Israeli settlers with a military escort raid Jenin to visit Joseph’s Tomb. Israeli forces shoot and injure 7 Palestinians during a raid in Dheisheh refugee camp. Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces demolish a retaining wall and raze a tract of land in Silwan. In Gaza, Israeli forces bomb Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Rafah, and Dayr al-Balah, killing at least 86 people, including al-Aqsa TV presenter Muhammad Salama and his family in Dayr al-Balah. Israeli forces also open fire at Palestinians waiting to receive aid in Gaza City, injuring 8 people. A child and an elderly man die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 20 people. In Lebanon, Israeli forces attack Yaroun, Kafra, Yatar, and Fardis. Hezbollah forces attack Metula. In Syria, Israeli forces fire artillery, saying 2 rockets were launched at the Golan Heights. In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. More than 30,717 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,156 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 195 trucks carrying aid enter Gaza. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. The transfers include thousands of 155mm shells, tens of thousands of bomb guidance systems, Hellfire air-to-surface missiles, drones, Iron Dome munitions and more. (AJ, HA 3/6; HA 3/7)

In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Jenin on 11/9. Israeli settlers shot and injured a Palestinian with live ammunition in Khirbet Tana. Israeli settlers also assaulted Al Jazeera journalist Joseph Handal and vandalized his vehicle near Abu Dis. Israeli forces raided Jenin refugee camp, killing 5 Palestinians in a drone strike and injuring 14 others. The soldiers raided the Ibn Sina Hospital, detaining medical staff for interrogation, uprooted streets with bulldozers, and cut the power to several neighborhoods in Jenin during the attack. Israeli forces also shot and killed 2 Palestinians, claiming they had opened fire on them in Hebron. Meanwhile, Israeli forces shot and injured 5 Palestinians during raids in Kafr Dan and Dahariya. 36 Palestinians were arrested during late-night raids in and around Ni’lin, Hebron, Jalqamus, and Tulkarm. In East Jerusalem, Israeli forces prevented Palestinian worshippers from reaching the Haram al-Sharif compound, including by attacking Palestinians and a Turkish news crew in Wadi al-Juz. Israeli forces also arrested journalist Marwat al-Azza, claiming her social media posts encourage terrorism. In Gaza, the internet was partially restored at the end of the day due to a delivery of fuel. Israeli airstrikes killed at least 40 people in Jabalia refugee camp, Khan Yunis, and Nuseirat refugee camp. Israeli airstrikes also killed several at al-Wafa Hospital, including its director. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Elsewhere, Israeli forces attacked bakeries and wheat mills in the south, leaving only 1 company able to produce flour in Gaza. Al-Shifa Hospital remained under Israeli siege; the number of premature babies that had died at the hospital rose to 4 with a total 40 patients having died at the hospital since 11/16. Rockets were fired at Israel; no injuries were reported. In Lebanon, Israeli attacked several places and shot down a missile that targeted an Israeli drone. 2 anti-tank missiles were fired at Kibbutz Manara, injuring 4. In Syria, Israeli forces conducted airstrikes near Damascus, causing damage. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza, leaving the death toll at 11,479, including 4,630 children and 3,130 women, and around 32,000 injured in Israeli airstrikes on Gaza since 10/7. At least 3,250 people were missing in rubble, including 1,700 children. 198 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 53 children. More than 2,730 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have injured since 10/7. 56 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 73 injured Palestinians and their family members were evacuated to Egypt for treatment. Around 700 foreign nationals were also evacuated. Aid deliveries to Gaza were suspended due to the blackout of communications. Al-Amal Hospital and the headquarters of the Palestinian Red Crescent said the 2 facilities had not had water or electricity for the past 5 days. Hamas said that some of the captives it’s holding had been taken to hospitals in Gaza for treatment of “serious health conditions,” but denied that it was holding any captives in hospitals. (AJ 11/17)

The BBC said 1 of its reporters was allowed to tour parts al-Shifa Hospital with the Israeli military, filming some of the same areas that the Israeli military had published footage of previously. The BBC said that it was evident from comparing the 2 sets of footage that by the time their journalist arrived alleged Hamas weaponry had been moved around. For example, an area behind an MRI machine had a bag with 2 rifles in the BBC footage but only 1 in the Israeli military footage. The BBC also pointed out that the Israeli claim that its video was unedited was false and that the purported evidence presented by Israel did not validate the Israeli claim that al-Shifa was a Hamas command center. PA president Mahmoud Abbas, Foreign Minister Riyad al-Maliki, and Prime Minister Mohammad Shtayyeh met with EU high commissioner for foreign affairs Josep Borrell in Ramallah. Borell called for an immediate ceasefire and for Israel to abide by international law. (AJ, WAFA, WAFA 11/17; AJ 11/18)

