In the Gaza Strip, IDF troops conduct a limited incursion close to the border fence nr. Bayt Hanun, and level land before withdrawing. In the West Bank, IDF troops shoot and kill 3 Palestinian civilians and wound 18 others including 5 children during an arrest raid in Qalandia r.c. nr. Jerusalem. One of those killed was an UNRWA employee, the agency reveals. The IDF claims that its forces were met by a rioting crowd of some 1,500 camp residents throwing stones and petrol bombs. In Aida r.c. nr. Bethlehem, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets during protests against the deaths in Qalandia. Meanwhile, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Bethlehem at night, patrols in Tulkarm in the morning, and in 2 villages nr. Jenin and 1 village nr. Jericho in the afternoon, and in Jenin at night. In a raid on Sanur village nr. Jenin, IDF troops clash with residents, shooting and wounding 2 Palestinians with rubber-coated metal bullets. In East Jerusalem, Israeli forces demolish 2 homes in al-Tur. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. Abbas in Ramallah, and relays a message from interim Egyptian pres. Adly Mansour, thanking Abbas for supporting the military coup that ousted Morsi. (HA, JP, REU 8/26; MNA 8/28)

An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

Early this morning, IDF helicopters, tanks attack the PSF West Bank headquarters in Beitunia, where some 200 PSF officers and staff have encamped since 3/30, setting the building ablaze. The CIA intervenes to secure the safe evacuation of the staff, surrender of 180 officers, but some refuse to leave. In Ramallah, the IDF continues house-to-house searches, stumbling upon 22 PSF officers hiding in an apartment, fatally shooting 2 though none resist arrest; raids, shuts Ramallah's al-Quds Educational TV, arresting 2 employees; revokes the credentials of 2 Abu Dhabi TV journalists, threatens legal action against CNN and NBC for broadcasting fr. Ramallah; confiscates 3 ambulances, detains 9 paramedics. PRCS suspends services in Ramallah, noting the IDF now has 15 medical workers in custody. This afternoon, the IDF lifts the Ramallah curfew for 3 hrs. so residents can buy food, bury those killed since 3/29 (bodies have been double-stacked in morgues, with no electricity). In Bethlehem, IDF troops order all men age 14-45 to surrender; fight their way to the doorway of the Church of the Nativity, where some 200 Palestinian gunmen, civilians have now sought refuge; fire on 20 journalists on the balcony of the Star Hotel, injuring 1; fire a warning shot at a clearly marked Reuters car. Palestinians also take refuge in Bethlehem's Omar Mosque, Santa Maria Church, the Russian Orthodox Church and hospice; the IDF surrounds those holy sites, occupies Bethlehem University as its main staging area. In Aida and Dahaysha, the IDF orders Palestinian women age 15-25, men age 14-45 to surrender. A Palestinian suicide bomber detonates a device at an IDF checkpoint into Jerusalem, killing only himself, causing no injuries. At least 7 Palestinians are killed today, including 2 motorists ambushed by settler vigilante group Tears of the Orphans and Martyrs (see 3/5) nr. Tulkarm, a mother and son shot by the IDF and allowed bleed to death, a woman shot dead by an IDF sniper as she left a Ramallah hospital (troops fire on medical workers attempting to retrieve her body). 3 Israelis injured in the 3/27 Netanya attack die, bringing the toll of the bombing to 23; 1 Israeli injured in the 3/31 Haifa attack dies, bringing that toll to 16. Israel expands its list of "wanted" Palestinians to include some of Arafat's top aides, including intelligence chief Tawfiq Tirawi, PSF 2d in command in Gaza Rashid Abu Shabak, Fatah tanzim leader Marwan Barghouti, but not PSF heads Dahlan or Rajub. With Passover past and 20,000 reserves fully mobilized, the IDF reoccupies Bethlehem, setting up a cordon 500 yards fr. the Church of the Nativity, surrounding the PSF West Bank headquarters, declaring