A Gaza cease-fire comes into effect at 9 P.M. local time, officially bringing an end to Israel’s Operation Pillar of Defense after 8 days of attacks, which saw the IDF hit around 1,500 targets and Palestinian armed groups fire around 1,500 projectiles (420 intercepted by Iron Dome). One hundred and fifty-eight Palestinians are dead, an estimated 60% of whom were civilians, while 6 Israelis were killed—4 civilians and 2 soldiers. The cease-fire deal is jointly announced by Egyptian FM Mohamed Kamel Amr and U.S. secy. of state Clinton at a press conference in Cairo. U.S. pres. Barack Obama speaks with Israeli PM Netanyahu to commend him on accepting the deal, stating that the U.S. will use the cease-fire to help Israel tackle issues such as weapons smuggling into Gaza. Obama also personally thanks Egyptian pres. Morsi for his efforts to secure a truce, comments Clinton echoes at the Cairo press conference, saying Morsi showed responsible leadership. Netanyahu tells the Israeli public that he hopes for an extended cease-fire but that tougher action might be necessary in the future. The cease-fire is not a signed agreement between Israel and Hamas, but includes pledges transmitted via Egypt to end Palestinian rocket and mortar fire and other cross-border attacks into Israel, and Israeli incursions into Gaza and assassinations. The sides also agree to further negotiations mediated by Egypt toward easing the Gaza blockade. Hamas chief Khalid Mishal says that Hamas will respect the truce but respond to any Israeli violations, and thanks Egypt for its role in securing the cease-fire. Mishal and Hamas leaders in the Gaza Strip mark the cease-fire as a victory for the resistance. The UNSC issues a statement urging both Israel and Hamas to respect the cease-fire, and deploring the loss of civilian lives during the 8-day exchange. (AFP, Guardian, HA, MNA, REU 11/21)

During the day, before the cease-fire is implemented, the IDF attacks numerous targets in the Gaza Strip, killing around 20 Palestinians. A Palestinian-fired rocket wounds 4 Israeli soldiers. Unidentified Palestinians plant a bomb on a Tel Aviv bus, which injures two dozen Israelis, mostly lightly or moderately. Numerous groups claim responsibility for the attack, which is praised by Hamas as a natural response to Israeli aggression. In the hours after the ceasefire comes into force, Palestinians fire around a dozen rockets from the Gaza Strip into Israel, causing no injuries. (HA, MNA, REU 11/21)

In the West Bank, the IDF opens fire on Palestinian protesters in numerous locations, as demonstrations in solidarity with Gaza continue. In clashes by Ofer prison nr. Ramallah, the IDF shoots 2 Palestinians in the legs with live ammunition. Serious clashes are reported in Hebron, Nablus, and Ramallah. The IDF also conducts house searches and arrest raids in Nablus and 2 nearby villages, Balata r.c. in Nablus, Hebron and 3 nearby villages, 2 villages nr. Jenin, and 3 villages nr. Ramallah at night. On the 5th day of Israel’s Operation Pillar of Defense, the IDF attacks on the Gaza Strip kill 31 Palestinians, including 10 civilians from the same family (al-Dalou), who die in a single air strike on a 3-story home in Jabalya. The Palestinian death toll now stands at 66. The IDF also targets a building used by media workers, injuring 6 Quds TV employees. Israel claims it was a legitimate strike on Hamas communications infrastructure. Some 80 targets are hit by the IDF overnight, with the Israeli military reporting having struck over 1,000 sites across the Gaza Strip since the operation began. Palestinian rocket fire into Israel continues, with 2 rockets wounding 7 Israelis in separate incidents. In Cairo, Hamas officials and an Israeli delegation discuss a possible cease-fire through Egyptian mediation, though with no sign of a breakthrough. Meanwhile, the Palestinian Authority (PA) calls for an emergency Arab League summit to address Israel’s ‘‘aggression.’’ (HA, MNA 11/18)

French FM Laurent Fabius, speaking alongside Israeli FM Avigdor Lieberman at a press conference in Jerusalem, says that his government is talking with Israel, Egypt, and Qatar in effort to deescalate the situation. (HA, MNA 11/18)

