A Qatari diplomat says that the $15 million that was supposed to be transferred to Gaza last week is set to go through this week, following a relatively quiet day of protests on 1/18. “Due to the violence on the border, the Israeli government postponed it,” he says. “The agreement is subject to there not being too much violence, so last Friday they approved to do the third tranche.” (HA, JP, REU, TOI, YA 1/20)

YNet reports that PA prime minister Rami Hamdallah formally informed U.S. secretary of state Mike Pompeo that the Palestinians have decided to reject future U.S. financial assistance, including that which supports the PA security forces, in response to the Anti-Terrorism Clarification Act, which the U.S. passed into law in 10/2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org for details). That law, which is set to go into effect at the end of the month, forced the Palestinians to either accept future U.S. aid or open themselves up to terrorism lawsuits from individual U.S. citizens, inter alia. Israeli prime minister Benjamin Netanyahu lands in Chad to renew the diplomatic ties between Israel and Chad that were severed in 1972. At a joint press conference with Netanyahu, Chad’s President Idriss Déby says, ‘The purpose of your visit is to bring our two countries closer and to cooperate.” Netanyahu calls it the renewal of ties a “breakthrough” and a sign of Israel’s “rising standing” in the Muslim world. After unverified reports of Syrian air defenses intercepting an Israeli air strike near Damascus, several ground-to-ground projectiles are fired from Syria into northern Israel. They are all intercepted by Israel’s Iron Dome missile defense system. Late at night, Israeli forces strike approximately 10 government weapons depots, intelligence sites, and other targets in Syria, killing 21 people, including 12 member of Iran’s Revolutionary Guards Corps, according to the Syrian Observatory for Human Rights. An IDF spokesperson says that Iranian forces were responsible for the projectile launched into Israel earlier in the day. “This was planned in advance as an attempt to deter us from continuing to act against them,” he says. Along Gaza’s border fence, unidentified Palestinians open fire on Israeli troops across the fence near Gaza City, injuring 1 Israeli soldier. In response, Israeli artillery shell a Hamas observation post in the area and the IAF conducts a number of air strikes on Hamas posts in central and southern Gaza; 3 Palestinians are killed and 1 more is injured. Late at night, Hamas launches 9 rockets and mortars into Israel. One is intercepted by Israel’s Iron Dome missile defense system; the rest fall in open areas, causing no damage. Meanwhile, Israeli forces conduct a limited incursion to level land along the border fence near Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli forces demolish a kindergarten and women’s center in the Jabal al-Baba Bedouin community near Jerusalem. They also destroy a water pipeline leading into Ras al-Ahmar village near Nablus. IDF troops arrest 4 Palestinians during late-night raids near Bethlehem, Tulkarm, Hebron, and Qalqilya; and patrol in and around Hebron. Hours after Israeli air strikes across Gaza on 6/19, Hamas and other armed groups launch approximately 45 rockets and other projectiles toward Israel; 3 fall short of the border fence, Israel’s Iron Dome missile defense system intercepts 7, and the rest fall in open areas in Israel, causing no major damage or injuries. The IAF then conducts retaliatory strikes on a number of Hamas and PIJ sites in Rafah and near Gaza City, causing major damage. Late at night, Israeli naval forces open fire on Palestinian fishing boats off Gaza’s coast near Gaza City, causing no damage or injuries. In the West Bank, IDF troops shoot and injure a Palestinian driver near Bethlehem. It’s unclear why they opened fire. Israeli forces demolish a Palestinian home near Jerusalem, arrest 13 Palestinians, and injure 1 during late-night raids near Bethlehem, Hebron, and Nablus; and patrol near Hebron and Nablus. In East Jerusalem, Israeli forces demolish 1 Palestinian home each in Abu Dis and Qalandia refugee camp. They also arrest 2 Palestinians during late-night raids in Jabal Mukabir and al-Tur. In the wake of the rocket fire from Gaza in the morning, Hamas and PIJ issue a joint statement claiming responsibility and threatening to retaliate for any future Israeli strikes in Gaza. “We are committed to a formula of a strike for every strike,” the statement reads. “We will not allow the enemy to dictate a new formula.” Earlier, an IDF spokesperson explained the IDF’s decision to escalate their response to incendiary kite and balloon attacks from Gaza on 6/19: “We struck at a greater intensity, with the intended message for Hamas to understand that we will not allow this situation to continue.” (HA, TOI 6/20)

