This brings the death toll stemming from the Great March of Return to 158. Meanwhile, Israeli firefighters put out approximately 7 fires in and around Israeli border communities that were reportedly sparked by incendiary kites or balloons flown from Gaza. The Israeli Air Force conducts air strikes on sites in central and northern Gaza reportedly used as staging areas for such attacks, injuring 2 Palestinian minors. One day after an Egyptian delegation visited Gaza for meetings with Hamas officials, al-Hayat reports that the Egyptians proposed a new framework for Palestinian reconciliation and a long-term cease-fire between Hamas and Israel. The plan would reportedly see the PA take control of Gaza and limits on Hamas’s military wing, inter alia. Hamas and Fatah officials both say that the proposal is unlikely to help Hamas and Fatah overcome their differences. Meanwhile, a Hamas official says that the Egypt-mediated backchannel talks with Israel over a long-term cease-fire are at an impasse, that it’s the PA’s fault for opposing the process, and that Hamas plans to escalate the ongoing protests along Gaza’s border fence in response. Elsewhere in the West Bank, the IDF arrests a Palestinian in central Hebron, allegedly for carrying a knife, arrests 1 Palestinian during a late-night raid near Tulkarm, and patrols near Hebron, Nablus, and Salfit. In East Jerusalem, Israeli police violently disperse Palestinians protesting outside the Sheikh Jarrah home where a Palestinian family was evicted on 9/5; 3 Palestinians are arrested. Israeli forces arrest an East Jerusalem Palestinian at the c. bus station in West Jerusalem when he is found to be carrying a knife. In East Jerusalem, Israeli forces patrol in Issawiyya after reports of a violent family dispute in the area. Their presence sparks clashes with stone-throwing Palestinians; 1 Palestinian bystander is shot in the eye with a sponge-tipped bullet (he later loses the eye). In the West Bank, IDF troops conduct a late-night raid in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking minor clashes with stone-throwing Palestinians; there are no serious injuries. They arrest 4 more Palestinians and issue 1 arrest summons during further raids nr. Hebron and Qalqilya, and patrol nr. Hebron and Salfit. The Hamas-run energy authority in Gaza announces that it is exploring alternative means of paying for Egyptian fuel transfers, since the PA is blocking Hamas’s fuel payments (see 7/8). PA pres. Abbas meets with Egyptian pres. Abdel Fattah al-Sisi in Cairo to discuss Israeli settlement activity and bilateral relations, including Cairo’s improving ties with Hamas. A PA source later says that al-Sisi supports the “legitimate Palestinian leadership” and that the meeting was “successful.” (MNA, TOI 7/9)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya on 2 separate occasions and later nr. Jabaliya r. c., causing no injuries. Along Gaza’s border, Israeli forces spray Palestinian farmlands nr. Rafah with herbicides overnight and conduct a limited incursion to level land nr. Khan Yunis late at night. In East Jerusalem, Israeli settlers spray price-tag graffiti and slash the tires of at least 17 Palestinian vehicles overnight in Shu‘fat. In the West Bank, Israeli forces demolish 4 Palestinian structures in Jiftlik nr. Jericho. IDF troops arrest 3 Birzeit University students during late-night raids nr. Ramallah. The arrests come hours before student elections are set to take place on 5/10. They also arrest 2 Palestinians during further raids nr. Ramallah; and patrol in Qalqilya, and nr. Salfit and Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, an Israeli settler driver rams an elderly Palestinian nr. Nablus, causing moderate injuries. The IDF delivers confiscation orders to the Palestinian owners of 169 dunams (42 acres) of farmland nr. Qalqilya and stop-work orders to 7 Palestinian homes under construction in Kafr al-Dik nr. Salfit. IDF troops arrest 6 Palestinians and confiscate a tractor during raids nr. PA pres. Abbas meets with Egyptian pres. Abdel Fattah al-Sisi in Cairo to discuss regional affairs and the prospect of holding a regional peace conference to kick off a new round of peace talks. The U.S. State Dept. announces that the U.S. will be boycotting the UNHRC’s discussion of Israel at its 34th session this week, also known as Agenda Item 7. “The U.S. strongly and unequivocally opposes the existence of the UNHRC’s Agenda Item 7,” the State Dept. statement reads. IDF troops conduct a raid on a house in al-Bireh nr. Ramallah in which they shoot and kill Basel al-Araj, a prominent Palestinian activist. Two other Palestinians are injured in confrontations with Israeli forces following the raid. Elsewhere in the West Bank, IDF troops shut down a workshop nr. Nablus, arrest 7 Palestinians during late-night raids nr. Jenin, and patrol nr. Salfit and Hebron. Israeli forces demolish a Palestinian home under construction in s. Hebron. Israeli settlers assault Palestinian farmers nr. Nablus, injuring 2. In East Jerusalem, Israeli forces conduct overnight raids in Issawiyya, sparking minor clashes with stone-throwing youths; 5 Palestinians are arrested and 3 are issued arrest summons. Meanwhile, Palestinian youths gather outside the Jerusalem Municipality complex nr. the Old City to protest the Israeli authorities’ closure of their school in Sur al-Bahir on 2/23. Israel’s Knesset passes a law barring foreign nationals who call for economic, cultural, or academic boycotts of Israel or “area under its control,” such as Israel’s settlements in the occupied Palestinian territories (oPt), from receiving entry visas or residency rights. The interior minister is granted the right to make exceptions on a case-by-case basis. (HA, JP, NYT 3/7)

