Egypt partially reopens the Rafah crossing for Palestinian travel. Smuggling tunnels along the Rafah border remain closed; Palestinians report that costs of construction materials in Gaza have spiked 20%–30% since 8/5 because of tunnel closures. Israeli bans on fuel imports also continue, forcing Gaza’s power plant to shut down 2 turbines for lack of fuel, causing rolling blackouts across the Strip to increase fr. 12 hrs./day to 16 hrs./day. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Ma‘sara, al-Nabi Salih, and Ni‘lin. IDF soldiers fire live ammunition (al-Nabi Salih only), rubber-coated steel bullets, tear gas, and stun grenades at the protesters; 1 Palestinian is moderately injured by a rubber-coated steel bullet (Kafr Qaddum) and several demonstrators are beaten by IDF soldiers in al-Ma‘sara. Israel allows a 2-day supply of diesel fuel into Gaza, allowing Gaza’s power plant to restart 1 turbine for the 1st time since 3/10/12. Hamas officials organize protests in Gaza calling on Egypt to resume the transfer of fuel through Gaza’s smuggling tunnels. Late at night, an IDF undercover unit enters a Palestinian village as part of a training mission and is challenged by 3 stickwielding Palestinians who think the soldiers are burglars; the soldiers open fire, seriously wounding the 3 Palestinians (including shooting and beating at least 1 after he was severely injured) and delaying medical treatment for 1 hr. before taking them to an Israeli hospital for treatment; 1 Palestinian later dies. The IDF also patrols in 4 villages nr. Ramallah in the morning; patrols in 2 villages nr. Jenin in the afternoon, firing stun grenades at stone-throwing Palestinian youths who confront them in 1 instance and stopping to question several boys in the other; conducts late-night patrols in 2 villages nr. Salfit and 1 each nr. Hebron, Jericho, and Ramallah. An 8-yr.- old Palestinian boy is seriously injured nr. Nablus when he accidentally triggers unexploded IDF ordnance that he found in a field. Palestinians (accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, and al-Ma’sara. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 4 Palestinians (3 in al-Ma’sara who are beaten; 1 in Kafr Qaddum who is hit by a tear-gas canister). Muslim Brotherhood officials in Egypt say they are distancing themselves a bit from Hamas and opening new channels of communication with Fatah in hopes of pressing Hamas to compromise with Fatah on national unity issues so as to increase pressure on Israel. The officials argue that if the 2 Palestinian factions create a untied front with a “newly assertive” Egypt, Egypt will have a better chance of pressuring Israel to make concessions over Palestinian statehood. The Muslim Brotherhood was the top vote-getter in Egyptian recent parliamentary elections after the 2/2011 ouster of fmr. pres. Husni Mubarak. (WP 3/24)

IDF troops on the n. Gaza border fire warning shots and tear gas at Palestinians and international activists staging a nonviolent march towards the Erez crossing to protest Israel’s imposition of a no-go zone, causing no serious injuries. The IDF raids several auto repair shops in Barta’a village nr. Jenin, confiscating 17 cars with Israeli license plates. Nr. Hebron, 2 Palestinian teenagers are killed and 3 are wounded when then accidentally trigger an unexploded IDF mortar shell while scavenging at a refuse dump. OCHA reports that 1 Palestinian was killed in the previous week in a smuggling tunnel accident on the Rafah border. (PCHR 3/8; OCHA 3/9)

On the morning of Super Tuesday primary voting, the 3 leading Republican presidential candidates (Gingrich, Romney, and Santorum) address the AIPAC conference via satellite, accusing Obama of being weak on Iran and insufficiently supportive of Israel. Sometime today, Netanyahu gives Romney a personal briefing by phone on the situation in Iran. (NYT 3/7; WJW 3/15; NYT 4/8)

Obama holds a press conference to criticize Republicans and other mbrs. of Congress for “beating the drums of war” against Iran, stating: “When I see the casualness with which some of these folks talk about war, I’m reminded of the costs involved in war . . . [T]his is not a game.” (NYT 3/7)