The Israeli war cabinet approved a U.S. request to allow 2 tanker trucks to enter Gaza each day with fuel, amounting to about 13,000 gallons. UNRWA said that covers about 37% of its daily needs. National Security Adviser Tzachi Hanegbi said the fuel allowed to enter constituted “roughly 2-4% of the normal quantities of fuel that enter Gaza.” Finance Minister Bezalel Smotrich called the decision illegal because it had not been approved by the security cabinet and demanded that Prime Minister Benjamin Netanyahu change the war cabinet. The war cabinet reportedly rejected the latest proposal for a prisoner exchange. Knesset deputy speaker Nissim Vaturi said in a post on X that Israel should “burn Gaza now,” calling its attacks on Gaza “too humane.” Israeli defense minister Yoav Gallant called Hamas leader in Gaza Yahya Sinwar “the new [Osama] bin Laden.” (AJ, AX, HA 11/17; AJ 11/18)

In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Burin, assaulting them at gun point and stealing tools, phones, and olive crops. Israeli settlers also raided Qarawat Bani Hassan, opening fire at Palestinians harvesting olives, forcing them to flee. Elsewhere, Israeli settlers uprooted 55 trees using a bulldozer in al-Twana. Israeli settlers also assaulted Palestinians in Khallet ad-Dabi, causing fractures and bruises on several of them. Meanwhile, Israeli settlers threw stones at Palestinian homes in Arab al-Milehat near Jericho. Israeli forces killed 7 Palestinians, including 2 children, during raids in Jenin refugee camp, Qalqilya, and Qalandia refugee camp; 5 of the Palestinians were killed in a drone strike on Jenin refugee camp. Israeli forces also shot and injured 28 Palestinians during raids in Jenin refugee camp and Qalandia refugee camp. Elsewhere, Israeli forces razed land and uprooted 25 trees near Beit Umar. 52 Palestinians were arrested during raids in and around Ramallah, Hebron, Bethlehem, Qalqilya, Salfit, Jenin, Tubas, Bayt Awa, and Beit Umar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli settlers with a military escort also attacked Palestinians in al-Sawana, injuring 3, including 2 with baton rounds and 1 by assault. Israel also forced a Palestinian family to demolish their own home in Bayt Hanina. 20 Palestinians were arrested during late-night raids. In Gaza, Israeli airstrikes killed 756 Palestinians, including the wife, son, daughter, and grandchild of Al Jazeera Gaza bureau chief Wael Dahdouh in an airstrike that was said to be targeting him. Israeli airstrikes also destroyed a bakery in Dayr al-Balah shortly after it received a shipment of flour. Rockets were fired at Israel, causing damage and injuries. In Lebanon, Israeli attacks killed 2 members of Hezbollah, increasing the number of Hezbollah members killed to 40 since 10/7. The Gaza Ministry of Health said as of 5 p.m. at least 6,547 Palestinians had been killed, including at least 4,000 women and children, and 17,439 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 102 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 29 children. More than 1,833 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Committee to Protect Journalists said at least 24 journalists have been killed since 10/7, including 20 Palestinians, 3 Israelis, and 1 Lebanese. The UN said the shortage of fuel was undermining its efforts to help Palestinians in Gaza. Israel told 40,000 Palestinians in Dayr al-Balah and Khan Yunis to evacuate to al-Mawasi. The Palestinian Federation of Trade Unions said between 9,000 and 9,500 Palestinians from Gaza, employed in Israel, were in Israel on 10/7. 5,000 of them made it to the West Bank, with some 2,000 of them subsequently being arrested by Israel while 1,000 are unaccounted for. A Palestinian worker told Haaretz after he was released from an Israeli detention camp that Palestinians were held in the sun for 2 days without food, while they were blindfolded and their hands were tied. Oxfam said Israel was using starvation as a weapon of war, saying only 2% of the food that circumstances would have entered Gaza under normal circumstances has been delivered since 10/7 and that 104 trucks of food are needed daily to cover the needs of the population. (AJ 10/25)

