The Palestine Chronology

Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Along Gaza’s border, Israeli forces arrest 2 Palestinians attempting to cross into Israel for work. Separately, Egyptian authorities allow 500 Muslims from Gaza to pass through the Rafah border crossing for Hajj. In Israel, the IDF deploys an Iron Dome battery outside Ashqelon (nr. the Gaza border) in response to the escalation of violence in Jerusalem and in anticipation of possible tension over Palestinian prisoner Allan’s hunger strike. Israeli atty. gen. Yehuda Weinstein approves police use of Ruger sniper rifles against stone-throwing in Jerusalem. Meanwhile, Israeli PM Netanyahu approves a proposal to increase security in Jerusalem, providing 800 additional officers in the city from 9–10/2015. The UNSC releases a statement expressing “grave concern” over the recent violence in East Jerusalem, calling on all sides to work together to lower tensions and to refrain from provocative actions that would change the status quo at Haram al-Sharif. (UNSC 9/17; JTA 9/18)

At its general conference, the mbrs. of the International Atomic Energy Agency (IAEA) reject, 61–43, with 33 abstentions, a res. proposed by Egypt and other Arab states calling for inspections and international oversight on Israel’s nuclear weapons program. (DS, HA, JP, TOI 9/17)

Israeli forces demolish a 3-story building in Wadi al-Juz, making it the 19th Palestinian home demolished in East Jerusalem this year. Nearby, Israeli forces arrest 4 Palestinians on late-night raids in Issawiyya and Bayt Hanina. In the West Bank, Palestinian and international activists protest the expansion of the separation wall in Bayt Jala nr. Bethlehem (construction began on 8/17); IDF troops violently disperse protesters, arresting 1 Palestinian. Israeli forces demolish an agricultural structure in a village nr. Ramallah; patrol in al-‘Arub r.c. as well as nr. Hebron and Nablus. They also conduct latenight raids in Aida r.c. and 1 village each nr. Bethlehem and Hebron, arresting 3 Palestinians. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) announces that, due to a recent string of donations, its budget shortfall has been alleviated sufficiently to allow the 2015–16 school year to proceed on time in its 685 schools across the Middle East. In the Sinai Peninsula, unidentified assailants kidnap 4 mbrs. of Hamas traveling nr. Shaykh Zuwayd to Cairo by bus, which departed from the Rafah border crossing earlier in the day. Egyptian security sources suspect that the kidnappers are affiliated with the Sinai Province of the Islamic State. (MNA, REU 8/20)

In the Gaza Strip, Egyptian authorities open the Rafah border crossing for passage in both directions. Civil employees go on a 1-day general strike in protest of the fact that they haven’t been paid a full salary since 6/2, and dozens stage a sit-in protest outside the PA unity govt.’s headquarters in Gaza City. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse a peaceful protest outside Ofer detention center nr. Ramallah, injuring 1 Palestinian with live ammunition. Israeli forces demolish 2 homes, a store, and a barn in a village s. of Hebron; deliver 34 evacuation notices to Palestinian families in 2 villages in the Jordan Valley. The IDF also conducts house searches and arrest raids in ‘Askar r.c., Balata r.c., al-‘Arub r.c., as well as nr. Ramallah and Hebron, where they arrest a journalist with al-Aqsa TV; patrols nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, Israeli forces clash with stone-throwing Palestinians in al-Tur and Issawiyya, injuring 2 with rubbercoated metal bullets. They also arrest Palestinians in al-Tur, Issawiyya, and Bab Hettah. Meanwhile, around 40 officials from Israel’s Foreign Affairs Ministry and 30 rightwing Jewish activists tour Haram al-Sharif accompanied by IDF troops. In Israel, Palestinian citizens observe a general strike protesting the killing of 2 Palestinian bedouin men in Rahat by Israeli police. Residents of Rahat continue their strike, which they began on 1/18, and around 200 Palestinians throwing stones clash with Israeli police; 4 Palestinians are arrested. In his annual State of the Union address, U.S. Pres. Obama reiterates his promise to veto any new legislation relating to the sanctions on Iran that would threaten the ongoing negotiations between Iran and the P5+1. (NYT 1/21; HA 1/23)

The IAEA publishes a report on Iran’s adherence to the Joint Plan of Action, which governs its negotiations with the P5+1. It concludes that Iran has not enriched any uranium above 5% or made any “further advances” at the Natanz or Fordow plants, or the Arak reactor. (AP 1/21)
