Palestinian citizens of Israel gather in Kafr Kanna, Nazareth, and other predominantly Palestinian cities to protest the Israeli police’s 48-hour ban on Palestinian access to the Old City of Jerusalem, and many Palestinian families in East Jerusalem opt to keep their children home from school in light of the heavy Israeli police presence. Meanwhile, more than 10,000 right-wing Israelis gather outside the PM’s residence in Jerusalem to protest Netanyahu’s insufficiently tough response to the recent Palestinian attacks. Amid the ongoing wave of violence in the oPt, IDF troops shoot and seriously injure 3 Palestinian youths with live ammunition during clashes in Aida r.c. nr. Bethlehem (1 will succumb to his injuries later in the day). After the boy is announced dead, Palestinian businesses in Bethlehem close in mourning. Throughout the rest of the West Bank and East Jerusalem, Israeli troops clash with and violently disperse Palestinians throwing stones and protesting the Israeli crackdown. At least 120 Palestinians are injured (4 seriously) in such clashes, including 1 journalist. IDF troops continue their crackdown on alleged stonethrowers, raiding the Hebron home of a Palestinian youth accused of stone-throwing, and leave once they learn that the accused is only 3 years old. They conduct late-night raids in Nablus, searching for the perpetrators of the shooting of 2 Israeli settlers on 10/1, arresting 4 Palestinians and sparking clashes with stone-throwing Palestinian youths (7 Palestinians are injured). The IDF conducts further arrest raids, house searches, and patrols throughout the West Bank, arresting 10 Palestinians total. Israeli settlers enter al-‘Arub r.c. and Palestinian villages nr. Qalqilya and Nablus, sparking clashes between Israeli forces and stone-throwing Palestinians (3 Palestinians are injured). Off Gaza’s coast, Israeli naval forces detain 2 Palestinian fishermen. Amid escalating tensions in East Jerusalem, Israeli police violently disperse Palestinians protesting access restrictions at Haram al-Sharif in Issawiyya, Shu‘fat r.c., al-Tur, and Silwan, injuring at least 25 Palestinians and 3 Israeli police officers. Separately, Israeli forces arrest 5 Palestinians on late-night raids in al-Tur and Sur al-Bahir; shut down a café in al-Tur. As PM Netanyahu tries to push mandatory minimum sentencing for stone-throwers through the Knesset, Palestinians throw stones and a firebomb at an Israeli bus in Ras al-Amud in the evening, causing serious damage, and later throw stones at a bus driver nearby, causing minor injuries. In the West Bank, IDF troops shoot and seriously injure 1 Palestinian during clashes in Aida r.c. and 1 Palestinian after he allegedly throws a firebomb at an Israeli military vehicle nr. Nablus. Along Gaza’s border, Israeli forces arrest 2 Palestinians attempting to cross into Israel for work. Separately, Egyptian authorities allow 500 Muslims from Gaza to pass through the Rafah border crossing for Hajj. In Israel, the IDF deploys an Iron Dome battery outside Ashqelon (nr. the Gaza border) in response to the escalation of violence in Jerusalem and in anticipation of possible tension over Palestinian prisoner Allan’s hunger strike. Israeli atty. gen. Yehuda Weinstein approves police use of Ruger sniper rifles against stone-throwing in Jerusalem. Meanwhile, Israeli PM Netanyahu approves a proposal to increase security in Jerusalem, providing 800 additional officers in the city from 9–10/2015. The UNSC releases a statement expressing “grave concern” over the recent violence in East Jerusalem, calling on all sides to work together to lower tensions and to refrain from provocative actions that would change the status quo at Haram al-Sharif. (UNSC 9/17; JTA 9/18)

At its general conference, the mbrs. of the International Atomic Energy Agency (IAEA) reject, 61–43, with 33 abstentions, a res. proposed by Egypt and other Arab states calling for inspections and international oversight on Israel’s nuclear weapons program. (DS, HA, JP, TOI 9/17)

Further escalating tension in East Jerusalem, Israeli authorities confiscate an area of land in the historic Bab al-Rahma Islamic cemetery outside the Old City. Palestinian youths then raze the barbed wire fence erected around the confiscated area. IDF troops shoot and injure 3 Palestinian youths in Aida r.c. during clashes that erupt amid late-night raids. The IDF also conducts late-night raids nr. Ramallah and in al-Am‘ari r.c., arresting 3 Palestinians and issuing arrest summons to 3 others. Israeli settlers damage an electricity transmission tower in Kafr Qaddum, causing a blackout in the village. Separately, an Israeli settler rams his car into a Palestinian shepherd, lightly injuring the man and killing 7 of his sheep. Cross-border gunfire from a Hamas military site in n. Gaza strikes 3 houses in an Israeli kibbutz, causing minor damage. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. The Israeli Knesset passes, 45–14, the 1st reading of a so-called counterterrorism bill that would, inter alia, allow persons convicted of expressing public support for designated terrorist groups to be sentenced to 3 years in prison and allow any charity affiliated with Hamas to be designated a terrorist organization. The bill, supported by right-wing parties and Zionist Union, must pass a review in comm. and 2 more readings before becoming law. (NYT, YA 9/2; HA, YA 9/3)

