In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. Israeli forces also demolished 2 houses under construction in Jericho. Elsewhere, Israeli forces confiscated 1 tractor and 1 digger in Masafer Yatta. Israeli forces also violently dispersed Palestinian protesters during a raid in al-Arroub refugee camp, injuring 2 minors with rubber-coated bullets and others with tear gas. 6 Palestinians were arrested during late-night raids in Silat al-Harithiya, Madama, Jericho, Beit Fajjar, and Hebron. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The plan would have seen the crude oil transferred from Eilat to Europe via the Mediterranean Sea. (REU 12/16)

The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Israeli media speculated that Ukrainian president Volodymyr Zelensky will open the embassy branch during a scheduled visit to Israel in 2022. (ALM, HA 12/17)

For a 5th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Israeli troops violently disperse them in Tulkarm, Ramallah, Hebron, Jericho, and along Gaza’s border near Bayt Hanun, Jabaliya refugee camp, Gaza City, Rafah, Khan Yunis, and al-Bureij refugee camp; at least 45 Palestinians are injured and 3 are arrested. Meanwhile, the IDF uses cement blocks to seal the main road connecting Ramallah and Jalazun refugee camp; arrests 16 Palestinians during raids in and around Nablus, Hebron, Qalqilya, Bethlehem, Tulkarm; and patrols near Tulkarm and Tubas. Along Gaza’s border, IDF troops open fire on Palestinian land and other property near Khan Yunis, causing no damage. In East Jerusalem, Israeli forces arrest 3 Palestinian youths on the way home from school in Ras al-Amud and 4 during raids in Shu‘fat refugee camp and Silwan. Unidentified parties launch a rocket from Gaza into southern Israel. It lands in an open area, causing no damage or injuries. The IAF conducts air strikes on 2 Hamas positions in southern Gaza. Later, unidentified parties fire another rocket from Gaza, into Israel near Ashqelon. It is intercepted by Israel’s Iron Dome missile defense system. The IDF continues its assault on the Gaza Strip by air, land, and sea, killing 64 Palestinians with strikes on approximately 100 targets. Attacks occur before and after a humanitarian cease-fire running from 10:00 A.M. to 5:00 P.M. local time. The cease-fire is not observed in areas of Rafah where IDF ground troops are targeting and destroying tunnels. Armed Palestinian groups fire rockets over Ashdod and Ashqelon, causing no injuries. Other rockets land nr. the Gaza border, also causing no injuries. In the West Bank, IDF troops shoot and injure a Palestinian nr. Tulkarm. The IDF patrols during the day in 2 villages nr. Jericho and al-Bireh. In East Jerusalem, a Palestinian man kills an Israeli when he drives an excavator into pedestrians on the sidewalk. Israeli police shoot and kill the driver on the spot and later describe the incident as a “terrorist attack.” In a separate incident, armed Palestinians open fire on an Israeli soldier nr. Hebrew University, injuring him. In Issawiyya, dozens of Palestinians clash with Israeli security forces, causing no serious injuries. At Haram al-Sharif, Israeli security forces enter to escort right-wing Jewish activists out of the area. In Cairo, reps. of Israel and Hamas agree to a 72-hour humanitarian cease-fire to begin on 8/5 at 8:00 A.M. local time, with Egyptian officials urging reps. of all sides to attend further talks to negotiate a longer term cease-fire. U.S. Pres. Obama signs into law a joint res. appropriating $225 m. in supplemental funding for Israel’s Iron Dome missile defense system. In the Gaza Strip, the IDF continues its aerial, naval, and ground assault, attacking numerous targets across the territory and killing 112 Palestinians. Armed Palestinian groups fire projectiles into Israel, injuring 1 civilian seriously from mortar shrapnel in the s. Iron Dome batteries intercept 4 rockets fired at Ashqelon and 1 over Sderot. The IDF redeploys ground troops from urban areas to areas nr. the border fence. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. In a televised address, Israeli PM Netanyahu says that the assault will continue to complete the demolition of tunnels under the Israel-Gaza border. Unnamed Israeli officials reiterate the PM’s statement, telling the media that a new cease-fire agreement is off the table, and that the country will act unilaterally. Meanwhile, the UN announces that the Gaza public health system is “on the verge of collapse,” with 5 hospitals and 39 clinics “shut down due to damage and insecurity.” (AFP, AP, HA, JP, REU, YA 8/2)

In the West Bank, gunmen open fire on an Israeli military post nr. Bethlehem, causing no damage or injuries. The IDF conducts house searches and arrest raids in Hebron and Dayr al-‘Arund r.c. and 3 nearby villages, Nablus and 1 nearby village, Jenin and 1 village nearby, 2 villages nr. Qalqilya, Tulkarm, and 1 nearby village, 1 village nr. Salfit; patrols in 2 villages nr. Hebron and 1 village nr. Ramallah in the morning, 2 villages nr. Hebron and 1 village each nr. Ramallah and Salfit in the afternoon, and in 2 villages nr. Jericho. Israeli settlers throw stones at Palestinian vehicles nr. Salfit, causing no injuries. Israeli PM Netanyahu reiterates the accusation that Hamas was behind the suspected kidnapping and that the PA is responsible for the fate of the teenagers. U.S. Secy. of State Kerry condemns what he calls a “despicable terrorist act” and says “many indications point to Hamas’s involvement.” The IDF detains dozens more in the West Bank, including parliament speaker ‘Aziz Dwayk, with an estimated 150 Palestinians arrested so far during OBK. Israel’s Coordinator of Govt. Activities in the Territories Yoav Mordechai tells the media that the IDF is not coordinating with PA security forces in the search, and believes Hamas is behind the kidnapping. IDF Chief of Staff Benny Gantz tells senior officers that “we’re heading towards an extensive operation.” He says the objective is to “find the 3 teens, bring them home, hit Hamas as hard as possible and move forward.” The Executive Comm. of the PLO meets in Ramallah and issues a statement condemning the campaign in the West Bank, while PA spokesperson Ehab Bseiso says that the PA condemns Israel’s “collective punishment of the Palestinian people.” (AFP, HA, JP, MNA, WAFA, YA 6/15)
