In the West Bank, Israeli settlers assault 2 Palestinians herding sheep near Burin. Israeli settlers also assault a Palestinian man and set fire to his car during a raid in Burqa. Elsewhere, Israeli settlers raid Arab al-Malihat, threatening shepherds with guns. An Israeli airstrike targeting a vehicle kills the 3 Palestinian occupants. PA forces subsequently violently disperse Palestinians protesting outside of the Jenin governor’s office demanding that a Palestinian prisoner is released to participate in the funeral procession, 30 are injured. A Palestinian allegedly collaborating with Israel is reportedly killed after the airstrike. Israeli forces also raid Tulkarm, razing infrastructure and damaging buildings. Elsewhere, Israeli forces arrest 30 Palestinians during raids in and around Tulkarm, Nablus, Hebron, Ramallah, Jericho, and Jalazone refugee camp. In Gaza, Israeli forces bomb Gaza City, Nuseirat refugee camp, Dayr al-Balah, Rafah, and al-Bureij, killing at least 104 people, including the head of aid distribution in Gaza Amjad Hathat. Israeli forces also continue the siege of al-Shifa Hospital and arrest Al Jazeera journalist Mahmoud al-Aliwa, the second Al Jazeera journalist to be arrested by Israeli forces at the hospital. Israeli military chief of staff Herzl Helevi tours the hospital. In Lebanon, Israeli forces bomb Marjayoun, Houla, and Ghandouriya. More than 31,923 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,096 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 431 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 250 Israeli soldiers have been killed and 1,489 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 181 trucks carrying aid enter Gaza. Israel says its forces have killed 90 people in and around al-Shifa Hospital since 3/18 and brought 160 out of 300 arrested Palestinians to Israeli detention centers in the Naqab. Hamas denies Israeli claims that Hamas members were in the hospital. The Gaza Media Office says Israeli attacks have killed more than 100 aid workers in the past week. Autopsy reports reveal that a Palestinian prisoner who died at the Ofer Prison on 2/8 died due to medical neglect while a prisoner who died on 1/1 at the Megiddo Prison died after being beaten. (HA 3/20)

The Israeli High Court of Justice approves the demolition of the family home of a Palestinian man who was killed by Israeli forces after he injured an Israeli soldier in East Jerusalem on 10/12/2023. It is the first time the Israeli court has approved a punitive demolition based on an attack that did not lead to Israeli fatalities. (AJ, HA, HA 3/20)

The Palestinian Football Association (PFA) urges FIFA to sanction Israel due to the Israeli attacks on Gaza. The PFA says 6 other national soccer associations endorse the proposal that will be discussed at the next FIFA congress in May. (AJ 3/20)

Palestinian MK Ayman Odeh is expelled from the Knesset after saying “[w]hat the Israeli army is doing [in Gaza] is murder, a massacre, the starvation of children.” (HA 3/20)

U.S. secretary of defense Lloyd Austin urges Israeli defense minister Yoav Gallant to consider alternatives to a ground invasion of Rafah during a phone call. Secretary of State Antony Blinken says “gaps are narrowing” in the ceasefire negotiations. Hamas official Osama Hamdan says the Israeli response to the Hamas counterproposal was negative. Blinken also meets with Saudi crown prince Mohammed bin Salman and Foreign Minister Faisal bin Farhan Al Saud in Jeddah and UAE foreign minister Abdullah bin Zayed Al Nahyan in the UAE. Blinken says the U.S. has submitted a new draft resolution at the UN Security Council calling for an immediate ceasefire. Israeli prime minister Benjamin Netanyahu speaks with U.S. Republican senators via video link, telling them that he will continue attacking Gaza. In the West Bank, Israeli settlers vandalize a Palestinian home in Taybeh. Israeli forces demolish 2 homes in Al Maniya, displacing 8 people, and 2 agricultural structures and an industrial structure in Nabi Ilyas. Israeli forces also seize a home in al-Khader, designating its roof as an observation point. Palestinians mark the new year with a large rally in Ramallah in solidarity with Gaza. 32 Palestinians are arrested during raids in and around Qatanna, Nablus, Hebron, Bethlehem, Tulkarm, and Ramallah. In Gaza, Israeli forces bomb Maghazi, Dayr al-Balah, Khan Yunis, Jabalia refugee camp, Gaza City, Nuseirat refugee camp, and al-Zaytun, killing at least 179 people, including 15 in a home in Maghazi and 15 in a home in Dayr al-Balah. Hamas fires 20 rockets at Israel, causing no injuries. In Lebanon, Israeli forces kill 4 members of Hezbollah and Hezbollah attacks 2 Israeli positions, injuring 5 soldiers. At least 7,000 people are reportedly missing in rubble, including 1,700 children. 313 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reports that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 171 Israeli soldiers have been killed and 983 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 125 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. 87 tonnes of aid from Cyprus arrives in Egypt for dispersal in Gaza, failing to meet the stated objective of shipping aid directly from Cyprus to Gaza. Palestinian and Egyptian Red Crescent establish a camp for internally displaced people in Khan Yunis, hosting 300 families and expected to grow to 1,000 families. A 23-year-old Palestinian prisoner from Nablus dies in the Megiddo Prison under unknown circumstances. He is the seventh Palestinian prisoner to die in Israeli prisons since 10/7, and the fourth in the Megiddo Prison. The PA and Hamas call the death an assassination. (AJ, WAFA 1/1; AJ, WAFA 1/2)

