In the West Bank, Israeli settlers vandalized 1 solar panel and 15 olive seedlings near ‘Urif. Israeli forces violently dispersed Palestinian protesters in Dura and Bayt Umar, leading to tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 13, including 5 with live ammunition and 8 with rubber-coated bullets; others suffered tear-gas related injuries. Elsewhere, Israeli forces seized a caravan in Sabastiyya. 5 Palestinians were arrested during late-night raids in Tarqumiyya and Jenin refugee camp; Israeli forces also seized a vehicle during a house raid in Aqraba. In East Jerusalem, 1 Israeli settler rammed Palestinians with his vehicle near the Old City, causing injuries; Palestinians were throwing stones at the vehicle but it was unclear what transpired before the ramming, which appeared in a video. Israeli settlers also attacked Palestinians in Shaykh Jarrah during a tour of the neighborhood by 2 Israeli lawmakers, Itamar Ben-Gvir and Bezalel Smotrich. Israeli forces attacked Palestinian worshipers with tear gas, sound bombs, and rubber-coated bullets at the Haram al-Sharif compound, injuring more than 305 people, including inside of al-Aqsa Mosque where a sound bomb caught a carpet on fire. Israeli forces prevented the Palestinian Red Crescent from entering the compound. Israel also reversed its decision from 5/9 to allow Jewish worshipers to enter the Haram al-Sharif compound for the Israeli celebration of Jerusalem Day. The Jerusalem Day march was later canceled by its organizers as Israeli police decided to prevent the settler march to go through the Damascus Gate plaza. Israeli forces also confiscated the keys to the al-Aqsa Mosque from the Islamic Waqf. Also at the Haram al-Sharif compound, Israeli police were filmed beating up an Israeli-accredited Palestinian journalist covering the events for Anadolu Agency. The Palestinian Red Crescent said that 612 Palestinians were injured throughout Jerusalem, including 333 who were hospitalized. In Gaza, Israeli started a military operation later dubbed “Guardian of the Wall” after Hamas fired rockets at Israel, giving Israel hours to leave the Haram al-Sharif compound. Hamas had earlier in the day warned Israel that it would fire rockets at 6 p.m. if Israel did not remove its forces from the holy places. 20 Palestinians were killed, including 9 children, and dozens were injured. The casualties included: 2, including 1 child, in 1 drone strike at Jabaliya; 10, including 6 children in 2 drone strikes at Bayt Hanun, with 32 others wounded, including 12 children; and 1, with 2 injured, in an Israeli air strike in Khan Yunis. 7 were also killed, including 1 child, and 34 were injured in Jabaliya in an explosion that was not conclusively attributed to an Israeli air strike. Additionally, damage was sustained in al-Bureij refugee camp, al-Qarara, and Rafah. In Israel, 1 Palestinian citizen of Israel was shot dead and 1 other injured by 1 Jewish-Israeli in Lydda; 3 Jewish-Israelis were arrested. Israeli forces later violently dispersed Palestinian-Israeli protesters at the Lydda city hall. In Ramla, Jewish-Israelis threw stones at Palestinian-Israelis and their property and set fire to trash cans. Israeli police dispersed Palestinian-Israeli protesters in Nazareth, Kafr Kana, Kafr Manda, Shefa-Amr, Majdal Krum, Dayr Khana, Umm al-Fahm, Baka al-Garbiyeh, Taiba, Jaffa, Haifa, and Jaljulya; 46 were arrested. The Knesset was evacuated after a rocket from Gaza landed in the vicinity of Jerusalem. The PA prime minister Mohammed Shtayyeh and the PA presidency condemned Israel’s attack on the Haram al-Sharif compound and called on the international community to take action. The PA civil affairs minister Hussein al-Sheikh said the Palestinian leadership is “examining all options to respond to this heinous aggression against the holy sites and the citizens.” PA president Mahmoud Abbas also discussed the situation with Turkish president Recep Tayyip Erdoğan. Leader of the Ra’am (United Arab List) Mansour Abbas said that he had broken off contacts with Israeli opposition leaders Yair Lapid and Naftali Bennett just before he was to have a joint meeting with them, citing the violence in Jerusalem and Gaza. The U.S. said 1 of its Coast Guard ships had fired 30 warning shots at 13 Iranian vessels that came too close to the ship and 6 other U.S. navy vessels. Iran said that it was the U.S. that had acted recklessly in the encounter. (AJ, HA, REU 5/10; AP, MEMO 5/11)

UN security council members met at an emergency session to discuss the situation in Palestine-Israel. No statement was issued after the meeting. U.S. state department spokesperson Ned Price said that the U.S. administration wanted to make sure that a statement would “not escalate tensions.” Spokesperson Price also refused to say if the U.S. condemned the Israeli air strike that killed 9 Palestinian children, and suggested that Palestinians, contrary to Israelis, do not have the right to defend themselves, saying that only states recognized by the U.S. have that right. In the West Bank, Israeli settlers set up tents and caravans at a settlement outpost in the Jordan Valley. Israeli forces shot and killed 1 Palestinian at the Ni‘lin junction; 1 other man traveling with the deceased fled the scene. Israeli authorities alleged that the men had thrown stones at Israeli settler vehicles. Israeli forces and Palestinians clashed after Israeli forces raided Burin; tear-gas related injuries were reported. PA prime minister Mohammed Shtayyeh announced new measures to curb the spread of the COVID-19 virus, including banning movement between governorates; banning all unnecessary movement outside of homes; and forbidding workers in Israeli settlements from going to work. The PA also announced that it will release some of its prisoners as a measure to curb the spread of COVID-19. 