In the West Bank, Israeli settlers with a military escort marched near Fawwar refugee camp and Dura, throwing stones at Palestinian vehicles. Israeli forces closed the entrances to the camp and village to facilitate the march. Israeli settlers also attacked Palestinian shepherds in Khirbet Makhul. 40 Palestinians were arrested during late-night raids in Fawwar refugee camp, Hebron, Bethlehem, Shu’fat, Biddu, Aqabat Jaber refugee camp, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 1 Palestinian family was forced to demolish their own home in Sur Baher. In Gaza, an explosion at a Hamas military site in Dayr al-Balah killed 1 member of the Qassem Brigades and injured 1 other. Hamas called the explosion an accident. The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. PA finance minister Shukri Bishara said that the Levine case against the PA and PLO had been dropped in a U.S. court. The plaintiff sought damages from the PA and PLO for $1 billion, claiming the PA and PLO were responsible for an attack that took place in Jerusalem in 2014. (WAFA 8/24)

The Guardian reported that in a 43-page amicus brief sent to the International Court of Justice (ICJ) in July the UK government opposed the ICJ review of the legality of the Israeli occupation. The UK opinion raised 4 main arguments against the review, saying that the issue is a “bilateral dispute,” that the court is not equipped to examine the issue, that the review would conflict with existing agreements, and that the review is not appropriate as it asks the court to “assume unlawful conduct on part of Israel.” (AN, GDN 8/24)

The Syrian Observatory for Human Rights said in a report that Israel had carried out 25 attacks on Syria in 2023, including 18 air attacks and 7 ground-to-ground attacks, hitting 60 targets and killing 61 people. (HA 8/24)

The Israeli Supreme Court ruled in favor of a Palestinian family in Silwan, ending a 32-year legal battle to have the family displaced. The Jewish National Fund and the settler organization Elad, which had tried to evict the Sumreen family from their home in Silwan since 1991, were also ordered to pay the family $5,560 in compensation. The UN Human Rights Council passed a resolution demanding accountability for the Israeli occupation and human rights violations against Palestinians. 38 members voted for, 2 against, and 8 abstained. The resolution was presented by Chile and Pakistan. (UN 3/28; WAFA 4/3)

In the West Bank, Israeli settlers set fire to a Palestinian-owned car and threw stones at Palestinian vehicles near ‘Urif. Israeli settlers also attacked Israeli forces that were pursuing the suspected arsonist, blocking the soldiers’ vehicle and pushing the soldiers. Elsewhere, Israeli settlers threw stones at 2 schools and homes in Burqa. Israeli settlers also the slashed tires of Palestinian vehicles in Hebron. Israeli forces uprooted olive trees from a settlement farm after the Israeli Supreme Court ruled that the farmland belongs to Palestinian families. Some 40 Israeli settlers were detained during the razing of the land. Israeli forces also issued a demolition notice and a stop-work order for 2 homes in Birin. Elsewhere, Israeli forces demolished 1 house in Shaab al-Butum and uprooted 100 olive and almond trees in Khillet al-Dabe in the Masafer Yatta area. 20 Palestinians were arrested during late-night raids in Husan, Bethlehem, Kafr Malik, Beit Sira, Tell, Nablus, Tulkarm, and Bidya. The Knesset passed a law that allows the interior ministry to revoke the residency and citizenship of Palestinians in Israel who are convicted of terrorism and receive funding from the PA. Reuters reported that the UN Security Council was considering a draft resolution written by the UAE in coordination with the PA to have the body condemn Israel’s settlement announcement from 2/12. An investigation by dozens of media outlets worldwide led by Forbidden Stories revealed that an Israeli company has been hired to meddle in election campaigns throughout the world. According to the company’s senior staff, the company has successfully meddled in 27 of 33 presidential-level campaigns it has been involved in, including in the 2022 Kenyan elections and the Nigerian elections in 2015. Israeli forces shot and killed 2 Palestinians, including 1 minor, and injured 3 others during a demolition raid in Kafr Dan. 2 homes belonging to families of Palestinians accused of killing an Israeli soldier on 9/14/2022 were punitively demolished during the raid. Israeli forces also shot and killed 1 Palestinian minor during a raid in Dheisheh refugee camp, 1 other Palestinian was injured by live ammunition. Elsewhere, Israeli forces issued stop-work orders for 8 houses, 1 agricultural structure, and 1 events hall in Deir Balut and 1 house under construction in Maeen in the Masafer Yatta area. Israeli forces also shot and injured 7 Palestinians with live ammunition during a raid in Bayt Rima. Meanwhile, Israeli forces fired tear gas at a funeral procession in Beit Umar, causing tear-gas related injuries. Israel informed the PA that about 1,000 Palestinians living in the Masafer Yatta area will receive eviction notices in the coming days and that they will be forcibly transferred to a different location. Israel Hayom reported that the Israeli police officer charged with the killing of autistic Palestinian man Eyad al-Hallaq in East Jerusalem in May 2020 had signed up for 6 months of service in the police force after finishing his compulsory service. In the West Bank, 4 settlers—2 women and 2 children—were apprehended by members of Lion’s Den organization after entering Nablus; the 4 were then transferred to PA security forces who escorted them to the Israeli military. Lion’s Den released a statement saying, “[o]ur message to the occupation forces is that we don’t kill women and children, but we are warning the settlers that attack Palestinians that they will be treated accordingly.” 1 Israeli soldier was shot and injured near the Ofra settlement; it was unclear who shot the soldier as the incident happened as Israeli forces tried to stop a Palestinian car allegedly evading an order to stop. Israeli settlers blocked an entrance to Nablus, calling on the Israeli government to take harsher measures against Palestinians. Israeli settlers also blocked an entrance to Nablus on 10/2. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Ramallah. Israeli settlers also attacked a secondary school in Huwwara, assaulting staff and students and damaging vehicles and school property. In East Jerusalem, nearly 500 settlers toured the Haram al-Sharif compound. In Israel, a group of Israelis overturned a Palestinian-owned vehicle in Bat Yam after the vehicle was stopped and the driver was asked to adhere to the Jewish customs of Yom Kippur. Israelis also attacked 3 Palestinians in separate incidents in Tel Aviv, including 1 who was stabbed. The Balad party appealed the Israeli central elections committee’s decision to disqualify the party from running in the upcoming election to the Israeli supreme court. The supreme court will meet to hear the appeal on 10/6. The committee banned Balad, saying that the party “rejects Israel’s existence as a Jewish and democratic state.” (HA, MEMO 10/5)

