In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. Hamdan also says Hamas demands the release of Marwan Barghouthi and Ahmad Saadat in a prisoner swap as part of the deal. Al-Haq, Al Mezan, and the Palestinian Centre for Human Rights condemn the decision by the U.S., Germany, the UK, Canada, Australia, Italy, the Netherlands, Sweden, Finland, Estonia, Iceland, Japan, Austria, Latvia, Lithuania, and Romania to suspend funding for UNRWA, calling their decisions collective punishment of Palestinian refugees. The Israeli security cabinet convenes for a briefing on the ceasefire proposal. Sources say that the proposal includes a 142-day ceasefire where 1 Israeli captive would be released every day. Many in the security cabinet reportedly oppose the plan. (HA 2/2)

Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. MK and former defense minister Avigdor Liberman tells the Jerusalem Post that Egypt should control Gaza, Jordan should control Area A and parts of Area B of the West Bank, while Israel annexes Area C and parts of Area B. U.S. ambassador to the UN Linda Thomas-Greenfield says an Algerian-circulated draft resolution calling for a ceasefire in Gaza could jeopardize “sensitive negotiations” for a temporary ceasefire. (REU 2/2)

The U.S. House Foreign Affairs Committee schedules a vote on 2/6 on a bill called “Stop Support for UNRWA ACT” that would bar the U.S. from making contributions to the agency. (INT 2/2)

U.S. senator Bernie Sanders (D-VT) says he will introduce an amendment to the foreign aid supplemental package that would cut $10.1 billion in “offensive weaponry funding” to Israel, saying the U.S. “must end its complicity in the nightmare unfolding in Gaza.” (AJ 2/2)

Israeli drones bomb a group of Palestinians allegedly launching incendiary kites and balloons into southern Israel near al-Bureij refugee camp; there are no reported injuries. On the other side of the border fence, Israeli firefighters put out 2 fires allegedly sparked by such attacks. This marks the first instance of Palestinians launching such incendiary devices into Israel since 10/25. Also along Gaza’s border, IDF troops open fire on Palestinian minors approaching the border fence near Dayr al-Balah; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces deliver a stop-work order to a Palestinian home and 3 makeshift residential structures under construction near Salfit. They also demolish 2 Palestinian residential structures in Yatta near Hebron and confiscate 2 tractors from Palestinian agricultural land near Tubas. IDF troops arrest 12 Palestinians during raids in and around Ramallah, Jenin, Hebron, and Bethlehem; and patrol near Jenin, Nablus, and Hebron. Israeli settlers assault and injure 2 Palestinians and smash the windows of a Palestinian store in central Hebron. Palestinian witnesses say that the settlers assaulted the first Palestinian after he objected to their loud music and use of foul language. The Palestinian and Israeli press reports that Israel has agreed to allow Qatar to transfer money to Hamas to pay the salaries of the civil servants working for its government, in Gaza. It’s unclear if Israel has agreed in principle or if an agreement has been signed. Separately, Palestinian sources say that significant progress has been made in the Egypt-mediated talks toward a long-term cease-fire between Hamas and Israel. They don’t offer details, but they point to recent trust-building steps taken by both sides, including Israel’s decision to allow transfers of diesel fuel into Gaza for the area’s sole power plant and Hamas’s efforts to limit the violence at the ongoing Great March of Return protests. Israeli defense minister Avigdor Lieberman announces that he has ordered Gaza’s fishing zone expanded to 6 nautical miles off the northern coast and 9 nautical miles off the southern coast. Lieberman reduced the fishing zone to 3 nautical miles on 10/17 after rocket fire from Gaza. Sources in the defense minister’s office say that the move comes in the context of the Israeli government’s efforts to maintain calm along Gaza’s border fence. (AS, YA 10/31)

