In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. Israeli forces also demolished 2 houses under construction in Jericho. Elsewhere, Israeli forces confiscated 1 tractor and 1 digger in Masafer Yatta. Israeli forces also violently dispersed Palestinian protesters during a raid in al-Arroub refugee camp, injuring 2 minors with rubber-coated bullets and others with tear gas. 6 Palestinians were arrested during late-night raids in Silat al-Harithiya, Madama, Jericho, Beit Fajjar, and Hebron. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The plan would have seen the crude oil transferred from Eilat to Europe via the Mediterranean Sea. (REU 12/16)

The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Israeli media speculated that Ukrainian president Volodymyr Zelensky will open the embassy branch during a scheduled visit to Israel in 2022. (ALM, HA 12/17)

In the West Bank, Israeli settlers attacked 2 Palestinians near Nablus by throwing stones and physically assaulting them, causing their hospitalization. Israeli forces shot and killed 1 Palestinian at a checkpoint in Za’atra and injured 1 other; Israeli forces claimed that 2 were in a car and refused to stop at the checkpoint. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Israeli forces also violently dispersed Palestinian protesters in Jenin, injuring 1 with live ammunition while others suffered tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. Israeli forces also violently dispersed Palestinian protesters in Tulkarm, injuring 1 with live ammunition; others suffered tear-gas related injuries. Separately, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 7 with live ammunition and 10 with rubber-coated bullets. Israeli forces also injured 1 with a tear gas canister in Bethlehem. Elsewhere, Israeli forces violently dispersed Palestinian protesters at the Huwwara checkpoint, injuring 5 with rubber-coated bullets. 14 Palestinians were arrested, including 13 at checkpoints in Tulkarm, Huwwara, and Jenin, and 1 was arrested during a late-night raid in Jenin. In East Jerusalem, Israeli forces violently dispersed a sit-in protest against evictions in Shaykh Jarrah, spraying skunk water at protesters and arresting 3 residents. 6 other Palestinians were arrested, including 4 at a checkpoint in Issawiyya and 2 during late-night raids in Silwan and al-Tur. In Gaza, 10 Palestinians, including 1 child, were killed in Israeli air strikes, raising the comprehensive death toll since 5/10 from 20 to 30, including 10 children. The casualties included: 2, and 2 injured in an air strike on a 7-story building in al-Shati camp; 6, and at least 8 injured in 3 air strikes on apartment buildings in Gaza City; and 2 in an air strike near a chicken farm southwest of Dayr al-Balah. Additionally, Israeli air strikes damaged or destroyed dozens of buildings, including 1 14-story residential and commercial building, the Hanadi Tower west of Gaza City, 1 ice cream factory south of Gaza City, 1 health clinic and police station in Bayt Lahiya, 1 large school in Dayr al-Balah. Hamas reported that Israeli air strikes had destroyed all police buildings in Gaza. In Israel, 5 were killed by rockets from Gaza, including 2 Palestinian citizens of Israel, who were killed by a rocket fired from Gaza near Lydda, and 2 Jewish-Israelis and 1 Indian national in Ashkelon and Tel Aviv. 1 rocket fired from Gaza also damaged an Israeli pipeline in Ashkelon, igniting a large oil fire. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. In Acre, 1 police station and 1 restaurant were set on fire. 19 Palestinian citizens of Israel were arrested after trash bins were set on fire and stones were thrown at Israeli police in Haifa. Israeli forces also violently dispersed Palestinian-Israeli protesters in Jaffa, arresting 3; 2 police officers were reportedly injured. Clashes between Jewish-Israelis and Palestinian-Israelis were also reported in Beersheba. Israeli forces said that the Iron Dome had intercepted 85-90% of around 850 rockets fired from Gaza since 5/10. A Spokesperson for the U.S. national security advisor said chief of Palestinian affairs at the U.S. embassy in Israel George Noll had delivered a letter from U.S. president Joe Biden to PA president Mahmoud Abbas. The spokesperson would not say what the letter was about, saying it was part of the administrations outreach to “the Palestinian leadership.” (HILL, WAFA 5/11)

