A Qatari diplomat says that the $15 million that was supposed to be transferred to Gaza last week is set to go through this week, following a relatively quiet day of protests on 1/18. “Due to the violence on the border, the Israeli government postponed it,” he says. “The agreement is subject to there not being too much violence, so last Friday they approved to do the third tranche.” (HA, JP, REU, TOI, YA 1/20)

YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). That law, which is set to go into effect at the end of the month, forced the Palestinians to either accept future U.S. aid or open themselves up to terrorism lawsuits from individual U.S. citizens, inter alia. Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. They are all intercepted by Israel’s Iron Dome missile defense system. Late at night, Israeli forces strike approximately 10 government weapons depots, intelligence sites, and other targets in Syria, killing 21 people, including 12 member of Iran’s Revolutionary Guards Corps, according to the Syrian Observatory for Human Rights. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says. During an undisclosed operation in southern Gaza, undercover Israeli special forces open fire on Hamas fighters from a moving car in Khuza‘a, sparking an exchange of heavy fire; 1 Israeli soldier and 1 Hamas fighter are killed and another Israeli soldier is critically injured. While the Israeli special forces are still in Gaza, the Israeli Air Force targets armed Palestinian fighters near Khuza‘a with a number of air strikes, killing 6, including a senior member of Hamas’s military wing. After the strikes, unidentified Palestinians launch at least 17 rockets and other projectiles into southern Israel. Three are intercepted by the Iron Dome missile defense system; the rest land in open areas, causing no damage or injuries. Israeli artillery and aircraft then strike more than 50 sites across Gaza, causing dozens of Palestinian injuries and extensive damage. Separately, dozens of right-wing Israeli activists block the road leading to the Kerem Shalom border crossing, preventing trucks bearing basic commodities and fuel to enter Gaza for hours in protest of the violence at the border protests on 11/9. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, IDF troops violently disperse dozens of Palestinian students at a rally commemorating the late Palestinian leader Yasir Arafat in Hebron; there are no reported injuries. They also arrest 5 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, Tulkarm, and Bethlehem; deliver stop-work orders to a Palestinian school under renovation in Hebron; and patrol in and around Qalqilya and Hebron. Along Gaza’s border fence, unidentified Palestinians open fire on Israeli troops across the fence near Gaza City, injuring 1 Israeli soldier. In response, Israeli artillery shell a Hamas observation post in the area and the IAF conducts a number of air strikes on Hamas posts in central and southern Gaza; 3 Palestinians are killed and 1 more is injured. Late at night, Hamas launches 9 rockets and mortars into Israel. One is intercepted by Israel’s Iron Dome missile defense system; the rest fall in open areas, causing no damage. Meanwhile, Israeli forces conduct a limited incursion to level land along the border fence near Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli forces demolish a kindergarten and women’s center in the Jabal al-Baba Bedouin community near Jerusalem. They also destroy a water pipeline leading into Ras al-Ahmar village near Nablus. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (attendance continues to steadily decline). Israeli forces violently disperse protestors in Hebron and 3 nearby villages (Dura, Bayt Umar, and Halhul), outside the Beit El settlement near Ramallah, Bethlehem, Tulkarm, Qalqilya, and along Gaza’s border near al-Bureij refugee camp, Bayt Hanun, Khan Yunis, and Rafah; at least 26 Palestinians are injured, including 1 journalist, and 5 are arrested. Meanwhile, IDF troops violently detain 2 Palestinian youths inside an ambulance in Halhul; arrest 3 Palestinians during late-night raids in Hebron and near Ramallah; and patrol in and around Hebron, Tulkarm, and Qalqilya. Israeli settlers throw stones at Palestinian students outside a school in Burin village near Nablus, sparking minor clashes; there are no serious injuries. Unidentified parties fire 3 rockets from Gaza toward Israel in the evening; 2 are intercepted by the Iron Dome missile defense system and 1 falls in an open area, causing no damage or injuries. The IAF conducts air strikes on at least 5 Hamas sites across Gaza, causing damage but no injuries. The Israeli authorities announce that both the Erez and Kerem Shalom border crossings will be closed indefinitely as collective punishment for the week of rocket attacks emanating from Gaza. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. The IAF launches air strikes on 4 Hamas and PIJ sites in Khan Yunis, southern Gaza City, and Jabaliya refugee camp, killing 2 Hamas fighters and injuring at least 20 Palestinians, including a 6-month-old child. PLO secy.-gen. Saeb Erakat says that the Palestinians have decided not to engage in any talks with the U.S. until Pres. Trump reverses his 12/6 recognition of Jerusalem as Israel’s capital. He also says that they are still evaluating what other steps to take in response. (AJ, TOI 12/8)

The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Later, EU foreign policy chief Federica Mogherini confirms that the Czech Republic intends to conform to the EU’s position on Jerusalem. (HA, WAFA 12/8)

The Israeli crackdown on protests in East Jerusalem continues as the Israeli authorities restrict Palestinians’ access to Haram al-Sharif; only men over 40 and women are permitted to enter the sanctuary. Meanwhile, Israeli forces clash with Palestinian protesters across the city for the 2d day in a row (nr. the Old City and in Jabal Mukabir, Silwan, Issawiyya, Shu‘fat r.c., al-Tur, Abu Dis, al-‘Izzariya, and Wadi al-Juz); at least 4 Israeli police and 4 Palestinians are injured, and 11 Palestinians are arrested. Israeli forces also conduct raids and house searches in Silwan, Jabal Mukabir, Shaykh Jarrah, and the Old City, arresting 16 Palestinians and sparking minor clashes. Iron Dome missile defense batteries intercept a 2d rocket fired toward Ashqelon. At night, IAF jets launch retaliatory air strikes on 3 Hamas military sites in n. Gaza, causing 2 minor injuries and serious damage. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. Israeli forces e. of al-Bureij r.c. arrest 2 Palestinians attempting to cross into Israel. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at Friday demonstrations against the Israeli occupation and recent restrictions at Haram al-Sharif in 7 areas nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries or damage, and arrest 2 fishermen. Meanwhile, 5 mbrs. of Hamas’s al-Qassam Brigades and 1 firefighter die in an explosion in a tunnel nr. Gaza City. In the West Bank, the IDF conducts house searches and arrest raids in Jenin and 1 nearby village, Qalandia r.c. nr. Jerusalem, Dahaysha r.c. nr. Israeli PM Netanyahu says that he expects the Palestinian unity govt. to dissolve, and that authorities are moving closer to finding the missing Israeli settler teenagers. Hamas senior official Salah Bardawil says, at a solidarity rally in Gaza, that Hamas is “capable of igniting a 3d intifada,” while Hamas spokesperson Abu Zuhri condemns continued security coordination between the PA and Israel.
