Hrs. later, the IDF carries out 6 more air strikes targeting 2 suspected tunnels nr. the border. Targets include Bayt Lahiya and Jabaliya in n. Gaza (hitting a poultry farm, killing 1,800 chickens), 3 smuggling tunnels on the Rafah border, and 2 alleged Hamas military sites in s. Gaza (an empty house in Shuka, also destroying a grocery store next door and damaging 2 nearby homes; and an abandoned dairy factory); no injuries are reported. The White House abandons efforts to persuade Israel to impose a 90-day settlement construction freeze and takes its generous package of diplomatic and security incentives off the table. The message comes days before senior Israeli and Palestinian negotiators plan to meet in Washington for further talks on the peace process and before U.S. Secy. of State Hillary Clinton is scheduled to make a major Middle East policy statement on 12/10. The IDF makes a brief incursion e. of al-Bureij r.c. in c. Gaza to level lands along the border fence, firing on surrounding areas, causing no reported injuries. Unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. Late in the evening, the IDF responds with air strikes on a poultry farm nr. Khan Yunis (an alleged arms cache) and at a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, IDF escorts plain-clothed individuals into Rafat village nr. Salfit in the morning; the group pauses outside the local mosque, pointing at it and taking notes. The IDF also conducts late-night arrest raids, house searches in Hebron and nr. Nablus, and patrols in Anabta village nr. Tulkarm. In Israel, 47 state-employed Israeli rabbis issue an open letter distributed in synagogues and religious journals saying that it is prohibited by the Torah to sell or rent a house or a field in the land of Israel to non-Jews. Israel’s Interior Min. reports for the first time that preliminary approval for construction of 625 housing units in East Jerusalem’s Pisgat Ze’ev was quietly granted in 11/2010. During the day, the IDF makes another incursion into the Gaza area e. of Jabaliya that was shelled on 12/1, firing on the surrounding area but causing no reported injuries. A Palestinian is fatally electrocuted in a smuggling tunnel accident on the Rafah border. In the West Bank, the IDF patrols in Izbal Jaloud village nr. Qalqilya during the day; conducts late-night arrest raids, house searches nr. Nablus. Jewish settlers fr. Halamish settlement nr. Ramallah attempt to storm Nabi Salih village but are removed by IDF troops; later in the day, Palestinian youths throw stones at IDF troops patrolling the area, who respond with tear gas and stun grenades, causing no serious injuries. In n. Israel, 1,000s of Israelis flee their homes as a major forest fire brought on by drought tears through the Mount Carmel forest; at least 36 Israelis are left dead, most of them prison guards racing to evacuate inmates fr. a jail. Overnight, unidentified Palestinians fire 3 Qassam rockets and 1 manufactured Grad rocket fr. In the afternoon, unidentified Palestinians fire 3 mortars into Israel, causing no damage or injuries. Later in the afternoon, the Popular Resistance Comms. In response, the IDF makes 2 air strikes destroying a smuggling tunnel on the Rafah border (causing no injuries) and hitting a Hamas target in Khan Yunis (lightly injuring 1 Palestinian in a home nearby). In the West Bank, the IDF patrols without incident in 2 villages nr. Qalqilya, 1 nr. Just as the Jerusalem talks begin, Gaza’s PRCs fire 1 rocket and 9 mortars fr. Gaza into Israel (the highest 1-day total since 3/09), causing no damage or injuries. Israeli police claim 2 of the mortars contained white phosphorous and that the rocket, which landed in Ashkelon, appeared to be a manufactured Grad type, rather than a homemade Qassam; the IDF, however, calls the rocket a Qassam. (Ashkelon is in range of both Qassams and Grads.) The Israeli daily Yedi’ot Aharonot (9/16) cites an unidentified mbr. of an unnamed Gaza militant group as confirming that 2 mortars contained white phosphorous taken from unexploded IDF ordnance (UXO) from Operation Cast Lead, saying the Gaza factions are experimenting with modifying Israeli UXO for use against Israel. The IDF retaliates with air strikes on a smuggling tunnel on the Rafah border (killing 1 Palestinian civilian, wounding 3), a factory n. of Khan Yunis (destroying it and damaging several surrounding homes, greenhouses, and businesses, but causing no reported injuries), and a vacant home southwest of Khan Yunis (destroying it). In response, unidentified Palestinians fire another Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night patrols in villages nr. Qalqilya, Salfit, and Tulkarm, checking Palestinian IDs but making no arrests. Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in and Ni‘lin. Unidentified Palestinians fire a homemade Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response to this attack and the 8/31–9/2 Hamas shootings in the West Bank, the IDF carries out 2 air strikes on Rafah tunnels (killing 2 Palestinians, injuring 2) and 1 on a tunnel on the Gaza-Israel border e. of Abassan in s. Gaza (causing no reported injuries). In the West Bank, the IDF patrols in Tulkarm in the morning, making no arrests; occupies a Palestinian home in Hebron as an observation post; conducts evening and late-night patrols in villages nr. Nablus, Qalqilya, and Tulkarm, making no arrests. For a second day, Jewish settlers gather at the evacuated Homesh settlement site nr. Nablus and stone passing Palestinian vehicles. In the morning, members of the Palestinian Popular Resistance Comm. (PRCs), retaliating for the death of an Islamic Jihad mbr. on 8/16, fire 2 mortars across the s. Gaza border at IDF troops operating inside Israel, lightly injuring 2; the IDF returns fire but no injuries are reported. Late in the evening, the IDF responds with 6 air strikes targeting a deserted house near the c. Gaza border e. of Gaza Valley village (destroying it, a well, and damaging a nearby factory) and several smuggling tunnels on the Rafah border, causing no injuries. During the day, IDF troops make a brief incursion in to s. Gaza to level lands e. of Abassan to clear lines of sight; fire warning shots at Palestinians staging a nonviolent march to the Erez crossing to protest Israel’s imposition of a no-go zone along the border, causing no injuries. In the West Bank, Jewish settlers fr. Karnei Shomron settlement nr. Qalqilya stone passing Palestinian vehicles, causing no injuries. An Israeli court rules that Israel is responsible for the 1/2007 death of a 10-yr.-old Palestinian girl who was fatally shot by Israeli border police while observing a Palestinian demonstration from a distance; the border police alleged she was hit by a rock thrown by protesters, but the court finds that “there cannot be any dispute . . . that Abir was hit by a rubber bullet fired by border police, meaning the fire was conducted either due to negligence or violation of the rules of engagement.” (JP 8/17; AFP 8/18; PCHR 8/19; OCHA 8/20)

Lebanon passes a law granting the country’s approximately 400,000 Palestinian refugees the same rights to work as other foreigners and giving them access to social security benefits, easing decades of restrictions that had barred them from all but menial jobs. (NYT 8/18) 

In continued retaliation for the 7/30 Grad strike, the IDF carries out a predawn air strike on c. Gaza assassinating senior Hamas military cmdr. and rocket maker Issa Batran, marking the 1st Israeli assassination in Gaza since Operation Cast Lead (OCL) ended in 1/09. (Israel attempted to assassinate Batran during OCL, making an air strike on his home, killing his wife and 5 of his children.) Later in the day, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, damaging a vacant daycare facility. The IDF responds with 2 additional air strikes on a smuggling tunnel and an open area in s. Gaza. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites and in the Erez industrial zone, wounding 3 Palestinians. In the West Bank, the IDF conducts late-night house searches in and around Hebron, summoning several Palestinians for interrogation; fires tear gas and stun grenades at Palestinian, Israeli, and international activists taking part in weekly nonviolent demonstrations against land confiscation and settlement expansion nr. IQB mbrs. fire 1 manufactured Grad rocket fr. Gaza into Israel, striking nr. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Jewish settlers fr. Brakha nr. Gaza into Israel, heavily damaging a factory in Sederot, but causing no injuries; the IDF retaliates with air strikes on at least 1 smuggling tunnel on the Rafah border, 1 suspected weapons factory in al-Zaytun, causing no reported injuries. During the day, IDF troops reenter (see 6/29) the fmr. n. Gaza settlement sites n. of Bayt Lahiya, firing warning shots at Palestinians scavenging construction materials and forcing them to flee, causing no injuries. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the industrial zone, causing no injuries. IDF senior officers take U.S. special envoy Mitchell to Kerem Shalom crossing to witness Israel’s easing of restrictions on imports to Gaza (up 30% since 6/20), including the transfer of the 1st load of goods fr. the FGM-IHH flotilla. Gaza’s electricity plant receives a shipment of industrial fuel allowing it to resume operations after a 4-day halt (the longest complete stoppage of the facility since the beginning of 2010). In the West Bank, the IDF conducts late-night arrest raids, house searches in Qalqilya and nr. Hebron. In Jerusalem, Israeli police arrest PC mbr. Abu Tir for being in the city illegally; he was ordered (see 5/21) to leave voluntarily or face expulsion to Gaza. Israeli sources reveal that Israel’s Jerusalem Planning Committee recently approved construction of 1,400 new hotel rooms in Jabal Mukabir in East Jerusalem. Israel begins barring all West Bank Palestinian-made products fr. entering East Jerusalem as of 7/1 on the grounds that they did not meet Israeli standards, though the move is widely seen as retaliation for the PA’s boycott on settlement-made good enacted in 4/2010. Gaza’s electricity plant shuts down for lack of fuel; because of the power deficit and increased summer usage, Palestinians face rolling outages of 12–16 hrs./ day. A fire in a smuggling tunnel on the Rafah border injures 2 Palestinians. In the West Bank, the IDF makes a late-night raid on and search of a home nr. Hebron, making no arrests. In response to the 5/28 rocket fire, the IDF carries out 2 air strikes on a suspected weapons factory in n. Gaza and a smuggling tunnel on the Rafah border, causing no reported injuries. