Later, they open fire on Palestinian minors approaching the border fence near Gaza City, injuring 1. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces cut down or uproot at least 520 olive trees in a Palestinian grove outside Bardala village near Jericho. They also demolish a recently repaired road outside Hebron and a Palestinian home between Jerusalem and Bethlehem. IDF troops arrest 2 Palestinian brothers at a checkpoint in central Hebron when one of them is found with a knife on his person; arrest 8 more Palestinians during late-night raids near Salfit, Jenin, Tulkarm, and Hebron; and patrol near Hebron. The raids in Jenin refugee camp spark clashes with stone-throwing Palestinians; 1 Palestinian is lightly injured. In East Jerusalem, Israeli forces arrest a Palestinian imam while he is leaving his mosque in Silwan and demolish a Palestinian home in al-Walaja village. A U.S. official denies that the Trump administration has asked U.S. and international financial institutions to stop transactions with the Palestinians, denying a charge leveled by a senior PA official on 2/10. “The U.S. has not requested that foreign donors restrict assistance to the Palestinians, nor has it requested that financial institutions cease transfers to Palestinian Authority (PA) bank accounts,” the official says. U.S. representative Ilhan Omar (D-MN) apologizes for her 2/10 tweet about Israeli influence in U.S. politics. “Anti-Semitism is real and I am grateful for Jewish allies and colleagues who are educating me on the painful history of anti-Semitic tropes,” she writes in an apology statement. “At the same time, I reaffirm the problematic role of lobbyists in our politics, wither it be AIPAC, the NRA, or the fossil fuel industry.” (NYT 2/11; CNN 2/12)

Israeli forces strike a demolished hospital and an observation post along the Syria-Israel border in Qunaytra, causing moderate damage, according to the Syrian press. An IDF spokesperson declines comment. (HA, JP, REU, TOI, YA 2/11)

An explosive device detonates on a bus in s. Jerusalem, injuring at least 20 Israelis (2 seriously). A Palestinian injured in the blast will succumb to his wounds on 4/20. Israeli officials treat it as a terrorist attack, and the Israeli police and security services begin investigations. In East Jerusalem, Israeli forces arrest 3 Palestinian youths after they allegedly assault an Israeli youth in the Old City; arrest 7 Palestinian youths and confiscate some property during raids in Shu‘fat r.c., Qalandia r.c., Ras al-Amud, and the Old City; and shoot tear gas canisters at Palestinian schoolchildren in Ras al-Amud, causing no serious injuries. Israeli forces also raid and search a newspaper company’s offices. In the West Bank, IDF troops shoot tear gas canisters at a school nr. Hebron, causing minor injuries; conduct raids and house searches nr. Bethlehem, Ramallah, Qalqilya, and in and around Hebron, arresting 10 Palestinians, issuing arrest summons to 4, and confiscating some property; patrol nr. Ramallah and Jericho. Along Gaza’s border, Egyptian forces flood and partially destroy a smuggling tunnel leading into the n. Sinai Peninsula. A military court in Gaza sentences 5 Palestinians to death on charges related to collaborating with Israel. The IDF lifts a gag order on the news that it discovered a tunnel leading from s. Gaza into Israel earlier this week (they will demolish it on 4/19). Hamas’s military wing says “this tunnel is just a drop in the ocean of what the resistance has prepared for the defense of its people and the liberation of holy places, land, and prisoners.” (HA, JP, MNA, TOI, YA 4/18; JP 4/19)

Citing Palestinian complaints and reservations, Jordan’s PM Abdullah Ensour says that Jordan has decided to halt the process of installing cameras at Haram al-Sharif following mos. of stalled negotiations with Israeli officials. (JP, MNA, TOI, YA 4/18; HA 4/19, 4/27)