In the West Bank, unidentified assailants shoot and injure an Israeli settler outside a settlement outpost nr. Nablus. IDF troops violently disperse Palestinians gathering in Bethlehem to protest Israeli settlement activities in the area; 2 Palestinians are arrested. IDF troops patrol in al-‘Arub r.c. nr. Hebron, sparking minor clashes with stone-throwing Palestinian youths. They also patrol nr. Salfit, Ramallah, Qalqilya, Jericho, and in ‘Aqabat Jabir r.c.; conduct late-night raids nr. Nearby, Israeli forces arrest 4 Palestinians on late-night raids in Issawiyya and Bayt Hanina. In the West Bank, Palestinian and international activists protest the expansion of the separation wall in Bayt Jala nr. Bethlehem (construction began on 8/17); IDF troops violently disperse protesters, arresting 1 Palestinian. Israeli forces demolish an agricultural structure in a village nr. Ramallah; patrol in al-‘Arub r.c. as well as nr. Hebron and Nablus. They also conduct latenight raids in Aida r.c. and 1 village each nr. Bethlehem and Hebron, arresting 3 Palestinians. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) announces that, due to a recent string of donations, its budget shortfall has been alleviated sufficiently to allow the 2015–16 school year to proceed on time in its 685 schools across the Middle East. In the Sinai Peninsula, unidentified assailants kidnap 4 mbrs. of Hamas traveling nr. Shaykh Zuwayd to Cairo by bus, which departed from the Rafah border crossing earlier in the day. Egyptian security sources suspect that the kidnappers are affiliated with the Sinai Province of the Islamic State. (MNA, REU 8/20)

In Gaza, Israeli forces level land e. of Khan Yunis along the border fence. In the West Bank, IDF troops shoot and injure a Palestinian man at a checkpoint s. of Nablus when he refuses to undergo a security check. Israeli forces conduct a raid in a village nr. Jenin, sparking clashes with stone-throwing Palestinian residents. According to the village residents, errant tear gas canisters fired by the Israeli soldiers landed in a nearby agricultural area, setting a number of olive trees on fire. IDF troops conduct latenight raids in Hebron and nearby al-‘Arub r.c., as well as Aida r.c. and 1 village nr. Bethlehem, arresting 7 Palestinians, assaulting 2, and issuing an arrest summons to 1. Meanwhile, Israeli forces demolish a home and part of another in an outpost nr. the Eli settlement. Israeli settlers throw rocks at Palestinian cars nr. Ramallah, causing damage; set fire to 10 olive trees nr. Qalqilya. In East Jerusalem, unknown assailants throw a firebomb at an Israeli car in Bayt Hanina, causing an accident and injuring 3 Jewish Israelis (9 Palestinians will be arrested in connection with this attack and indicted on 8/23). PA FM al-Maliki meets with ICC prosecutor Bensouda in The Hague and files a report on Israeli settler violence with the ICC. Meanwhile, Palestinian amb. to Jordan Atallah Khairi says that the Jordanian govt. and Palestinian leadership have agreed to submit a draft res. to the UNSC calling for international defense of Palestinian civilians following the 7/31 arson attack. On behalf of the State of Palestine, PA PM Hamdallah signs a formal request to join Interpol, an intergovernmental organization that facilitates police cooperation across borders. The PA plans to use membership to prosecute Palestinians living abroad on corruption charges. (TOI 8/3)

In the West Bank, Israeli forces demolish 2 residential buildings in the Beit El settlement, despite the govt.-backed petition from the developer. Around 200 Israeli settlers gather in Beit El to protest the demolition, throwing stones at the Israeli troops and setting small fires. For the 2d day in a row, settlers also gather in the Sa-Nur settlement outpost that was evacuated in 2005, and they verbally assault Palestinians in the area. Late at night, IDF troops evacuate the outpost and the surrounding area; no violence is reported. Meanwhile, IDF troops conduct late-night raids in Aida r.c. nr. Bethlehem, arresting 3 Palestinians. In East Jerusalem, Israeli forces demolish a wedding hall and several other Palestinian buildings in Bayt Hanina. Israeli PM Netanyahu approves the “immediate” construction of 296 settler residences in Beit El, and 500 in East Jerusalem. Israel’s COGAT Mordechai signs a permit to immediately sell land for the construction, and the municipality will be allowed to issue construction permits within 15 days. The UN, EU, U.S. State Dept., Egyptian Foreign Ministry, and PLO all criticize the settlement announcement. (HA, MNA, TOI, WAFA, YA 7/29; MNA, WAFA, YA 7/30)