Palestinian fighters in Gaza launch a rocket into Israel, which lands in Sderot, causing no damage or injuries. The IDF then launches dozens of air strikes on “key Hamas strategic assets,” according to IDF sources on 8/23. The IDF also targets Palestinian Islamic Jihad (PIJ) and other factions’ sites in and around Bayt Hanun, injuring at least 7 Palestinians (3 of whom are Hamas mbrs.). Also, an Israeli tank fires 6 shells at a Gazan water storage facility along the border nearby, causing damage. Initial reports say that the PFLP’s armed wing is responsible for the rocket launch; later, a Salafi group affiliated with the Islamic State in Iraq and Syria (ISIS) claims responsibility. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries; 2 fishermen are arrested. In the West Bank, IDF troops conduct raids and house searches in and around Hebron, as well as in Bethlehem and nr. Salfit, arresting 8 Palestinians; and patrol nr. Nablus, Salfit, Ramallah, and Hebron. In East Jerusalem, Israeli forces issue arrest summons for 6 Palestinians during raids in Jabal Mukabir. An Israeli delegation meets with their Egyptian diplomatic counterparts in Cairo to discuss Pres. Abdel Fattah al-Sisi’s efforts to revive the stalled Israeli-Palestinian peace talks. After the meetings, al-Sisi says he recently spoke with Russian pres. Vladimir Putin about hosting a round of Israeli-Palestinian peace talks in Moscow, and indicated that Putin would be willing to do so. (TOI 8/21; JP, TOI 8/22)