In the West Bank, Palestinian gunmen open fire on Psagot settlement nr. al-Bireh, wounding 1 child. Israeli soldiers and settlers attack residents in Burin village nr. Nablus, and in a patrol in al-Bireh, IDF troops shoot and injure 1 Palestinian with a rubber-coated metal bullet. The IDF conducts house searches and arrest raids in 2 villages nr. Bethlehem at night; in al- ‘Arub r.c. and 1 village nr. Ramallah at night. Jewish settlers damage 120 olive trees nr. Egypt allows Hajj pilgrims from the Gaza Strip to exit through the Rafah border crossing, and around 100 Palestinians are permitted to return to Gaza from the Egyptian side. Meanwhile, Egypt’s Maj.-Gen. Ahmad Ibrahim says that the military has demolished 1,055 smuggling tunnels under the border with Gaza since 1/2011, with 794 of them destroyed in 2013. (MNA 10/5)

The IDF makes an air strike on a car traveling in Rafah, assassinating 2 mbrs. of the al-Aqsa Guards Group, which is closely affiliated with Hamas, and wounding a 3d. Israel alleges that the men were responsible for smuggling explosives into Gaza through the Rafah tunnels and plotting attacks on Israel. In the West Bank, the IDF confiscates 60 dunams (d.; 4 d. = 1 acre) of land in Wadi Fukin village nr. Bethlehem; patrols in 2 villages nr. Tulkarm, 1 village nr. Hebron, and ‘Aqabat Jabir r.c. nr. A day after the PA urges Egypt to destroy smuggling tunnels on the Gaza border, saying they pose a threat to Egyptian security and undermine Palestinian national unity efforts, Hamas officials in Gaza say that they will close tunnels on the Rafah border if Egypt opens the border to trade. An unconfirmed report says that unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 1 village nr. Salfit late in the evening, firing warning shots at a Palestinian car (no injuries reported) and ordering it to stop; the car is searched and allowed to go on its way. The IDF also conducts late-night arrest raids, house searches nr. Hebron, Nablus, and Salfit. Jewish settlers fr. Susia settlement nr. IDF Central Command formally reclassifies Bruchin outpost as a legal settlement, implementing a 3/2012 cabinet decision to legalize 3 outposts retroactively (see QU in JPS 163). The formal reclassifications of Rachelim and Sansanna have not been implemented yet. (JPI 8/24; PCHR 8/16)

Israel’s daily Ha’Aretz for the 2d time in recent days reports that a new National Intelligence Estimate (NIE) by the Obama admin. has added a ‘‘lastminute update’’ on Iran stating that Iran has ‘‘boosted efforts’’ to advance its nuclear program. The U.S. meanwhile has not announced that a new NIE has been written. U.S. officials refuse to comment except to say that U.S. intelligence continues to believe: (1) that Iran has not made a decision on whether to develop a nuclear weapon and (2) that Iran’s is years away from being able to produce a nuclear bomb. Meanwhile, Israel’s dep. FM Danny Ayalon calls on the international community to issue a declaration that diplomacy toward Iran has failed, raising fears that Israel is preparing a military strike. As many as 35 unidentified gunmen attack an Egyptian checkpoint near the Rafah border, fatally shooting 16 Egyptian security officers and wounding 3. Some of the assailants then steal 2 armored personnel carriers, which they pack with explosives and drive toward Kerem Shalom commercial crossing, where the borders of Egypt, Israel, and Gaza meet. The IDF calls in an air strike on the vehicles as they breach the border, killing at least 3 assailants. No group takes responsibility. Egypt seals the Rafah border crossing into Gaza as a precaution. Israel shuts the Israeli-Egypt side of Kerem Shalom and halts fuel shipments to Gaza through the Israel-Gaza side, but otherwise continues to allow limited imports of goods from Israel to Gaza. Hamas authorities in Gaza deny any Palestinian involvement, call the attack ‘‘terrorism,’’ and close smuggling tunnels from their side as well, stating that ‘‘Palestinian resistance factions are committed to fighting only against the Israeli occupation, and they launch their operations only from the Palestinian territories.’’ (MNA, NYT, WP 8/6; NYT 8/7)

