In the West Bank, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3, including 1 minor, with baton rounds and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 40 with tear gas. 3 Palestinians were arrested, including 2 who also had their vehicle seized near Ya’bad and 1 during a house raid in Balata refugee camp. In East Jerusalem, some 130,000 Muslim worshipers attended the last Friday noon prayer of Ramadan at the Haram al-Sharif compound. Saudi Arabia hosted a meeting of the foreign ministers of Iraq, Jordan, Egypt, the UAE, Qatar, Oman, Bahrain, and Kuwait to discuss allowing Syria to return to the Arab League. 2 Palestinians said that they were tortured for a month by the Shin Bet before confessing to throwing stones at Israeli forces, leading to 8-month sentences. The alleged torture included stress positions, solitary confinement, sleep and food deprivation, and denial of bathroom access. (HA 5/23; HA 5/24)

Haaretz reported that an Israeli probe into the death of a Palestinian man who was attacked by Israeli police in April at the Haram al-Sharif compound but died on 5/14 stated that the man had not been hit by an Israeli baton round; instead, the 21-year-old man had a heart attack that led to head trauma. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The general secretary of the Palestinian National Initiative Mustafa Barghouti also called out the international community’s double standard in sending 42 ICC investigations to Ukraine to document violations of international law there while not starting an investigation into violations by Israel in Palestine. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Axios said that the negotiations are part of the U.S. and Israeli efforts to normalize ties between Israel and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. Haaretz later reported that Saudi Arabia directly approached Israel in 2017 about the status of the 2 islands because a transfer of the 2 required Israeli approval due to the Israeli-Egyptian peace agreement of 1979. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. Bahrain’s Foreign Minister Khalid bin Ahmed Al Khalifa is depicted saying that “toxic” money from Iran has obstructed past efforts to resolve the Palestinian-Israeli conflict.