Israeli defense minister Benny Gantz said that Israeli military chief of staff Aviv Kochavi does not have the authority to approve assassinations or new measures. Chief of Staff Kochavi told reporters on 9/28 that he had approved using drones to carry out assassinations in the West Bank. (HA 10/4)

Lebanese officials said that the Lebanese government had submitted a list of changes to the U.S. proposal to demarcate the maritime border between Israel and Lebanon. Lebanese media reported that among the issues that Lebanon was seeking to amend was the inclusion of a security zone. (HA, HA, REU 10/4)

In the West Bank, Israeli settlers raided Sabastia, throwing stones at 2 Palestinian homes. Israeli settlers with military escort raided Burqa, leading to a confrontation between Israeli forces and Palestinians protecting their land; tear-gas related injuries were reported. Meanwhile, Israeli settlers threw stones at Palestinian vehicles outside of Burqa. Some 1,200 Israeli settlers visited the evacuated Homesh settlement outpost, bypassing Israeli checkpoints without incident. Israeli forces blocked a road between Nablus and Jenin near Sabastia. 1 Palestinian was arrested during a raid in Qalqilya. In East Jerusalem, head of the Anti-Judaization Committee Naser al-Hidmi received a notice that he was banned from traveling for 5 months. 2 Palestinians were arrested, including 1 minor during a late-night raid in Silwan and 1 while present at the Damascus Gate plaza. In Israel, Palestinians protested in Beersheba in support of the about 130 Palestinians who have been arrested while protesting displacement of Bedouin communities in the Naqab in the past week. The town of Kafr ‘Aqab in East Jerusalem experienced severe flooding after heavy rainfall overnight, causing damage. Kafr ‘Aqab, which is within the Israeli-annexed Jerusalem municipal boundaries but is on the West Bank side of the separation wall, lacks municipality services, causing issues like the severe flooding. The Knesset ministerial committee for legislation approved a bill that would bar Palestinians married to Israeli citizens from getting residency rights in Israel. The bill, which must still pass in the Knesset, builds on a temporary ban on Palestinian family unification, which expired in July 2021. Interior minister Ayelet Shaked has acted as if the ban did not expire in July and has been ordered by the Israeli supreme court to pass legislation justifying her policy. (HA, JP, TOI 1/16)

In the West Bank, Israeli settlers threw stones at Palestinian houses and vehicles in Kafr Qaddum, causing damage. Israeli forces raided the homes of 4 of the Palestinians accused of participating in the killing of an Israeli settler on 12/16 and took measurements for punitive demolitions in Silat al-Harithiya; the forces also violently dispersed Palestinians protesting the raids, injuring 1 with live ammunition. Israeli forces also violently dispersed Palestinians protesting an Israeli incursion near Ramallah, inuring 1 with live ammunition and 1 minor with a rubber-coated bullet. Elsewhere, Israeli forces raided al-Lubban Ash-Sharqiya, assaulting the mayor of the village and several students. 13 Palestinians were arrested during house raids in Birzeit, Dura, al-Bireh, Kafl Haris, Abu Dis, Qatanna, Beit Umar, and Dahariya. In East Jerusalem, Israeli authorities handed eviction orders to 2 families living on a plot of land in Sheikh Jarrah that Israel wants to construct a school on. Israeli forces also opened fire at Palestinian bird hunters east of Khuza‘a; no injuries were reported. 1 Palestinian prisoner in the Israeli Nafha prison allegedly stabbed 1 Israeli prison guard, lightly wounding the guard. Representatives for Palestinian prisoners held by Israel on administrative detention said the prisoners have decided to boycott sessions in Israeli military courts and in the supreme court from 1/1/2022 because of Israel’s arbitrary use of administrative detention on Palestinians. (HA 12/20)