6 Palestinians were arrested, including 2 at a checkpoint near Abud and 4 during raids in al-Fawar refugee camp and al-Zawiya. In East Jerusalem, the Islamic Waqf announced that it is closing the Haram al-Sharif compound for Muslim worshippers and visitors, according to the Waqf, Israel had also promised not to allow Jewish worshippers into the compound. Israeli forces and Palestinians clashed during a raid in Issawiyya; tear-gas related injuries were reported and 2 Palestinian minors were arrested. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2-3 nautical miles west of Jabalia; no injuries were reported. After Hamas-affiliated prisoners stab and injure 2 Israeli security guards in Ketziot Prison, Israeli guards raid 3 sections of the prison and assault hundreds of Palestinians prisoners, injuring at least 9 (2 critically). Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. IDF troops also shoot and injure a Palestinian collecting stones and gravel near Gaza City. In the West Bank, Israeli forces demolish a water well Umm al-Nir near Hebron. An Israeli settler succumbs to injuries sustained in the shooting attack near Salfit on 3/17. Meanwhile, Israeli prime minister Benjamin Netanyahu visits the site of the 3/17 shooting and announces the construction of 840 new housing units in the nearby Ariel settlement. “Tomorrow, we will begin building 840 housing units in Ariel in a new neighborhood as was approved two years ago,” he says. Unidentified assailants assault and seriously injure a Fatah spokesperson in Gaza near his home in Bayt Lahiya. Later, a senior Fatah official in Gaza says that the assailants broke the man’s arms and legs and that Hamas was behind the “assassination attempt.” Hamas, for its part, denies the accusation and pledges to conduct a full investigation into the incident. The attack comes amid ongoing popular protests against Hamas and the high cost of living in Gaza and rising tensions between Hamas and Fatah. (HA, JP 3/19)

A Palestinian stabs and kills an Israeli soldier at the Ariel Junction near Salfit. He opens fire on a group of Israeli settlers, seriously injuring 1, before fleeing the scene. The IDF conducts raids and sets up roadblocks and mobile checkpoints in and around Salfit, searching for the assailant. IDF troops also conduct raids in Burqin village near Nablus, arresting 2 Palestinians and sparking clashes (2 Palestinians are injured). Three Palestinians are injured and three more are arrested during clashes sparked by similar arrest raids in nearby al-Zawiya and Kafr al-Dik late at night. Elsewhere in the West Bank, Israeli settlers throw stones at Palestinian homes and vehicles near Hebron, Ramallah, and Nablus, injuring 5 Palestinians and causing minor damage. The 2 men are accused of opening the al-Rahma Gate area of the sanctuary to protesters on 2/22. Along with 4 other Waqf officials, they are barred from Haram al-Sharif for a week. A senior Islamic Waqf official says that Jordanian officials were actively engaging with the Israeli authorities to re-open the gate throughout the closure. Later in the day, Israeli forces assault a number of Palestinian protesters congregating outside after the mid-day prayer; 19 protesters are arrested and several are injured. Meanwhile, hundreds of Palestinians gather along Gaza’s border fence to continue the Great March of Return and cheer on approximately 20 Palestinian ships sailing in a symbolic challenge to Israel’s blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 33 Palestinians are injured. Also off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, Bayt Lahiya, and Jabaliya refugee camp, causing no damage or injuries. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian house, water well, and barn under construction in Yatta village near Hebron. IDF troops assault and lightly injure a Palestinian at a checkpoint north of Ramallah. They ultimately let him pass through when they fail to find weapons in his vehicle. IDF troops also arrest 23 Palestinians and issue 5 arrest summons during late night-raids near Hebron, Ramallah, Nablus, Jenin, and Bethlehem; and patrol near Jenin, Hebron, and Ramallah. In East Jerusalem, Muslim worshippers block an Israeli police officer wearing a yarmulke from entering the Dome of the Rock at Haram al-Sharif. The worshippers then barricade themselves inside the building, sparking a minor confrontation; 1 Islamic Waqf official lightly injured and 4 Waqf guards are arrested. Outgoing IDF chief of staff Gadi Eisenkot tells Israel’s Army Radio that he “can say with confidence that we found all Hezbollah tunnels infiltrating into Israel.” Eisenkot’s comments come one day after the IDF announced the end of Operation Northern Shield and 2 days after the discovery of a 6th Hezbollah tunnel in the context of that operation. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. Thousands of Palestinians gather along Gaza’s border to continue the Great March of Return. IDF troops violently disperse the demonstrations near Khan Yunis, Rafah, al-Bureij refugee camp, Gaza City, and Jabaliya refugee camp; 2 Palestinians are killed and at least 90 are injured. Their deaths bring the Great March of Return death toll to 137. In response to shots allegedly fired at IDF border patrols in the evening, Israeli forces strike a Hamas observation post near Jabaliya refugee camp, causing damage.

