In the West Bank, Israeli settlers raided at-Tuba and Wadi Ijheish in the Masafer Yatta area, assaulting Palestinians and stealing 6 sheep and agricultural equipment. Israeli settlers also raided Qaryut, vandalizing property. Israeli forces shot and killed 5 Palestinians during raids in Askar refugee camp, Dheisheh refugee camp, Bayt Rima, Balata refugee camp, and Tammun. Israeli forces also shot and injured 38 people, including at least 3 children, during raids in Tammun, Dheisheh refugee camp, Balata refugee camp, ‘Urif, Askar refugee camp, Nablus, and Bayt Rima. Meanwhile, Israeli forces punitively demolished the family home in Askar refugee camp of a Palestinian man killed by Israeli forces in Nablus in May; the man was accused of taking part in the killing of 3 Israeli settlers in April. Israeli forces also punitively demolished the family home of a Palestinian killed by Israeli forces in Burqa and delivered a punitive demolition notice to the family of a Palestinian killed in Rumana. Elsewhere, Israeli forces razed land near Abu Basal to expand a nearby settlement. Israeli forces also closed the Dream Radio station in Hebron, threating to destroy its contents if it did not stop broadcasting. 35 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Hebron, Qalqilya, Tubas, Salfit, and Tulkarm. The PA Commission of Detainees and Ex-Detainees Affairs said more than 1,590 Palestinian have been arrested in the West Bank since 10/7. In East Jerusalem, Israeli forces fired tear gas at Palestinians in Silwan, igniting a fire and causing injuries. In Gaza, some communications were restored after being cut off by Israel on 10/27. At least 302 Palestinians were killed in Israeli attacks. Islamic Jihad said Israel has assassinated 1 of its senior political officials, Taysir Alghouti, and killed several members of his family in Rafah. Islamic Jihad also said it attacked some Israeli military vehicles in Gaza. 2 Israeli soldiers were injured by a mortar shell in Gaza. Rockets were fired at Israel, causing damage. In Hanita, Islamic Jihad said 2 al-Quds Brigades fighters had been killed during an operation near the Blue Line. In Lebanon, Hezbollah said it had downed an Israeli drone. The Gaza Ministry of Health said at least 8,005 Palestinians have been killed, including around 5,000 women and children, and 20,242 have been injured in Israeli airstrikes on Gaza since 10/7. 1,800 Palestinians, including 940 children, have been reported missing. In addition, media reported that 1,500 Palestinian militants have been killed near Gaza. 115 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 33 children. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. It was the third time Palestinians in Gaza had to resort to burying Palestinians killed by Israel in a mass grave since 10/7. 33 trucks carrying aid entered Gaza. Israel opened a second water pipe to Gaza. The Palestinian Red Crescent Society said Israel has ordered it to evacuate al-Quds Hospital; airstrikes later damaged the hospital as well as the al-Shifa and Indonesian hospitals. UNRWA said the slow flow of aid has prompted thousands of Palestinians in Gaza to take food supplies from its warehouses. The UN said nearly 1,000 Palestinians have been displaced from their homes in the West Bank since 10/7 due to Israeli settler attacks and Israeli military demolitions. A Palestinian citizen of Israel, actress Maisa Abd Elhadi, was charged by Israel with incitement to terrorism and expressing solidarity with a terrorist organization for an Instagram post. Interior Minister Moshe Arbel directed the Population and Immigration Authority to determine if he could revoke her citizenship. Elhadi was arrested on 10/12. (HA 10/30)

In the West Bank, a Palestinian teenager succumbed to injuries sustained from Israeli forces last week in Anabta. Israeli settlers assaulted a Palestinian man and threatened to demolish his family’s home in the Masafer Yatta area. Israeli settlers also rammed a Palestinian vehicle in Ras Karkar, opening fire at the driver and passengers, injuring 3, including 2 with live ammunition. Elsewhere, Israeli settlers set fire to a Palestinian home in Talfit and vandalized 10 vehicles in Beit Iksa. Israeli forces shot and injured 3 Palestinians in Ras Karkar. 