An Israeli warplane makes an air strike on Rafah targeting 2 Tawhid and Jihad mbrs. as they ride a motorcycle through Rafah, assassinating Eid Oukal and wounding Ahmad Said Isma‘il; Israel accuses the men of being behind the 6/18 Sinai attack that killed an Israeli Palestinian worker and of plotting other crossborder attacks on Israeli civilians; no mention is made of the Sinai attack earlier in the day. Later, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. The IDF responds by directing artillery fire and shooting from helicopters at the demolished Dahaniyya airport site and open areas e. of Rafah for several hours, causing no reported injuries. The PA cancels plans to host a meeting in Ramallah of foreign envoys representing the Non-Aligned Movement to express solidarity with the Palestinians, stating that Israel has refused to grant entry permits to the representatives of Algeria, Bangladesh, Cuba, Indonesia, and Malaysia on the grounds that their countries do not recognize the State of Israel. The PA reportedly (NYT 8/6) intended to announce plans to revive its UN statehood effort at the opening of the next UNGA session in 9/2012. The group was also expected to release a ‘‘Ramallah Declaration’’ denouncing Israeli settlement expansion. (NYT, WP 8/6)

Iran airs the confessions of more than a dozen alleged conspirators to the killing of 5 nuclear scientists since 2010, claiming that the suspects were trained in Israel by the Mossad. (WP 8/6)