The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . The 57 members of the Organisation for Islamic Cooperation released a joint communiqué after an emergency meeting, calling Israeli attacks on the Haram al-Sharif compound “barbaric” and said the nations consider Israel’s attacks a “serious violation of international law.” (HA 5/11)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 65 targets, killing at least 30 Palestinians and injuring over 100. The armed Palestinian groups fire more than 150 rockets and mortars into Israel, primarily toward Jerusalem, Tel Aviv, and areas in the s. One rocket lands in the Israeli settlement Mod’in Ilit in the West Bank, causing damage but no injuries, and 23 are intercepted by Iron Dome batteries. In the West Bank, IDF troops, accompanied by bulldozers, enter areas nr. Nablus, the Jordan Valley, and Ramallah to demolish 3 homes and confiscate 6 tents, leaving 63 Palestinians homeless. In the evening, Israeli PM Netanyahu says in a press conference that the assault on Gaza will continue, but alludes to a new, regional “diplomatic horizon.” He calls on PA Pres. Abbas to play a “significant part” in his longterm plans. The IDF continues its assault on the Gaza Strip, killing 61 Palestinians. Local officials say targets struck include 5 mosques and a soccer stadium, in addition to other Palestinian infrastructure and multiple tunnels. Prolonged Israeli shelling of Khan Yunis kills at least 6 and wounds more than 20. Also, the IDF strikes a UNRWA-run school in c. Gaza. Palestinian fighters kill 2 Israeli soldiers overnight and fire approximately 67 rockets and mortar shells into Israel, with 18 projectiles intercepted by Iron Dome batteries. In the West Bank, an Israeli citizen shoots and kills a Palestinian man between al-Ram and Hizma checkpoint n. of Jerusalem, reportedly after the Palestinian man threw stones at the Israeli’s car. IDF troops shoot and injure 5 Palestinians in ‘Askar r.c. nr. Nablus, during clashes in an arrest raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages nr. After 1 rocket lands nr. Ben Gurion Airport, the U.S. Federal Aviation Authority (FAA) bans flights to and from Israel for at least 24 hours, and the European Aviation Safety Agency advises all carriers to avoid Tel Aviv “until further notice.” Israel’s Transportation Minister Yisrael Katz, in a statement, says “there is no need for U.S. carriers to suspend flights and reward terrorism.” U.S. Secy. of State Kerry and PM Netanyahu later discuss the FAA ban on a phone call. At a monthly meeting of the EU Council, the 28 EU FMs issue a statement that “strongly condemns the indiscriminate firing of rockets into Israel by Hamas and militant groups in the Gaza Strip” and also “condemns calls on the civilian population of Gaza to provide themselves as human shields.” Meanwhile, Secy. of State Kerry meets with Egypt’s Pres. al-Sisi in Cairo to discuss Gaza, and afterward, affirms that “there is a framework available to end the violence, and that framework was the Egyptian initiative.” Senior Fatah official al-Ahmad flies in to Cairo to also meet with Kerry. In Israel, UN Secy.-Gen. Ban meets with PM Netanyahu and at a Tel Aviv press conference, Ban condemns the rocket attacks, while the Israeli leader accuses Hamas of committing a “double war crime” of targeting Israeli civilians while using Palestinian civilians as human shields. The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. IDF troops face resistance on the ground, in particular from fighters in al-Qassam Brigades and al-Quds Brigades, with both groups claiming attacks on IDF soldiers and positions inside the Gaza Strip. Palestinians fire more than 40 rockets into Israel, and Iron Dome batteries intercept several over Tel Aviv while 25 land in open areas, with no reports of casualties. In the West Bank, IDF troops shoot and injure dozens of Palestinians in a number of protests in solidarity with Gaza, including at Qalandia checkpoint, outside Ofer prison, in Biddu village nr. Jerusalem, and in Shuqba village nr. Ramallah. The IDF conducts house searches and arrest raids in Hebron at night; patrols in 3 villages each nr. Jericho and Ramallah, and 1 village nr. Salfit in the afternoon. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin). There are no serious injuries, except in Nabi Salih, where 1 is hit by a bullet, and Ni‘lin, where another is hit by a bullet. In East Jerusalem, Israeli security forces clash with Palestinians at Haram al-Sharif, 9 are taken to the hospital, including at least 4 injured by rubber-coated metal bullets. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day. The IDF strikes targets across the Gaza Strip on the 2d day of OPE, killing 39 Palestinians. Fatal strikes take place in al-Maghazi r.c., Bayt Hanun, Gaza City, Nussayrat r.c. and Bayt Lahiya. Among the dead is an Islamic Jihad commander, killed in a strike on his home in Bayt Hanun along with 5 civilians. Palestinians fire 82 rockets and mortar shells into Israel, with 48 rockets striking Israel and 21 intercepted by Iron Dome batteries. There are no injuries directly caused by projectile fire, but there is some damage to property. Rockets land in and around Dimona, Tel Aviv, Haifa, and Jerusalem. M-75 rockets are fired at Tel Aviv, as well as Nevatim military airport, 44 mi. away from Gaza City. Al-Qassam Brigades, al-Quds Brigades, and Ali Abu Mustafa Brigades (PFLP) all claim responsibility for rocket and mortar fire. Israeli PM Netanyahu says that “we have decided to further intensify the attacks on Hamas and the terror organizations in Gaza” and that “Hamas will pay a heavy price for the firing of rockets at Israeli civilians.” Hamas leader Khalid Mish‘al, in a press conference in Doha, Qatar, says that calm can be achieved through “an immediate halt to the aggression and bombings.” He also reiterates that he does not know who carried out the killing of the 3 Israeli settler teenagers in the West Bank. Meanwhile, PA Pres. Abbas accuses Israel of a “genocide” in Gaza and “a war against the Palestinian people as a whole.” He also describes diplomatic efforts at avoiding further hostilities, saying that Palestinian officials are talking to Egypt’s Pres. al-Sisi and UN Secy.-Gen. Ban.
