Israeli settlers with a military escort raid Jenin to visit Joseph’s Tomb. Israeli forces shoot and injure 7 Palestinians during a raid in Dheisheh refugee camp. Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces demolish a retaining wall and raze a tract of land in Silwan. In Gaza, Israeli forces bomb Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Rafah, and Dayr al-Balah, killing at least 86 people, including al-Aqsa TV presenter Muhammad Salama and his family in Dayr al-Balah. Israeli forces also open fire at Palestinians waiting to receive aid in Gaza City, injuring 8 people. A child and an elderly man die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 20 people. In Lebanon, Israeli forces attack Yaroun, Kafra, Yatar, and Fardis. Hezbollah forces attack Metula. In Syria, Israeli forces fire artillery, saying 2 rockets were launched at the Golan Heights. In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. More than 30,717 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,156 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 195 trucks carrying aid enter Gaza. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. Israeli UN ambassador Gilad Erdan says Israel may close the UN’s headquarters in Jerusalem, deport UN officials from Israel, and evacuate UNRWA compounds in Jerusalem if UN secretary-general Antonio Guterres does not invoke Article 99 of the UN Charter to force the Security Council to discuss captives held in Gaza and allegations of sexual crimes committed on 10/7/2023. Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani meets with UK foreign secretary David Cameron, discussing the situation in Gaza and ceasefire negotiations. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. The transfers include thousands of 155mm shells, tens of thousands of bomb guidance systems, Hellfire air-to-surface missiles, drones, Iron Dome munitions and more. (AJ, HA 3/6; HA 3/7)

Unidentified Palestinians launch a number of projectiles from Gaza into southern Israel late at night. Israel’s Iron Dome missile defense system intercepts at least 6 and the rest land open areas, causing no damage or injuries. Afterwards the Israeli Air Force conducts air strikes on approximately 100 Hamas sites across Gaza; at least 4 Palestinians are injured and extensive damage is wrought. Earlier in the day along Gaza’s border, IDF troops arrest 5 Palestinians attempting to cross into Israel near Rafah and a 6th who attempts to cross near Khan Yunis armed with a knife. Meanwhile, Hamas security forces violently disperse Palestinians gathering in Gaza City to demonstrate against the high cost of living and the restrictions on imports to Gaza; several protesters are injured. In the West Bank, IDF troops arrest 2 Palestinians during late-night raids near Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. After the rocket fire from Gaza late at night, the Hamas-run Ministry of Health in Gaza condemns the attack. “We are following up on the firing of rockets from Gaza against the national consensus and the ministry will take measures against the violators,” a ministry statement reads. Hamas’s military wing, for its part, denies responsibility for the rocket attack, claiming that the projectiles were fired when senior Hamas officials were meeting with a delegation from Egypt. Unidentified Palestinians fire a rocket from Gaza into southern Israel overnight, and Israel’s Iron Dome missile defense system intercepts it near Ashqelon. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. During an undisclosed operation in southern Gaza, undercover Israeli special forces open fire on Hamas fighters from a moving car in Khuza‘a, sparking an exchange of heavy fire; 1 Israeli soldier and 1 Hamas fighter are killed and another Israeli soldier is critically injured. While the Israeli special forces are still in Gaza, the Israeli Air Force targets armed Palestinian fighters near Khuza‘a with a number of air strikes, killing 6, including a senior member of Hamas’s military wing. After the strikes, unidentified Palestinians launch at least 17 rockets and other projectiles into southern Israel. Three are intercepted by the Iron Dome missile defense system; the rest land in open areas, causing no damage or injuries. Israeli artillery and aircraft then strike more than 50 sites across Gaza, causing dozens of Palestinian injuries and extensive damage. Separately, dozens of right-wing Israeli activists block the road leading to the Kerem Shalom border crossing, preventing trucks bearing basic commodities and fuel to enter Gaza for hours in protest of the violence at the border protests on 11/9. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, IDF troops violently disperse dozens of Palestinian students at a rally commemorating the late Palestinian leader Yasir Arafat in Hebron; there are no reported injuries. Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. IDF troops violently disperse protestors near Jabaliya refugee camp, Rafah, and Gaza City; 5 Palestinians are killed and at least 200 are injured. The killings bring the death toll stemming from the Great March of Return to 184. Hours after the protests conclude, unidentified Palestinians launch 34 rockets from Gaza into southern Israel; 17 are intercepted by Israel’s Iron Dome missile defense system and the rest land in open areas, causing no damage or injuries. The Israeli Air Force then conducts a wave of air strikes across Gaza, targeting more than 90 sites and causing extensive damage to many buildings, including a hospital in Gaza City. In the West Bank, IDF troops violently disperse Friday protests against the Israeli occupation and the settlements in Kafr Qaddum near Qalqilya, central Hebron, and 2 villages near Ramallah (Bil‘in and al-Mazra‘a); 2 Palestinians are killed, 8 are injured, and 1 is arrested. Three Israeli soldiers are also injured in the clashes today. Hours before the protests, killings, and air strikes in Gaza, Al-Hayat reports that the Egyptian officials who have been shuttling back and forth between Israel, the West Bank, and Gaza over the past 2 weeks have brokered an understanding between Hamas and the Israeli government. Hamas reportedly agreed to end all violence along the border, including acts of violence perpetrated during Great March of Return protests and all incendiary balloon and kite attacks, in exchange for Israel lifting certain restrictions on Gaza. Separately, Israeli defense minister Avigdor Lieberman says he is “hopeful” that this coming weekend will pass without major clashes along Gaza’s border fence.  He also says that he will need to see a month of calm before implementing any more major changes. “We need to see what happens at least until the end of 11/2018, and then we can reach conclusions one way or another.” (AH, HA, JP, MNA, TOI, TOI 10/26)

Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). The Egyptians reportedly threatened to impose their own restrictions on Gaza should Hamas not end the incendiary kite and balloon attacks on Israel. (HA, MNA, TOI, YA 7/21)

The EU calls on the Israeli authorities to reopen the Kerem Shalom border crossing and expand the fishing zone off Gaza’s coast, warning that the recent restrictions risk “aggravating the already dire economic situation in Gaza.” (TOI, WAFA 7/13)

The IAF then conducts retaliatory strikes on a number of Hamas and PIJ sites in Rafah and near Gaza City, causing major damage. Late at night, Israeli naval forces open fire on Palestinian fishing boats off Gaza’s coast near Gaza City, causing no damage or injuries. In the West Bank, IDF troops shoot and injure a Palestinian driver near Bethlehem. It’s unclear why they opened fire. Israeli forces demolish a Palestinian home near Jerusalem, arrest 13 Palestinians, and injure 1 during late-night raids near Bethlehem, Hebron, and Nablus; and patrol near Hebron and Nablus. In the wake of the rocket fire from Gaza in the morning, Hamas and PIJ issue a joint statement claiming responsibility and threatening to retaliate for any future Israeli strikes in Gaza. “We are committed to a formula of a strike for every strike,” the statement reads. “We will not allow the enemy to dictate a new formula.” Earlier, an IDF spokesperson explained the IDF’s decision to escalate their response to incendiary kite and balloon attacks from Gaza on 6/19: “We struck at a greater intensity, with the intended message for Hamas to understand that we will not allow this situation to continue.” (HA, TOI 6/20)

At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. At the press conference afterward, she says that the U.S. is pleased with the success of the Iron Dome defense system. In Cairo, Hamas chief Mishal and Islamic Jihad chief Shalah meet with Egyptian intelligence chief Raafat Shehata in an effort to finalize details of a cease-fire agreement with Israel. Egyptian sources hope that a deal will be signed in Cairo on 11/21 and will include not only an immediate cease-fire, but more long-term negotiation of an easing of Israel’s Gaza blockade. Elat carrying mostly soldiers fr. a nearby army base; when an IDF unit arrives on the scene, it is quickly ambushed and hit with explosive devices. Within the hour, at least 3 reports of mortar fire fr. Egypt and attacks on civilian vehicles with antitank weapons are reported in the Elat area. Israeli security forces engage in firefights with the infiltrators over the next several hours, killing at least 7 attackers, noting that 3 of the bodies were booby trapped. At one point, IDF troops pursue the attackers into Egypt and clash with Egyptian border guards, killing an Egyptian military officer and 2 Egyptian border police and injuring 2 others. Israel accuses Hamas of sending terrorists fr. Gaza through the Rafah smuggling tunnels into Egypt and then on to Israel, and criticizes Egypt’s inability to secure its borders. The IDF quickly launches 12 air strikes on s. Gaza in retaliation, primarily targeting the Popular Resistance Committees (PRCs)—an umbrella group comprising mbrs. of all Gaza factions, including Fatah and Hamas. In total, 7 Palestinians (including 2 children) are killed and at least 23 Palestinians (including 7 children, 6 women) are wounded. Among the dead are 5 senior PRC members who were targeted for assassination, including PRC leader Kamal Abu Abed al-Nairab, PRC chief military cmdr. Imad Hamad, and a PRC rocket expert. Later in the evening, gunfire erupts again in Elat, killing 1 Israeli border policeman and critically injuring another. The PRCs fire 4 rockets (including at least 1 manufactured Grad rocket) fr. Gaza into Israel, where at least 3 are intercepted by Israel’s Iron Dome missile defense system; no damage or injuries are reported. By late evening, the Israeli DMin. reports no further fire, but says assailants may still be on the loose. Hamas and the PRCs deny any part in the attacks. Egyptian and American analysts (e.g., NYT, WT 8/19) say that “it is not a remote possibility for [Egypt’s radical militant elements] to cross the border and launch attacks against Israeli targets. It makes a lot of sense” given Egypt’s recent crackdown on al-Qa‘ida-inspired Islamist militants in the n. Sinai (see 8/13).