Israel’s Jerusalem municipality approves construction of 2,500 new housing units in Gilo settlement. Also in East Jerusalem, the IDF demolishes 5 residential tents and 5 sheds in the Arab al-Jahalin bedouin community e. of Jerusalem. In the West Bank, the IDF demolishes 5 wells and water and electricity networks in Bayt Qad village nr. Jenin (marking the 1st Israeli demolition in Area B in 2012). The IDF also patrols in 3 villages nr. Ramallah and 1 each nr. Jericho and Salfit in the morning; in Qalqilya and 1 nearby village, and in 1 village each nr. Jericho and Ramallah in the afternoon; and in 1 village each nr. Jenin, Qalqilya, and Ramallah late at night. Jewish settlers fr. Eliezer settlement nr. Bethlehem steal fencing surrounding a plot of nearby Palestinian crop land, leaving leaflets taking credit for the action signed by the ‘‘Green Helmets.’’ In Gaza, 1 Palestinian is killed and 1 is injured in a smuggling tunnel collapse on the Rafah border. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. Early in the morning, the IDF drops leaflets from helicopters over n. Gaza border areas nr. Bayt Lahiya warning that the IDF will use deadly force against anyone approaching the border fence. Late at night, IDF troops on the s. Gaza border fire on residential areas of Khan Yunis, damaging a house but causing no injuries. On the Rafah border, 1 Palestinian is killed and 2 are injured in a smuggling tunnel collapse. In the West Bank, Israel’s Shin Bet arrests 13 Palestinians fr. al-Am’ari r.c. (including 2 Palestinian Red Crescent Society employees, the goalie of Palestine’s Olympic soccer team, and a senior PA intelligence officer) for plotting a series of attacks on IDF soldiers nr. Ramallah, claiming that the prominent mbrs. of the group intended to use their status to perpetrate attacks. The IDF seals off a plot of land in the al-Ja’wana area Bayt Furik village (nr. Nablus), confiscating 6 tents and 2 water tanks belonging to local Palestinians; patrols in 3 villages nr. Ramallah (synchronized) and 1 nr. Qalqilya in the morning; patrols in 3 villages nr. Jenin, Qalqilya, and Ramallah in the afternoon; and conducts late-night patrols in 1 village nr. Tulkarm. The IDF also conducts late-night arrest raids, house searches in Qalqilya and nr. Nablus. The IDF issues an eviction order to several Jewish settler families who moved into a house in Hebron, near the al-Ibrahimi Mosque/Tomb of the Patriarchs, several days ago that they claim to have purchased fr. the Palestinian owner (who claims the deeds were forged). The IDF cites the settlers for failing to secure the proper permits from the Israeli military to reside in the West Bank, calling their presence “a risk to public order,” and ordering them to vacate the building by 3:00 p.m. local time on 4/3. PA Pres. Abbas meets with Quartet special envoy Blair in Jordan before leaving for Cairo to meet with Arab League FMs. Blair urges Abbas to continue low-level talks on borders; says he has urged Israel to make goodwill gestures to revive talks, including easing security restrictions in the West Bank and releasing prisoners. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes make 4 late-night air strikes on s. Gaza, targeting an open area nr. al-Shuka and 3 Palestinian homes in Gaza City, al-Qarara, and Rafah (suspected weapons depots and entrances to smuggling tunnels), killing 1 Palestinian civilian, wounding another, and causing heavy damage. The IDF patrols in Tulkarm and 2 villages nr. Jenin in the morning; patrols in another 2 villages nr. Jenin in the afternoon (in 1 instance firing tear gas and stun grenades at stone-throwing youths who confront them); conducts late-night patrols in 1 village each nr. Palestinian students at Birzeit University hold a nonviolent march to Israel’s Ofer prison nr. Ramallah to show support for hunger-striking Islamic Jihad prisoner Khader Adnan; IDF troops outside the prison fire rubber-coated steel bullets, tear gas, stun grenades at the protesters who reply with stones; 4 journalists and several protesters are lightly injured. Jewish settlers fr. Susia settlement in Hebron attack 6 Palestinians planting almond trees on a 20-d. plot nearby (moderately injuring them) and uproot the newly planted seedlings; the IDF observes but does not intervene. Palestinian and Israeli negotiators hold a 5th round of talks in Amman. Molcho verbally outlines Israel’s guiding principles on borders and security, offering nothing new and putting nothing in writing. Afterward, Abbas meets with King Abdallah and issues a statement saying the exploratory talks with Israel have ended without progress; the Palestinians will weigh their next steps in consultation with the Arab League at a meeting in Cairo on 2/4 (later moved to 2/12). He says: “If we demarcate the borders, we can return to negotiations, but the Israelis do not want demarcation of borders.” Israel sticks by its position that Israel technically has until 4/3 to produce position papers (since teams began meeting on 1/3) and that if the Palestinians refuse to continue talks until 4/3, it is they who are walking away fr. negotiations. EU foreign policy chief Catherine Ashton, already in the region, meets separately with PA Pres. Abbas and Israeli PM Netanyahu to urge them to keep the talks going, especially pressing Israel to make some kind of confidence-building gesture (she recommends transferring more authority to the PA). Late at night, after these meetings, the Israeli team gives the Palestinians a document (not released) that puts the guiding principles in writing (reportedly including Israeli control over Jerusalem, the Jordan Valley, and almost all settlements); no maps are included. UN Secy.-Gen. Ban Ki-Moon says he will make his own visit to the region in the next week to encourage the sides to continue talks. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. In the morning, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing light damage but no injuries. In the afternoon, Islamic Jihad mbrs. fire 2 more mortars into Israel, causing no damage or injuries. Late in the evening, the IDF retaliates with an air strike, destroying an abandoned plastics factory in Gaza City (an alleged weapons manufacturing facility), also damaging a nearby PA Health Min. warehouse used for storing medicine, a textile factory, and a school and lightly injuring 11 Palestinian civilians (including 4 children). An hr. later, the IDF makes 2 air strikes on an Islamic Jihad training site in Khan Yunis (injuring 2 Islamic Jihad mbrs.) and a smuggling tunnel on the Rafah border (no injuries). Also during the day, the IDF makes a brief incursion into s. Gaza e. of Shuka village to level lands and clear lines of sight, firing on nearby residential areas to keep Palestinians indoors, causing no injuries. UNRWA reports that it has resumed 3 stalled construction projects in Gaza after Israel allowed in 2 large shipments of construction aggregates (see 2/1). In the West Bank, the IDF conducts late-night patrols in 1 village nr. Tulkarm; conducts late-night arrest raids, house searches in and around Tubas, in Nablus, and nr. Hebron. Egyptian demonstrators hold the largest rally in Tahrir Square to date and surround the parliament building, rejecting government proposals for an extended transition and demanding Mubarak’s immediate removal and dissolution of parliament. Huge demonstrations are also held in Alexandria, Suez, and other cities. Egyptian labor unions begin a nationwide general strike to observe a “Week of Steadfastness” with demonstrators. Since 2/4, Mubarak has released some activists arrested since 1/25, allowed government contact with the Muslim Brotherhood for the first time, agreed in principle to lift emergency regulations and allow a free press, formed a legal panel (all Mubarak loyalists) to explore constitutional changes demanded by protesters, announced 15% raises for civil servants and pensioners, and vowed to open corruption investigations of senior government and NDP party officials. Some opposition figures note (e.g., WP 2/7) that some of these steps were significant and might have been enough to appease protesters 2 wks. ago, but that the mood has shifted significantly since then and these steps are now seen as far too little. Another round of massive demonstrations in Tahrir Square is called for Friday 2/10. In the interim, labor strikes and demonstrations grow and spread nationwide. In retaliation for rocket fire on 1/31, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF arrests 3 Palestinian children (ages 13–16) for straying nr. the separation wall in Bil‘in; makes a late-night raid on a Palestinian home in al-Khadir nr. Bethlehem looking for a 12- yr.-old boy who threw stones at troops earlier in the day, assaulting a boy in the house and knocking him unconscious (he is taken by ambulance to a hospital for evaluation), roughly searching rooms, and allegedly stealing gold; conducts late-night arrest raids, house searches nr. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately. Hereafter, protests shrink in size (from the 1,000s to the 100s) but increase in frequency, becoming near daily events in Sana’a and Aden through the end of the quarter. (NYT, WP 2/3; NYT 2/4)

