Off the coast of the Gaza Strip nr. Rafah, Egyptian naval forces open fire on Palestinian fishermen, injuring 1. In the West Bank, IDF troops raid the offices of Palestinian newspaper al-Ayyam in Ramallah, and order its staff to stop using their presses to print pro-Hamas publications Filastin, al-Risala and al-Istiqlal. The PA permitted the 3 publications to be distributed in the West Bank starting in late 4/2014, in accordance with the Hamas-Fatah reconciliation deal of 4/23. The IDF conducts house searches and arrest raids in Hebron and 2 nearby villages, 1 village and Aida r.c. nr. Bethlehem, and 1 village and al-Jalazun r.c. nr. Ramallah; patrols in 1 village nr. Jenin in the morning, 1 village nr. Jenin in the afternoon, and in 2 villages each nr. Hebron and Jericho at night. In East Jerusalem, groups of right-wing Jewish activists march through the Old City to celebrate “Jerusalem Day,” leading to clashes with Palestinians at Haram al-Sharif. In the clashes, Israeli security forces injure 4 Palestinians with rubber-coated metal bullets, and Palestinians injure 1 security officer with a thrown stone. In response to low voter turnout in the Egyptian presidential election, polls are kept open for a 3d day. Following their close, provisional results indicate that al-Sisi won between 89% and 93.4% of the vote, with al-Sisi’s campaign and judicial sources estimating leftist candidate Hamdeen Sabahi won 2.9% and 5%. Judicial sources estimate turnout to be 44.4% of Egypt’s 54 m. eligible voters. Meanwhile, gunmen shoot and kill an Egyptian border guard in Rafah. (AP, MNA, REU 5/28)

Bethlehem and Aida r.c. in Bethlehem at night; patrols in 1 village nr. Ramallah and 1 village nr. Bethlehem in the morning, in 1 village nr. Jenin in the afternoon, and in 2 villages nr. U.S. Secy. of State John Kerry makes one more visit to Ramallah in the morning, holding brief talks with Palestinian pres. Mahmud Abbas, their 3d meeting in 3 days. Afterward, Palestinian chief negotiator Saeb Erakat says that there had been no breakthrough. Kerry, speaking to reporters in Ben-Gurion Airport on his way to Brunei, sounds a more positive note and cites unspecified “real progress.” Kerry departs after 4 days and 13 total hours of talks with Abbas and Israeli PM Benjamin Netanyahu. Meanwhile, Netanyahu tells a cabinet meeting that any future agreement with the Palestinians will be submitted for approval in a national referendum. (AFP, HA 6/30)

Israeli media reports that the Jerusalem Municipality will advance plans to build 930 new housing units in Har Homa settlement, a development that Palestinian chief negotiator Saeb Erekat condemns in a Ramallah press conference. (JP 6/30)

Millions of demonstrators take to the streets across Egypt on a planned day of protest against the govt. of Pres. Mohamed Morsi. As night falls, violent clashes break out between opponents and supporters of Morsi, resulting in 4 deaths. Assailants storm the Cairo headquarters of the Muslim Brotherhood, setting it on fire. U.S. Defense Secy. Chuck Hagel begins a Middle East tour in Israel, where he is expected to have meetings with Pres. Shimon Peres, PM Benjamin Netanyahu, IDF Chief of Staff Lt. Gen. Benny Gantz and DM Moshe Ya’alon. Hagel will discuss Iran, Syria, and also the sale of U.S. military equipment to Israel. Hagel’s weeklong tour of the region will also include Jordan, Saudi Arabia, Egypt and the United Arab Emirates. (HA, NYT 4/20; WP 4/21)

U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy. Kerry says that Washington will double its nonlethal aid to the Syrian opposition to $250 million, support that will be funnelled through the rebels’ Supreme Military Council. The IDF raids Qabatya, surrounds the home of senior Islamic Jihad military leader Elias al-Ashkar, killing Ashkar and 4 Islamic Jihad mbrs. in an exchange of fire, sparking massive protests in Qabatya in which soldiers kill a 6th Palestinian, wound 16 (including a journalist); sends undercover units into Jenin in car with Palestinian license plates, willfully shooting and killing a PA General Intelligence Service (GIS) officer guarding the GIS headquarters in Jenin, besieging a house nearby, arresting 1 wanted Palestinian; shoots, wounds senior Islamic Jihad political leader Shaykh Mahmud al-Sadi outside Jenin in an apparent assassination attempt; conducts additional arrest raids, house searches in and around Nablus, in Tulkarm, nr. Hebron; raids Aida r.c., chasing and firing on Palestinian children who allegedly threw stones at IDF soldiers, wounding an 11- and a 12-yr.-old with live ammunition; confiscates goods from, demolishes 13 shops in a farmers market in the Jordan Valley; captures a Palestinian boat smuggling explosives fr. The Israeli High Court upholds (6–5) a 2002 law that sharply restricts family reunification for West Bank and Gaza Palestinians married to Israeli Palestinians living in Israel to women over age 25 and men over age 35. (AP, B’Tselem press release, HA 5/14; HA, MM, NYT, WP, WT 5/15)

Israeli-Palestinian clashes continue to escalate. In Rafah, the IDF assassinates Islamic Jihad activist Muhammad `Abd al-Al, firing wire-guided missiles fr. helicopter gunships at his truck. (2,000 Palestinians attend his funeral later in the day.) After an Islamic Jihad sniper kills an IDF soldier nr. Rachel's Tomb in Bethlehem in retaliation, the IDF fires missiles, tank shells, machine guns, grenades at Palestinian residential areas of the city, damaging 15 homes and wounding 8 Palestinians, including a 2-yr.-old girl, 3-mo.-old baby. The IDF also eases open-fire regulations; shells residential areas of Aida camp, Bayt Jala, Nablus; demolishes 1 Palestinian home in al-Khadir, 1 in al-Tur. The Popular Front for the Liberation of Palestine (PFLP) detonates a car bomb nr. an IDF patrol outside Qeddumim settlement, causing no injuries. In Hebron, Jewish settlers blow up 4 Palestinian shops; afterward, the IDF bulldozes the buildings, surrounding area to create a buffer around the Abraham Avino settlement. Palestinians fire homemade mortars at the Qarni industrial zone. In Jerusalem, a Palestinian attacks, injures an IDF soldier, steals her M-16. In Washington, Mubarak briefs Bush on the Jordanian-Egyptian "nonpaper" (see 4/1), urges him to support the proposal and to become more involved in the peace process. Bush says the nonpaper ideas should be discussed; the U.S. can "facilitate" talks btwn. Israel, the PA, but it "can't force a peace." Bush also urges Egypt to return its amb. to Israel. The State Dept. certifies PLO compliance with the Oslo agmts. for the period 6/16/00+n12/15/00, saying PA security coordination with Israel was very high prior to 9/28/00, it is uncertain to what degree PLO or PA officials were actively involved in starting or encouraging violence after 9/28.