Hamas military spokesperson Abu Obeida says Hamas has destroyed 71 Israeli military vehicles and killed 16 soldiers in the past 4 days. (AJ 1/1)

Israel’s military says 19 out of 170 casualties among Israeli soldiers in Gaza were the result of friendly fire and 11 were from other incidents not related to direct combat. Israel also says 31 soldiers have been injured in the past 24 hours, including 5 who are in serious condition. (AJ, HA 1/1; HA 2/1)

Israeli defense minister Yoav Gallant says communities within a range of 2.5 to 4.5 miles north of Gaza will be able to return to their homes soon. National Security Minister Itamar Ben-Gvir says the Israeli war on Gaza is an opportunity to displace Palestinians and bring back settlements. (AJ, HA 1/1)

The Israeli Supreme Court overturns the Israeli government’s decision from July 2023 to remove the “reasonableness” clause, which allows the court to overturn government decisions it deems unconstitutional. Finance Minister Bezalel Smotrich calls the decision “extreme and divisive.” The Supreme Court decision passed with 8 judges for and 7 against. U.S. State Department spokesperson Matthew Miller says “Gaza and the West bank must be reunited under a single governance structure, under a revitalized Palestinian Authority” when Israel concludes its war on Gaza. (AJ 1/1)

In the West Bank, Israeli forces arrested 13 Palestinians in late-night raids in and around Far‘un, Jenin, Bethlehem, Hebron, Tulkarm, Nablus, and Qalqilya. Elsewhere in the West Bank, Israeli forces demolished 2 greenhouses near Bethlehem and a residential structure under construction in Khirbat Jabara south of Tulkarm. Israeli forces also sealed off a road between al-Tuwwana and al-Karmel east of Yatta. In East Jerusalem, a day after the Israeli supreme court rejected local residents’ appeal to protect their East Jerusalem homes from demolition, Israeli forces began demolishing the 60 residential structures housing 500 Palestinians. Several Palestinians were wounded trying to protect their homes. Elsewhere in East Jerusalem, a Palestinian home was demolished by Israeli forces in Bayt Hanina, displacing 7 Palestinians that also were fined $11,000. Israeli forces also arrested 6 Palestinians in East Jerusalem; 2 of the arrested were Palestinian minors who reportedly had thrown Molotov cocktails at an Israeli police station. The Israeli ambassador to the UN Danny Danon said that Israel would not start annexing parts of the West Bank until the Trump administration’s peace plan is unveiled. U.S. president Donald Trump’s son-in-law and senior adviser Jared Kushner told a group of ambassadors that the peace plan will not be released until after the end of Ramadan in early June. Israeli forces arrest a Palestinian at a checkpoint in Shu‘fat r.c. after he allegedly attempts to stab 1 of them, causing no injuries. In the West Bank, 3 Israeli settlers go missing in the Hebron region. The IDF then shuts down checkpoints and conducts raids across the region, including in al-‘Arub r.c. nr. Hebron, where they spark minor clashes; 2 Palestinians are injured. Meanwhile, further IDF raids nr. Qalqilya spark clashes with stone-throwing Palestinians; there are no serious injuries. The IDF arrests 8 Palestinians during late-night raids nr. Tulkarm, Ramallah, Hebron, Nablus, and Bethlehem; and patrols nr. Nablus and Hebron throughout the day. An Israeli settler driver rams a Palestinian child in Yatta village nr. Hebron, moderately injuring him. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no injuries or damage. In Gaza, Hamas forces arrest several local Fatah leaders across the region and issue arrest summons to a number of others. PA pres. Abbas meets with U.S. pres. Trump at the White House in Washington. They commit to a new Israeli-Palestinian peace effort, and Abbas reaffirms the Palestinian preference for a 2-state solution based on the pre-1967 armistice lines. Trump says he is ready to do “whatever is necessary” to achieve peace, but that the U.S. can only serve as “mediator, arbitrator, and facilitator” because any agreement would have to be directly negotiated between the 2 parties. Following a petition to the High Court of Justice from the Israeli NGO Adalah, the IPS announces that it will allow the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike since 4/17 to meet with their lawyers. The announcement comes absent a High Court ruling, but after a hearing at the court, in which the justices appeared to support Adalah’s position. In the West Bank, hundreds of Israeli settlers gather nr. Nablus to protest recent attacks by Palestinians, including on 5/4. Late at night, Israeli settlers attempt to assault a Palestinian truck driver nr. Nablus, but he escapes. Meanwhile, IDF troops assault a PA security officer during a raid in a village nr. Nablus. The IDF conducts house searches and raids in 4 villages nr. Hebron and 1 nr. Ramallah, arresting 6 Palestinians; patrols nr. Ramallah and in a village nr. Hebron. They also clash with stone-throwing Palestinians on raids in 1 village each nr. Ramallah and Hebron. In East Jerusalem, Israeli police detain and assault 3 Palestinian women in Haram al-Sharif as a group of right-wing Jewish activists tour the sanctuary. Israel’s Supreme Court rejects a petition to abort the state’s plans to demolish a bedouin village in the Negev and replace it with a new Jewish town. The bedouin residents of Umm al-Hiran filed the petition in 11/2013. Around 1,000 bedouins will be relocated when the evictions begin; they plan to appeal the decision. (HA 5/6; NYT 5/16)

