An Israeli settler is stabbed and injured at a bus stop near the Neve Yaakov settlement; a Palestinian child is later arrested and accused of stabbing the settler. Israeli settlers with a military escort raid Jenin to visit Joseph’s Tomb. Israeli forces shoot and injure 7 Palestinians during a raid in Dheisheh refugee camp. Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Ramallah, al-Bireh, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces demolish a retaining wall and raze a tract of land in Silwan. In Gaza, Israeli forces bomb Nuseirat refugee camp, Jabalia refugee camp, Khan Yunis, Rafah, and Dayr al-Balah, killing at least 86 people, including al-Aqsa TV presenter Muhammad Salama and his family in Dayr al-Balah. Israeli forces also open fire at Palestinians waiting to receive aid in Gaza City, injuring 8 people. A child and an elderly man die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 20 people. In Lebanon, Israeli forces attack Yaroun, Kafra, Yatar, and Fardis. Hezbollah forces attack Metula. In Syria, Israeli forces fire artillery, saying 2 rockets were launched at the Golan Heights. In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. More than 30,717 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,156 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 244 Israeli soldiers have been killed and 1,453 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 195 trucks carrying aid enter Gaza. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. Israeli UN ambassador Gilad Erdan says Israel may close the UN’s headquarters in Jerusalem, deport UN officials from Israel, and evacuate UNRWA compounds in Jerusalem if UN secretary-general Antonio Guterres does not invoke Article 99 of the UN Charter to force the Security Council to discuss captives held in Gaza and allegations of sexual crimes committed on 10/7/2023. Israel approves aid funded by the UAE entering Gaza via the sea. The aid will be shipped from Cyprus to a dock controlled by Israel where it will be distributed using hovercrafts. (AJ, HA 3/6)

Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani meets with UK foreign secretary David Cameron, discussing the situation in Gaza and ceasefire negotiations. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. The transfers include thousands of 155mm shells, tens of thousands of bomb guidance systems, Hellfire air-to-surface missiles, drones, Iron Dome munitions and more. (AJ, HA 3/6; HA 3/7)

In the West Bank, Israeli settlers with military escort attacked Palestinians in Hebron, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian celebrations of the ceasefire (see below) in Hebron and Bethlehem, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 2 with rubber-coated bullets and live ammunition; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 2 with live ammunition; others suffered tear-gas related injuries. Israeli forces also violently dispersed protesters in Kafr Qaddum, injuring 3 with rubber-coated bullets; others suffered tear-gas related injuries. 3 Palestinians were arrested during late-night raids in Bani Na‘im, Abu Njeim, and Jaba‘. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Haram al-Sharif compound after the Friday noon prayer, confiscating Palestinian flags, arresting 17, and injuring 23 worshipers with rubber-coated bullets. During the raid, 1 Agence France-Presse journalist was also beaten by Israeli forces. Israeli forces also closed down Shaykh Jarrah to all Palestinians, including those living in the area. In Gaza, 17 Palestinians, including 2 children, were found dead in rubble from Israeli air strikes, raising the comprehensive death toll since 5/10 from 236 to 253, including 67 children and 3 pregnant women. 1 toddler was found dead in rubble from an air strike on Gaza City 5/11; 1 child was found in rubble from an Israeli air strike on a house in al-Shati refugee camp on 5/15; and 15 Palestinians were also found dead in rubble from Israeli air strikes in a tunnel hit by Israeli missiles. In Israel, before the ceasefire took effect (see below), 1 Israeli was injured by rocket shrapnel and 1 house in Kibbutz Be’eri was damaged by a rocket from Gaza. A ceasefire agreement between Hamas and Israel, brokered by Egypt, took effect at 2 a.m. 263 Palestinians were killed in Gaza, including 68 children, and 12 people were killed in Israel, including 1 soldier, 2 Thai citizens, 1 Indian citizen, and 2 Palestinian citizens of Israel. Around 2,000 Palestinians and 345 Israelis were wounded over the 11 days. Israel partially reopened the Kerem Shalom crossing after the ceasefire, allowing some humanitarian aid and goods into Gaza. U.S. secretary of state Antony Blinken said he would meet with Israeli and Palestinian officials during a trip in the coming days. The Gaza housing ministry said that 16,800 housing units had been damaged by Israeli missiles, including 1,800 that had become unfit for living. Some 90,000 Palestinians in Gaza were reported to be internally displaced due to the Israeli attacks, including more than 66,000 seeking shelter at UNRWA facilities. It also reported that Palestinians in Gaza were getting between 3-4 hours of electricity a day, while they previously received 12 hours a day before the escalation started on 5/10. Israel said that some 4,350 rockets had been fired from Gaza toward Israel and that the Iron Dome had intercepted approximately 90% of them. Both Israel and Hamas declared victory. Egyptian officials also arrived in Gaza to discuss with Hamas officials about maintaining the ceasefire. Islamic Jihad in Palestine said that 19 of its fighters were among the 263 Palestinians killed by Israel in Gaza during the latest escalation. Hamas later said that 80 members of its militia had been killed. PA president Mahmoud Abbas discussed the Israel-Hamas ceasefire and the need for humanitarian aid with U.S. secretary of state Antony Blinken. In a phone call between President Abbas and Saudi king Salman, the latter condemned Israeli aggression in Jerusalem and Gaza. (AJ, WAFA 5/21)