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinians staging a nonviolent march protesting settlement expansion, injuring 2 Palestinians (one a journalist). For a 2d day, Jewish settlers fr. Beit Yonatan harass a group of Palestinian children, sparking a stone throwing clash; the IDF intervenes, beating back Palestinians, moderately injuring 2. Unidentified Palestinians fire 4 mortars fr. Gaza toward Israel; 3 land inside Israel, causing no damage or injuries, while 1 lands harmlessly in Gaza. Late in the evening, the IDF responds with air strikes on a smuggling tunnel on the Rafah border and on the destroyed Dahaniyya airport site in s. Gaza (causing no injuries), as well as on a Hamas building in Bayt Hanun (destroying it, damaging 26 houses, 23 shops, a clinic, the local municipal building, and a sports club nearby, injuring 15 Palestinian bystanders, and knocking out electricity to some areas). Unidentified Palestinians detonate a bomb hidden in a donkey cart by the Gaza border fence as an IDF border patrol unit on the Israeli side of the border passes, killing the donkey but causing no IDF injuries. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. the border twice during the day, causing no injuries; also fire warning shots at farmers who stray nr. the border fence nr. Israel’s Jerusalem District Court upholds a decision to evacuate and seal the Beit Yonatan building in the Palestinian neighborhood of Silwan in East Jerusalem, built without a permit in 2004 by the right-wing group Ateret Cohanim and housing 8 settler families. Late in the evening, Hamas-affiliated police move into the Rafah border area and order Palestinians to shut smuggling tunnel operations until further notice, allowing operators to retrieve food and other perishable goods from the tunnels before cordoning off the area. In the West Bank, the IDF fatally shoots 2 Palestinian farmers in a field nr. Nablus who allegedly tried to attack soldiers with an ax and pitchforks; there are no independent witnesses to the incident. The IDF also announces plans to seize 49 d. of Palestinian land in Beitunia for construction of a new checkpoint on Route 443 as a step to reopening the road to Palestinian traffic in accordance with an Israeli High Court ruling; conducts late-night house searches in al-Bireh but makes no arrests. Overnight, the IDF carries out 6 air strikes on smuggling tunnels on the Rafah border, 2 open areas nr. Khan Yunis, and a metal workshop in Gaza City in retaliation for the fatal 3/18 rocket strike; 2 Palestinian civilians are wounded in Rafah. After unidentified Palestinians fire another Qassam rocket into Israel during the day (causing no damage or injuries), the IDF carries out air strikes on a Hamas facility nr. Dahaniyya airport (11 Palestinians injured) and on smuggling tunnels on the Rafah border (injuring 14). In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging nonviolent demonstrations against the separation wall in Bil‘in (10s suffer tear gas inhalation), Budrus village nr. Ramallah (1 Palestinian injured; 3 Palestinians, including 2 journalists arrested), Dayr Nizam/ al-Nabi Salih (11 Palestinians injured), and Ni‘lin (10s suffer tear gas inhalation); protesters in Ni‘lin throw stones at IDF troops, but the other demonstrations are nonviolent. Biden wraps up his trip to Israel with a big speech to the Israeli public at Tel Aviv University, underscoring American solidarity with Israel. He reiterates U.S. disapproval of the Ramat Shlomo housing plan because it “undermined the trust required for productive negotiations,” but accepts what he calls “significant” assurances from Netanyahu that the construction will not break ground for years, expressing hope that negotiations would “resolve this and other outstanding issues” before construction could begin. He then heads to Jordan. Separately, Netanyahu issues a statement apologizing for the “unfortunate timing” of the Ramat Shlomo announcement, but notably not apologizing for the construction itself. In Gaza, the littleknown Salafist group Ansar al-Sunna fires a Qassam rocket into Israel, causing no damage or injuries but marking the 1st incidence of rocket fire since 2/12. Meanwhile, Israeli naval vessels fire on Palestinian fishing boats off the s. Gaza coast, then deploy small Zodiac boats to chase some fishermen, destroying or confiscating their nets. A smuggling tunnel collapses on the Rafah border killing 1 Palestinian civilian, injuring 3. PA PM Fayyad gives a major address at Israel’s annual Herzliya policy conference. Fayyad’s 30-min. speech aims to explain the Palestinian historical narrative and stresses the need for a “political horizon” for Palestinian statehood. Israeli DM Barak addresses the same panel, focusing his comments on regional security threats.
