In retaliation for rocket fire on 1/31, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF arrests 3 Palestinian children (ages 13–16) for straying nr. the separation wall in Bil‘in; makes a late-night raid on a Palestinian home in al-Khadir nr. Bethlehem looking for a 12- yr.-old boy who threw stones at troops earlier in the day, assaulting a boy in the house and knocking him unconscious (he is taken by ambulance to a hospital for evaluation), roughly searching rooms, and allegedly stealing gold; conducts late-night arrest raids, house searches nr. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately. Hereafter, protests shrink in size (from the 1,000s to the 100s) but increase in frequency, becoming near daily events in Sana’a and Aden through the end of the quarter. (NYT, WP 2/3; NYT 2/4)

Within hrs. of Arafat’s death, the PC, in keeping with the Basic Law, formally swears in PC speaker Rawhi Fattuh as interim head of the PA until elections are organized within the next 60 days;Qurai‘ maintains the position of PM, responsible for daily PA operations. Qaddumi is elected as head of Fatah by the 15-mbr. Fatah Central Comm. Abbas is voted head of the PLO by the PLO Exec. Comm. The State Dept. says that it is prepared to help the Palestinians hold elections if asked; says that Israel still must carry out Gaza disengagement. France sends Arafat’s body off to Egypt with full military honors. Throughout the day, Palestinians across the territories rally, demonstrate in honor of Arafat. The IDF raids Shaykh Ajlin, exchanging fire with armed Palestinians (leaving 1 Palestinian dead), shelling residential areas (killing 2 Palestinian civilians, wounding 7), bulldozing 120 d.; fatally shoots an Egyptian who apparently infiltrated into Gaza fr. Egypt; fatally shoots 3 Palestinians (at least 2 of them armed) s. of Netzarim; fires on stone-throwing Palestinians in Bayt Omar nr. Hebron, killing 1 Palestinian, wounding 10; fires on stone-throwing Palestinians protesting the separation wall nr. Jayyus, wounding 2 with live ammunition; fires on residential areas of Rafah; conducts arrest raids, house searches in and around Nablus. Some 100 AMB mbrs. (some armed and masked) outside Arafat’s headquarters in Ramallah call for an investigation into Arafat’s death and rumors he was poisoned by Israeli agents, chant slogans denouncing Abbas, fmr. PA security chief Muhammad Dahlan as agents for the CIA. Israeli border police disperse 100s of Palestinians conducting nationalist marches in East Jerusalem in memory of Arafat. In Haifa, Israeli police disperse some 100 Israeli Palestinians holding a candlelight vigil for Arafat, detain a woman carrying a Palestinian flag. Early this morning, IDF helicopters, tanks attack the PSF West Bank headquarters in Beitunia, where some 200 PSF officers and staff have encamped since 3/30, setting the building ablaze. The CIA intervenes to secure the safe evacuation of the staff, surrender of 180 officers, but some refuse to leave. In Ramallah, the IDF continues house-to-house searches, stumbling upon 22 PSF officers hiding in an apartment, fatally shooting 2 though none resist arrest; raids, shuts Ramallah's al-Quds Educational TV, arresting 2 employees; revokes the credentials of 2 Abu Dhabi TV journalists, threatens legal action against CNN and NBC for broadcasting fr. Ramallah; confiscates 3 ambulances, detains 9 paramedics. PRCS suspends services in Ramallah, noting the IDF now has 15 medical workers in custody. This afternoon, the IDF lifts the Ramallah curfew for 3 hrs. so residents can buy food, bury those killed since 3/29 (bodies have been double-stacked in morgues, with no electricity). In Bethlehem, IDF troops order all men age 14-45 to surrender; fight their way to the doorway of the Church of the Nativity, where some 200 Palestinian gunmen, civilians have now sought refuge; fire on 20 journalists on the balcony of the Star Hotel, injuring 1; fire a warning shot at a clearly marked Reuters car. Palestinians also take refuge in Bethlehem's Omar Mosque, Santa Maria Church, the Russian Orthodox Church and hospice; the IDF surrounds those holy sites, occupies Bethlehem University as its main staging area. In Aida and Dahaysha, the IDF orders Palestinian women age 15-25, men age 14-45 to surrender. A Palestinian suicide bomber detonates a device at an IDF checkpoint into Jerusalem, killing only himself, causing no injuries. At least 7 Palestinians are killed today, including 2 motorists ambushed by settler vigilante group Tears of the Orphans and Martyrs (see 3/5) nr. Tulkarm, a mother and son shot by the IDF and allowed bleed to death, a woman shot dead by an IDF sniper as she left a Ramallah hospital (troops fire on medical workers attempting to retrieve her body). 3 Israelis injured in the 3/27 Netanya attack die, bringing the toll of the bombing to 23; 1 Israeli injured in the 3/31 Haifa attack dies, bringing that toll to 16. Israel expands its list of "wanted" Palestinians to include some of Arafat's top aides, including intelligence chief Tawfiq Tirawi, PSF 2d in command in Gaza Rashid Abu Shabak, Fatah tanzim leader Marwan Barghouti, but not PSF heads Dahlan or Rajub. 2 Palestinians die of injuries received earlier, including senior Fatah mbr. Bardawil who was wounded on 6/5 in a possible assassination attempt. The IDF directs shells, heavy machine gun fire at residential areas of Khan Yunis, Rafah; raids 3 PA-controlled areas in Gaza, 1 in Hebron; occupies an uninhabited building in Nablus for use as an IDF post. Palestinians fire mortars at 2 Gaza settlements, causing no damage. Jewish settlers attempt to set up a new enclave nr. Nablus, where a settler was killed a wk. ago, but the IDF intervenes, declares the area a closed military zone. IDF troops bar an ambulance carrying a Palestinian man suffering a heart attack fr. crossing a checkpoint to reach a hospital; the man dies en route to the hospital via a 2d, longer path. Troops also bar a Palestinian woman in labor from crossing a checkpoint to reach Jericho hospital 40 m. away; after she gives birth, the soldiers allow her to walk through the crossing with her newborn. CIA Dir. Tenet holds preliminary mtgs. with Sharon in Tel Aviv, Arafat in Ramallah. Israel presents two lists of Palestinians it wants arrested immediately: 34 Palestinians who committed anti-Israeli attacks and were released fr. PA prisons since the intifada began; some 300 Palestinians that "participated in the recent violence against military and civilian targets." The PA says it will coordinate with Israel and act on tips to prevent attacks, noting that it has already passed information to Israel regarding 2 possible suicide bombings since 6/1, but will not make preventive arrests without probable cause. In a pre-dawn raid, IDF declares al-Fawwar refugee camp nr. Hebron a closed military zone, rounds up 1,000 men 16-64 yrs. old, arrests 30, seals homes of 2 suicide bombers. Suicide bomber sets off explosion in Tel Aviv shopping district, killing 15, wounding 126. Bomber is identified as a man fr. Ramallah. A caller claiming to be fr. Hamas says Islamic Jihad is responsible. PM Peres vows to send IDF into self-rule areas to root out Hamas. U.S. Pres. Bill Clinton says he will allow the FBI, CIA to assist Peres in an antiterror campaign.