Biden wraps up his trip to Israel with a big speech to the Israeli public at Tel Aviv University, underscoring American solidarity with Israel. He reiterates U.S. disapproval of the Ramat Shlomo housing plan because it “undermined the trust required for productive negotiations,” but accepts what he calls “significant” assurances from Netanyahu that the construction will not break ground for years, expressing hope that negotiations would “resolve this and other outstanding issues” before construction could begin. He then heads to Jordan. Separately, Netanyahu issues a statement apologizing for the “unfortunate timing” of the Ramat Shlomo announcement, but notably not apologizing for the construction itself. At the same time, Israel’s Jerusalem municipality announces plans to build 1,000s of settlement housing units e. and s. of Jerusalem in areas Israel intends to keep under final status, including 3,000 units each in Gilo and Givat Matosim, 1,500 units each in Har Homa and Pisgat Ze’ev, 1,200 units in Ramot, 600 in Armona Netseev, 450 in Neve Ya’acov, and 144 in Olive Mount. In Ramallah, at least 1 PA security official and 1 Fatah Central Comm. member take part in a ceremony in Ramallah naming a public square after Dalal Mughrabi, a 19-yr.-old Fatah member who in 1978 led a squad from Lebanon that sailed to Israel where they staged attacks killing 1 American and 38 Israelis before being shot dead; Netanyahu denounces the official Fatah and PA participation as incitement undermining the peace process. Late in the evening, the IDF patrols in Ramallah, firing rubber-coated steel bullets at stonethrowing Palestinian youths who confront them, causing no injuries; carries out latenight house searches in Jenin town and r.c., making no arrests. In Gaza, the littleknown Salafist group Ansar al-Sunna fires a Qassam rocket into Israel, causing no damage or injuries but marking the 1st incidence of rocket fire since 2/12. Later in the day, unidentified Palestinians fire 2 more Qassams toward Israel, but they land harmlessly inside Gaza. Late at night, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. Late at night, the IDF carries out 6 air strikes on smuggling tunnels on the Rafah border and abandoned buildings at the destroyed Dahaniyya airport site, causing no reported injuries. Meanwhile, Israeli naval vessels fire on Palestinian fishing boats off the s. Gaza coast, then deploy small Zodiac boats to chase some fishermen, destroying or confiscating their nets. A smuggling tunnel collapses on the Rafah border killing 1 Palestinian civilian, injuring 3. The UN reports that since 1/27, another 2 Palestinians have been killed in tunnel incidents (1 in a collapse, 1 by electrocution). In the West Bank, the IDF enters Khirbat Jabara village s. of Tulkarm in the morning, sealing the village, checking IDs, and stopping 10s of vehicles; troops withdraw in the evening, without making any arrests; conducts latenight arrest raids, house searches in Bil‘in (targeting individuals involved in demonstrations against the separation wall) and Nablus. The UN reports that since 1/27, the IDF has removed 24 obstacles to Palestinian travel in Hebron district (21 earthen mounds, 2 road blocks, 1 locked gate), noticeably improving Palestinian movement along Route 60 (550 manned and unmanned barriers are still in place across the West Bank). PA PM Fayyad gives a major address at Israel’s annual Herzliya policy conference. Fayyad’s 30-min. speech aims to explain the Palestinian historical narrative and stresses the need for a “political horizon” for Palestinian statehood. Israeli DM Barak addresses the same panel, focusing his comments on regional security threats. Both stress the importance of a 2-state solution, with Barak stating that Israel risks becoming “an apartheid state par excellence” if it does not accept Palestinian statehood. (WP 2/3; Ma’ariv 2/5)