A 3d mbr. of the Dawabsha family succumbs to injuries sustained in the Israeli settlers’ arson attack on her Duma home on 7/31 (her husband and 18-mo.-old child were also killed), sparking Palestinian demonstrations across East Jerusalem. Israeli forces violently disperse them in Silwan, al-Tur, and Wadi al-Juz, injuring 2 Palestinians. Meanwhile in the West Bank, Israeli forces assault 3 Palestinians outside a settlement nr. Hebron, moderately injuring them. IDF troops conduct late-night house searches and raids in al-Fawar r.c. and nr. Hebron and Jenin, arresting 3 Palestinians; patrol nr. Salfit, Qalqilya, and Hebron. In the West Bank, IDF troops shoot and kill a Palestinian at a junction between Bethlehem and Hebron, later alleging that the man was attempting to steal a car. The IDF raids the home of 2 PA security officers nr. Nablus, and Palestinian officials call it a provocative step. On a late-night arrest raid in Jenin r.c., Israeli soldiers shoot and injure a Palestinian man with rubber-coated metal bullets and arrest 4 others, sparking clashes with stone-throwing residents and arresting 1 more. Hours after unknown assailants shoot at an Israeli military vehicle nr. Abud village n. of Ramallah, Israeli forces conduct house-to-house raids in the village, fire stun grenades and flares, and shut down a road leading to a nearby monastery. The IDF also conducts house searches and arrest raids nr. Salfit and Hebron; demolishes 1 Palestinian home and 2 animal shelters in a village nr. Dozens of employees of the Hamas-run govt. protest outside the PA unity govt.’s headquarters in Gaza City, calling for their full salaries to be paid for the 1st time since 6/2. Hamas reactivates Gaza’s separate Palestinian Legislative Council and convenes a session of the body, a move that contravenes the national reconciliation deal that was announced on 4/23. U.S. Secy. of State Kerry meets with Iranian FM Zarif in Geneva to discuss the negotiations over Iran’s disputed nuclear program. Kerry says he is hoping to “accelerate the process to make greater progress,” but he will not participate in the coming 3 days of bilateral talks or the broader talks between reps. of Iran and the full P5+1 on 1/18. In the Gaza Strip, IDF troops conduct a limited incursion nr. Jabaliya r.c. along the border fence. They level land and then withdraw, opening fire sporadically but causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 3 nearby villages, in 1 village each nr. Salfit and Bethlehem at night; patrols in al-‘Arub r.c. nr.  U.S. Secy. of State John Kerry arrives in Jerusalem for a quick visit intended to brief Israeli PM Netanyahu on the Syrian situation, as well as discuss the Israeli-Palestinian negotiations. After the meeting, Kerry admits that with regard to the peace process, “the road ahead is not easy” but is “worth traveling.” Kerry affirms in remarks to the media that “the threat of force is real” if Syria does not abide by the agreement. Meanwhile, 17 coalition MKs, including 5 dep. ministers, co-sign a letter for PM Netanyahu, urging him not to agree to any deal that involves handing over land to the PA. (HA, JP, WP 9/15)

Egyptian military spokesperson Ahmed Ali announces that the army has destroyed 152 tunnels on the Egypt-Gaza border since the end of 7/2013. Ali also says that 309 have been arrested so far during the Sinai offensive, with 100 Egyptian soldiers killed since the July coup (he did not give figures for number of militants killed). Ali also claims that there is some coordination between groups based in the Sinai and in the Gaza Strip, though does not name Hamas directly. Meanwhile, Egyptian naval forces open fire on Palestinian fishermen off the coast of the Gaza Strip nr. Rafah, arresting 2. (AFP, AP, HA, REU 15/9)

Israel’s Operation Pillar of Defense against Gaza enters its 3d day, leaving another 11 Palestinians dead and bringing the Palestinian death toll since 11/14 to 30, around 1/3 civilians. Intense levels of Israeli air strikes continue, with 40 attacks before dawn and at least 200 overall during the day; reports estimate some 500 targets struck by the Israel Defense Forces (IDF) since the operation began. The IDF bombs Gaza’s Ministry of Interior building and the offices of Hamas’s acting PM Ismail Haniyeh. Palestinian armed groups fire a total of 190 rockets into Israel, including a rocket that lands in an open area nr. Gush Etzion settlement bloc s. of Jerusalem, causing no damage or injuries. The Israeli cabinet approves Israeli DM Ehud Barak’s requests to mobilize 75,000 reservists. Israel’s FM Avigdor Lieberman states that the 2 goals of the operation are to restore deterrence and destroy long-range missiles. Meanwhile, in the West Bank, Palestinians hold demonstrations to protest the attack on Gaza, including a rally of hundreds of Hamas activists in Ramallah. IDF forces injure dozens of Palestinians in the solidarity protests, seriously wounding 1 man in Kafr Qaddum village nr. Qalqilya with a tear-gas canister to the head. Internationally, there is a mixture of support for Israel’s actions and caution regarding escalation. The U.S. Senate unanimously passes a resolution expressing support for Israel’s ‘‘right to act in self-defense.’’ UK foreign secretary William Hague warns Israel against staging a ground incursion into Gaza. Egyptian PM Hesham Kandil visits the Gaza Strip, during which time Israel temporarily stops its attacks. Egyptian pres. Mohamed Morsi condemns Israel’s operation and pledges Egyptian support for the Palestinians. Meanwhile, UN high commissioner for human rights Navi Pillay condemns Israel’s aerial bombardment of Gaza as well as Palestinian rocket fire. (HA, Guardian, JP, MNA, REU 11/16)