In Syria, an IAF drone launches an air strike nr. the border with Israel, killing 2 Hizballah fighters and 3 Syrian soldiers. The IDF does not comment on the incident, and reports differ on the nature of the attack. Separately, according to the PFLP-Gen. Command, an ally of the Syrian govt., Israeli jets strike an arms depot used by the group in Lebanon nr. the border with Syria, injuring 6. (HA, JP, YA 7/29; HA 7/30)

Off the coast of Gaza nr. Bayt Lahiya, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no injuries. Earlier, Israeli authorities return 19 confiscated fishing boats to Palestinian fishermen. IDF troops on the border e. of Khuza‘a open fire on 4 Palestinian children approaching the border fence, injuring 2. In the West Bank, IDF troops fire percussion grenades and tear gas canisters at a Palestinian funeral procession nr. Hebron, causing no serious injuries; conduct late-night raids in Aida r.c. nr. Bethlehem and 1 village nr. Ramallah, assaulting several Palestinians, arresting 6, and confiscating property; patrol in 2 villages nr. Hebron. Israeli forces confiscate property and demolish Palestinian fruit stands along bypass road Route 60 nr. Hebron. In East Jerusalem, Israeli forces set up a mobile checkpoint in al-Suwana, sparking minor clashes with stone-throwing Palestinian youths; 3 Palestinians are arrested. In the Israeli-occupied Golan Heights, more than 100 Druze protesters block and attack an ambulance with stones, then assault the 2 injured Syrian rebels and 2 Israeli soldiers who were transferring them to hospital; 1 of the Syrian men is killed. The UNHRC’s commission of inquiry into alleged war crimes committed during OPE publishes its report, finding “substantial information pointing to the possible commission of war crimes by both Israel and Palestinian armed groups”. The Israeli atty. gen.’s office announces that the state will amend the proposed bill allowing the force-feeding of hunger-striking prisoners that was approved by the Israeli cabinet on 6/14. In response to complaints from civil society organizations, the softer version of the bill only allows force-feeding if “there is a real possibility that within a short time the prisoner is at risk of death or irreversible disability.” (HA 6/23)

Off Gaza’s coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at 1 Palestinian fishing boat, then confiscate 8 nets. In the West Bank, Israeli forces destroy hundreds of trees in a nature reserve nr. Tubas; demolish the remaining grocery stands set up along bypass road Route 60 (several stands were confiscated on 6/15). IDF troops conduct 3 raids in Jenin r.c., arresting 1 Palestinian on each and destroying their property. They also conduct raids in Aida r.c. and 1 village nr. Bethlehem, and 2 villages each nr. Hebron, Qalqilya, Ramallah, and Nablus, arresting 12 Palestinians and issuing arrest summons to 3; patrol in 4 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Jericho. In East Jerusalem, Israeli police arrest 5 Palestinians as they exit Haram al-Sharif, and more than 50 right-wing Jewish activists tour the sanctuary. Israeli forces conduct a late-night raid in Issawiyya, sparking clashes with stone- and firework-throwing residents; 5 Palestinians are injured. Israeli forces arrest 1 Palestinian on a night raid in al-‘Izzariya. In n. Israel, the IDF declares a section of the Israeli-occupied Golan Heights a closed military zone to nonresidents in response to recent fighting on the Syrian side of the border. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. However, other reports say that conversations about dissolution have been going on for mos. (HA, MNA, NYT 6/16)

Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. The State’s prosecutors argued for the court to approve the punitive demolition of the whole home, as was initially ordered in the wake of the shooting. (JP, MNA, TOI, YA 6/16; HA 6/17)

