In the West Bank, the IDF conducts house searches and arrests in 1 village each nr. Hebron, Jenin, and Ramallah; patrols in 2 villages nr. Ramallah, and 1 village each nr. Bethlehem, Hebron, and Tulkarm. Palestinians throw a Molotov cocktail at an Israeli settler bus outside Hawara village nr. Nablus, and in response the IDF imposes an overnight curfew on the village. Jordan’s King Abdullah says that his country will confront Israel’s “unilateral policies” and work to protect “Muslim and Christian holy sites,” in response to the 10/30 closing of Haram al-Sharif and the escalating tensions in Jerusalem. Meanwhile, Dep. Secy.-Gen. of the Arab League Ben Hilli says that Israel has reached a “red line” with regard to “violations”in Jerusalem. Netanyahu, meanwhile, says that “Islamic extremist elements” are trying “to stir up unrest” and that Israel will maintain the status quo at Haram al-Sharif. (AFP, HA, JP 11/2)

Israel’s Justice Minister Tzipi Livni meets with U.S. Secy. of State John Kerry in Rome, following a meeting last week in Washington that discussed the possibility of reviving Israeli-Palestinian peace talks. U.S. Pres. Barack Obama speaks with PM Benjamin Netanyahu by phone to discuss the peace process. Meanwhile, Israeli authorities approve construction of 296 new settlement housing units in Beit El settlement nr. Ramallah. (JP 5/8; JP, MNA 5/9)

In Jerusalem, Jewish settlers accompanied by Israeli security forces enter the al-Aqsa Mosque compound for the second consecutive day, preventing Muslim worshippers from freely accessing the site. Meanwhile, Israeli police detain Jerusalem Mufti Mohammed Hussein for a few hours over his role in clashes the previous day.

In the West Bank, IDF forces demolish 3 Palestinian homes in al-Auja village nr. Jericho. IDF undercover units conduct a raid nr. Jenin, arresting PA Preventive Security officer Mohammed Ahmed Zakarna, who received an amnesty a few years ago for his participation in the al-Aqsa Martyrs’ Brigades. The IDF patrols in 1 village nr. Hebron in the morning, and in 1 village nr. Tulkarm at night. IDF troops conducts house searches and arrest raids in Hebron and 1 village nr. Hebron in the afternoon, and in 1 village nr. Hebron, 1 village nr. Jenin and in Tulkarm at night. Israeli human rights organization B’Tselem publishes a report that says Israel killed 87 Palestinian civilians in Operation Pillar of Defense in 11/2012, 80% of whom died in the second half of the operation. (JP 5/9)

Egypt’s Grand Mufti Ali Gomaa visits al-Aqsa Mosque in Jerusalem in what he calls an unofficial visit to show solidarity with the Palestinian people and their claim to East Jerusalem. Many Egyptians and Muslims are angry that he broke an unofficial ban by Muslim clerics and Egyptian organizations on visiting areas under Israeli control. (WT 4/19)