The IDF’s attacks on the Gaza Strip continue, with reports indicating nearly 20 more Palestinians killed and as many as 300 Israeli air strikes during the day. As the Palestinian death toll approaches 50, with scores more wounded, Gaza’s hospitals feel the strain. IDF targets include the private homes of Hamas officials, police buildings, government buildings, and smuggling tunnels. Israel’s interior min. Eli Yishai says that the goal of the operation is to ‘‘send Gaza back to the Middle Ages.’’ Palestinian armed groups fire over 70 rockets into Israel, with Israel’s Iron Dome defense system intercepting 57 rockets, bringing the total of intercepted projectiles since the start of Operation Pillar of Defense to over 250. Tunisian FM Rafik Abdesslem makes a solidarity visit to the Gaza Strip, vowing that his government will take steps in the Arab League and UN to stop Israeli aggression. Most of the diplomatic focus is on tentative Egyptian efforts to mediate a cease-fire. In Cairo, Egyptian pres. Morsi holds talks with Turkish PM Recep Tayyip Erdogan, Qatar’s Emir Shaykh Hamad Bin-Khalifa al-Thani, Hamas leader Khalid Mishal, and Islamic Jihad leader Ramadan ‘Abdallah Shalah. Dep. head of Hamas’s politbureau Musa Abu Marzuq says despite efforts to secure a temporary cease-fire, Israel and Hamas are both far from reaching an agreement. As part of a potential deal, Hamas officials are reported to be demanding an easing of the blockade and an end to the assassination of Hamas leaders. (Guardian, MNA, MNA, WP 11/17)

Palestinians demonstrate across the West Bank to protest the continued Israeli attacks on the Gaza Strip, with IDF forces wounding and arresting dozens, including in major clashes nr. Huwara checkpoint outside Nablus. The IDF patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Salfit, 1 village nr. Ramallah, 2 villages nr. Qalqilya, Tulkarm, 3 villages nr. Hebron, and al-‘Arub refugee camp (r.c.) nr. The IDF assassinates Hamas commander Ahmad Jabari and his bodyguard and separately kills 7 other Palestinians in a number of air strikes on military and civilian targets across the Gaza Strip, leaving around 90 wounded. The dead include 2 children and an elderly man. Code-named Operation Pillar of Cloud in Hebrew (a Torah reference) and renamed Operation Pillar of Defense for foreign audiences, the Israeli military attacks are described as the ‘‘beginning’’ of an effort to increase deterrence and remove Hamas’s rocketlaunching capabilities. The IQB warns that Israel has ‘‘opened the gates of hell’’ with Jabari’s assassination, and fires dozens of rockets and mortars into Israel. They are joined by the DFLP, Islamic Jihad, PFLP, and PRCs, all of whom claim responsibility for rocket and mortar fire. In total, over 90 projectiles hit Israel from the Gaza Strip, causing 4 injuries. The Iron Dome rocket-defense system intercepts 30 rockets. Overnight, the IDF undertakes air strikes on around 100 sites across the Gaza Strip. U.S. pres. Obama calls Israel PM Netanyahu to express his support for Israel’s military operation and the country’s right to selfdefense. Obama also calls Egyptian pres. Mohamed Morsi to stress the importance of de-escalation and to pledge to stay in close touch. Egypt strongly condemns Israel’s military assault, and UN secy.-gen. Ban Ki-moon calls for a cease-fire. Russian pres. Putin meets with PA pres. Abbas in Ramallah and tours holy sites in Bethlehem. Putin calls the Palestinian conditions on resuming negotiations with Israel ‘‘responsible’’ and reiterates that Russia would recognize a Palestinian state. (WT 6/27) 