Unidentified Palestinians fire 4 Qassam rockets fr. Gaza into Israel during the day (1 early in the morning and 3 late at night), causing no damage or injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. A Palestinian is fatally electrocuted in a smuggling tunnel on the Rafah border. In the West Bank, the IDF fires tear gas and stun grenades to disperse Palestinians staging a nonviolent march in Iraq Burin to protest confiscation of their lands for the expansion of local Jewish settlements, causing no serious injuries; conducts daytime patrols in Jericho and 1 village nr. Overnight, unidentified Palestinians fire 3 Qassam rockets and 1 manufactured Grad rocket fr. Gaza into Israel; the Qassams land harmlessly (1 inside Gaza, 2 in Israel), while the Grad strikes nr. a cattle farm, causing damage and injuring some livestock. In the afternoon, unidentified Palestinians fire 3 mortars into Israel, causing no damage or injuries. Later in the afternoon, the Popular Resistance Comms. (PRCs; an umbrella group comprising all Gaza factions) fire another 4 mortars into Israel containing white phosphorous scavenged fr. unexploded IDF ordnance (UXO), causing no damage or injuries. Israel files an official complaint with the UN over the serious escalation and retaliates in the evening with 4 air strikes in and around Bani Suhayla village s. of Khan Yunis, targeting and destroying an Islamic Jihad training site, 1 Palestinian home, and an agricultural storehouse, causing heavy collateral damage to another 2d home, and injuring 6 Palestinian civilians (including children ages 2 and 14). Gaza, firing on residential areas to keep Palestinians in their homes, monitoring the area, and withdrawing after 3 hrs.; IDF troops on the s. Gaza border open heavy fire on the demolished Dahaniyya airport site, causing no reported injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Nablus. In response, unidentified Palestinians fire another Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night patrols in villages nr. Qalqilya, Salfit, and Tulkarm, checking Palestinian IDs but making no arrests. Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in and Ni‘lin. IDF soldiers fire rubbercoated steel bullets, tear gas, and stun grenades at the protesters; 10s suffer tear gas inhalation, 1 Palestinian is moderately injured. In continued retaliation for the 7/30 Grad strike, the IDF carries out a predawn air strike on c. Gaza assassinating senior Hamas military cmdr. and rocket maker Issa Batran, marking the 1st Israeli assassination in Gaza since Operation Cast Lead (OCL) ended in 1/09. (Israel attempted to assassinate Batran during OCL, making an air strike on his home, killing his wife and 5 of his children.) Later in the day, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, damaging a vacant daycare facility. The IDF responds with 2 additional air strikes on a smuggling tunnel and an open area in s. Gaza. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. Jewish settlement sites and in the Erez industrial zone, wounding 3 Palestinians. IQB mbrs. fire 1 manufactured Grad rocket fr. Gaza into Israel, striking nr. Ashqelon, causing damage but no injuries, marking a serious escalation; the last time Ashqelon was hit by Palestinian rocket fire was in 2/09. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Jewish settlers fr. Brakha nr. Nablus set fire to 100 olive trees and large tracks of agricultural land; IDF soldiers initially fire tear gas and stun grenades at Palestinian civil defense workers who attempt to put out the fire, but finally let the firefighters pass more than half an hour later, after the PA liaison dept. intervenes. Overnight, in retaliation for the 1/7 Grad strike nr. Ashqelon, the IDF makes air strikes on a smuggling tunnel on the Rafah border (killing 3 Palestinians, including a 15-yr.-old boy, and wounding 2), suspected weapons factories in the Shaykh Ajlin and al-Zaytun neighborhoods of Gaza City (causing no injuries but marking the 1st Israeli air strikes on Gaza City since OCL), and sites in al-Qarara in s. Gaza (initially hitting an open area, damaging a house; then targeting and destroying 2 other Palestinian homes, whose residents had fled after the initial strike close by; no injuries reported). During the day, unidentified Palestinians fire 2 more rockets toward Sederot, causing no damage or injuries. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at stonethrowing Palestinians and nonviolent international (and, in the case of Bil‘in, Israeli) activists taking part in protests against the separation wall in Bil‘in (injuring 2 Palestinians) and Ni‘lin (10s suffer tear gas inhalation); conducts latenight house searches in al-Fara‘a r.c. and nr. In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Jenin town and r.c., Nablus and nr. Hebron, Ramallah; fires rubber-coated steel bullets, tear gas at Palestinians conducting a nonviolent march fr. Dayr Qaddas nr. Ramallah to the separation wall to mark Land Day (wounding 1). For the 1st time since 6/07, Abbas meets with 4 West Bank Hamas officials in an effort to encourage them to split fr. their Gaza counterparts. In Nablus, the PA deploys a new 308-mbr. policing unit trained by Western advisers at a multimillion dollar training facility in Jericho; they will form part of a new National Security Force unit set up to “operate in coordination with Israeli forces to fight crime and terrorism” as part of Abbas’s new security effort “to restore law and order” in the West Bank, in keeping with road map requirements; the unit will patrol during the day only, while the IDF will continue night operations. In Gaza, the IDF makes an air strike on an ESF post nr. Rafah, killing 1 ESF officer, wounding 3. Nr. Bayt Hanun, 2 Palestinians are injured when a mortar they are preparing misfires. A Palestinian is injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the IDF lifts the round-the-clock curfew on ‘Azun imposed on 10/31; conducts arrest raids, house searches in Tulkarm town, r.c. and nr.
