After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. Early this morning, IDF helicopters, tanks attack the PSF West Bank headquarters in Beitunia, where some 200 PSF officers and staff have encamped since 3/30, setting the building ablaze. The CIA intervenes to secure the safe evacuation of the staff, surrender of 180 officers, but some refuse to leave. In Ramallah, the IDF continues house-to-house searches, stumbling upon 22 PSF officers hiding in an apartment, fatally shooting 2 though none resist arrest; raids, shuts Ramallah's al-Quds Educational TV, arresting 2 employees; revokes the credentials of 2 Abu Dhabi TV journalists, threatens legal action against CNN and NBC for broadcasting fr. Ramallah; confiscates 3 ambulances, detains 9 paramedics. PRCS suspends services in Ramallah, noting the IDF now has 15 medical workers in custody. This afternoon, the IDF lifts the Ramallah curfew for 3 hrs. so residents can buy food, bury those killed since 3/29 (bodies have been double-stacked in morgues, with no electricity). In Bethlehem, IDF troops order all men age 14-45 to surrender; fight their way to the doorway of the Church of the Nativity, where some 200 Palestinian gunmen, civilians have now sought refuge; fire on 20 journalists on the balcony of the Star Hotel, injuring 1; fire a warning shot at a clearly marked Reuters car. Palestinians also take refuge in Bethlehem's Omar Mosque, Santa Maria Church, the Russian Orthodox Church and hospice; the IDF surrounds those holy sites, occupies Bethlehem University as its main staging area. In Aida and Dahaysha, the IDF orders Palestinian women age 15-25, men age 14-45 to surrender. At least 7 Palestinians are killed today, including 2 motorists ambushed by settler vigilante group Tears of the Orphans and Martyrs (see 3/5) nr. Tulkarm, a mother and son shot by the IDF and allowed bleed to death, a woman shot dead by an IDF sniper as she left a Ramallah hospital (troops fire on medical workers attempting to retrieve her body). 3 Israelis injured in the 3/27 Netanya attack die, bringing the toll of the bombing to 23; 1 Israeli injured in the 3/31 Haifa attack dies, bringing that toll to 16. In a massive predawn operation, the IDF sends tanks, troops into Gaza City fr. 3 directions, firing heavy machine guns, demolishing the Palestine Broadcasting Center, taking Palestinian TV and radio off the air. IDF helicopters strike the PA military intelligence, military police, Force 17 buildings in the city. The IDF also sends bulldozers into enter Brazil r.c., killing 6 Palestinians; dispatches F-16s to bomb a PA security building in Khan Yunis, helicopters shell a Force 17 building in al-Bireh, naval vessels shell a PA naval police station in Bayt Lahia. Nr. Jerusalem, a Palestinian fires on an IDF post, injuring 2 IDF soldiers before being shot dead. A 8th Palestinian is fatally shot at an IDF checkpoint for "acting suspiciously"; an Israeli Arab is killed in an incident elsewhere. The PSF arrests 3 senior PFLP mbrs. suspected of involvement in the 10/01 assassination of Israel's Tourism M Rehavam Ze'evi. Israel, which had made the arrests a condition of easing Arafat's confinement, says the PA must also arrest anyone behind the Karine A arms shipment, Arafat must achieve complete quiet before Israel will allow him to leave his Ramallah compound. Kofi Annan warns that the Israeli-Palestinian conflict is "sliding toward a full-fledged war"; says that the Mitchell and Tenet plans have clearly not succeeded, that an active international effort and "new thinking" are necessary. The Israeli, U.S. reps. strongly reject anything other than U.S. mediation. (NYT 2/22)

An Islamic Jihad suicide bomber detonates a device on a street in Tel Aviv, wounding at least 18 Israelis, 3 of them critically. 1 Palestinian dies of injuries received earlier. In Gaza, the IDF reports that Hamas fired locally made Qassam-1 rockets at Erez crossing, causing no injuries. In retaliation, the IDF launches F-16 air strikes on PA security targets in Gaza City and Tulkarm, injuring at least 7 Palestinians. The IDF also shells residential areas of Khan Yunis; bulldozes 600 m² of Palestinian land in Khan Yunis; conducts arrest raids in Nablus. In Ramallah, 1,000s of Palestinians rally in support of Arafat. The IDF pulls out of Tira neighborhood in Ramallah, which it reoccupied on 1/17. Nablus, where a settler was killed a wk. ago, but the IDF intervenes, declares the area a closed military zone. IDF troops bar an ambulance carrying a Palestinian man suffering a heart attack fr. crossing a checkpoint to reach a hospital; the man dies en route to the hospital via a 2d, longer path. Troops also bar a Palestinian woman in labor from crossing a checkpoint to reach Jericho hospital 40 m. away; after she gives birth, the soldiers allow her to walk through the crossing with her newborn. CIA Dir. Tenet holds preliminary mtgs. with Sharon in Tel Aviv, Arafat in Ramallah. Israel presents two lists of Palestinians it wants arrested