IDF troops violently disperse thousands of Palestinians gathering along Gaza’s border fence near Gaza City, Khan Yunis, and Jabaliya refugee camp to continue the Great March of Return; 3 Palestinians are injured. Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. Along Gaza’s border, IDF troops violently disperse Great March of Return protesters gathering near Jabaliya refugee camp and Gaza City; 7 Palestinians are injured. Israeli forces conduct 3 limited incursions to level land near Gaza City, Khan Yunis, and Jabaliya refugee camp. During the late-night incursion near Khan Yunis, they also open fire on Palestinians in the area; 3 Palestinians are injured. Meanwhile, the IAF drops leaflets across Gaza warning protesters not to approach the border fence during the planned demonstrations on 5/ 14. In East Jerusalem, approximately 1,000 right-wing Jewish activists visit Haram alSharif in the morning, commemorating the Israeli conquest of Jerusalem and sparking minor confrontations between the Israeli police and Islamic Waqf guards; there are no serious injuries. Outside the sanctuary, Israeli police arrest 6 Palestinians gathering at an Islamic cemetery in the Old City to protest ongoing Israeli excavations at the site. In the afternoon, tens of thousands of right-wing Jewish activists march through the Old City in the annual Flags March, commemorating the Israeli conquest of Jerusalem in 1967; a number of Palestinians are arrested when they throw stones at the demonstrators at the Damascus Gate. Late at night, Israeli settlers vandalize 28 Palestinian-owned cars and spray-paint racist graffiti on nearby walls in Shu‘fat. Israeli forces arrest 1 Palestinian during a late-night raid in Silwan. In the West Bank, IDF troops arrest 9 Palestinians during late-night raids near Tulkarm, Jenin, Hebron, and Nablus; and patrol near Hebron and Tulkarm. In the West Bank, Israeli forces order Palestinian farmers to leave their lands near Tubas for undisclosed reasons. They also evacuate and demolish a structure in the Netiv Ha’avot settlement outpost near Jerusalem. The remaining 15 buildings in the outpost are to be demolished by 3/2018. The IDF arrests 2 Palestinians during a late-night raid in Bethlehem, and patrols near Hebron and Nablus. In East Jerusalem, the Israeli police arrest an Islamic Waqf guard at Haram al-Sharif and ban him from entering the Old City for 20 days. Israeli forces also arrest 2 Palestinians during raids in Ras al-Amud. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. Hours after employees of the Hamas-run government prevent former PA civil servants from entering government offices in Gaza City, Fatah and Hamas agree to temporarily delay the transfer of government ministries to 12/10. Under their 10/12 reconciliation agreement, administrative control over Gaza was supposed to be transferred to the PA by today (see JPS 47 [2]). The delay is meant to diffuse tensions that have arisen since, according to a joint statement. (AFP, HA 11/20)

Leader of the messianic Temple Mount movement and ultranationalist MK Yehuda Glick (Likud) and MK Shuli Moalem-Refaeli (Jewish Home) visit Haram al-Sharif under heavy police protection. Their visit follows Israeli PM Netanyahu’s decision to temporarily lift his ban on MKs and ministers visiting the sanctuary for 1 day only (Netanyahu initially imposed the ban in 10/2015 amid escalating violence across the oPt; see JPS 45 [2, 3]). Israeli forces plan to assess today’s visit and to make a recommendation about the ban’s future. A spokesperson for the Islamic Waqf says the decision to lift the ban is “unacceptable” and shows that “extremist right-wing entities are in control of the Israeli occupation’s government.” Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian in the Old City and another during a raid in Abu Dis. In the West Bank, IDF troops escort hundreds of Israeli settlers to visit Joseph’s Tomb near Nablus overnight, sparking clashes with stone-throwing Palestinian youths from nearby Balata refugee camp; 2 Palestinians are injured. IDF troops also arrest 8 Palestinians during late-night raids near Hebron and Bethlehem, and patrol in and around Qalqilya and Hebron. Israeli settlers throw stones at Palestinian Bedouin homes near Hebron, causing minor damage. Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 2 Palestinians are injured. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