U.S. president Trump’s son-in-law and senior advisor Kushner and Special Representative Greenblatt meet with Saudi crown prince Mohammed bin Salman in Riyadh. Armed fighters in Gaza launch 28 rockets and other projectiles into Israel. Israel’s Iron Dome missile defense system intercepts several of the projectiles; 1 lands in the yard of a kindergarten in the Eshkol Regional Council, causing minor damage and no injuries. The attack reportedly comes in response to the deadly Israeli air strikes in Gaza on 5/26 and 5/28. The IAF then conducts air strikes on a number of Hamas and PIJ sites in Khan Yunis and Dayr al-Balah, causing major damage. Hours later, armed Palestinians in Gaza launch another round of projectiles into Israel; 1 Israeli civilian is injured. Parts of 1 rocket fall near a school in Sderot, causing no major damage. Meanwhile, senior Israeli defense officials meet in Tel Aviv and decide on a limited retaliation. The IAF conducts another wave of air strikes, hitting at least 30 Hamas and PIJ sites across Gaza and destroying a tunnel reaching approximately 900 meters into Israeli territory. The strikes cause extensive damage and an unclear number of casualties. Intermittent rocket fire and retaliatory air strikes continue into the night. Shrapnel injures 3 IDF soldiers. In the West Bank, IDF troops open fire on 2 Palestinians allegedly attempting to enter a home in the Har Brakha settlement near Nablus; 1 is injured and arrested while the other flees. They also arrest 5 Palestinians and issue 3 arrest summons during late-night raids near Ramallah and Hebron, and patrol near Hebron and in Qalqilya. A boat carrying 25 injured or ill Gazans, as well as a number of activists, sets sail from Gaza for Turkey in a symbolic challenge to the Israeli blockade. Approximately 30 more boats set sail alongside it, forming a protest flotilla. Organizers describe the flotilla as part of the ongoing Great March of Return. After the lead boat exits the nine nautical mile fishing zone off Gaza’s coast, Israeli naval forces surround it and arrest everyone on board. (AJ, HA, JP 5/29)

Approximately 20 Grad and Fajr-5 rockets are fired from Syria toward northern Israel. Four of them are intercepted by Israel’s Iron Dome missile defense system, and the rest explode over Syrian territory, causing no major damage or injury. The IDF accuses Iran of being behind the attack and retaliates, bombing dozens of alleged Iranian weapons storage, logistics, and intelligence sites in Syria; 27 people are killed, including 19 Iranians, according to the Syrian Observatory for Human Rights. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (attendance continues to steadily decline). Israeli forces violently disperse protestors in Hebron and 3 nearby villages (Dura, Bayt Umar, and Halhul), outside the Beit El settlement near Ramallah, Bethlehem, Tulkarm, Qalqilya, and along Gaza’s border near al-Bureij refugee camp, Bayt Hanun, Khan Yunis, and Rafah; at least 26 Palestinians are injured, including 1 journalist, and 5 are arrested. The Israeli authorities announce that both the Erez and Kerem Shalom border crossings will be closed indefinitely as collective punishment for the week of rocket attacks emanating from Gaza. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. PLO secy.-gen. Saeb Erakat says that the Palestinians have decided not to engage in any talks with the U.S. until Pres. Trump reverses his 12/6 recognition of Jerusalem as Israel’s capital. He also says that they are still evaluating what other steps to take in response. (AJ, TOI 12/8)

The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. Later, EU foreign policy chief Federica Mogherini confirms that the Czech Republic intends to conform to the EU’s position on Jerusalem. (HA, WAFA 12/8)

Sinai Province of the Islamic State (SPIS) fighters launch rockets into Israel from n. Sinai late at night. Israel’s Iron Dome missile defense batteries intercept 3 of them; others land in open areas nr. Eilat. No Israelis are injured. SPIS last launched rockets into Israel in 7/2015 (see JPS 45 [1]). Later, 2 Palestinians are killed and at least 5 are injured in an air strike targeting the smuggling tunnel they are working in nr. Rafah. The IDF denies carrying out the strike. In the West Bank, around 2,000 Israeli settlers visit Joseph’s Tomb nr. Nablus under an IDF escort, sparking clashes with stone-throwing Palestinian youths; 1 IDF soldier is lightly injured. In response to a statement released by PM Netanyahu’s office on 9/19, Israeli atty. gen. Weinstein says that he has not approved increasing minimum sentences for those convicted of throwing stones or Molotov cocktails and that he opposes changing the Israeli police’s rules of engagement in East Jerusalem. After meeting with Weinstein and the security cabinet, Netanyahu backs off his proposal. According to a statement released by his office, Netanyahu is “leaning toward the idea raised in the meeting to stiffen penalties— setting mandatory minimum penalties for stone-throwers by means of a temporary provision that would be in place for a year at the first stage.” (HA, JP, TOI, YA 9/20)

Meanwhile, 5 mbrs. of Hamas’s al-Qassam Brigades and 1 firefighter die in an explosion in a tunnel nr. Gaza City. Israeli PM Netanyahu says that he expects the Palestinian unity govt. to dissolve, and that authorities are moving closer to finding the missing Israeli settler teenagers. Hamas senior official Salah Bardawil says, at a solidarity rally in Gaza, that Hamas is “capable of igniting a 3d intifada,” while Hamas spokesperson Abu Zuhri condemns continued security coordination between the PA and Israel.
