In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Burin, assaulting them at gun point and stealing tools, phones, and olive crops. Israeli settlers also raided Qarawat Bani Hassan, opening fire at Palestinians harvesting olives, forcing them to flee. Elsewhere, Israeli settlers uprooted 55 trees using a bulldozer in al-Twana. Israeli settlers also assaulted Palestinians in Khallet ad-Dabi, causing fractures and bruises on several of them. Meanwhile, Israeli settlers threw stones at Palestinian homes in Arab al-Milehat near Jericho. Israeli forces killed 7 Palestinians, including 2 children, during raids in Jenin refugee camp, Qalqilya, and Qalandia refugee camp; 5 of the Palestinians were killed in a drone strike on Jenin refugee camp. Israeli forces also shot and injured 28 Palestinians during raids in Jenin refugee camp and Qalandia refugee camp. The Gaza Ministry of Health said as of 5 p.m. at least 6,547 Palestinians had been killed, including at least 4,000 women and children, and 17,439 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 102 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 29 children. More than 1,833 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Committee to Protect Journalists said at least 24 journalists have been killed since 10/7, including 20 Palestinians, 3 Israelis, and 1 Lebanese. The UN said the shortage of fuel was undermining its efforts to help Palestinians in Gaza. Israel told 40,000 Palestinians in Dayr al-Balah and Khan Yunis to evacuate to al-Mawasi. The Palestinian Federation of Trade Unions said between 9,000 and 9,500 Palestinians from Gaza, employed in Israel, were in Israel on 10/7. 5,000 of them made it to the West Bank, with some 2,000 of them subsequently being arrested by Israel while 1,000 are unaccounted for. A Palestinian worker told Haaretz after he was released from an Israeli detention camp that Palestinians were held in the sun for 2 days without food, while they were blindfolded and their hands were tied. Oxfam said Israel was using starvation as a weapon of war, saying only 2% of the food that circumstances would have entered Gaza under normal circumstances has been delivered since 10/7 and that 104 trucks of food are needed daily to cover the needs of the population. (AJ 10/25)

U.S. president Joe Biden questioned the accuracy of the death toll reported by the Gaza Ministry of Health. Human Rights Watch said the data provided by the ministry is accurate, saying their own investigations are aligned with the ministry’s data. Biden also criticized Israeli settlers for “attacking Palestinians in places that they are entitled to be.” After a call with Israeli prime minister Benjamin Netanyahu, a readout of the conversation stated that they discussed a “pathway for a permanent peace.” Newly elected House of Representatives speaker Mike Johnson’s first act as speaker was to bring a pro-Israel resolution to the floor, which passed 412-10, with 6 voting present. At the UN Security Council, the U.S. and UK vetoed a Russian resolution calling for a humanitarian ceasefire. China, Gabon, Russia, and the UAE voted for the resolution while the 9 other members abstained. Russia and China vetoed a U.S. resolution calling for “humanitarian pauses.” The UAE also voted against it, while Albania, France, Ecuador, Gabon, Ghana, Japan, Malta, Switzerland, and the UK voted in favor. French president Emmanuel Macron met with his Egyptian counterpart Abdel Fattah el-Sisi, who said the 2 discussed the “many, many civilian casualties” that could result from an Israeli ground invasion of Gaza. Israeli forces shot and killed a Palestinian during a funeral procession in Beit Umar, injured 1 other with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters at al-Jalamah checkpoint, killing 2 and injuring 2 others. Israel claimed to have regained full control of the area around Gaza, saying the bodies of approximately 1,500 Palestinian militants were found in the area. The Gaza Ministry of Health said 830 Palestinians had been killed in Israeli airstrikes and 4,250 wounded since 10/7 as of 5.30 p.m. 22 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 4 children; 332 have been injured. The Gaza Ministry of Health called for the opening of a “safe corridor” to allow medical aid as hospitals are overwhelmed. 4 ambulances and 1 hospital in Beit Hanun were targeted by Israeli airstrikes, closing the hospital. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. Israel bombed the crossing on 10/9 after which it was closed. Israel also hit the crossing today. The Likud Party said the leaders of the parties in the Israeli government coalition have agreed that Prime Minister Benjamin Netanyahu can form an emergency unity government. Yisrael Beiteinu leader Avigdor Lieberman said on 10/8 that he will only join the unity government if the Israeli leadership commits to ending the policy of constraining Hamas and eliminates the organization. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. Israeli media reported more than 900 Israelis and foreign nationals have been killed and 2,616 injured. Israel said it had hit 500 targets in Gaza overnight and 1,100 since 10/7. Hamas said Israeli airstrikes have killed 4 Israeli captives in Gaza. The UN reported that more than 187,518 Palestinians were displaced, including 137,427 sheltering in UNRWA facilities. 790 housing units were destroyed and 5,330 were damaged since 10/7. Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Al Monitor reported that Qatar and Israel had agreed to a bilateral agreement on allowing diamond trade between the 2 countries. U.S. senator Rand Paul (R-KY) blocked the passage of $1 billion in additional military aid to Israel, allegedly to replenish the Iron Dome arsenal. The Senate has been trying to pass the additional military aid to Israel through unanimous consent, but Senator Paul has blocked the 4 efforts. In the West Bank, Israeli settlers burned Palestinian-owned olive trees and stole olive harvests between Jurish and Qusra. Israeli settlers also stole olive harvests from a Palestinian farmer near Kafr Qalil. Israeli forces delivered a demolition order for a house in Susiya and a stop-work order for a house in Laseefer, near Yatta. 