Approximately 60,000 Israelis march through the Old City of Jerusalem in commemoration of Jerusalem Day, a celebration of the IDF’s 1967 capture of the city. Hundreds of left-wing activists and Palestinians participate in a counter-demonstration outside the Old City, sparking minor clashes (there are no serious injuries). Approximately 700 Jewish settlers visit Haram al-Sharif; Israeli forces arrest 15 of them for praying at the sanctuary, along with 3 Islamic Waqf guards. Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Shu‘fat r.c. In the West Bank, IDF troops arrest 2 Palestinians nr. Nablus when they are discovered to be carrying pipe bombs. They also assault and arrest 2 Palestinian youths walking home from school in Aida r.c. nr. Bethlehem, and arrest 11 Palestinians during late-night raids nr. Qalqilya, Tulkarm, Nablus, and Ramallah. In Gaza, 5 Palestinians are injured in an explosion at an unspecified “resistance site” nr. Rafah, according to medical sources. Along Gaza’s border, IDF troops open fire on Palestinian agricultural fields nr. Gaza City, causing no damage or injuries. In n. In Gaza, dozens of Palestinians gather outside the Ministry of Public Works and Housing offices to protest the PA’s alleged postponement of disbursals of money donated by Kuwait for the reconstruction of Gaza. The protesters call on Kuwait’s govt. to make the PA distribute the funds. In the West Bank, IDF troops conduct late-night raids and house searches nr. Hebron and Bethlehem, arresting 3 Palestinians; patrol nr. Tulkarm, Salfit, Qalqilya, and Hebron. In East Jerusalem, Israeli forces arrest 6 Palestinians during late-night raids in the Old City and al-‘Izzariya. (JP 3/20; PCHR 3/24)

Jordan’s Minister of Awqaf and Islamic Affairs Hayel Dawood clarifies plans to establish surveillance infrastructure at Haram al-Sharif, stating that Jordan will install 55 cameras to monitor the outdoor areas at the sanctuary, and that the video feed will be broadcast live over the Internet. His statement comes after a 3/18 report clarifying Jordan’s plans to implement the 10/24/2015 IsraeliJordanian agreement to install cameras at the sanctuary. (HA 3/20)

Tension in East Jerusalem continues to escalate surrounding Jewish holidays and access at Haram al-Sharif. After Palestinian youths spend the night in al-Aqsa Mosque, the Israeli police and Islamic Waqf officials spend the morning attempting to negotiate their exit, but the talks fail to produce an agreement. Then, 150 Israeli police officers raid Haram al-Sharif, evacuating Palestinians from al-Aqsa Mosque and sparking clashes with stone- and firebomb-throwing Palestinian youths for the 2d day in a row; 1 Israeli policeman and 22 Palestinians are injured, including 3 seriously. The Israeli authorities close all but 3 entrances to the sanctuary and later bar all Palestinian worshippers. Israeli forces also arrest 9 Palestinians on late-night raids in the Old City, Jabal Mukabir, Ras al-Amud, and Abu Dis. In a related development, the Israeli authorities announce they will close Hebron’s al-Ibrahimi Mosque, known to Jews as the Cave of the Patriarchs, to Muslim worshippers on 9/29 and 9/30 to accommodate Jewish access during the Jewish holiday Sukkoth. In Gaza, a Hamas fighter dies in a smuggling tunnel accident. A Palestinian in Gaza City is injured when he accidentally detonates an unexploded Israeli munition. In the West Bank, IDF troops conduct late-night raids and house searches in 1 village each nr. Israeli naval vessels intercept a Palestinian fishing boat that approaches the boundary of the permitted fishing zone off the Bayt Lahiya coast, damaging the boat, forcing the fishermen to jump into the sea, and then detaining them, taking them to Ashdod port in Israel for several hrs. of questioning, before releasing them to Gaza. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Nablus. In East Jerusalem, Palestinians in Silwan report that during the previous wk., Israeli workers and archeologists resumed work on 2 archeological tunnels under the city leading to the al-Aqsa Mosque (see Quarterly Update in JPS 154). A group of right-wing Jews breaks into the al-Aqsa Mosque compound to hold prayers marking Hanukkah, but Waqf officials ask Israeli police to intervene, and police remove them peacefully. Jewish settlers in East Jerusalem celebrating Hanukkah attack a number of Palestinian shops and residents in the Old City; Israeli security forces observe but do not intervene. The PASF crackdown on Hamas mbrs. in the West Bank winds down today, with the UN reporting at least 80 and as many as 300 detained. In the West Bank, the IDF conducts late-night raids, house searches nr. Salfit and Jenin, in and around Hebron, and in Ramallah, arresting 13 Palestinians (including 3 teenagers); raids the Tulkarm home of a Palestinian woman recently released fr. Israeli jail, confiscating a mobile phone and photos. (PCHR 8/20)

At least 30 Jewish settlers attack mbrs. of the Hanun and al-Ghawi families, who were evicted fr. their homes in the Shaykh Jarrah neighborhood of East Jerusalem on 8/2 (see Quarterly Update in JPS 153), injuring 2 Palestinian girls and 1 international activist; Israeli security forces intervene, arresting several Palestinians and settlers, releasing all of them within a day. In Jerusalem’s Old City, Israeli police change the lock on the al-Nazir Gate of the al-Aqsa Mosque, normally controlled by Waqf authorities. The police later claim to have replaced the locks by mistake, and Waqf officials restore the original lock. In a training exercise lasting 1 hr., Israeli security forces practice scaling the fences surrounding the al-Aqsa Mosque using ladders. (OCHR 8/19; PCHR 8/20)