51 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Bethlehem, Qalqilya, and Jenin, including Hamas member Adnan Hamarsheh. In East Jerusalem, Israeli authorities closed the Haram al-Sharif compound for Muslim worshippers, allowing Israeli settlers to tour the compound. Israeli forces also demolished a house in Jabel Mukaber and a commercial structure in Sur Baher. In Gaza, Israeli airstrikes killed 704 Palestinians, including 305 children. Israel said that its military has attacked 400 sites in Gaza and assassinated 3 members of Hamas. Rockets were fired at Israel, causing damage. 25-year-old Palestinian Arafat Hamdan died in the Ofer Prison, a day after Omar Daraghmeh died at the Megiddo Prison. Hamdan was arrested by Israeli forces on 10/22. PA health minister Mai al-Kaila said hospitals in Gaza were no longer able to receive new patients, saying 12 hospitals were no longer operational due to Israeli airstrikes or lack of fuel and that 65 doctors and nurses have been killed by Israel since 10/7. (AJ 10/23)

The New York Times published an investigation into what Israel called evidence that an errant rocket caused the explosion at al-Ahli Arab Hospital in Gaza City on 10/17, finding that the Israeli-presented video did not prove that a rocket fired by Islamic Jihad caused the explosion. The Times suggested that the video footage pointed to a projectile fired from the Nahal Oz area of Israel at Gaza as the cause. (NYT 10/24)

French president Emmanuel Macron visited PA president Mahmoud Abbas in Ramallah, who called for an immediate end to the Israeli aggression. Macron had visited Israel earlier in the day, meeting with Prime Minister Benjamin Netanyahu. Macron called for the international coalition fighting ISIS to also fight Hamas and said that 30 French nationals were killed by militants during Operation Al-Aqsa Flood. UN secretary-general Antonio Guterres said the Hamas operation did not happen in a vacuum, referring to “56 years of suffocating occupation” and that the Hamas operation did not justify Israeli “collective punishment of the Palestinian people.” Israeli UN ambassador Gilad Erdan called on Guterres to resign. At the UN Security Council, Foreign Minister al-Maliki called on the council to act to stop Israeli massacres of Palestinians, labelling them savage and systematic. Iranian UN ambassador Saeed Iravani said the U.S. was exacerbating the conflict by providing “unwavering support for the [Israeli] occupation.” Egyptian foreign minister Sameh Shoukry said the governments that remain silent on Israeli attacks on civilians are “participating in the crimes.” Saudi foreign minister Faisal bin Farhan Al Saud called for an immediate ceasefire and for Israel to lift its siege on Gaza. Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. Palestinian militants took control of at least 14 Israeli bases, police stations, and towns, in addition to the Beit Hanun (Erez) crossing, and bulldozed parts of the Gaza fence. More than 200 people were captured by militants and brought to Gaza, as were dozens of Israeli military vehicles. After the launch of the operation, Israeli forces began fighting militants in the area near the Gaza fence and conducted airstrikes, killing more than 198 Palestinians and injuring 1,610 as of 6 p.m. Israeli airstrikes targeted the Indonesian Hospital and destroyed the second largest building in Gaza, Palestine Tower, among many other residential buildings. Israel said that at least 70 Israelis had been killed and more than 986 wounded as of 5.30 p.m. 20,000 Palestinians were internally displaced, sheltering in UNRWA schools and emergency shelters. Israel dubbed its attacks on Gaza Operation Swords of Iron. In the West Bank, Israeli settlers with a military escort raided Yasuf, injuring 32 Palestinians, including 6 with live ammunition and 1 in a stabbing, and set fire to 3 homes. Israeli settlers also attacked Palestinians in Aqraba, Qusra, Tuqu’, Khirbat Makhul, and Huwwara, injuring 6, including at least 1 with live ammunition. Israeli forces shot and killed 6 Palestinian protesters, including a child, in Beit Umar, Deir Sharaf, Hebron, Qalqilya, Jericho, and al-Bireh, wounding 92 others, including 30 with live ammunition. Hamas political leader Ismail Haniyeh said Hamas had warned Israel about damaging al-Aqsa Mosque, continued settlement expansion, and raids on Palestinian cities and towns, but that Israel had ignored its warnings. Haniyeh further stated, “Israel could have silenced us by giving us crumbs, but the government turned its back on any possibility of a prisoner exchange and continued the siege of the strip.” Islamic Jihad spokesperson Dauod Shihab said Israeli captives would only be released in a prisoner exchange, adding the organization had taken women and children captives because Israel does the same. PA president Mahmoud