PA prime minister Mohammed Shtayyeh said during the weekly cabinet meeting that the PA has sent a letter to the UN urging it to intervene against Israeli settler violence. (WAFA 12/20)

Palestinian member of the Knesset for United Arab List and chairperson of Knesset’s interior committee Walid Taha said he had canceled all official meetings for the week in protest over Israel’s interior minister Ayelet Shaked’s opposition to a bill that would provide electricity to Palestinian homes built in Israel without a permit. Israel’s ambassador to the UN Gilad Erdan wrote a letter to UN secretary-general António Guterres demanding that he acts to prevent UN funding from going to Palestinian rights organizations deemed terrorist organizations by Israel. The UN OCHA agency had mentioned its partnership with Health Work Committees in its plan for 2022, a Palestinian organization deemed illegal by Israel. (HA 12/20)

In Gaza, hundreds of Palestinians gather outside the UNRWA office in Gaza City to protest the agency’s reduction of services. Off the n. coast, Israeli naval forces fire warning shots at Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops conduct late-night raids and searches in 1 village each nr. Nablus, Ramallah, and Salfit, confiscating property and arresting 2 Palestinians; patrol during the day in 1 village nr. Ramallah, 3 nr. Hebron, and Tulkarm. Israeli forces arrest 3 Palestinians allegedly selling fireworks in a village nr. Qalqilya claiming that they were to be used in attacks on IDF troops. Israeli settlers throw stones at Palestinians nr. Nablus, then Israeli forces intervene and arrest 1 Palestinian.

In East Jerusalem, stone-throwing Palestinian worshippers who spent the night in al-Aqsa Mosque clash with Israeli police at Haram al-Sharif; 10 Palestinians are injured and 6 are arrested. The Palestinians spent the night in the sanctuary in order to circumvent Israeli restrictions on their access today, a Jewish holiday. Later, around 850 Jewish visitors tour the sanctuary under an Israeli police escort. Clashes continue later in the day when as many as 150 Israeli special forces escort 70 right-wing Jewish activists on a tour of the sanctuary; 19 guards from the Islamic Waqf, 2 Palestinian journalists, and 4 Israeli police officers are injured, and 5 Palestinians are detained. Israel’s High Court of Justice orders an immediate halt to the construction of 296 settler residences in the Beit El settlement and upholds its order for the demolition of 2 residential buildings in Beit El by the end of 7/2015. Meanwhile, Haaretz reports on an internal IDF document apparently showing that Palestinian residents of Susiya village nr. In the Gaza Strip, the Gaza power plant resumes operation of 1 of its 4 turbines, having received new shipments of fuel after shutting down completely on 12/28. However, scheduled power outages stay at up to 18 hours per day. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Also, the IDF begins pulling troops stationed nr. Gaza, as announced 12/28. In the West Bank, 1 Palestinian is injured during a clash in Hebron between stone-throwing Palestinians and private Israeli settlement security guards. IDF troops rebuild mounds of earth outside a village nr. Salfit, closing the main entrance. The village’s residents cleared the mounds on 12/31 during demonstrations marking Fatah’s 50th anniversary. In East Jerusalem, an Israeli court bars 5 Palestinian women (arrested on 1/1) from entering Haram al-Sharif for 21 days. Israeli forces detain another Palestinian woman as she exits the sanctuary. A senior Israeli FM official says that Israel is not planning any new settlement construction in response to the Palestinians’ accession to the ICC. Meanwhile, PM Netanyahu and DM Ya’alon agree to use NIS 70 m. (around $17.8 m.) from the Defense Ministry’s budget to strengthen infrastructure in the Beit El settlement and relocate an IDF base to make room for 300 new residences. Then-Fin. Min. Lapid blocked their prior attempt on 11/25. Separately, the Israeli High Court of Justice freezes construction on the separation wall in the Battir Valley of the West Bank, responding to complaints from the Palestinian residents and UNESCO’s 6/20 decision to place Battir’s terraces on its list of World Heritage sites. Egyptian authorities prepare for the demolitions and evictions required to expand the buffer zone along the Gaza border to 1 km. The 2,044 families that live in the 1,200 homes set to be demolished will receive 1,500 Egyptian pounds (approximately $209) to pay for 3 mos. of housing, and 700–1,200 Egyptian pounds per sq. m of their house that is demolished.