In East Jerusalem, Israeli forces enter Haram al-Sharif after Friday prayers and fire sound bombs at Palestinian worshippers, clearing them from the sanctuary; 7 Palestinians and 4 Israeli police officers are injured, and 24 Palestinians are arrested. Some witnesses say that the Israelis entered the sanctuary after children threw firecrackers at them. After the clashes, Israeli forces seal the entrances to the sanctuary. The Islamic Waqf then organizes a sit-in protest outside, and the Israeli authorities order the entrances reopened hours later. Separately, Israeli forces arrest 5 Palestinians during late-night raids in Silwan and Wadi al-Juz. In the West Bank, Israeli settlers set fire to a Palestinian home under construction and surrounding wheat fields near Nablus, causing extensive damage. The IDF seals off the entrance to Kobar village near Ramallah, the hometown of the Palestinian who allegedly stabbed 3 Israeli settlers on 7/26. IDF troops conduct raids in the village throughout the day, sparking intermittent clashes; 5 Palestinians are injured (1 critically). Israeli soldiers also violently disperse Friday protests at Kafr Qaddum near Qalqilya; 5 Palestinians are injured. Dozens of Palestinians gather outside Khan al-Ahmar, a Bedouin village near Jerusalem, to protest the impending Israeli evacuation and demolition of the village. The Trump administration announces that it has not yet reached a decision about relocating the U.S. embassy in Israel, despite the fact that today is the deadline for Trump to sign the presidential waiver delaying the move for 6 months. “We will share a decision on the waiver in the coming days,” a spokesperson says. Because Trump did not sign the waiver in time, U.S. law allows Congress to demand that he move the embassy and cut funding to the State Dept. It’s unlikely lawmakers will pursue either option. They arrest 13 Palestinians, issue 1 arrest summons, and confiscate 1 car during further raids nr. Hebron, Nablus, and Qalqilya; and patrol nr. Hebron and Jenin. Israeli settlers begin moving furniture into the building they occupied in c. Hebron on 7/25. The IDF then declares the building a closed military zone to halt escalating tensions. Two days after Israel’s security cabinet decided to remove the new metal detectors at Haram al-Sharif, and 1 day after the Islamic Waqf decided to continue protests at the sanctuary, the Israeli press reports that PM Netanyahu has ordered that security checks at the sanctuary be performed with handheld metal detectors only, as they were prior to the deadly attack on 7/14. The Waqf then decides to meet again on 7/27 to discuss developments. Meanwhile, Waqf officials meet with Israeli police and reiterate their demands for all the new security measures to be removed and for conditions at the sanctuary to “return to what they were before.” They specifically asked for the removal of 5 new cameras and several metal railings at the site, and a reduction in police presence. The Israeli govt. and PA sign an agreement to allow Palestinian mobile service providers to offer 3G to their customers in the oPt. The IDF’s Coordinator of Govt. Activities in the Territories (COGAT) releases a statement explaining that the deal is meant to strengthen the Palestinian economy. Prior to today’s agreement, the Israeli authorities were barring Palestinian companies from offering 3G due to security concerns. Israeli forces raid Yatta village nr. Hebron late at night and carry out the punitive demolition orders for the homes of the 2 Palestinians who shot and killed 4 Israelis in Tel Aviv on 6/8. In accordance with a court order, 1 of the homes is only partially destroyed. The IDF temporarily closes the major Beit El checkpoint nr. Ramallah after soldiers find a suspicious object nearby; arrests 1 Palestinian during a late-night raid nr. Hebron, and patrols nr. Hebron throughout the day. U.S. and Israeli officials conclude a 3-day round of negotiations on a new military aid agreement. They reportedly settle all remaining discrepancies, except for gaps on some technical issues. The Israeli press reports that Israel’s Defense Ministry has issued tenders for the construction of an underground wall to encircle Gaza. The wall is being designed to deter Hamas’s tunneling efforts. Construction is set to start in 10/2016. (TOI, YA 8/3)

On the 2d day of Yom Kippur, Israeli forces escort a number of right-wing Jewish activists around Haram al-Sharif. The group attempts to perform Jewish rites in commemoration of the holiday, but they are blocked by Islamic Waqf guards.