U.S. president Joe Biden questioned the accuracy of the death toll reported by the Gaza Ministry of Health. Human Rights Watch said the data provided by the ministry is accurate, saying their own investigations are aligned with the ministry’s data. Biden also criticized Israeli settlers for “attacking Palestinians in places that they are entitled to be.” After a call with Israeli prime minister Benjamin Netanyahu, a readout of the conversation stated that they discussed a “pathway for a permanent peace.” Newly elected House of Representatives speaker Mike Johnson’s first act as speaker was to bring a pro-Israel resolution to the floor, which passed 412-10, with 6 voting present. At the UN Security Council, the U.S. and UK vetoed a Russian resolution calling for a humanitarian ceasefire. China, Gabon, Russia, and the UAE voted for the resolution while the 9 other members abstained. Russia and China vetoed a U.S. resolution calling for “humanitarian pauses.” The UAE also voted against it, while Albania, France, Ecuador, Gabon, Ghana, Japan, Malta, Switzerland, and the UK voted in favor. French president Emmanuel Macron met with his Egyptian counterpart Abdel Fattah el-Sisi, who said the 2 discussed the “many, many civilian casualties” that could result from an Israeli ground invasion of Gaza. The Wall Street Journal reported that the U.S. has asked Israel to hold off on its planned ground invasion of Gaza until the U.S. has bolstered its defenses in Iraq, Syria, Saudi Arabia, Jordan, Kuwait, and the UAE. Elsewhere, Israeli settlers opened fire at Palestinian homes in Hebron; no injuries were reported. Israeli settlers, reportedly disguised as soldiers, also attacked Palestinians west of Jericho with stones and clubs, causing injuries and damage. Israeli forces shot and killed a Palestinian during a funeral procession in Beit Umar, injured 1 other with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters at al-Jalamah checkpoint, killing 2 and injuring 2 others. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Aqabat Jaber refugee camp, injuring 3 with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Bethlehem, injuring a minor with a baton round. In East Jerusalem, Israeli forces shot and killed 2 Palestinians in Silwan after they allegedly fired fireworks at Israeli forces. Israeli forces also violently dispersed Palestinians in Isawiya and Ras al-Amud. Elsewhere, Israeli forces arrested 13 Palestinians on suspicion of incitement and supporting Hamas. In Gaza, Israeli naval forces fired shells at a port west of Gaza City and Khan Yunis, damaging the port and fishing boats. Israeli airstrikes also killed hundreds of Palestinians and caused damage, especially to the Rimal, al-Karama, and al-Furqan neighbourhoods and Jabaliya. Gaza economy minister Juad Abu Smallah was reportedly assassinated by Israel. It was reported that white phosphorus bombs were dropped on al-Karama. Israel claimed to have regained full control of the area around Gaza, saying the bodies of approximately 1,500 Palestinian militants were found in the area. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. Israel bombed the crossing on 10/9 after which it was closed. Israel also hit the crossing today. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. U.S. homeland security advisor Liz Sherwood-Randall said the U.S. is working on different options to ensure that all U.S. citizens can leave Israel by air, sea, and land. President Erdoğan spoke with Russian president Vladimir Putin about measures to halt the Hamas-Israel conflict and deliver humanitarian aid. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. The UN high commissioner for human rights Volker Turk said the total siege of Gaza imposed by Israel was illegal under international law as it deprives civilians of goods essential to their survival. In the West Bank, Israeli settlers with a military escort raided Duma, setting cars on fire and attacking Palestinians. Israeli settlers also set fire to a tent near Kisan; the Palestinian couple who owned the tent were later reported missing. Elsewhere, an Israeli settler attempted to ram Palestinians on a street in Tuqu’. Israeli settlers also threw stones at Palestinian vehicles traveling west of Jericho, causing damage. Israeli forces also shot and killed a Palestinian who allegedly attempted to ram soldiers at a checkpoint in Hebron using a tractor. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, killing a Palestinian and injuring 1 other with live ammunition. Elsewhere, Israeli forces violently dispersed a funeral procession in Beit Umar, killing 1 person and injuring 5 with live ammunition and others with baton rounds and tear gas. Israeli forces also shot and injured 2 people with live ammunition and injured 12 others with tear gas in ‘Ayn Bus. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 3 with live ammunition and others with tear gas. Israeli media reported more than 900 Israelis and foreign nationals have been killed and 2,616 injured. Israel said it had hit 500 targets in Gaza overnight and 1,100 since 10/7. Hamas said Israeli airstrikes have killed 4 Israeli captives in Gaza. The UN reported that more than 187,518 Palestinians were displaced, including 137,427 sheltering in UNRWA facilities. 790 housing units were destroyed and 5,330 were damaged since 10/7. The Israeli emergency rescue organization Zaka said that the bodies of 108 Israelis were found in Kibbutz Be’eri as were the bodies of Palestinian militants. Military spokesperson Daniel Hagari said the bodies of 70 militants were found in the town. (HA 10/10; AP 10/11)

Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Hamas leader Ali Barakeh said only half a dozen members of Hamas planned the attack on Israel on 10/7 and none of its allies were informed but Hezbollah and Iran would join the battle if “Gaza is subject to a war of annihilation.” (AJ, REU, REU, REU 10/9; AJ, AP, HA 10/10)

PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. The UN Security Council convened a meeting on the situation in Gaza without releasing a statement. The EU, Germany, and Austria said they suspended all aid to Palestinians in response to Hamas’ operation in Israel. None of the aid in question is delivered to Hamas. Later EU countries, including Ireland, France, Spain, and Luxembourg, objected to the EU Commission's decision and EU Crisis Management commissioner Janez Lanercic said the EU aid would continue. Israeli forces also issued an order that it will seize around 50,000 dunams (12,355 acres) of land in and around Kisan. 1 Palestinian was arrested during a late-night raid in Husan. In East Jerusalem, 1 Palestinian demolished 2 rooms added to his house in Jabel Mukaber. 6 Palestinians, including 4 minors, were arrested in the Old City and Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. In Gaza, Hamas security forces raided al-Azhar University, assaulting students for wearing the keffiyeh. Hamas’s official in charge of prisoner affairs Zaher Jabarin said that Hamas had made a new proposal for a prisoner swap with Israel. According to the Lebanese newspaper Al Akhbar, 1 proposal included swapping 2 Israeli prisoners and the remains of 2 Israeli soldiers held by Hamas in exchange for the 6 Palestinians who escaped Gilboa prison on 9/6 and were later rearrested, along with all women and children held by Israel. A 2d proposal included providing information about the 2 Israelis held by Hamas in exchange for the release of women, children, and some of the Palestinians rearrested after a prisoner swap in 2011, followed by the release of thousands of Palestinians and the release of the Israelis held in Gaza. A new poll by the Palestinian Center for Policy and Survey Research found that 78% of the 1,270 Palestinians surveyed in the West Bank and Gaza wanted PA president Mahmoud Abbas to resign. The poll also found that 63% of the people polled believe that the PA or PA security leaders ordered the murder of Nizar Banat in order to silence his criticism of the PA. Progressive members of the Democratic Party in the house of representatives opposed adding $1 billion to funding of the Israeli Iron Dome to a stopgap government funding bill. Half the members of the progressive caucus said they would vote no on the bill if the Iron Dome funding was not removed, citing a need for transparency in military aid. The $1 billion, an addition to the $3.8 billion that Israel receives in military aid each year, will likely pass later either as a stand-alone bill or as an addition to the 2020 Defense Appropriations bill. House majority leader Steny Hoyer spoke to Israel’s foreign minister Yair Lapid, assuring him that Israel would receive the extra billion from the U.S, calling the issue a technicality. At the UN general assembly, U.S. president Joe Biden said that his administration supports a 2-state solution with “a viable, sovereign, and democratic Palestinian state,” but that “[w]e are a long way from that goal at this moment.” Biden also said that the U.S. would reenter the Iran nuclear deal if Iran does. Israeli forces also violently dispersed protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. 3 Palestinians were arrested during late-night raids in Bani Na‘im, Abu Njeim, and Jaba‘. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound after the Friday noon prayer, confiscating Palestinian flags, arresting 17, and injuring 23 worshipers with rubber-coated bullets. During the raid, 1 Agence France-Presse journalist was also beaten by Israeli forces. Israeli forces also closed down Shaykh Jarrah to all Palestinians, including those living in the area. In Gaza, 17 Palestinians, including 2 children, were found dead in rubble from Israeli air strikes, raising the comprehensive death toll since 5/10 from 236 to 253, including 67 children and 3 pregnant women. 1 toddler was found dead in rubble from an air strike on Gaza City 5/11; 1 child was found in rubble from an Israeli air strike on a house in al-Shati refugee camp on 5/15; and 15 Palestinians were also found dead in rubble from Israeli air strikes in a tunnel hit by Israeli missiles. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. Islamic Jihad in Palestine said that 19 of its fighters were among the 263 Palestinians killed by Israel in Gaza during the latest escalation. Hamas later said that 80 members of its militia had been killed. The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. His building, al-Jala Tower, housed AP and Al Jazeera offices in Gaza as well as many residential units. Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. In the Gaza Strip, the IDF continues its assault with strikes on around 53 targets, killing 12 Palestinians and injuring dozens more. Also, IDF troops stationed nr. the border shell areas across the fence with artillery in 2 incidents. The armed Palestinian groups launch over 120 projectiles into Israel; of which, 102 land in open areas, 4 in urban areas, and 16 are intercepted by Iron Dome batteries. Also, Israeli authorities reopen the Erez border crossing, after closing it on 8/24. In the West Bank, a Palestinian teenager dies from injuries sustained in clashes with IDF troops on 8/15. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. In East Jerusalem, Israeli security forces enter Silwan to set up a mobile checkpoint and raid several houses. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. In addition to s. and c. areas, rockets also land nr. Efrat settlement in the West Bank, causing no damage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor.