Jewish settlers begin evacuating Ulpana outpost, moving into new mobile homes placed on an Israeli border police base next to neighboring Beit El settlement. Unidentified Palestinians fire 4 Grad rockets fr. Gaza into Israel, causing light damage in 1 instance but no injuries; 2 of the rockets are intercepted by Israel’s Iron Dome antimissile system. Israeli naval vessels fire warning shots at Palestinian fishing boats off the c. Gaza coast forcing them to return to shore. In the West Bank, the IDF conducts late-night arrest raids, house searches in Hebron, and nr. Bethlehem and Jenin. The IDF also makes a late-night raid into Salfit, searching the offices of Hamas-affiliated Palestinian Council (PC) mbrs. Omar ‘Abd al-Raziq and Nasser ‘Abd al-Jawwad as well as a nearby house. OCHA reports that in the previous week, the IDF demolished another 3 residential structures, 9 animal pens, and 1 portable kitchen in Wadi al-Malih village in the Jordan Valley nr. As civil war escalates in Syria, Palestine Liberation Army (PLA) col. Ahmad Salih Hassan is shot dead near Damascus. The PLA is technically a wing of the PLO but is incorporated into the Syrian army. Government sources blame the Free Syrian Army (FSA) for Hassan’s killing, whereas opposition groups claim he was killed by government forces for refusing orders to target the FSA. Hassan is the 6th PLA officer to be killed since 1/2012. A new charity funded by 3 Russian Jewish billionaires and comanaged with the Israeli government plans to offer a $1-m. ‘‘Genesis Prize’’ for excellence in any field. The prize is intended to ‘‘honor those who attribute their success to Jewish values’’ and to ‘‘recognize the role of Jewish identity in encouraging universal achievements.’’ (NYT 6/27)

An Iranian detained in Kenya ca. 6/20 on charges of plotting an attack on Israelis there says that he was interrogated by Israeli agents. Israel’s amb. to Kenya refuses to comment other than to say the matter is an internal Kenyan issue. (WT 6/28)

IDF troops make 2 brief incursion into Gaza to level land and clear lines of sight along the border fence nr. Bayt Lahiya in the north and Khan Yunis in the south. IDF soldiers on the n. Gaza border nr. Bayt Lahiya fire warning shots at Palestinian farmers who stray too near the border fence, forcing them to leave. IDF soldiers on the s. Gaza border open fire on Palestinian agricultural areas e. of Abasan, causing no reported damage or injuries. Israeli naval vessels fire at Palestinian fishing boats off the n. News hits the media that the new U.S. amb. to Israel Dan Shapiro recently told a meeting of the Israeli Bar Association that the U.S. is ready and willing to use military force against Iran if diplomacy and sanctions fail, stating that the military option is ‘‘not just available, but it’s ready. The necessary planning has been done.’’ A tape of Shapiro’s address was leaked to the AP, with an anonymous Israeli official stating: ‘‘Quite clearly he didn’t mean this to be public. ... At a private fundraising event in Florida that is secretly taped and leaked to the media on 9/18/12, Republican presidential frontrunner Mitt Romney states that ‘‘the Palestinians have no interest whatsoever in establishing peace’’ and are ‘‘committed to the destruction and elimination of Israel.’’ He also opposes creation of an independent Palestinian state, assuming that it would become a client state of Iran. In terms of a U.S. mediating role in the peace process, he states: ‘‘The idea of pushing on the Israelis—to give something up, to get the Palestinians to act, is the worst idea in the world.’’ In response to the leak, which was seen (e.g., NYT 9/19)

as likely to damage Romney’s ability to act as a peace broker if elected, Romney publicly states on 9/18 that he stands by his longtime support for the U.S. official position advocating a negotiated 2-state solution. (Mother Jones 9/18; NYT 9/19)

Israeli DM Ehud Barak meets with U.S. secy. of defense Leon Panetta in Washington to request an additional $680 m./yr. in aid over 3 yrs. to help purchase 3–4 new Iron Dome antimissile batteries and another $168 m. for 3 other missile programs jointly developed with the U.S. (This is on top of an increase of $99.9 m. in funding for FY 2013 already requested by the Obama admin.) With the appeal coinciding with Israel cutting its defense budget by 5% per year for 2013 and 2014, critics complain (e.g., WP 5/17) that the U.S. is effectively helping balance Israel’s budget before balancing its own.