immediately: 34 Palestinians who committed anti-Israeli attacks and were released fr. PA prisons since the intifada began; some 300 Palestinians that "participated in the recent violence against military and civilian targets." The PA says it will coordinate with Israel and act on tips to prevent attacks, noting that it has already passed information to Israel regarding 2 possible suicide bombings since 6/1, but will not make preventive arrests without probable cause. In Ramallah, reps of the nationalist and Islamist groups give PLO Exec. Comm. secy. Mahmud Abbas a memorandum calling on Arafat to open a "national dialogue" to discuss forming an emergency government that includes all Palestinian factions. Israeli-Palestinian clashes escalate again. In Ramallah, 2 IDF reservists--"at least partially in uniform," driving a private vehicle, most likely armed--stray deep into area A, cross paths with a funeral procession. The crowd, assuming the soldiers are on an undercover operation, attack them and set their car afire. (Some reports say a body burned beyond recognition, possibly a 3d IDF soldier, is found in the vehicle.) PA police intervene and take the 2 reservists into protective custody, removing them to a nearby police station. When news of the incident spreads, 1,000s of Palestinians descend on the station (manned by 21 officers), break in, and kill the soldiers, injuring 15 policemen in the process. Declaring that the PA has "crossed the line," Barak seals borders with Egypt and Jordan, authorizes IDF air strikes against Arafat's headquarters in Ramallah and Gaza, the Palestinian Broadcasting Center in Ramallah, the Gaza port, various PA police stations, including those in Hebron, Nablus, Ramallah. When the strikes occur, Arafat is in his Gaza office waiting for CIA Dir. Tenet to arrive to discuss the possibility of convening the U.S.-Israeli-PA trilateral security comm. (formed in 1998) to explore ways of halting the violence. Neither Arafat nor Tenet is injured, but 43 Palestinians are wounded. In Gaza City, Palestinians pack belongings into cars, prepare to flee. In Jericho, Palestinians set fire to a 6th-century synagogue. Jewish settlers attack, fire on Palestinian cars nr. Bethlehem, Jinin. In retaliation, IDF helicopters fire rockets at the PA police academy in Jericho. During the Israeli air strikes, the PA releases around 60 Hamas, Islamic Jihad prisoners for their safety. In the U.S., the primary concern of the public, government, and media is the attack on the USS Cole, while Israel's attacks on the Palestinian infrastructure, PA offices are viewed as a limited military response to the death of Israeli soldiers in PA custody, if not at the hands of the PA. Clinton, Albright express outrage over the murder, call on both sides to halt the violence. Clinton says he appreciates Palestinian frustration, but "there can be no possible justification for mob violence." 96 senators send Clinton a letter urging him to express solidarity with Israel "at this critical moment." The Arab League denounces the Israel air strikes, warns that "all options" are open to the Arab world if the escalation continues. In Cairo, angry crowds march through the streets demanding Egypt take military action against Israel. In Beirut, demonstrations break out on university campuses. Elsewhere in Lebanon, Jordan, and Syria--including in the Palestinian camps--the streets are quiet; the governments release no official statements on events but heighten visibility of police, military. Holbrooke warns Arab, nonaligned diplomats they may "jeopardize" relations with the U.S. if they push for a special session of the UN General Assembly (UNGA) to censure Israel, for a UNSC res. calling on Israel to cease hostilities. In Paris, U.S. Secy. of State Albright, CIA Dir. Tenet meet with Arafat, Barak. After 12 hrs. of talks, joined at times by UN Secy.-Gen. Annan and French pres. Chirac, the sides reach an arrangement under which Barak agrees to withdraw troops to their positions before 9/28, Arafat agrees to try to curb Palestinian rioting, both sides agree to keep people away fr. 3 hot spots (Netzarim Junction in Gaza, Joseph's Tomb in Nablus, and the "circle area" nr. Ramallah). The U.S. had hoped Arafat and Barak would sign a document outlining the agmts., but the Arafat would do so only if the text included provisions for an international inquiry, which Barak rejected. After the mtg. Albright, Arafat leave for Sharm al-Shaykh. Barak returns to Israel, saying there no point in meeting with Mubarak. Meanwhile, Palestinian-Israeli clashes continue in the West Bank, Gaza, and Israel, leaving 9 Palestinians dead, 10s wounded; 2 Palestinians die of wounds received earlier. An Israeli Arab is killed in a clash Israeli police in Kefar Manda in the Galilee. The IDF eases open-fire regulations, permitting soldiers to fire on any vehicles approaching checkpoints and continues to use heavy weapons, but overall the fighting is less intense than in previous days.
