Unidentified Palestinians fire a rocket from Gaza into southern Israel overnight, and Israel’s Iron Dome missile defense system intercepts it near Ashqelon. In response, the Israeli Air Force conducts air strikes on 2 Hamas sites near Bayt Lahiya, reportedly destroying 1 property and damaging another in the vicinity of both. Also along Gaza’s border, Israeli forces conduct limited incursions to level land near Dayr al-Balah and Bayt Lahiya and open fire on Palestinian farmland near Rafah, causing no damage. In the West Bank, IDF troops shoot and injure a Palestinian minor at a checkpoint near Nablus. An IDF spokesperson says she was acting suspiciously, ignoring the soldiers’ orders and warning shots, and that the incident is suspected to be an attempted “suicide by cop.” IDF troops also shoot and injure 3 Palestinians during clashes sparked by an arrest raid in al-Bireh; arrest 13 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, and Bethlehem; and patrol near Hebron throughout the day. There are reports in the Israeli and Palestinian press that the 3d transfer of Qatari money into Gaza, which was planned to go forward this week, is being delayed indefinitely. Some reports indicate that the Israeli authorities ordered the delay in response to the rocket fire today. The Israeli authorities previously allowed 2 transfers of $15 million each, on 11/8/18 and 12/6/18. They previously agreed to allow 6 total monthly transfers of $15 million to help pay the salaries of civil servants working for the Hamas-run government and to support families in urgent need in Gaza. In the evening, UN special coordinator Nickolay Mladenov reportedly informs Hamas that the transfer is set to go forward within 48 hours, so long as the relative calm in Gaza holds. After PA security forces withdraw from the Rafah border crossing in the morning, Hamas security forces retake control of the Gaza side of the crossing. The Egyptian authorities then announce that the crossing “will be limited to only the arrival of individuals and the entry of goods” into Gaza. An Egyptian official in Cairo says he does not expect the crossing to be closed completely, despite widespread rumors and speculation to the contrary. “Egypt recognizes the importance of the humanitarian situation in Gaza and the Rafah crossing is an important access point for Palestinians,” he adds. The PA announced the withdrawal on 1/6 amid a week of escalating tensions between Hamas and Fatah. Later, Fatah Central Committee member Azzam al-Ahmad says that the withdrawal is only the first step in Fatah’s plan to return the PA to power in Gaza. “There will be other measures… to annihilate the authority of division and status quo,” he says. Separately, a Fatah spokesperson accuses Hamas of detaining more than 1,000 Fatah members in Gaza, including 500 who were allegedly arrested in the past 24 hours. In the West Bank, Israeli forces demolish a kindergarten and women’s center in the Jabal al-Baba Bedouin community near Jerusalem. They also destroy a water pipeline leading into Ras al-Ahmar village near Nablus. IDF troops arrest 4 Palestinians during late-night raids near Bethlehem, Tulkarm, Hebron, and Qalqilya; and patrol in and around Hebron. Israeli forces demolish a Palestinian home near Jerusalem, arrest 13 Palestinians, and injure 1 during late-night raids near Bethlehem, Hebron, and Nablus; and patrol near Hebron and Nablus. In East Jerusalem, Israeli forces demolish 1 Palestinian home each in Abu Dis and Qalandia refugee camp. They also arrest 2 Palestinians during late-night raids in Jabal Mukabir and al-Tur. In the wake of the rocket fire from Gaza in the morning, Hamas and PIJ issue a joint statement claiming responsibility and threatening to retaliate for any future Israeli strikes in Gaza. “We are committed to a formula of a strike for every strike,” the statement reads. “We will not allow the enemy to dictate a new formula.” Earlier, an IDF spokesperson explained the IDF’s decision to escalate their response to incendiary kite and balloon attacks from Gaza on 6/19: “We struck at a greater intensity, with the intended message for Hamas to understand that we will not allow this situation to continue.” (HA, TOI 6/20)

Breaking the cease-fire brokered by Egypt on 5/30, unidentified Gazans launch a number of rockets and other projectiles into Israel late at night. Three are intercepted by Israel’s Iron Dome missile defense system; the others cause no major damage or injuries. The barrage is reportedly a response to the Israeli killing of a Gazan paramedic on 6/1. The IAF then conducts retaliatory air strikes on 15 Hamas weapons-production, storage, and other sites across Gaza, causing major damage. Earlier in the day, IDF troops open fire on a small group of Palestinian minors approaching the border fence near Khan Yunis; 1 Palestinian is injured. The IDF alleges that the group was attempting to sabotage Israeli security infrastructure. Meanwhile, unidentified Gazans fly incendiary kites across the border fence into Israel, sparking a number of fires in a nature reserve in southern Israel. In the West Bank, IDF troops shoot and kill a Palestinian after he allegedly attempts to run them over with a bulldozer in southern Hebron. Israel’s Iron Dome missile defense system intercepts several of the projectiles; 1 lands in the yard of a kindergarten in the Eshkol Regional Council, causing minor damage and no injuries. The attack reportedly comes in response to the deadly Israeli air strikes in Gaza on 5/26 and 5/28. The IAF then conducts air strikes on a number of Hamas and PIJ sites in Khan Yunis and Dayr al-Balah, causing major damage. Hours later, armed Palestinians in Gaza launch another round of projectiles into Israel; 1 Israeli civilian is injured. Parts of 1 rocket fall near a school in Sderot, causing no major damage. Meanwhile, senior Israeli defense officials meet in Tel Aviv and decide on a limited retaliation. The IAF conducts another wave of air strikes, hitting at least 30 Hamas and PIJ sites across Gaza and destroying a tunnel reaching approximately 900 meters into Israeli territory. A boat carrying 25 injured or ill Gazans, as well as a number of activists, sets sail from Gaza for Turkey in a symbolic challenge to the Israeli blockade. Approximately 30 more boats set sail alongside it, forming a protest flotilla. Organizers describe the flotilla as part of the ongoing Great March of Return. PLO secy.-gen. Saeb Erakat says that the Palestinians have decided not to engage in any talks with the U.S. until Pres. Trump reverses his 12/6 recognition of Jerusalem as Israel’s capital. He also says that they are still evaluating what other steps to take in response. (AJ, TOI 12/8)