Along Gaza’s border, IDF troops open fire on Palestinian farmland near Bayt Hanun, causing no damage. They also violently disperse a group of Palestinian minors congregating along the border fence near al-Bureij refugee camp, causing no serious injuries. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Khan Yunis, causing no damage or injuries. Amid conflicting reports about Israeli acquiescence to the Egypt-brokered cease-fire on 5/29, an Israeli official says that “Israel passed on messages saying if attacks resume, the strikes against Hamas and its affiliates will be even stronger.” Meanwhile, Hamas issues a statement officially recognizing the cease-fire. Later, Israel’s security cabinet convenes; they support PM Netanyahu and DM Avigdor Lieberman’s choice not to further escalate the situation, despite calls from some right-wing Members of Knesset (MKs) for Israel to reoccupy Gaza. In the Gaza Strip, Israeli forces launch air strikes on 3 targets, causing no damage or casualties. Separately, Israeli forces open fire on 1 Palestinian collecting metal close to the border fence nr. Bayt Hanun, wounding him in the leg. Separately, during a protest, Israeli forces wound another Palestinian civilian close to the border fence with live ammunition. In the West Bank, the IDF conducts house searches and arrest raids in Hebron at night; patrols in 2 villages nr. Ramallah and 1 village nr. Jenin in the morning, in 2 villages nr. Jenin and 1 village nr. Hebron in the afternoon, and in 2 villages nr. Hebron and 1 village nr. Jericho at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 2 villages nr. U.S. Secy. of State Kerry meets with Israeli FM Lieberman in the morning, before meeting Netanyahu again, and then heads to Ramallah for talks with PA Pres. Abbas. Israeli media reports that in discussion with Kerry, Lieberman states his opposition to the return of Palestinian refugees to the West Bank. In Ramallah, meanwhile, Kerry’s visit is met with a demonstration by hundreds of Palestinians protesting against the U.S. official and the peace process. (AFP, JP, ToI 1/3)

In Egypt, clashes between supporters of ousted pres. Morsi and security forces leave 17 people dead, and 62 wounded, with 17 mbrs. of the security forces also injured. An anonymous govt. official says that 258 protesters were arrested. The violence took place in a number of cities, including Cairo, Giza, Ismailia, Fayoum, and Alexandria. (AP, REU 1/3)

Israel’s cabinet approves the destruction of a Bedouin village in the Negev to be replaced by a religious Jewish settlement Hiran. The cabinet also approves the return of Avigdor Lieberman to the position of FM following his acquittal on corruption charges. (HA, ToI 11/10)

U.S. officials led by Undersecy. of State for Political Affairs Wendy Sherman arrive in Jerusalem to brief the Netanyahu govt. on the latest developments with regard to talks with Iran. Netanyahu tells his cabinet that over the weekend he spoke with Pres. Obama, Russian pres. Putin, French pres. Israeli PM Benjamin Netanyahu meets with Yesh Atid leader Yair Lapid to have the 1st discussions about forming a coalition. Lapid reportedly sets 2 conditions for joining a governing coalition: (1) a universal draft bill (see Quarterly Update in JPS 165) and (2) the resumption of peace talks with the Palestinians. Secy.-gen. of the PLO Executive Comm. Yasir ‘Abid Rabbuh says that Pres. Abbas wants to meet and talk with centrist mbrs. of the new Knesset in coming weeks, including newcomers such as Yair Lapid. (YA 1/24)

Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. UN special rapporteur on human rights and counterterrorism Ben Emmerson announces that the UN is launching an inquiry into the impact on civilians of drone strikes that will focus on 5 locations, including the Palestinian territories. The other 4 are Afghanistan, Pakistan, Somalia, and Yemen. (BBC 1/24)

On the 5th day of Israel’s Operation Pillar of Defense, the IDF attacks on the Gaza Strip kill 31 Palestinians, including 10 civilians from the same family (al-Dalou), who die in a single air strike on a 3-story home in Jabalya. The Palestinian death toll now stands at 66. The IDF also targets a building used by media workers, injuring 6 Quds TV employees. Israel claims it was a legitimate strike on Hamas communications infrastructure. Some 80 targets are hit by the IDF overnight, with the Israeli military reporting having struck over 1,000 sites across the Gaza Strip since the operation began. Palestinian rocket fire into Israel continues, with 2 rockets wounding 7 Israelis in separate incidents. Israel reports that Palestinians have fired around 900 rockets and mortars into Israel since the beginning of the operation, with 1/3 intercepted by Iron Dome. (REU, AFP, MNA, HA 11/18)

In Cairo, Hamas officials and an Israeli delegation discuss a possible cease-fire through Egyptian mediation, though with no sign of a breakthrough. Meanwhile, the Palestinian Authority (PA) calls for an emergency Arab League summit to address Israel’s ‘‘aggression.’’ (HA, MNA 11/18)