A PLO delegation meets with Syrian dep. FM Mekdad and other Syrian officials to discuss humanitarian efforts in Yarmouk r.c. It is the 2d PLO delegation to travel to Syria for such talks since ISIS fighters entered the camp on 4/1. (AFP 5/5)

Palestinian prisoner Khader Adnan launches a hunger strike to demand an end to his administrative detention by Israel. He was arrested on 7/8/2014 and administratively detained for the 10th time in his life. In 2012, he led a high-profile hunger strike in protest of administrative detentions. (MNA 5/14)

In the West Bank, Jewish settlers attack Palestinian-owned vehicles in between Bethlehem and Hebron. Settlers also damage around 250 olive trees southeast of Nablus, and later cut down 12 olive trees in Basalta nr. Nablus. In the latter case, Palestinians throw stones at the settlers, who are subsequently protected by IDF soldiers, who fire rubbercoated steel bullets and injure 3 Palestinians. The IDF also opens fire with live ammunition and rubber-coated steel bullets on Palestinians in Tamoun village nr. Jenin during clashes sparked by an arrest raid, injuring 30. The IDF also opens fire on stone-throwing Palestinian youths who challenge troops entering ‘Urif village nr. Nablus. The IDF patrols in 2 villages nr. Jenin and 1 village nr. Tulkarm in the morning, in 1 village each nr. Jenin and Tulkarm in the afternoon, and in 3 villages nr. Tulkarm and 2 nr. Jenin at night; conducts house searches and arrest raids in 1 village nr. Israel’s High Court of Justice gives the state an extended deadline for the demolition of unauthorized settler outpost Amona in the c. West Bank, delaying removal until the end of 4/2013. The outpost was set up on the site of a previous outpost of the same name that was evacuated in 2006, and had been slated for evacuation in February. (ToI 1/1)

Israeli newspaper Ha’Aretz reports that around 50 residents of Issawiyya in East Jerusalem have been arrested over the last month in clashes with security forces. Tensions are linked to the hunger-striking Palestinian prisoner Samer Issawi, who comes from the village. (HA 1/1)

Palestinians demonstrate in Nablus against a recent decision to end refugees’ exemption from electricity costs. Around 200 protesters clash with PA security forces, angry that a debt-exemption clause is not applicable to non-refugees. (MNA 1/1)

Senior Likud officials speak at a conference in Jerusalem on a ‘‘one-state solution,’’ including Min. Yuli Edelstein, who voices support for the annexation of Area C of the West Bank. Likud politician and Knesset candidate Moshe Feiglin outlines his plan to pay Palestinian families in the West Bank $500,000 each to emigrate abroad. (Guardian, ToI 1/1)

A report in JTA indicates that 2 major American Jewish groups—the American Israel Public Affairs Comm. (AIPAC) and the Reform movement—are in disagreement about how to respond to the Palestinians’ successful UN bid. AIPAC has supported 2 congressional bids to shut down the PLO office in Washington, D.C., while the Reform movement has urged Obama not to punish the Palestinians for the initiative. Both groups, however, are apparently waiting to see if the Palestinians will use their new status to bring Israel before the ICC before backing penalties. (JTA 1/1)
