More than 23,469 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 59,604 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 336 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 84 children. More than 4,148 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 184 Israeli soldiers have been killed and 1,085 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 145 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. France and Italy reportedly refuse to sign the statement. U.S. president Joe Biden cites the impact of the attacks in the Red Sea on global oil prices when asked about the attacks on Yemen. South Africa presents its case for an injunction against Israel’s war in Gaza at the ICJ, saying Israel is committing genocide. U.S. State Department deputy spokesperson Vedant Patel says, “the allegations that Israel is committing genocide are unfounded.” U.S. congresspeople Rashida Tlaib (D-MI) and Cori Bush (D-MO) issue a statement in support of the case. Iraq also issues a statement in support of South Africa’s case. Amnesty International calls the case “a vital step for the protection of Palestinian lives.” Several Israeli ministers accuse South Africa of hypocrisy for not bringing similar cases against other countries and the Israeli Foreign Ministry calls South Africa the “legal arm” of Hamas. The PA thanks South Africa for trying to hold Israel accountable and calls on other countries to support South Africa’s case. U.S. secretary of state Antony Blinken tells reporters after a meeting with Egyptian president Abdel Fattah el-Sisi in Egypt that Israel’s integration into the Middle East and a path to Palestinian statehood would isolate Iran. Blinken also says the PA has agreed to “pursue meaningful reform.” Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein tells reporters, after meeting Lebanese caretaker prime minister Najib Mikati and other senior officials, that both Israel and Lebanon prefer a diplomatic solution to end the escalation between the 2 countries. A poll conducted by the Arab Center for Research and Policy Studies shows that among 8,000 people in 16 Arab countries 91% of respondents express solidarity with Palestinians and 92% say their plight should be a concern for all Arabs. 94% express a negative view of U.S. policy toward Israel’s war on Gaza. In the West Bank, armed Israeli settlers assaulted 1 Palestinian and threatened others during a raid in Yarza. Israeli settlers also attacked Palestinians harvesting olives in Khirbet Quweis in the Masafer Yatta area, stealing the olive harvest and a tractor. Israeli forces shot and injured 8 Palestinians during a raid in Beit Umar. Israeli forces also opened fire at vehicles near Ya’bad, causing damage. 50 Palestinians were arrested during late-night raids in and around Fawwar refugee camp, Beit Umar, Bethlehem, Jaba’, Balata refugee camp, Deir Jarir, and Nil’in. 1 Israeli soldier was lightly wounded by gunfire near Nabi Ilyas. In Gaza, Israeli forces killed 231 Palestinians and injured 650 others. Israel bombed al-Nasser Children’s Hospital and al-Wafa Hospital in Gaza City, reportedly killing patients and causing damage, including to solar panels. Israel also bombed al-Fakhoora School in Jabalia refugee camp, killing at least 15 people and injuring 45. Hamas said it killed 5 Israeli soldiers northwest of Gaza City. The Ministry of Health in Gaza said at least 9,488 Palestinians have been killed, including 3,900 children and 2,430 women, and 24,173 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,200 people were buried in rubble, including 1,250 children. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 43 children. More than 2,274 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. The generators at the Kamal Adwan Hospital in northern Gaza shutdown due to a lack of fuel. 30 truckloads of aid entered Gaza through the Rafah crossing. Hamas military spokesperson Abu Obeida said 60 Israeli captives were missing after intense Israeli bombing and that the bodies of 23 captives were trapped under rubble. Abu Obeida also said Hamas fighters had destroyed 24 Israeli military vehicles in Gaza in the past 24 hours. (AJ, HA, REU 11/4)

Al-Haq said it had documented abuses of Palestinian workers from Gaza who were in Israel on 10/7, including beatings, arbitrary detention, having their property stolen, and degrading treatment. 1 worker said he saw people beaten to the point that they were unable to walk, and dead Palestinians being urinated on by Israeli settlers. Axios reported that Israeli officials told the news outlet that Israel was working on a plan accept the delivery of fuel to southern Gaza under an international monitoring regime. (AJ, AX 11/4)

Israeli finance minister Bezalel Smotrich said when Israel finishes its attack on Gaza, the area will be under Israeli military control for years. (HA 11/4; HA 11/5)

U.S. secretary of state Antony Blinken met with the foreign ministers of Jordan, Egypt, Saudi Arabia, the UAE, Oman, and Qatar in Oman. Lebanese caretaker prime minister Najib Mikati, who also took part, urged Blinken to call for a ceasefire in Gaza and to end “Israeli aggression” in southern Lebanon. Jordanian foreign minister Ayman Safadi said Israel was committing war crimes and that Jordan does not accept the Israeli claim that Israel is acting in self-defense. Blinken dismissed the group’s call for a ceasefire, insisting on calling for “pauses.” Before meeting Blinken, the group held a meeting with PLO secretary-general Hussein al-Sheikh. France said Israel had hit a French cultural institute in Gaza, saying it was in dialogue with Israel to understand why the institute was hit. Agence French Presse (AFP) called for an investigation into the Israeli bombing of its offices in Gaza City, saying the Israeli statement on the bombing “does not explain the extent of the damage caused to the AFP bureau,” and that the bombing “sends a deeply troubling message to all the journalists working in such difficult conditions in Gaza.”  (AJ 11/4)

