In the West Bank, Israeli settlers emptied sewage and wastewater on Palestinian agricultural lands in Dayr al-Hatab near Nablus. Israeli settlers also attacked 2 Palestinian journalists from WAFA as they were reporting on settler encroachment in Dayr Istya. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. In East Jerusalem, Israeli authorities issued demolition orders for 13 Palestinian-owned houses in Silwan inhabited by 76 people. 10 Palestinians were arrested in and around the Old City and Issawiyya, including 2 Waqf guards. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. The PA ministry said that the move impedes the development of Palestinian telecommunication development. (WAFA 10/19; HA 10/20)

U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Dozens of Palestinians gather outside Khan al-Ahmar, a Bedouin village near Jerusalem, to protest the impending Israeli evacuation and demolition of the village. Israeli DM Lieberman pledges to advance the construction of 400 new housing units in the Adam settlement near Ramallah, justifying the settlement growth in response to the stabbing attack on 7/26. The “best response to terrorism is increased settlement,” Lieberman tweets. The 400 units are reportedly part of an existing plan to build 1,000 new units in the settlement. (HA, MNA, TOI 7/27)

After the Israeli police install new security cameras, turnstiles and metal detectors at 3 entrances to Haram al-Sharif (which was closed after the deadly attack on 7/14), the Islamic Waqf calls for a Muslim boycott of the sanctuary as long as the new security measures are in place. Muslim worshippers then refuse to enter the sanctuary throughout the day and pray outside; 10 protesters are injured and 3 are arrested during scuffles with Israeli forces late at night. Meanwhile, senior Palestinian officials convene in Ramallah and reaffirm that the status quo at Haram al-Sharif should not change after the deadly attack nr. the sanctuary on 7/14. Israeli PM Netanyahu insists that the new security measures do not change the status quo. “Changing the status quo would be a wrong move,” he says. “It would lead to unforeseeable consequences in the world and regional order.” (HA, MNA, PNN, TOI, WAFA 7/16; MNA, WAFA 7/17; PCHR 7/20)

IDF troops shoot and kill a Palestinian during a raid on his home in Nabi Salih village nr. Ramallah. An IDF spokesperson says the soldiers opened fire after the man trained a gun on them, alleging that the deceased was responsible for the shooting attack nr. Ramallah on 7/15. Elsewhere in the West Bank, IDF troops arrest 9 Palestinians during late-night raids in and around Qalqilya, Hebron, Ramallah, Bethlehem, and Nablus; and patrol nr. Hebron. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis and Bayt Lahiya, injuring 2 fishermen. (HA, MNA, WAFA 7/16; PCHR 7/20)

Israel’s Ministerial Comm. for Legislation approves a bill, dubbed the “United Jerusalem Law,” that would require a supermajority of the Knesset, 80 MKs, to agree to any concession of land within Jerusalem’s current city limits. It would also stipulate that a simple majority, 61 MKs, could approve a shift in Jerusalem’s borders, which would allow land outside the city to be ceded in the context of a peace agreement with the Palestinians. The bill now goes to the full Knesset for a 1st reading. (HA, KNE 7/16)

Three Palestinian citizens of Israel open fire on Israeli police officers in the Old City of Jerusalem, critically injuring 3 (2 succumb to their injuries later in the day). The attackers seek refuge at Haram al-Sharif, and Israeli forces shoot and kill all 3. Israeli police deploy heavily across the Old City, block off all entrances to Haram al-Sharif, and cancel Friday prayers at the sanctuary, forcing Muslim worshippers to pray in the streets. They also detain and interrogate 58 Islamic Waqf employees. With tensions running high across the city, an unidentified assailant throws a Molotov cocktail at an Israeli settler family driving through Silwan; 3 of the settlers are injured, including an infant. Israeli forces conduct raids in Abu Dis, sparking minor clashes with stone-throwing Palestinians; at least 25 are arrested. In the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 3 Palestinians and sparking clashes; 1 Palestinian is killed. Israeli settlers throw stones at Palestinian cars driving nr. Bethlehem, causing no injuries or major damage. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c. and Jabaliya r.c.; 2 Palestinians are injured. PA pres. Abbas phones Israeli PM Netanyahu to condemn the morning’s attack in Jerusalem and to denounce violence on both sides, particularly at holy sites. He also calls for Netanyahu to reopen Haram al-Sharif. Netanyahu reportedly tells Abbas that he will uphold the status quo at the sanctuary, but that Israeli forces will maintain security at all costs. Abbas later calls on Jordan to intervene, and the Jordanian govt. releases a statement calling on Israel to reopen the sanctuary. (HA, TOI, WAFA 7/14; HA 7/16)