An IAF jet attacks 4 unknown assailants attempting to cross the border from Syria into the Israeli-occupied Golan Heights to plant explosives; 3 of the assailants are killed. Hours later, several Arab media outlets release unconfirmed reports that the IAF responded to the attempted explosive attack with air strikes on Hizballah and Syrian army missile batteries nr. the border. In the West Bank, IDF troops shoot and kill a Palestinian man during clashes after a late-night arrest raid in Dahaysha r.c.; an Israeli soldier is lightly injured. IDF troops clash with Palestinians in Bethlehem and nearby Aida r.c., injuring 12 with tear gas, stun grenades, and live ammunition. They also demolish and evacuate the “Gate of Jerusalem” protest tent camp in Abu Dis for the 9th time, arresting a Palestinian woman nr. the camp hours later. The IDF raids the Birzeit home of the Palestinian teenager who stabbed an Israeli in East Jerusalem on 2/22. They also conduct raids and house searches in Bethlehem, and 1 village each nr. Nablus and Jenin, arresting 3 Palestinians and issuing summons to 2; patrol in al-Fawar r.c., 2 villages nr. Hebron, and 1 each nr. Jenin and Qalqilya. Israeli forces demolish tens of dunams of agricultural land nr. Hebron; seize 2 garbage trucks in a village nearby; begin demolishing a Palestinian’s home in another village nr. Hebron. Off the coast of Gaza nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. The state-owned Israel Electric Corporation (IEC) temporarily cuts electricity to 50 Palestinian communities nr. Jenin and Nablus in response to the PA’s inability to pay its debts. The PM’s office denies responsibility and involvement in the decision to cut power. The IEC says that the Palestinians owe NIS 1.9 b. (around $487 m.). Israel’s ongoing tax revenue freeze has worsened the PA’s economic crisis. (HA, NYT, WAFA 2/23; MNA 2/24; WAFA 2/25)

IDF troops stationed along the border with Lebanon fire warning shots at 5 farmers approaching the fence nr. the Lebanese Marun al-Ras, causing no damage or injuries. (HA 2/23)

Concluding the trial that began on 1/13, the New York Federal District Court delivers a verdict in a case brought under the U.S. Anti-Terrorism Act by the families of American victims of 6 attacks in Israel from 2002 to 2004, finding the PA and the Palestine Liberation Organization (PLO) liable for $655.5 m. in damages. The Palestinians intend to appeal the ruling. It is unclear how they could pay the penalty, with Israel’s freeze of monthly tax revenue transfers causing an economic crisis for the PA. In the Gaza Strip, small explosive devices are detonated by unknown parties at the entrances of 15 Fatah mbrs.’ homes and under their cars, causing damage but no injuries. An additional blast occurs on a stage set up for a demonstration scheduled for 11/11 marking the commemoration of Yasir Arafat’s death (an event approved by Hamas authorities on 10/30). The attacks take place the day before a planned visit to Gaza by PM Rami Hamdallah, senior Fatah official Azzam al-Ahmad and Civil Affairs Minister Hussein al-Sheikhwe, but they cancel their trip as a result of the attacks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Bethlehem; patrols in Hebron, 3 nearby villages, and Aida r.c. nr. Bethlehem. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. Ramallah (Bil‘in and Nil‘in), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries, except in Bil‘in, where 3 people are wounded by rubber-coated metal bullets. Israeli PM Netanyahu orders the demolition of homes belonging to the families of the Palestinians who hit Israelis with their cars in Jerusalem in recent weeks (see 10/22 and 11/5). (AFP 11/7)

In the West Bank, the IDF conducts house searches and arrest raids in Hebron at night; patrols in 1 village nr. Hebron in the morning, in Aida r.c. in Bethlehem in the afternoon. IDF troops violently disperse Palestinian, Israeli and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 4 villages nr. Ramallah (Bil‘in, Nabi Salih, Nil‘in, and Wadi Fukin), 1 village nr. Bethlehem (al-Ma‘sara), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries. PA Pres. Abbas addresses the UNGA, announcing that the PA, in coordination with the Group of Arab States at the UN, is working on a draft UNSC res. that will call for immediate recognition of Palestinian statehood and a specific timetable for the end of the Israeli occupation, with bilateral negotiations on key issues to be held over the course of that time. Several Palestinian officials later elaborate on the plan, saying that the exact timetable is not set, though it will be either 2 or 3 years. Abbas also uses unprecedentedly strong language to condemn Israel’s most recent assault on Gaza, calling it a “genocidal crime.” The U.S. and Israel are both critical of Abbas’s rhetoric and his proposals. After a week of negotiations, reps. of Iran and the P5+1 group conclude this round of talks in New York. They do not make any significant agreements or compromises ahead of the 11/24 deadline, with the key sticking points being Iran’s uranium enrichment capacity and the pace at which the U.S. will lift its sanctions. Meanwhile, the Israeli authorities deny the PA education minister entry into Gaza, where she was going to officially inaugurate the new school year. In the West Bank, IDF troops fire rubber-coated metal bullets and tear gas to disperse Palestinian protesters in Aida r.c. in Bethlehem, causing no serious injuries. The IDF conducts house searches and arrest raids in 1 village nr. Hebron and Aida r.c.; patrols in 3 villages and al-‘Arub r.c. nr.
