordan Valley. Elsewhere, Israeli forces entered al-Ibrahimi Mosque and forced worshippers and staff to leave the mosque. Israeli forces also violently suppressed a protest in al-Bireh; 2 Palestinians were injured by live ammunition, 3 by rubber-coated bullets, and others suffered tear-gas related injuries. 7 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, and Nablus. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles off the coast of Gaza City, causing damage to boats. In Gaza, Israeli forces opened fire on Palestinian farmland east of Rafah; no injuries were reported. In Israel, more than 150 vehicles were vandalized and racist graffiti in Hebrew, such as “Jews wake up” and “Enough with the assimilation,” was sprayed on several buildings in the Christian Palestinian village of Jish. At a UN Security Council meeting, PA president Mahmoud Abbas sharply rejected the U.S. administration’s peace plan, saying “[t]his is an Israeli-American pre-emptive plan in order to put an end to the question of Palestine.” While President Abbas was speaking in New York, Palestinian protesters in Ramallah demonstrated against the U.S. peace plan. After the protest, Palestinians and Israeli forces clashed at a checkpoint north of Ramallah; 2 Palestinians were injured by rubber-coated bullets and others needing treatment for tear-gas related injuries. In the West Bank, 8 Palestinians were arrested, including 7 during late-night raids in and around Bayt Awa, Yatta, and Bethlehem; 1 at a flying checkpoint near Jenin. 1 Palestinian teenager was hospitalized after being beaten by Israeli forces during a daytime raid near Nablus. In East Jerusalem, 4 Palestinians were arrested during daytime raids in the Old City and Issawiyya. Israel’s defense minister Naftali Bennett ordered the “planning processes to be advanced” for new settler housing in Hebron. The plan includes development of a closed fruit and vegetable market for settler housing. According to Defense Minister Bennett, the new settlement housing “will create territorial continuation from the Cave of the Patriarchs [al-Ibrahimi Mosque] to the Avraham Avinu neighborhood, and double the number of Jewish residents in the city.” PLO’s secretary general Saeb Erakat said in a tweet that Bennett’s announcement was the “first tangible result of the U.S. decision to legitimize colonization,” referring to U.S. secretary of state Mike Pompeo’s announcement from 11/18 that the U.S. no longer considers the Israeli settlements in the West Bank illegal under international law. Defense Minister Bennett also sent a letter to the Palestinian municipal government of Hebron demanding consent for the demolition of the fruit and vegetable market, threatening that Bennett would start legal proceedings to lift the municipality’s protected status over the site. The Israeli cabinet approved an allocation of 40 million shekels ($11.5 million) for construction of 1st-aid stations and security in Israeli settlements in the West Bank. The chairperson of the Joint Arab List Ayman Odeh subsequently sent a letter to the Israeli attorney general demanding an examination of the constitutionality of the allocation, saying that the approval “raise[s] a grave suspicion of a budget allocation in exchange for a political favor.” (HA 12/1)

Israeli prime minister Benjamin Netanyahu and U.S. president Donald Trump spoke on the phone and, according to Prime Minister Netanyahu, the 2 discussed recognizing the Jordan Valley as Israel’s official eastern border in addition to a defense pact and Iran. (HA, TOI 12/2)

In the West Bank, al-Ibrahimi Mosque was closed to Muslim worshipers due to Israeli restrictions during the Jewish Sukkot holidays. Israeli settlers with military escort toured Solomon’s Pool south of Bethlehem, closing the area for Palestinians. Elsewhere, near Nablus, Israeli settlers and military escort toured Joseph’s Tomb, leading to confrontations with Palestinians; 51 Palestinians were injured including 3 by live ammunition, 14 by rubber-coated bullets and others suffered tear-gas related injuries. 1 Palestinian was shot after allegedly ramming his car into an undercover Israeli officer’s car in al-Am‘ari refugee camp. Israeli forces violently dispersed a protest in Turmus ‘Ayya, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. In East Jerusalem, hundreds of Israeli settlers attacked Palestinians and Palestinian-owned property in Issawiyya; Israeli forces arrested 7 of the perpetrators. Violent protests break out among the Palestinian populations of 3 Israeli prisons—Ofer, Nafha, and Gilboa—leading to the injury of at least 17 Palestinian prisoners and 3 Israeli guards, according to the Israeli Prison Service (IPS). Prisoner support groups report that as many as 140 Palestinians are at least lightly injured. Israeli defense minister Avigdor Lieberman lifts his hold on the transfers of Qatari-funded fuel into Gaza after a period of relative calm along Gaza’s border fence. “In accordance with [DM] Lieberman’s decision from [10/21] and in accordance with recommendations from security bodies, it has been decided that the supply of ‘Qatari fuel’ to Gaza will be renewed starting tomorrow,” his office announces. One of the settlers succumbs to his injuries soon after the confrontation. The Israeli police recommend charging PM Netanyahu in 2 cases where there is sufficient evidence he accepted bribes “against the public interest.” Atty.-gen. Avichai Mandelblit is now tasked with deciding whether or not to formally charge the PM. Tensions remain high at Haram al-Sharif, as Palestinians hold a “day of rage” across the oPt. Muslim worshippers clash with Israeli forces after midday prayers at the Lion’s Gate to the Old City; 2 Palestinians are injured and arrested. Elsewhere, Palestinian, Israeli, and international protesters clash with Israeli forces at Qalandia checkpoint, Shu‘fat, Ramallah, and Bethlehem; at least 8 Palestinians are injured. Protests in Nablus and Tubas are without incident. After consulting with top security officials, Israeli PM Netanyahu says, “We want to solve this crisis in the quietest way possible and to bring back the calm.” Israel’s security agencies reportedly support removing the new metal detectors. He specifically blames the minister of health, saying he “killed her when he refused their request to transfer the girl to a hospital in Israel to get a transplant.” Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. al-Bureij r.c. overnight. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Israel’s High Court of Justice gives the state an extended deadline for the demolition of unauthorized settler outpost Amona in the c. West Bank, delaying removal until the end of 4/2013.