The owner of 1 of the high-rise buildings in Gaza bombed by Israel said he is filing a formal complaint to the ICC about the attack on his building, calling it a war crime. His building, al-Jala Tower, housed AP and Al Jazeera offices in Gaza as well as many residential units. PA prime minister Mohammed Shtayyeh also pledged to refer the Israeli attacks on Gaza to the ICC. (AJ, WAFA 5/21)

Digital rights group 7amleh said Israel and the companies TikTok and Facebook, including its subsidiary Instagram, are cooperating in order to silence Palestinian voices and content on the social media platforms. Posts and hashtags have been deleted from the platforms and users, banned. 7amleh said it was especially concerned related to Gaza and Shaykh Jarrah, which had been censored. Sada Social also sent a formal complaint to Facebook, condemning the censorship. (AJ, WAFA 5/21)

Lebanese president Michel Aoun wrote a letter to the parliament, saying that prime minister-designate Saad Hariri is incapable of forming a cabinet. (HA, REU 5/21; MEMO 5/22)

The U.S. state department circumvented a potential obstacle from Congress by granting Boeing an export license for $735 million’s worth of weapons to Israel. U.S. senator Bernie Sanders (D-VT) said on 5/20 that he wanted the Senate to review the sale. (JC 5/25; ALM 5/27)

A bomb killed 7 people at a Palestinian solidarity rally in Chaman City, Pakistan. The bomb was said to have targeted a political leader who had organized the event. Pakistan’s foreign minister had declared the day a “day of solidarity” with Palestinians. (AJ 5/20; HA, MEMO 5/21)

China said it would send aid to Gaza to help treat the injured and house the homeless. (AJ 5/20)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. Separately, settlers chop down a number of olive and almond trees in a Palestinian grove near Hebron. Israeli forces deliver stop-work orders to 2 Palestinian homes under construction near Hebron and a water well under construction near Tubas. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron and Ramallah; and patrol near Salfit and Qalqilya. An unexploded piece of Israeli ordnance detonates near Bethlehem, injuring 3 Palestinian minors. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse them near Gaza City, al-Bureij refugee camp, Jabaliya refugee camp, Rafah, and Khan Yunis; more than 120 Palestinians are injured. Amid the protests, Hamas snipers shoot and kill an Israeli soldier on the other side of the border fence. After the killing, Israeli forces carry out extensive air strikes and artillery shelling across Gaza; 3 Hamas fighters are killed in strikes near Khan Yunis and 1 more Palestinian is killed in Rafah. An IDF spokesperson says that 68 Hamas targets were hit and the attacks “eliminated about 60 buildings and infrastructures and revoked significant military and command and control capabilities.” Amid the attack, unidentified Palestinians launch 3 rockets into Israel; 2 are intercepted by Israel’s Iron Dome missile defense system, and 1 lands in an open area, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage. In the West Bank, IDF troops violently disperse Palestinians at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya; 3 Palestinians are injured. They also arrest 1 Palestinian during raids near Bethlehem, and patrol near Hebron. In East Jerusalem, unidentified persons attach an incendiary device to a balloon and fly it from Bayt Jala into the Har Gilo settlement, marking the first use of such devices in the city, but causing no damage or injuries. Following the extensive Israeli strikes in Gaza, Hamas and Israel agree to a cease-fire mediated by Egyptian and UN officials. A senior Hamas official says that the agreement provides for the “cessation of all forms of military escalation,” including air strikes, mortars, and rockets. However, he says that incendiary balloons and kites are not part of the agreement (a senior Israeli official will dispute this on 7/21). The Egyptians reportedly threatened to impose their own restrictions on Gaza should Hamas not end the incendiary kite and balloon attacks on Israel. (HA, MNA, TOI, YA 7/21)