Egyptian security forces say that unidentified militants fire 3 rockets into Israel from the Sinai Peninsula nr. Rafah. No damage or injuries are reported. (MNA 11/16)

In Amman, Jordanian protests over rising fuel prices continue for a 4th day. Protesters clash with security forces, and a rally of several thousand passes off largely peacefully; chants include demands for the departure of King Abdallah II. (WP 11/16)

Israel allows a 2-day supply of diesel fuel into Gaza, allowing Gaza’s power plant to restart 1 turbine for the 1st time since 3/10/12. Hamas officials organize protests in Gaza calling on Egypt to resume the transfer of fuel through Gaza’s smuggling tunnels. Late at night, an IDF undercover unit enters a Palestinian village as part of a training mission and is challenged by 3 stickwielding Palestinians who think the soldiers are burglars; the soldiers open fire, seriously wounding the 3 Palestinians (including shooting and beating at least 1 after he was severely injured) and delaying medical treatment for 1 hr. before taking them to an Israeli hospital for treatment; 1 Palestinian later dies. The IDF also patrols in 4 villages nr. Ramallah in the morning; patrols in 2 villages nr. Jenin in the afternoon, firing stun grenades at stone-throwing Palestinian youths who confront them in 1 instance and stopping to question several boys in the other; conducts late-night patrols in 2 villages nr. Salfit and 1 each nr. Hebron, Jericho, and Ramallah. An 8-yr.- old Palestinian boy is seriously injured nr. Nablus when he accidentally triggers unexploded IDF ordnance that he found in a field. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, and al-Ma’sara. Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Muslim Brotherhood was the top vote-getter in Egyptian recent parliamentary elections after the 2/2011 ouster of fmr. pres. Husni Mubarak. (WP 3/24)

IDF troops on the s. Gaza border fire toward Abasan village, causing no injuries; later fire on and detain 3 Palestinian children (2 age 17, 1 age 14) who crossed the border fence into Israel e. of Khan Yunis in effort to find work, causing no injuries. After Friday prayers, 1,000s of Egyptian protesters besiege the Israeli emb. in Cairo, tear down the wall recently built outside (see 9/3), scale the building to rip down the flag, gain access to the offices, and throw documents into the street. Egyptian security forces collect the ambassador, his family, and other staff who are away from the emb. and secure them at the airport for evacuation to Israel. The 6 employees inside the emb. lock themselves in an office and await rescue. Egyptian riot police arrive in 50 APCs and fire tear gas and rubber bullets to disperse the protesters, who respond with stones and Molotov cocktails. Jewish settlers retaliating for the 8/31 Hamas attack stake out a 15-d. plot of Palestinian land (exact location not reported) for a new settlement outpost but leave the area by nightfall, stone Palestinian vehicles on the Nablus–Qalqilya road, and vandalize a Palestinian home and set fire to adjacent grass land in Hebron. Meanwhile, in Gaza, IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, causing no injuries.
