The Israeli military carries out an air strike nr. Khan Yunis, killing 1 armed Palestinian, wounding another. PRC mbrs. fire a Grad rocket that lands nr. Beersheba, causing no injuries. Unidentified Palestinians fire another 2 rockets into Israel late at night, causing no injuries. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. An estimated 160 Palestinians have died in the tunnels since 2006. In the West Bank, the IDF arrests the secy.-gen. of the Palestinian parliament, Mahmud al-Ramahi, at the Huwwara checkpoint nr. Israel’s Jerusalem municipality approves construction of 2,500 new housing units in Gilo settlement. Also in East Jerusalem, the IDF demolishes 5 residential tents and 5 sheds in the Arab al-Jahalin bedouin community e. of Jerusalem. In the West Bank, the IDF demolishes 5 wells and water and electricity networks in Bayt Qad village nr. Jenin (marking the 1st Israeli demolition in Area B in 2012). The IDF also patrols in 3 villages nr. Ramallah and 1 each nr. Jericho and Salfit in the morning; in Qalqilya and 1 nearby village, and in 1 village each nr. Jericho and Ramallah in the afternoon; and in 1 village each nr. Jenin, Qalqilya, and Ramallah late at night. Jewish settlers fr. Eliezer settlement nr. Bethlehem steal fencing surrounding a plot of nearby Palestinian crop land, leaving leaflets taking credit for the action signed by the ‘‘Green Helmets.’’ In Gaza, 1 Palestinian is killed and 1 is injured in a smuggling tunnel collapse on the Rafah border. A Palestinian court convicts Muhammad Rashid, the former economic adviser to late PA pres. Yasir Arafat and political ally to Abbas adversary Muhammad Dahlan, of embezzling millions of dollars in public funds during Arafat’s rule. Rashid had been charged in 4/2012 by an independent Palestinian anticorruption commission created in 2010. While few if any Palestinians thought that Rashid (who has lived abroad for years and was convicted in absentia) was innocent, many saw the case against him as, in the words of Palestinian analyst Hani al-Masri (WP 6/21), ‘‘a reaction to a political dispute [with Abbas], not a continuous fight against corruption.’’ Other critics noted (WP 6/21) that the commission had been selective about the cases it chose to investigate, and that of the more than 80 cases it had investigated, few had led to charges against senior officials. PA Pres. Abbas meets with Quartet special envoy Blair in Jordan before leaving for Cairo to meet with Arab League FMs. Blair urges Abbas to continue low-level talks on borders; says he has urged Israel to make goodwill gestures to revive talks, including easing security restrictions in the West Bank and releasing prisoners. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes make 4 late-night air strikes on s. Gaza, targeting an open area nr. al-Shuka and 3 Palestinian homes in Gaza City, al-Qarara, and Rafah (suspected weapons depots and entrances to smuggling tunnels), killing 1 Palestinian civilian, wounding another, and causing heavy damage. The IDF patrols in Tulkarm and 2 villages nr. Jenin in the morning; patrols in another 2 villages nr. Jenin in the afternoon (in 1 instance firing tear gas and stun grenades at stone-throwing youths who confront them); conducts late-night patrols in 1 village each nr. Jenin, Jericho, Qalqilya, Ramallah, and Tulkarm; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah. Palestinian students at Birzeit University hold a nonviolent march to Israel’s Ofer prison nr. Ramallah to show support for hunger-striking Islamic Jihad prisoner Khader Adnan; IDF troops outside the prison fire rubber-coated steel bullets, tear gas, stun grenades at the protesters who reply with stones; 4 journalists and several protesters are lightly injured. Jewish settlers fr. Susia settlement in Hebron attack 6 Palestinians planting almond trees on a 20-d. plot nearby (moderately injuring them) and uproot the newly planted seedlings; the IDF observes but does not intervene. Palestinian and Israeli negotiators hold a 5th round of talks in Amman. Molcho verbally outlines Israel’s guiding principles on borders and security, offering nothing new and putting nothing in writing. Afterward, Abbas meets with King Abdallah and issues a statement saying the exploratory talks with Israel have ended without progress; the Palestinians will weigh their next steps in consultation with the Arab League at a meeting in Cairo on 2/4 (later moved to 2/12). He says: “If we demarcate the borders, we can return to negotiations, but the Israelis do not want demarcation of borders.” Israel sticks by its position that Israel technically has until 4/3 to produce position papers (since teams began meeting on 1/3) and that if the Palestinians refuse to continue talks until 4/3, it is they who are walking away fr. negotiations. EU foreign policy chief Catherine Ashton, already in the region, meets separately with PA Pres. Abbas and Israeli PM Netanyahu to urge them to keep the talks going, especially pressing Israel to make some kind of confidence-building gesture (she recommends transferring more authority to the PA). Late at night, after these meetings, the Israeli team gives the Palestinians a document (not released) that puts the guiding principles in writing (reportedly including Israeli control over Jerusalem, the Jordan Valley, and almost all settlements); no maps are included. UN Secy.-Gen. Ban Ki-Moon says he will make his own visit to the region in the next week to encourage the sides to continue talks. Anonymous Israeli officials say that 2 wks. ago, Abbas, under heavy Quartet pressure (especially fr. the U.S.), submitted a proposal for restarting talks that dropped demands that Israel halt settlement construction but demanded that Israel release in exchange 100 Palestinian prisoners jailed since before the Oslo process began. Israel rejected this on the grounds that (1) it would replace 1 precondition with another, and (2) it was vague about whether the talks that would result would be preparatory talks or direct negotiations between Abbas and Netanyahu. There is no official Palestinian, U.S., or Quartet comment on this. Another Israeli official says that Israel is concerned that if talks do not resume by 1/26/12, Abbas would resume Palestinian statehood efforts at the UN, including seeking membership in various UN organizations. Late at night, unidentified Palestinians fire 4 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes carry out 3 air strikes on a smuggling tunnel on the Rafah border and 1 air strike on a Hamas training site s. of Gaza City; damage but no injuries are reported. In the West Bank, the IDF conducts latenight arrest raids, house searches in Azariyya nr. East Jerusalem, in Hebron, and nr. Tulkarm. As of this date, Congress has freed up only $40 m. of the $192 m. in humanitarian aid to the Palestinians that was frozen in light of the UN bid (see QU in JPS 162). USAID and the White House are pressuring Congress to release the rest of the money, calling it “in the interest of the Palestinians, Israel and the United States” to ensure continued development “vital to the establishing and strengthening the foundations necessary for a future Palestinian state.” (WP 12/29)

Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, the IDF conducts late-night patrols in Jenin and surrounding villages; conducts late-night arrest raids, house searches in and around Hebron. Jewish settlers attempt to enter Kafr Laqif village nr. Qalqilya but are prevented by the IDF and stone nearby Palestinian homes instead. In separate instances, Jewish settlers fr. Karnei Shomron and Keddumim settlements, both nr. Nablus, stone passing Palestinian vehicles. Across the West Bank and Gaza, 1,000s of Palestinians turn out for candlelight vigils calling for national reconciliation. Hamas security forces violently break up the biggest rally (as many as 100,000) in Gaza City, injuring 5 protesters. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17). Meanwhile, Hamas’s acting PM in Gaza Ismail Haniyeh invites Abbas to Gaza for reconciliation talks; Abbas responds favorably. Inside Israel, 2 cars owned by Israeli Palestinian students at Safad Academic College were torched during a campus event to promote Arab-Jewish dialogue. In Bahrain, protesters ramp up demonstrations in response to Saudi Arabia’s incursion, while the king imposes a 3-mo. state of emergency, deploys the military, and closes schools and govt. offices. (NYT 3/16)

Abbas, Netanyahu, Clinton, and Mitchell continue direct talks at Netanyahu’s residence in Jerusalem, meeting for 2 hrs. They allow a joint photo opportunity but do not address the press. (WP 9/15; NYT, WP, WT 9/16; PCHR 9/23; OCHA 9/24)

Just as the Jerusalem talks begin, Gaza’s PRCs fire 1 rocket and 9 mortars fr. Gaza into Israel (the highest 1-day total since 3/09), causing no damage or injuries. Israeli police claim 2 of the mortars contained white phosphorous and that the rocket, which landed in Ashkelon, appeared to be a manufactured Grad type, rather than a homemade Qassam; the IDF, however, calls the rocket a Qassam. (Ashkelon is in range of both Qassams and Grads.) The Israeli daily Yedi’ot Aharonot (9/16) cites an unidentified mbr. of an unnamed Gaza militant group as confirming that 2 mortars contained white phosphorous taken from unexploded IDF ordnance (UXO) from Operation Cast Lead, saying the Gaza factions are experimenting with modifying Israeli UXO for use against Israel. The IDF retaliates with air strikes on a smuggling tunnel on the Rafah border (killing 1 Palestinian civilian, wounding 3), a factory n. of Khan Yunis (destroying it and damaging several surrounding homes, greenhouses, and businesses, but causing no reported injuries), and a vacant home southwest of Khan Yunis (destroying it). IDF troops also make a brief morning incursion 400 m. into s. Gaza e. of Khan Yunis to level land to clear lines of sight. In the West Bank, the IDF conducts separate synchronized late-night patrols in 2 villages e. of Qalqilya and 2 villages nr. As the quarter opens, Israel’s siege of Gaza continues, with Israel barring all exports, all but limited humanitarian imports, and most cross-border transit by individuals (with very limited exceptions for extreme medical cases, VIPs, and international NGO workers). Violence in the West Bank is low and restrictions on Palestinian movement between major population centers have eased noticeably. Israeli-Palestinian peace talks are on hold as Palestinian Authority (PA) Pres. Mahmud Abbas refuses to resume negotiations until Israel implements a comprehensive settlement freeze (which Israel rejects).Today in Gaza, 4 Palestinians are injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the Israel Defense Forces (IDF) conducts late-night arrest raids, house searches in and around Tubas, in Bayt Fajjar nr. Bethlehem, and in Qalandia refugee camp (r.c.) nr. Ramallah. Of note, 6 IDF soldiers refuse orders to dismantle structures at an unauthorized settlement outpost; they are relieved of duty pending a court-martial hearing. As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. An Israeli drone also fires a missile nr. Bayt Lahiya. No casualties are reported in any of the air strikes. (NYT 10/3; PCHR 10/8; JR 10/26)

In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2 international activists); conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. (PCHR 10/8)

Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

For the 1st time since 6/07, Abbas meets with 4 West Bank Hamas officials in an effort to encourage them to split fr. their Gaza counterparts. In Nablus, the PA deploys a new 308-mbr. policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations. In Gaza, the IDF makes an air strike on an ESF post nr. Rafah, killing 1 ESF officer, wounding 3. Nr. Bayt Hanun, 2 Palestinians are injured when a mortar they are preparing misfires. A Palestinian is injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF lifts the round-the-clock curfew on ‘Azun imposed on 10/31; conducts arrest raids, house searches in Tulkarm town, r.c. and nr. Qalqilya; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (injuring 1 demonstrator, 1 journalist).