Abbas issued a statement saying he had directed the PA forces to “protect Palestinians everywhere,” and that the “Palestinian people has the right to defend itself from any aggression by settlers and the Israeli occupation forces.” All Palestinian factions called for a general strike in the West Bank over the Israeli attacks on Gaza. Israeli prime minister Benjamin Netanyahu said “Israel is at war. This is not a so-called military operation, not another round of fighting, but war.” He further stated that Israel will “purge the area [around Gaza] of enemy forces” and then “exact a huge price from the enemy, also in the Gaza Strip.” Netanyahu also spoke with opposition leaders Benny Gantz and Yair Lapid about forming an emergency unity government. Lapid said he would only join the government if Netanyahu fired National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich. Israel also called up tens of thousands of reservists in preparation for a potential ground invasion. In the West Bank, Israeli settlers uprooted 15 olive and 10 almond trees in Husan. Israeli forces shot and injured 1 Palestinian man during a raid in Nablus; 2 were arrested. Israeli forces also assaulted 2 Palestinians at the Deir Sharaf checkpoint, leading to the hospitalization of 1 of them. Elsewhere, Israeli forces forced Palestinian businesses to close and removed Palestinian flags from buildings in Huwwara. Israeli forces also notified Palestinians in Khirbet Humsa that they will be temporarily evicted from 5/16 to the morning of 5/17 for Israeli military drills. 6 Palestinians were arrested during raids in Qatanna, Jenin, and Jericho. In East Jerusalem, Israeli authorities forced 1 Palestinian family to demolish part of their own home in Jabel Mukaber. 4 Palestinians were arrested during raids in Isawiya and Jabel Mukaber. In Gaza, 1 rocket was fired at Israel around 24 hours after the ceasefire was announced in what was claimed to be a misfire. Israel conducted an airstrike on Beit Lahiya, causing damage. Hamas political bureau head Ismail Haniyeh spoke to Islamic Jihad secretary-general Ziyad al-Nakhalah, offering his condolences for the Islamic Jihad members killed by Israel in the latest assault on Gaza. Haniyeh also said in a press statement that Hamas and Islamic Jihad had managed the response to Israel through the Joint Operations Room. The Knesset Ministerial Committee on Legislation discussed a bill that would stop Israeli government funding to East Jerusalem schools that use the Palestinian curriculum. (HA 5/14)

In the West Bank, Israeli settlers threw stones at Palestinian-owned vehicles in the Old City of Hebron, causing damage. 20 Palestinians were arrested during late-night raids in Beit Sira, Hebron, Jenin, Tubas, Tulkarm, and Qalandia refugee camp. In East Jerusalem, Israeli forces violently dispersed Palestinians protesting Israeli air strikes on Gaza at the Damascus Gate plaza, assaulting several and arresting 1. In Gaza, Israel continued its assault on Gaza for the 2d day in a row, assassinating Islamic Jihad commander in southern Gaza Khaled Mansour, using fighter jets to fire 6 missiles on a 3-story building in Rafah refugee camp; 2 other members of Islamic Jihad were killed in the assassination, as were 4 others, including 1 child. 35 were injured, including 18 children. Israel further killed 7 other Palestinians in air strikes: 2 on a street in Beit Hanun; 2 riding a motorcycle in Khan Yunis; 2 near a market in Khan Yunis; and 1 while firing a mortar shell east of Jabaliya. Additionally, 7 Palestinians were killed in an explosion in Jabaliya refugee camp, including 4 children; it was unclear whether the explosion was caused by an Israeli missile or misfire of an Islamic Jihad rocket. This raises the death toll from Israel’s Operation Breaking Dawn to 31 since 8/5, including 10 children. 265, including 95 children, have been injured. The Israeli high court of justice ordered the Israeli government to present plans on how it will prevent Israeli settlers in the Nokdim settlement from expanding into privately-owned Palestinian land. The court order was issued 1 day after Israel’s civil administration gave the residents at the Nokdim settlement 15 days to explain how their settlement expansion into privately-owned Palestinian land is not squatting. The development follows a petition by the Palestinian owners of the land to the court on the issue. (HA, MEMO 4/27)