Early in the morning, IDF troops make a brief incursion into c. Gaza e. of al-Bureij r.c., firing on the surrounding area; no damage or injuries are reported. Also in the morning, IDF troops on the s. Gaza border fire on Palestinian houses and agricultural areas in Khuza; a Palestinian woman 1,000 m. from the border is hit in the head with live ammunition and is seriously injured. In the West Bank, the IDF demolishes 9 residential structures, 6 animal pens in al-Khalayli bedouin community in area C nr. Jerusalem, displacing 54 Palestinians (including 34 children); conducts late-night arrest raids, house searches in Tubas; late-night patrols in Jericho. In East Jerusalem, Israeli authorities evict 2 Palestinian families fr. their homes in Bayt Hanina, ending a decade-long legal dispute with Jewish settlers over the ownership of the properties. Abbas asks Arab League FMs meeting in Cairo to support his decision not to resume direct peace talks without an Israeli settlement freeze and firm understandings on the basis of talks (including 1967 lines as the basis of final borders). An Israeli naval vessel detains a Palestinian fishing boat off the n. Gaza shore, arresting 2 fishermen and confiscating their boat. In the West Bank, the IDF patrols in 2 villages nr. Jenin and 1 nr. Ramallah in the morning; in Tulkarm (randomly stopping and questioning people on the street) and 2 villages nr. Qalqilya and Salfit in the afternoon; and in Jericho, neighboring ‘Ayn al-Sultan r.c., 2 villages nr. Qalqilya (detaining 3 Palestinian policemen until the local District Coordination Office intervenes to free them), and 1 each nr. Jenin and Salfit (firing percussion grenades to intimidate residents) late at night. The IDF also raids a carpentry workshop nr. In the West Bank, the IDF makes a daytime raid into a village nr. Jenin, searching a store and arresting 1 Palestinian. In Jerusalem, Jewish vandals spray graffiti on a Greek Orthodox monastery and school saying “price tag” and “death to Christians.” Jewish settlers fr. Eli settlement nr. Nablus vandalize and spray racist graffiti on the walls of 2 nearby Palestinian stores and a car. OCHA reports that 70% of gas stations in Gaza have closed because of a sharp reduction in the amount of fuel coming through the Rafah smuggling tunnels in the past 2 wks.; OCHA cites unconfirmed reports as indicating that the sharp decline is a result of new restrictions and fees that Egyptian police have imposed on fuel trucks headed to Egyptian Rafah. The Vatican announces that Pope Benedict XVI will visit Lebanon in 9/2012 to issue a statement on the future of the Catholic church in the Middle East and “the plight of Christians in the Muslim-dominated Middle East.” (WT 2/8)

IDF spokesman Maj. Guy Inbar acknowledges that Israel plans to relocate some 2,000 Bedouin fr. 20 encampments in the hills e. of Jerusalem (in area C) to clear the way for the expansion of Ma’ale Adumim settlement into the E1 zone to link it with Jerusalem. Officially, the government says the relocation plans are part of its broader initiative to “provide the bedouin across the West Bank with sites where they can build legally with access to water, electricity, and government services.” Construction in the E1 zone and settlers’ preparations for expansion of Ma’ale Adumim into the area have been planned since 2009, but this marks the 1st admission that the government has started logistical planning to remove the Bedouin population fr. the area. Meanwhile, Israeli DM Ehud Barak approves establishment of a new 40-unit settlement neighborhood and farm nr. Efrat settlement to expand the Gush Etzion settlement block s. of Bethlehem; the new settlement, to be called Givat Hadagan, was approved for development in the 1990s, with plans to build 500 housing units. Israel closes the old wooden Mughrabi footbridge (deemed unsafe) used by non-Muslims to reach the Haram al-Sharif/Temple Mount; the PA and Waqf officials protest, saying Israel plans to build a larger permanent structure to assert its control over the site, which is holy to both Muslims and Jews. Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, lightly damaging 1 home but causing no injuries. The IDF responds with air strikes on 2 suspected weapons factories in n. Gaza, causing no reported injuries. Israeli naval vessels twice fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF makes a dawn incursion into al-Fara‘a r.c. nr. Tubas, fatally shooting a Palestinian who flees when he sees approaching troops; patrols in Jericho and 2 villages nr. Mitchell returns to the region for 3 days of talks with Israeli and Palestinian peace teams, Egyptian pres. Husni Mubarak, and the crown prince of Abu Dhabi Shaykh Muhammad bin Zayid al-Nahayan to press Israel and the Palestinians to resume direct talks. After their meeting, Abbas says he will begin direct talks with Israel if it accepts the 1967 borders as the baseline for negotiations and accepts deployment of international forces to guard them. Gaza’s Hamas-run government bans male hairstylists fr. working in women’s beauty salons; analysts (e.g., WT 3/5) view it as evidence that Hamas is coming under increasing pressure from radical Islamist groups to prove its Muslim credentials. Major clashes erupt in Jerusalem sparked by rumors that Israeli authorities plan to allow Jewish settlers to enter the al-Aqsa Mosque compound to mark the Sukkoth holiday. In reaction, Muslim leaders call on Palestinians to rally to defend the mosque, prompting Jewish religious leaders to call followers to defend the Temple Mount. As some 200 Palestinians inside the mosque compound and some 150 Palestinians on the periphery hold off 100s of Jewish settlers fr. reaching the compound, Israeli security forces attempt to seal off the holy site and Jerusalem’s Old City to disperse the protesters and prevent violence fr. spreading. Minor incidents are reported in Ras al-Amud and al-Tur neighborhoods. Some Palestinians throw stones at security forces, who respond with stun grenades and a water cannon. Israeli security forces also arrest 10 Palestinians and violently beat 10s of others who attempt to force their way through IDF checkpoints around the Old City to reach the mosque. Among those arrested are 2 public figures—Shaykh Kamal al-Khatib and Palestinian Legislative Council (PLC) mbr. The IDF sends troops, bulldozers into n. Gaza to level land along the border nr. Bayt Hanun; troops fire toward nearby residential areas to keep Palestinians indoors, causing no injuries. The UN reports that in the previous wk., 4 Palestinians were injured in tunnel collapses on the Rafah border. The UN Development Program reports that it has begun a $12-m. project to remove the nearly 420,000 tons of rubble created by OCL. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. Palestinians report that in the previous wk., Israeli authorities removed remains fr. 300 graves at a Muslim cemetery nr. the Jaffa Gate in Jerusalem to make way for construction of Israel’s national Tolerance Museum; the remains were reburied in a mass grave elsewhere. A mysterious explosion levels a building in Lebanon’s Khirbat Slim, 12 mi. fr. the Israeli border, causing no casualties; Lebanese and Hizballah authorities secure the site, barring access to UNIFIL soldiers. Israel claims the site housed a Hizballah arms cache, indicating that Hizballah is rearming in violation of UN Res. 1701 that ended the 2006 Lebanon war. Hizballah claims that the explosion was caused by unexploded IDF cluster munitions left over fr. the war. (NYT 7/16)