In the Gaza Strip around midday, an armed Palestinian group launches 3 rockets into Israel that land in an open area nr. Beersheba, breaking the 24-hour extension to the previous 5-day cease-fire. The IDF responds with air strikes, hitting approximately 25 targets across Gaza, killing 2 Palestinians and injuring over 50. In 1 incident late at night, IDF troops launch 6 missiles at a house in Gaza City in an attempt to assassinate Mohammed Deif, Izzeddin al-Qassam Brigades commander. Deif’s wife and 7-mo.-old son, as well as 3 other Palestinians, are killed in the attempt. The armed Palestinian groups fire over 50 projectiles into Israel, with 1 rocket hitting a highway nr. Tel Aviv and around 14 intercepted by Iron Dome batteries. At a hospital in Turkey, 1 Palestinian succumbs to injuries sustained earlier in the assault. Overnight in the West Bank, the IDF conducts house searches and raids in Dayr Istya, Hebron, 3 villages nr. Nablus, 1 village s. of Hebron, and 1 village n. of Tulkarm, arresting 13 Palestinians. In the morning in Cairo, Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct talks on a long-term ceasefire agreement, specifically the Israeli demands for Hamas’s disarmament and the Palestinian demands for lifting the blockade. Head of the Palestinian delegation al-Ahmad says “maybe we will reach an agreement and maybe not.” Palestinian negotiator Qais Abdel Karim says the Israelis have proposed measures that would comprise “not removing the blockade but easing it.” Hamas spokesperson Fawzi Barhoum says, in an email to CNN, that “if Netanyahu does not understand our message and people’s demands in Gaza through political language, we know a way to make him understand.” After hostilities resume in Gaza, both Israel and the Palestinian factions accuse the other of violating the cease-fire and instruct their reps. to end the negotiations. German, French, and British diplomats begin circulating a document containing principles for a new United Nations Security Council (UNSC) res. at the UN’s New York headquarters. The principles include a return of PA control to Gaza, reconstruction under international supervision, and a return to Israeli-Palestinian peace negotiations. U.S. and Israeli diplomats have been briefed on the initiative. (HA 8/21)

