In the West Bank, Israeli forces seized 12 residential tents in Khirbet Humsa; this marked the 4th time Israeli forces seized and demolished structures in the bedouin community this month. Israeli forces also demolished 1 house under construction in Tuqu‘ and 2 agricultural structures in al-Khadir. 19 Palestinians were arrested during raids in and around Nablus, Qabatiya, Jenin refugee camp, Anabta, Hizma, Qalandia refugee camp, Bethlehem, Jericho, and Hebron; clashes erupted during the raid in Qalandia, leading to tear-gas related injuries. In East Jerusalem, Israeli forces demolished a 2-story apartment building in Issawiyya, displacing 4 families consisting of 17 members, including 12 children; according to 1 of the Palestinians living in the building, a Waqf guard who was a Shin Bet coordinator had told him 6 months prior that “there’s a 90 percent chance that your house will be demolished.” Israeli forces also demolished 2 Palestinian-owned shops in Sur Bahir. Israel also banned 1 Palestinian from al-Tur, where he lives, for 2 weeks. 2 Palestinians were arrested during a late-night raid in Kafr ‘Aqab; clashes erupted during the raid, leading to tear-gas related injuries. In Gaza, Israeli forces opened fire at Palestinian farmers east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces sank 1 Palestinian fishing boat after opening fire at Palestinian fishermen 6 nautical miles northwest of Khan Yunis; no injuries were reported. The World Bank said that the PA faces a funding gap of $30 million to secure the needed COVID-19 doses for a successful vaccination campaign in the West Bank and Gaza. The World Bank called on other countries to donate to shrink the gap. (AJ, HA 2/22)

In the West Bank, Israeli settlers emptied sewage and wastewater on Palestinian agricultural lands in Dayr al-Hatab near Nablus. Israeli settlers also attacked 2 Palestinian journalists from WAFA as they were reporting on settler encroachment in Dayr Istya. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. In East Jerusalem, Israeli authorities issued demolition orders for 13 Palestinian-owned houses in Silwan inhabited by 76 people. 10 Palestinians were arrested in and around the Old City and Issawiyya, including 2 Waqf guards. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. The PA ministry said that the move impedes the development of Palestinian telecommunication development. (WAFA 10/19; HA 10/20)

U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. In the West Bank, Israeli settlers set fire to a tractor and wrote racist graffiti in ‘Urif and slashed tires on several vehicles and wrote racist graffiti on buildings in Yasuf. Israeli settlers also threw stones and paint at an Israeli border police vehicle near the Yitzhar settlement. Israeli settlers also set fire to Palestinian agricultural lands in Asira; subsequently, local Palestinians and Israeli forces clashed in the area, leading to tear-gas related injuries. Israeli forces also razed land east of Tulkarm. Separately, Israeli forces injured 3 Palestinians using rubber-coated bullets as they were seeking to enter Israel via the separation wall near Far‘un. 20 Palestinians were arrested during late-night raids in and around Ramallah, Hizma, Bethlehem, Salfit, Nablus, Tulkarm, and Jenin. In East Jerusalem, 1 Palestinian family demolished part of their house built to accommodate their disabled son in Sur Bahir. 4 Palestinians were arrested, including 3 during late-night raids in Issawiyya and the Old City, and 1 Waqf guard at the Haram al-Sharif compound. In Gaza, Israel fired missiles at Gaza City, Bayt Hanun, and Dayr al-Balah, causing damage; incendiary balloons were launched from Gaza toward Israel, sparking fires. 1 unexploded Israeli shell was found at an UNRWA school west of Gaza City. Israel announced that it would stop all imports of fuel into Gaza as collective punishment for incendiary balloons landing in Israel. U.S. president Donald Trump announced that Israel and the UAE had agreed to establish full diplomatic ties and that Israel, as part of the agreement, had decided to suspend annexation of parts of the West Bank. In a joint statement from the 3 parties, it said that “Israel will suspend declaring sovereignty over areas outlined in the President’s Vision for Peace and focus its efforts now on expanding ties with other countries in the Arab and Muslim world.” Later, Israeli prime minister Benjamin Netanyahu said that annexation is “still on the table” and a promise he is committed to. Subsequently, President Trump said, “Israel agreed not to annex parts of the West Bank. It is more than taking it off the table—they agreed not to do it. This is a very smart concession by Israel. It is off the table now.” U.S. ambassador to Israel David Friedman later said that annexation is “off the table now but it’s not off the table permanently. You can’t have peace and annexation at the same time.” PA president Mahmoud Abbas called the deal a “betrayal of Jerusalem, al-Aqsa Mosque and the Palestinian cause.” The PA also recalled its ambassador to the UAE. Hamas spokesperson Fawzi Barhoum said of the deal: “[t]his announcement is a reward for the Israeli occupation’s crimes . . . The normalization is a stabbing in the back of our people.” U.S. officials also said that Bahrain and Oman are likely to soon normalize relations with Israel. In the West Bank, Israeli settlers with Israeli force protection razed 47 dunams (11.6 acres) of Palestinian-owned land between Dayr Dibwan and Rammun. Israeli forces prevented Palestinian worshippers from accessing al-Ibrahimi Mosque. Israeli forces also demolished 1 agricultural shed in Aqraba and delivered demolition notifications for 10 water wells in al-Zawiya. 2 Palestinians were arrested at checkpoints near Qalqilya and Nablus. In East Jerusalem, authorities banned 1 Palestinian Waqf guard from entering the Haram al-Sharif compound for 6 months. 4 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, 1 Palestinian minor was killed after picking up an unexploded ordinance near his home in Bayt Lahiya. The ICC requested from the PA clarification about which agreements with Israel it had ended as this could affect the ICC probe into war crimes committed by Israel and Hamas in the occupied Palestinian territories. (HA 5/27)