Israel releases elected Hamas-affiliated speaker of the Palestinian parliament ‘Aziz Dwayk, jailed nearly 3 yrs. before as part of an IDF arrest sweep targeting Hamas leaders in the wake of IDF Cpl. Gilad Shalit’s capture; some 40 other Hamas legislators remain in custody. The release raises speculation that a Hamas-Israeli prisoner exchange deal to free Shalit is imminent. A wk. after making public comments about Arabs that were denounced as racist, Israeli internal security M Yitzhak Aharonovitch (Yisrael Beitainu) makes a highly controversial 90-min. visit to the al-Aqsa Mosque compound, including entering the mosque, to “review police deployments” at the site. He says his visit was coordinated with Muslim authorities, which they deny. A similar visit to the compound by Ariel Sharon in 2000 sparked the al-Aqsa intifada. In the West Bank, the IDF levels 500 d. of Palestinian land in Issawiyya on the outskirts of Jerusalem to “preserve the natural beauty of the city [i.e., Jerusalem]”; conducts late-night arrest raids, house searches nr. Tulkarm. Jewish settlers fr. Avnei Hefetz settlement nr. Tulkarm erect a tent in nearby Kafr Labad village, previously bulldozed by the IDF, with the aim of expanding the settlement. Another FGM boat (see 8/23) carrying 27 international activists defies Israel’s naval blockade of Gaza, sails into a Gaza port delivering humanitarian supplies; Israeli naval vessels do not challenge the boat. In the West Bank, IDF troops operating in Yamun village nr. Jenin before dawn fatally shoot a 67-yr.-old Palestinian shepherd who fired a rifle at the patrol fearing they were rustlers; demolish 6 structures in the bedouin village of Umm al-Khayr nr. Carmiel settlement s. of Hebron, displacing 45 Palestinians, including a 1-wk.-old baby; conduct late-night arrest raids, house searches in and around Jenin town and r.c., in Nablus, and nr. Bethlehem and Hebron. Israel’s High Court orders Jewish settlers to vacate the illegal outpost of Beit Shalom, in the al-Rajabi building in Hebron, within 24 hrs. or face eviction (at the end of the quarter, however, the settlers have not been forced to leave). Israel’s High Court also gives approval for the demolition of the historic Ma’man Allah Muslim cemetery (4,000 tombs) in West Jerusalem for construction of the Center for Human Dignity–Museum of Tolerance, designed by Frank Gehry. A week ahead of her deadline to form a government, Kadima party head and acting Israeli FM Tzipi Livni, with powersharing deals with the Labor and Meretz parties already drafted, unexpectedly informs Israeli pres. Shimon Peres that she cannot form a coalition. She blames other Israeli parties for making unreasonable political and economic demands, stating that she was unwilling to compromise her priciples to form a government (see Quarterly Update). Overnight, the IDF, Israeli police, and border police evacuate Jewish settlers fr. the unauthorized settlement outpost of Federman Farm in Hebron, sparking violent clashes with the settlers in which 1 policeman is seriously injured, 2 settler girls attempt to burn police vehicles, and settlers rampage through Palestinian areas, slashing the tires of 22 cars and vandalizing a Muslim cemetery. In interviews with the press afterward, Jewish settlers call for retributive attacks on the Israeli security forces. During the day, Jewish settlers fr. Harsina settlement in Hebron attack, vandalize, attempt to occupy a Palestinian home and land adjacent to the settlement; Jewish settlers vandalize Palestinian cars in Hizma village nr. Jerusalem; and 10 masked settlers attack IDF soldiers guarding Palestinians harvesting olives nr. Otniel settlement nr. Hebron, injuring 1 soldier. At the weekly Israeli cabinet meeting, Olmert warns that the government “will show no tolerance toward such expressions and actions,” while Shin Bet security chief Yuval Diskin states that he is “very concerned” that right-wing settler groups might try to assassinate pro-peace politicians. In 2 incidents in East Jerusalem, Jewish settlers vandalize 20 graves in a Muslim cemetery; attempt to seize a strip of Palestinian land, but are chased off by local Palestinians. Islamic Jihad and the PRCs in n. Gaza take joint responsibility for a predawn rocket strike on the IDF’s Zikim base nr. the Gaza border that hits a tent full of sleeping soldiers, critically wounding 1, seriously wounding 2, moderately wounding 7, marking the highest casualty toll in a rocket strike to date; another 60 soldiers are lightly injured or treated for shock. The IDF responds with air strikes, shelling on suspected rocketlaunching sites in n. Gaza, hitting a home in Bayt Hanun, wounding 4 Palestinian children and an adult. Palestinians retaliate by firing 7 mortars fr. Gaza into Israel, causing no damage or injuries. The Israeli DMin. begins drafting an assessment for DM Ehud Barak of the impact of cutting water, electricity, fuel services to Gaza. In the West Bank, the IDF demolishes 21 agricultural structures in Anata nr. Jerusalem for being too close to the separation wall and a settler bypass road; conducts arrest raids, house searches in and around Hebron and Nablus, nr. Jenin and Tulkarm; issues military orders shutting the Ibrahimi Mosque/Tomb of the Patriarchs to Muslims for 5 days during Ramadan so that Jewish settlers may celebrate concurrent Jewish holidays. Jewish settlers fr. Avraham Avino, escorted by IDF troops, occupy the roof of al-Aqtab Mosque (seized by the IDF in 1994 after the Ibrahimi Mosque/Tomb of the Patriarchs shooting), begin construction on it to expand their outpost. Overnight, the IDF sends troops into Bayt Lahiya to search several Palestinian homes, confiscating phones and money, briefly detaining 4 Palestinians, withdrawing late in the evening. Four unidentified Palestinian gunmen stop, confiscate a UN vehicle in Gaza City. In the West Bank, the IDF conducts arrest raids, house searches in Hebron, in and around Jenin town and r.c., Nablus. A delegation of more than 30 Palestinian Christian dignitaries, including Christian mbrs. of the PC, meet with the newly appointed mufti of Jerusalem Shaykh Muhammad Husayn to express thanks for the mufti’s strong denunciation of the 9/16–17 church attacks, to hold talks on Muslim-Christian coordination. Israel approves construction of 117 new housing units in Ariel settlement in contravention of the road map. The IDF patrols in, fires on residential areas of Tulkarm r.c.; fires on stone-throwing Palestinians youths at a flying checkpoint outside Jenin, wounding 1, arresting 1; conducts arrest raids, house searches in and around Hebron and in villages around Nablus, Tulkarm. University of South Florida professor, on charges of fundraising for Islamic Jihad, and “conspiracy to commit murder via suicide attacks.” Another 7 individuals are also charged, several of whom are abroad, including Damascus-based Islamic Jihad head Ramadan Shallah. Arian has been an active fundraiser for 2 Muslim organization that do social work in the territories; the U.S. alleges that he in fact has laundered and funneled money to Islamic Jihad military activities as the organization’s chief financial officer since 1984.