a 24-hr. curfew, firing warning shots at a BBC camera crew. The IDF also sends troops into Aida, Dahaysha, Tulkarm; reinforces troops in Qalqilya, beginning house-to-house searches. In Ramallah, the IDF continues rounding up Palestinian men, saying since 3/29, it has detained 700 (10 of them "wanted" men) and seized 19 rifles, 4 pipe bombs, 2 mortars, a "small number of assorted ordnance"; raids, vandalizes, confiscates files fr. more public, private offices; ejects a 6-person CBS news team fr. the city; fires on a clearly marked NBC TV vehicle. The PRCS says that the IDF has halted coordination efforts that guarantee the safe movement of ambulances, medical workers. In Bayt Jala, 100 Palestinians and foreign peace activists hold a nonviolent march to an IDF checkpoint, where troops open fire in front of them with live ammunition fr. tank-mounted machine guns, wounding 7 foreigners, 1 Palestinian TV cameraman. In total, 13 Palestinians are killed during the day, including an 11-yr.-old boy shot by the IDF in Gaza. A Palestinian sniper kills 1 Jewish settler in Har Homa. A Palestinian suicide bomber detonates a car bomb at a checkpoint btwn. East and West Jerusalem, killing 1 Israeli police officer. Israeli-Palestinian clashes continue to escalate. In Rafah, the IDF assassinates Islamic Jihad activist Muhammad `Abd al-Al, firing wire-guided missiles fr. helicopter gunships at his truck. (2,000 Palestinians attend his funeral later in the day.) After an Islamic Jihad sniper kills an IDF soldier nr. Rachel's Tomb in Bethlehem in retaliation, the IDF fires missiles, tank shells, machine guns, grenades at Palestinian residential areas of the city, damaging 15 homes and wounding 8 Palestinians, including a 2-yr.-old girl, 3-mo.-old baby. The IDF also eases open-fire regulations; shells residential areas of Aida camp, Bayt Jala, Nablus; demolishes 1 Palestinian home in al-Khadir, 1 in al-Tur. The Popular Front for the Liberation of Palestine (PFLP) detonates a car bomb nr. an IDF patrol outside Qeddumim settlement, causing no injuries. In Hebron, Jewish settlers blow up 4 Palestinian shops; afterward, the IDF bulldozes the buildings, surrounding area to create a buffer around the Abraham Avino settlement. In Washington, Mubarak briefs Bush on the Jordanian-Egyptian "nonpaper" (see 4/1), urges him to support the proposal and to become more involved in the peace process. Bush says the nonpaper ideas should be discussed; the U.S. can "facilitate" talks btwn. Israel, the PA, but it "can't force a peace." Bush also urges Egypt to return its amb. to Israel. The State Dept. certifies PLO compliance with the Oslo agmts. for the period 6/16/00+n12/15/00, saying PA security coordination with Israel was very high prior to 9/28/00, it is uncertain to what degree PLO or PA officials were actively involved in starting or encouraging violence after 9/28. Israeli-Palestinian clashes continue. Israeli commandos enter a PA-controlled area A for the 1st time, capture 6 Force 17 mbrs.; Israel says more such raids could follow. The PSF reports that the IDF in Gaza has deployed additional tanks and numerous troops to 24 new posts along the length Green Line, at key intersections. In Nablus, a Palestinian sniper kills an IDF soldier. 1 Palestinian dies of injuries received earlier. In Hebron, the IDF places a curfew on Palestinians as Jewish settlers hold the funeral for a 10-mo.-old baby killed on 3/26. The settlers, many of them armed, march through the city, attacking Palestinian property, calling on Sharon to declare war. They attempt to storm Abu Sunayna but are held back by IDF troops. When 1 settler opens fire, the IDF fires on Abu Sunayna, thinking the shots came fr. Palestinians. The IDF also shells residential areas of Aida refugee camp, Bayt Jala, Bayt Sahur, Nablus, Rafah; demolishes 5 Palestinian homes in Bayt Dajan; bulldozes an olive grove nr. a settler bypass road nr. Salfit, 10 dunams of Palestinian land nr. Qalqilya to expand Alfe Menashe settlement.