After shutting down on 7/12, the Gaza power plant resumes operations, with 3 of its turbines supplying 70 MW to the local grid. It’s unclear if the fuel required came from Egypt or somewhere else. (MNA 7/15)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Jabaliya r.c., Rafah, and al-Bureij r.c.; 1 is killed in Gaza and at least 18 other Palestinians are injured. IDF troops also arrest 6 Palestinians during late-night raids nr. Hebron and patrol nr. Qalqilya and Hebron during the day. Meanwhile, thousands of Palestinians visit Haram al-Sharif, marking the 2d Friday of Ramadan. A group of Jewish settlers disguised in religious Muslim garb visit the sanctuary in a reported attempt to pray at the holy site. Islamic Waqf guards escort them out when they respond to questions in Hebrew. Turkish and Palestinian officials reveal that Ankara has sent a cargo ship full of humanitarian aid, which will arrive in Gaza by the end of Ramadan. It will be the 3d shipment of Turkish aid since the IsraeliTurkish rapprochement of 6/2016 (see JPS 46 [1]). (MNA 6/9)

In East Jerusalem, Israeli forces carry out the punitive demolition of the Jabal Mukabir home of an imprisoned Palestinian accused of attacking Israeli soldiers on 10/10/2015, and also demolish a half-built home in Ras al-Amud. Also in Ras al-Amud, a Palestinian family demolishes their own home on Israeli orders. Later, the Israeli authorities return 2 bodies of Palestinians killed in confrontations with Israeli forces since the beginning of the habba (“surge” or “revolt” in English) in the oPt in 10/2015. One family rejects the body of their relative when they discover it is frozen, allegedly in violation of the deal they made with the Israelis (they had agreed to limit the size of the funeral and deposited a NIS 20,000 [around $5,250] guarantee). Israeli forces arrest a Palestinian woman at Haram al-Sharif after she confronts Jewish Israeli MK Shuli Mualem-Rafaeli. In the West Bank, IDF troops raid a number of quarries nr. Qalqilya, confiscating millions of dollars’ worth of equipment. They also raid a number of chicken farms and erect a mobile checkpoint outside a village nr. Ramallah, sparking clashes with stone-throwing Palestinians; 1 Palestinian is injured. The IDF violently disperses stone-throwing Palestinians in a village nr. Tulkarm, causing no serious injuries; raids a village council’s office in a village nr. Bethlehem, destroying property and breaking its main doors; conducts further raids and house searches nr. Tulkarm, Jenin, Nablus, and Bethlehem, arresting 4 Palestinians, issuing arrest summons to 2, and confiscating property; and patrols nr. Tulkarm, Jenin, and Hebron. Israeli forces begin razing 650 dunams (around 160 acres) of Islamic Waqf–owned land nr. Jericho, and confiscate heavy equipment from a factory nr. Bethlehem. A PA official who monitors settlement growth in the West Bank reveals that Israeli officials recently informed Palestinians in villages nr. Nablus of their intention to confiscate 1,200 dunams (around 300 acres) of nearby land. The IDF’s Coordinator of Govt. Activities in the Territories Unit (COGAT) disputes this figure, saying that only 612 dunams will be seized and incorporated into the nearby settlement of Eli. (MNA, WAFA 3/21; EI 3/30)

At the annual AIPAC conference in Washington, leading presidential candidates Hillary Clinton and Donald Trump present their foreign policy ideas and pro-Israel credentials. All the remaining candidates, except Sen. Bernie Sanders, are set to address the conferees (AIPAC rejected Sanders’s offer to give a speech via satellite after he declined to attend). In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted.