The Jerusalem magistrate’s court ordered a rehearing of the case against the Salem family in Sheikh Jarrah, who is threatened by forced eviction by Israeli settlers. In the West Bank, Israeli settlers with military escort attacked Palestinians in Hebron, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets and live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 2 with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. 3 Palestinians were arrested during late-night raids in Bani Na‘im, Abu Njeim, and Jaba‘. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound after the Friday noon prayer, confiscating Palestinian flags, arresting 17, and injuring 23 worshipers with rubber-coated bullets. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. Israeli forces arrested 18 Israeli settlers while evacuating temporary homes at an Israeli-deemed illegal settlement east of the Ofra settlement. In East Jerusalem, Israeli authorities issued 2 demolition orders for 2 buildings in Shu‘fat refugee camp. Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. Israeli naval forces also removed and destroyed all fishing nets placed outside of the 6-nautical-mile fishing zone. In Israel, 2 Israelis were sentenced to 1 year in prison for assaults made on 4 Palestinian citizens of Israel in 2017 to deter them from dating Jewish women. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. Armed fighters in Gaza launch 28 rockets and other projectiles into Israel. Israel’s Iron Dome missile defense system intercepts several of the projectiles; 1 lands in the yard of a kindergarten in the Eshkol Regional Council, causing minor damage and no injuries. The attack reportedly comes in response to the deadly Israeli air strikes in Gaza on 5/26 and 5/28. The IAF then conducts air strikes on a number of Hamas and PIJ sites in Khan Yunis and Dayr al-Balah, causing major damage. Hours later, armed Palestinians in Gaza launch another round of projectiles into Israel; 1 Israeli civilian is injured. Parts of 1 rocket fall near a school in Sderot, causing no major damage. Meanwhile, senior Israeli defense officials meet in Tel Aviv and decide on a limited retaliation. The IAF conducts another wave of air strikes, hitting at least 30 Hamas and PIJ sites across Gaza and destroying a tunnel reaching approximately 900 meters into Israeli territory. A boat carrying 25 injured or ill Gazans, as well as a number of activists, sets sail from Gaza for Turkey in a symbolic challenge to the Israeli blockade. Approximately 30 more boats set sail alongside it, forming a protest flotilla. Organizers describe the flotilla as part of the ongoing Great March of Return. Palestinian fighters in Gaza launch a rocket into Israel, which lands in Sderot, causing no damage or injuries. The IDF then launches dozens of air strikes on “key Hamas strategic assets,” according to IDF sources on 8/23. The IDF also targets Palestinian Islamic Jihad (PIJ) and other factions’ sites in and around Bayt Hanun, injuring at least 7 Palestinians (3 of whom are Hamas mbrs.). Also, an Israeli tank fires 6 shells at a Gazan water storage facility along the border nearby, causing damage. Initial reports say that the PFLP’s armed wing is responsible for the rocket launch; later, a Salafi group affiliated with the Islamic State in Iraq and Syria (ISIS) claims responsibility. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries; 2 fishermen are arrested. An Israeli delegation meets with their Egyptian diplomatic counterparts in Cairo to discuss Pres. Abdel Fattah al-Sisi’s efforts to revive the stalled Israeli-Palestinian peace talks. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire. Among the dead is an Islamic Jihad commander, killed in a strike on his home in Bayt Hanun along with 5 civilians. M-75 rockets are fired at Tel Aviv, as well as Nevatim military airport, 44 mi. away from Gaza City. Al-Qassam Brigades, al-Quds Brigades, and Ali Abu Mustafa Brigades (PFLP) all claim responsibility for rocket and mortar fire. U.S. secy. of state Hillary Clinton meets with Israeli PM Netanyahu in Jerusalem to urge Israel to deescalate the situation in Gaza. At the press conference afterward, she says that the U.S. is pleased with the success of the Iron Dome defense system. In Cairo, Hamas chief Mishal and Islamic Jihad chief Shalah meet with Egyptian intelligence chief Raafat Shehata in an effort to finalize details of a cease-fire agreement with Israel. Egyptian sources hope that a deal will be signed in Cairo on 11/21 and will include not only an immediate cease-fire, but more long-term negotiation of an easing of Israel’s Gaza blockade. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces.