In the West Bank, the IDF conducts latenight arrest raids, house searches in and around Nablus and neighboring ‘Ayn Bayt al-Ma’ r.c. The PA declares a boycott against Israeli goods made in Jewish settlements, with National Economy M Hassan AbuLibdeh saying the government has already confiscated $1 m. worth of settlement-made products. The UN reports that since 11/25, 1 Palestinian has been killed in a smuggling tunnel collapse on the Rafah border and 1 Palestinian has been killed and 4 injured (including a 14-yr.-old boy) mishandling explosives. As the quarter opens, Israel’s siege of Gaza continues, with Israel barring all exports, all but limited humanitarian imports, and most cross-border transit by individuals (with very limited exceptions for extreme medical cases, VIPs, and international NGO workers). Violence in the West Bank is low and restrictions on Palestinian movement between major population centers have eased noticeably. Israeli-Palestinian peace talks are on hold as Palestinian Authority (PA) Pres. Mahmud Abbas refuses to resume negotiations until Israel implements a comprehensive settlement freeze (which Israel rejects).Today in Gaza, 4 Palestinians are injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the Israel Defense Forces (IDF) conducts late-night arrest raids, house searches in and around Tubas, in Bayt Fajjar nr. Bethlehem, and in Qalandia refugee camp (r.c.) nr. Ramallah. Of note, 6 IDF soldiers refuse orders to dismantle structures at an unauthorized settlement outpost; they are relieved of duty pending a court-martial hearing. Egyptian border police blow up 10 smuggling tunnels along the Rafah border, causing no reported injuries. In the West Bank, the IDF fatally shoots a Palestinian teenager nr. Beit El settlement nr. Ramallah, claiming that he was preparing to throw a Molotov cocktail; bulldozes the Palestinian home in Hebron where PA security forces claimed to find a tunnel on 10/13. Jewish settlers fr. Maj. Gen. Gadi Shamni, head of the IDF Central Command, warns the Israeli cabinet that Jewish settler violence is in danger of spinning out of control, stating, “an extreme incident could happen at any time. These people are conspiring against the Palestinians and against the [Israeli] security forces.” Shamni reports that in the past few wks. settlers have set a dog on an IDF reserve cmdr., broken the arm of a dep. battalion cmdr., slashed tires on IDF vehicles.