The UNSC convenes a special session to discuss Trump’s 12/6 recognition of Jerusalem as Israel’s capital. UNSC members England, France, Italy, Bolivia, Uruguay, Senegal, China, Ethiopia, Kazakhstan, and Russia jointly reject the new U.S. policy on Jerusalem. Later, PA pres. The Czech Foreign Ministry denies rumors that Pres. Zeman intends to move the Czech embassy to Jerusalem and reaffirms Czech commitment to European Union (EU) policy regarding the Palestinian-Israeli conflict, including the issue of Jerusalem. In Gaza, Sarayat al-Shaykh Umar Hadid fighters fire a long-range rocket into Israel, announcing on Twitter that the rocket attack was retaliation for the IDF’s killing of a Palestinian on 9/22 in Hebron. Tensions and violence in East Jerusalem and the West Bank continue to escalate. Israeli forces close Hebron’s al-Ibrahimi Mosque to Muslim worshippers and continue to enforce the restrictions on Palestinian access at Haram al-Sharif that were announced on 9/27, additionally closing all but 3 entrances to the sanctuary. Meanwhile, around 140 right-wing Jewish activists tour Haram al-Sharif. In confrontations outside the sanctuary, Israeli MK Jamal Zahalka (Joint List) verbally confronts several Israeli police officers (the incident is caught on tape and dispersed on social media), and the Israeli police arrest 3 Palestinian women. Elsewhere, Israeli forces arrest 10 Palestinians on raids in al-Tur, Issawiyya, and al-Thawri. An Israeli settler assaults a Palestinian in the Old City, causing minor injuries. Palestinians throw stones at a taxi in al-Tur, injuring 1 international tourist and sparking minor clashes with Israeli police. Israeli forces arrest 2 Palestinian women after they assault an Israeli family in the Muslim Quarter of the Old City. Palestinians throughout the West Bank conduct solidarity actions, halting most commercial and civil activity in Nablus and Jenin and protesting in Ramallah, Bethlehem, Hebron, and Tulkarm. Israeli forces violently disperse the protesters, injuring 1 foreign tourist and 18 Palestinians, including 3 with live ammunition. In response to a petition filed by the Israeli nongovernmental organization Yesh Din, the Israeli govt. informs the High Court of Justice of its intention to authorize settlement outposts in the Shilo region nr. Ramallah, including Adi Ad and 3 other major outposts. Yesh Din’s petition called for the demolition of Adi Ad on the grounds that it was constructed without building permits on privately owned Palestinian land. (HA, TOI 9/30)

The IDF conducts approximately 100 strikes on targets across the Gaza Strip, killing 14 Palestinians in Bayt Hanun, Rafah, Khan Yunis and Dayr al-Balah. Hospitals in Gaza report a serious shortage of medicines and equipment, particularly for trauma injuries. Palestinians fire around 100 rockets and mortar shells into Israel, causing damage and seriously wounding 2 children in the bedouin village of Lakia. Iron Dome batteries intercept 15 of the projectiles. In addition, al-Qassam Brigades fly a drone into s. Israel along the coast nr. Ashdod, and the Israeli Air Force (IAF) shoots it down. In the West Bank, IDF troops shoot and kill a 22-year-old Palestinian civilian in clashes nr. Hebron. In Bayt Umar nr. Hebron, IDF troops shoot and injure 2 Palestinians in another confrontation. Following a meeting of Arab League FMs in the evening, Egypt’s Foreign Ministry proposes a cease-fire to start the next day, followed by talks in Cairo. The Arab League welcomes the proposal. The Israeli military also closes the Kerem Shalom and Erez crossings. In the West Bank, the IDF conducts house searches and arrest raids in Nablus, 2 villages nr. Hebron, 1 village each nr. Tulkarm, Nablus, Ramallah, Jenin, and Jenin r.c. at night; patrols in 2 villages nr. Ramallah at night. Palestinian pres. Mahmud Abbas accepts the resignation of PM Rami Hamdallah, after failing to persuade him to remain in the post during talks over the weekend. Hamdallah is, however, subsequently designated head of an interim govt., until a replacement can be found. Reports indicate that Hamdallah’s unhappiness over his role in the govt. focused on a dispute with Mohammed Mustafa and Ziad Abu Amr, who had been appointed by Abbas as deputy prime ministers.