In the Gaza Strip, the IDF and most armed Palestinian groups maintain the cease-fire for a 3d day. In one incident, Palestinians fire 1 rocket, which is intercepted by an Iron Dome battery, and a few mortar rounds, causing no injuries. Throughout the 72-hour cease-fire, 25 Palestinians died, succumbing to injuries sustained in earlier attacks. In the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Acting U.S. special envoy for Palestinian-Israeli negotiations Frank Lowenstein lands in Cairo to meet with Egyptian officials to discuss a truce extension. In the evening, Hamas officials say that Israel is not responding to the group’s proposal and threaten an escalation if hostilities resume. The Palestinian delegation meets with Egyptian officials, while the Israeli envoys return to Israel to meet with PM Netanyahu and DM Ya’alon before returning to Egypt. Egyptian authorities say that Cairo will agree to permanently open the Rafah crossing on the condition that the PA’s national unity govt. runs the terminal. The IDF continues its assault on the Gaza Strip by land, air, and sea, killing 79 Palestinians. In the most deadly incident of the day, an Israeli air strike hits a family home in Nussayrat r.c., killing 11 Palestinians. Armed Palestinian groups fire over 90 projectiles into Israel, with Iron Dome batteries intercepting 17 projectiles. The rocket fire injures 2 Israeli civilians. In the West Bank, armed Palestinians open fire on Israeli settlement Shavei Shomron nr. Nablus, causing no casualties. The IDF conducts house searches and arrest raids in 1 village nr. In the evening, U.S. Secy. of State Kerry and UN Secy.-Gen. Ban release a joint statement announcing a 72-hour cease-fire agreed to by all parties, to begin 8/1 at 8:00 A.M. local time. During that time, negotiators from all sides will discuss a longer-term agreement in Cairo. The IDF intends to continue searching for and destroying tunnels during the truce. The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Israeli PM Netanyahu says that attacks will continue to “expand and continue until the fire on our communities is over and the quiet returns.” The PM also tells mbrs. of the Knesset Foreign Affairs and Defense Comms. that a cease-fire with Hamas is not on the agenda. Islamic Jihad spokesperson Abu Ahmad says the “factions in Gaza are not going to surrender.” At an emergency meeting of the UNSC in New York, UN Secy.-Gen. Ban says that “it is now more urgent than ever to try to find common ground for a return to calm and a cease-fire understanding,” and that he has been in contact with Israel, the PA, Saudi Arabia, Qatar, Egypt, the Arab League, the U.S., and the EU. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire. The IDF launches OPE, a major assault on the Gaza Strip. Israeli air strikes hit 150 targets across Gaza, killing 23 Palestinians and wounding more than 100. One attack in Khan Yunis kills 8 mbrs. of the same family when their home is bombed. Hamas fighters infiltrate Israel by sea nr. Kibbutz Zikim and are all killed, according to the IDF. Al-Qassam Brigades says the operation goes as planned. Palestiniansfire approximately 130 rockets into Israel, with Iron Dome batteries intercepting at least 23 of them. Some rockets reach c. Israel, though most fall in the s. Warning sirens are heard in Tel Aviv, where an Iron Dome battery intercepts 3 rockets. The rockets cause damage to 2 houses, and lightly injure 2 people. In the West Bank, IDF troops shoot and injure 3 Palestinians during clashes nr. Qalandia checkpoint, and also shoot and injure 2 Palestinians in clashes in n. Bethlehem. The IDF conducts house searches and arrest raids in Nablus, 2 nearby villages, and Balata r.c. at night. The Israeli govt. authorizes a call-up of some 40,000 reserve troops, in preparation for a possible ground invasion. Israeli security forces locate the bodies of the 3 Israeli settler teenagers nr. Hebron, not far from where they were kidnapped (on 6/12) and killed. PM Netanyahu and DM Ya’alon propose that the response to the killing of the teens should include a wave of settlement construction. Netanyahu also addresses the increased tensions in Gaza and s. Israel, saying “either Hamas will stop the rocket fire or we will.” Hamas spokesperson Abu Zuhri says that if Israel attacks Hamas in Gaza, “they will open the gates of hell on themselves,” adding that Hamas does not “want any military confrontation with Israel, but if it will be forced on us it will look like in previous rounds.” Meanwhile, U.S. Pres. A Gaza cease-fire comes into effect at 9 P.M. local time, officially bringing an end to Israel’s Operation Pillar of Defense after 8 days of attacks, which saw the IDF hit around 1,500 targets and Palestinian armed groups fire around 1,500 projectiles (420 intercepted by Iron Dome). One hundred and fifty-eight Palestinians are dead, an estimated 60% of whom were civilians, while 6 Israelis were killed—4 civilians and 2 soldiers. The cease-fire deal is jointly announced by Egyptian FM Mohamed Kamel Amr and U.S. secy. of state Clinton at a press conference in Cairo. U.S. pres. Barack Obama speaks with Israeli PM Netanyahu to commend him on accepting the deal, stating that the U.S. will use the cease-fire to help Israel tackle issues such as weapons smuggling into Gaza. Obama also personally thanks Egyptian pres. Morsi for his efforts to secure a truce, comments Clinton echoes at the Cairo press conference, saying Morsi showed responsible leadership. Netanyahu tells the Israeli public that he hopes for an extended cease-fire but that tougher action might be necessary in the future. The cease-fire is not a signed agreement between Israel and Hamas, but includes pledges transmitted via Egypt to end Palestinian rocket and mortar fire and other cross-border attacks into Israel, and Israeli incursions into Gaza and assassinations. The sides also agree to further negotiations mediated by Egypt toward easing the Gaza blockade. Hamas chief Khalid Mishal says that Hamas will respect the truce but respond to any Israeli violations, and thanks Egypt for its role in securing the cease-fire. Mishal and Hamas leaders in the Gaza Strip mark the cease-fire as a victory for the resistance. During the day, before the cease-fire is implemented, the IDF attacks numerous targets in the Gaza Strip, killing around 20 Palestinians. A Palestinian-fired rocket wounds 4 Israeli soldiers. Unidentified Palestinians plant a bomb on a Tel Aviv bus, which injures two dozen Israelis, mostly lightly or moderately. Numerous groups claim responsibility for the attack, which is praised by Hamas as a natural response to Israeli aggression. At the press conference afterward, she says that the U.S. is pleased with the success of the Iron Dome defense system. In Cairo, Hamas chief Mishal and Islamic Jihad chief Shalah meet with Egyptian intelligence chief Raafat Shehata in an effort to finalize details of a cease-fire agreement with Israel. Egyptian sources hope that a deal will be signed in Cairo on 11/21 and will include not only an immediate cease-fire, but more long-term negotiation of an easing of Israel’s Gaza blockade.