In the West Bank, Israeli forces shot and injured a Palestinian near the West Bank separation barrier southwest of Jenin. In a separate incident, Israeli forces opened fire on Palestinians near a checkpoint by the West Bank separation barrier north by Nazlat Issa, causing 5 Palestinians to be hospitalized with gun wounds and others to suffer tear-gas related injuries. A raid by Israeli forces near Ramallah led to clashes with Palestinians; 2 Palestinians were injured by rubber-coated bullets. Israeli settlers began fencing off a piece of Palestinian-owned land in Burin. 11 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces arrested 2 Palestinians: 1 during a late-night raid in Issawiyya and 1 employee of the Islamic Waqf at the Haram al-Sharif compound. The PA sent a request to Israel to allow Palestinians in East Jerusalem to be able to partake in the planned Palestinian parliamentary and presidential elections. Israeli officials said that the Israeli security cabinet would decide on the request. (HA 12/10)

The Netherlands informed the UNRWA that it will resume funding of the agency after suspending its funding on 31 July due to allegations of misconduct in UNRWA leadership. (WAFA 12/10)

Japan signed a contract to fund construction of hearing and speech units at the Maghazi Community Rehabilitation Society in Gaza amounting to $84,191. The EU contributed with $11 million to support PA payments of social allowances to vulnerable families in Gaza and the West Bank. (WAFA, WAFA 12/10)

Hundreds of Palestinians gather along Gaza’s border near Bayt Hanun to set tires on fire and otherwise continue the Great March of Return for a 3d day in a row. IDF troops violently disperse them, injuring 3 protesters. After some protesters reportedly hurl an explosive device over the border fence, Israeli forces shell a Hamas outpost near Bayt Hanun, causing damage. Separately, IDF troops arrest 2 Palestinians allegedly attempting to cross into Israel near Gaza City. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In East Jerusalem, Israeli forces demolish a Palestinian-owned carwash in Bayt Hanina and assault and detain a Palestinian outside the Old City. They also deliver an order to the chairman of the Islamic Waqf council, banning him from Haram al-Sharif for 40 days, and arrest 10 Palestinians during raids in Issawiyya, Silwan, and Bayt ‘Anan. In the West Bank, IDF troops shoot and kill 2 Palestinians and injure a 3d after their vehicle collides with an IDF vehicle outside Ramallah, injuring 2 Israeli soldiers. The IDF claims that it was a purposeful ramming attack, while Palestinian eyewitnesses say the collision was an accident. Separately, the Israeli authorities temporarily close the checkpoint at the southern entrance to Hebron’s al-Ibrahimi Mosque, blocking of the area to make room for Israeli settlers holding demonstration. IDF troops shoot and injure a Palestinian amid clashes sparked by a patrol in Nablus; arrest 7 Palestinians during late-night raids near Ramallah, Salfit, and Hebron; and patrol near Hebron and Qalqilya. Israeli settlers chase Palestinian shepherds off their lands near Jericho. Israeli forces demolish a Palestinian carwash, a merchant’s cart, and 2 other steel structures near Salfit. In East Jerusalem, Palestinian activists gather at Haram al-Sharif to protest the Israeli police’s sealing of al-Rahma Gate into the sanctuary on 2/17. After several protesters damage the locks in an effort to break through the gate, the Israeli police assault them, arrest 7, and seal all entrances to the sanctuary. Separately, Israeli forces raid a mosque in Issawiyya, assault a number of worshippers inside, and take down a Palestinian flag from the wall. In a statement, PA president Mahmoud Abbas condemns the Israeli decision to seal an entrance to Haram al-Sharif on 2/17. A Jordanian spokesperson also condemns the move “in the strongest possible terms.” Meanwhile, Haaretz reports that Jordan has expanded the Islamic Waqf’s council to 18 seats, from 11, to include several PA and Palestinian religious leaders.