U.S. president Joe Biden said progress had been made on the issue of “humanitarian pauses.” U.S. senator Bernie Sanders (D-VT) called for “pauses,” saying Israel was violating international law with its indiscriminate killing in Gaza and that Israel was offending U.S. values. (AJ, AP 11/4)

In the West Bank, 1 Israeli settler pepper sprayed 1 Palestinian minor in Huwwara. Israeli forces demolished 1 residential structure and 1 agricultural structure in Nabi Musa, demolished 15 commercial structures in Wadi al-Qelt, and demolished 2 homes in Duma. During the demolitions in Duma, Israeli forces shot and injured 1 journalist with a baton round and injured others with tear gas. Israeli forces also notified Palestinians in Hizma and Jaba’ that Israel will seize 500 dunams (123 acres) of land between the 2 villages to expand a settler-only road. 28 Palestinians were arrested during late-night raids in al-Mughayyir, Kafr Malik, al-Bireh, Nur Shams refugee camp, Nablus, Jericho, Aqabat Jaber refugee camp, and Hebron. In the West Bank, Israeli forces delivered stop-work orders for 3 agricultural structures in al-Mughayyir. 8 Palestinians were arrested during late-night raids in Arrabah, Jaba‘, Faqqua, Qalqilya, Dheisheh refugee camp, Dura, and Bayt Awa. Israeli forces raided the offices of Union of Agricultural Work Committees, Al-Haq, Addameer, Bisan Research Center, Defense for Children International – Palestine, Union of Palestinian Women’s Committees, and Union of Health Work Committees. The raid was in response to Israel’s terrorist designations against the 7 organizations. The forces seized documents and equipment from some of the Palestinian rights organizations and sealed the doors of the offices. The UN Human Rights office condemned the Israeli raids and the EU called the Israeli allegations against the organizations unsubstantiated. The U.S. expressed concern about Israel’s raids, saying that Israel has not provided sufficient evidence to justify the terrorist designations against the organizations. In a show of solidarity, officials from the EU, Belgium, Chile, Denmark, Finland, France, Ireland, Italy, Mexico, the Netherlands, Norway, Poland, Spain, Sweden, and the UK visited the offices of Al-Haq, which had been forced open by Palestinians after the Israeli forces sealed the entrance. 6 of the rights organizations were deemed terrorist organizations by Israel in October 2021, and 1 was designated as such in 2020. In the West Bank, Israeli settlers with military escort harassed students on their way to school in al-Lubban ash-Sharqiya, preventing some from reaching the school. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. In East Jerusalem, 1 Palestinian was arrested during a house raid in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. 1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In the West Bank, Israeli settlers opened fire at Hizma, causing damage. Israeli settlers also attacked a Palestinian TV crew near Hebron covering the killing of 1 Palestinian woman (see below). Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Separately, Israeli forces also violently dispersed Palestinian protesters in Qalqilya, al-Arqa, and al-Bireh, leading to tear-gas related injuries. 29 Palestinians were arrested during late-night raids in and around Bani Na‘im, al-Dhariyya, al-Ubaydiyya, Tuqu‘, al-Ram, Birzeit, Bil‘in, Beita, Madama, Tell, Qabatiya, Silat al-Harithiyya, al-Tamun, Tubas, and Qalqilya. In East Jerusalem, Israeli settlers assaulted church officials at the Church of the Holy Sepulchre, causing injuries and 1 hospitalization. 8 Palestinians were arrested during late-night raids in Shu‘fat and Shaykh Jarrah. In Gaza, 13 Palestinians were killed, including 2 children and 1 pregnant woman, and many were injured, raising the comprehensive death toll since 5/10 from 219 to 232, including 65 children and 3 pregnant women. The casualties included: 4, including 1 pregnant woman and 1 child, and 2 were wounded in air strikes on 2 houses in Dayr al-Balah; 2, including 1 child, during air strikes in Jabaliya; 2 in air strikes on apartment buildings in Gaza City; 1, and 1 child wounded in artillery shelling in Bayt Hanun; 1 by live ammunition while on agricultural lands east of Juhur al-Dik; 1 Palestinian succumbed to wounds sustained on 5/13 during an air strike on Bayt Hanun; 2 bodies of unidentified Palestinians arrived at al-Shifa Hospital. 7 residential buildings and 1 youth center were demolished in Israeli attacks on Khan Yunis. In Israel, 1 Palestinian-Israeli minor who was shot and injured by Israeli police while sitting in a car with friends in Umm al-Fahm on 5/18 succumbed to his injuries. 1 Israeli man stabbed and injured 1 Palestinian worker from the West Bank in Holon. 58 Palestinian citizens of Israel were reported arrested after the general strike and mass protest on 5/18. 1 Israeli was lightly wounded by a rocket from Gaza in Sderot, 2 other rockets caused damage. 4 rockets were fired at the Haifa and ‘Akka areas from Lebanon; no damage or injuries were reported. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. Hamas also said that Gaza’s water supply is hard hit with 95% of the water unfit for drinking. (HA 5/20)

PA president Mahmoud Abbas said in a speech that his efforts to hold elections are ongoing, and that he is “ready to form an internationally accepted unity government.” President Abbas also discussed the situation in Gaza and East Jerusalem with UN secretary-general António Guterres. PA prime minister Mohammed Shtayyeh spoke with EU representative Sven Kühn von Burgsdorff in Ramallah, calling on the EU to pressure Israel to stop its aggression in East Jerusalem and Gaza. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. 250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa.