15 Palestinians were arrested, including 11 during late-night raids in Hebron, Tulkarm, Seida, ‘Urif, Sa‘ir, Beit ‘Anan, Biddu, and al-Shuyukh, and 4 during the day in the vicinity of Bethlehem. In East Jerusalem, some 70 Israeli settlers toured the Haram al-Sharif compound. 2 Palestinians were arrested in al-Tur and Isawiya. The Israeli supreme court proposed that 3 Palestinian families living in Sheikh Jarrah under the threat of eviction become “1st generation protected tenants” in their homes. The status would protect them and their families from being evicted by Israeli settlers for 3 generations. A 4th family was offered to become 2d-generation protected tenants. Under this scheme, which the supreme court calls a compromise, the families still have a chance to prove to the Israeli court that they have ownership rights. The families would have to pay $750 a year in rent to the Nahalat Shimon settler organization. Both the Palestinian families and the Israeli settler groups trying to evict the families have expressed opposition to the proposal from the supreme court. If the Palestinian families accept the “compromise,” they would have to pay Nahalat Shimon’s court and legal fees in the amount of $9,300. The settler organization and the Palestinian families were told to respond to the proposal by 11/2. The Palestinian families have been living in their homes since 1956, when the Jordanian government and the UN built 28 homes in Sheikh Jarrah for displaced Palestinians. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. Israeli forces also violently dispersed protesters at a checkpoint north of Ramallah, injuring 9 Palestinians with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed protesters at the Qalandia checkpoint, injuring 37 Palestinians using rubber-coated bullets. Meanwhile, Israeli forces violently dispersed Palestinian protesters, injuring 2 using live ammunition. A state of emergency was also declared in Lydda after a synagogue and some 30 cars were set on fire as Jewish-Israelis and Palestinian citizens of Israel clashed. Israeli forces also violently dispersed Palestinian-Israelis in Lydda after a protest erupted following a funeral of 1 Palestinian citizen of Israel who was killed by a Jewish-Israeli on 5/10; 12 Palestinian-Israelis were injured by stun grenades and rubber-coated bullets. Clashes also ensued in Ramla and a synagogue, a marketplace, and a Muslim cemetery were set on fire. In Acre, 1 police station and 1 restaurant were set on fire. 19 Palestinian citizens of Israel were arrested after trash bins were set on fire and stones were thrown at Israeli police in Haifa. The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . It was reported that the U.S. was delaying a UN security council (UNSC) statement addressing the Israeli aggression in Jerusalem, and escalation of the conflict between Hamas and Israel. A UNSC emergency meeting was called on 5/9 by Tunisia and 9 other countries. The state department spokesperson Ned Price said secretary of state Antony Blinken, national security advisor Jake Sullivan, and deputy secretary of state Wendy Sherman had talked to their Israeli counterparts and unnamed Palestinian officials. The White House spokesperson Jen Psaki said that President Joe Biden’s “support for Israel security, for its legitimate right to defend itself and its people is fundamental and will never waver . . . In Ramallah, Israeli forces also stormed an office of the Democratic Front for the Liberation of Palestine, seizing documents, and stormed several stores, seizing surveillance cameras. The raids in Ramallah led to confrontations with local residents; no injuries were reported. Elsewhere in the West Bank, Israeli forces uprooted 250 olive trees and destroyed 5 water wells near Tammun. In East Jerusalem, Israeli forces entered a mosque in Issawiyya and fired tear gas canisters inside, causing tear-gas related injuries. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. An IDF spokesperson claims that Islamic Jihad in Palestine (PIJ) was responsible for the rocket fire on 10/26 “with clear guidance from Iran and the Revolutionary Guards’ Quds Force in Syria.” A PIJ spokesperson then says that the group has reached a new agreement to end the violence in Gaza, thanks to Egyptian mediation. “After contacts between the Islamic Jihad leadership and the brothers in Egypt, it was agreed that a comprehensive cease-fire will begin immediately,” he says. A day after Israeli prime minister Netanyahu visited Oman, Omani foreign minister Yusuf bin Alawi bin Abdullah says that the Omani government is “very optimistic” about the Trump administration’s Palestinian-Israeli peace efforts. “We are not mediators in Israel-Palestine, but we offer facilitation and ideas to help 2 parties to come together,” he adds. “We are not saying that the road is now easy and paved with flowers, but our priority is to put an end to the conflict and move to a new world.” (AFP, HA, REU, TOI, YA 10/27)

The World Bank announces that it has increased its annual allotment of aid to the Palestinians from $55 million to $90 million this year. Hours before the protests, killings, and air strikes in Gaza, Al-Hayat reports that the Egyptian officials who have been shuttling back and forth between Israel, the West Bank, and Gaza over the past 2 weeks have brokered an understanding between Hamas and the Israeli government. Hamas reportedly agreed to end all violence along the border, including acts of violence perpetrated during Great March of Return protests and all incendiary balloon and kite attacks, in exchange for Israel lifting certain restrictions on Gaza. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). In response to a statement released by PM Netanyahu’s office on 9/19, Israeli atty. gen. In the evening, U.S. Secy. of State Kerry and UN Secy.-Gen. Ban release a joint statement announcing a 72-hour cease-fire agreed to by all parties, to begin 8/1 at 8:00 A.M. local time. During that time, negotiators from all sides will discuss a longer-term agreement in Cairo. The IDF intends to continue searching for and destroying tunnels during the truce.
