In the West Bank, Israeli settlers set fire to a Palestinian-owned vehicle in al-Zawiya. An Israeli settler also rams a flock of sheep with his car in Kisan, killing 1 and injuring others. Israeli forces shoot and injure a Palestinian with live ammunition during a raid in Qusra. Israeli forces also open fire at a Palestinian vehicle traveling in Hebron before arresting the driver. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Baqa al-Hatab, Jenin, Hebron, Tubas, and Tulkarm. In East Jerusalem, Israeli forces prevent the movement of Palestinian worshippers to the Haram al-Sharif compound, limiting the entry to 13,000 worshippers for Friday prayers. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Beit Lahiya, killing at least 112 people. Israeli forces shoot and kill 4 Palestinians at al-Amal Hospital, including the Palestine Red Crescent Society’s director of the youth and volunteers department Hedaya Hamad. In Lebanon, Israeli forces bomb Tayr Harfa, Wadi Hassan, Majdal Zoun, Marwahin, Zibqin, and Jabal Balat. In Syria, Israeli forces bomb Damascus, killing an Iranian national and causing damage. In Yemen, Houthi militants fire a ballistic missile at Eilat, which Israel says is intercepted over the Red Sea. More than 27,131 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,287 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,296 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNICEF says it estimates that 17,000 Palestinian children in Gaza have been left separated from their families during the Israeli assault on Gaza and that nearly all children in Gaza require mental health support. Hamas official Osama Hamdan says the ceasefire proposal by Israel, Egypt, Qatar, and the U.S. is not acceptable, saying a permanent ceasefire is needed. Hamdan also says Hamas demands the release of Marwan Barghouthi and Ahmad Saadat in a prisoner swap as part of the deal. Al-Haq, Al Mezan, and the Palestinian Centre for Human Rights condemn the decision by the U.S., Germany, the UK, Canada, Australia, Italy, the Netherlands, Sweden, Finland, Estonia, Iceland, Japan, Austria, Latvia, Lithuania, and Romania to suspend funding for UNRWA, calling their decisions collective punishment of Palestinian refugees. The Israeli security cabinet convenes for a briefing on the ceasefire proposal. Sources say that the proposal includes a 142-day ceasefire where 1 Israeli captive would be released every day. Many in the security cabinet reportedly oppose the plan. (HA 2/2)

Israeli defense minister Yoav Gallant says Israel will not stop attacking Lebanon if a ceasefire deal is reached in Gaza. MK and former defense minister Avigdor Liberman tells the Jerusalem Post that Egypt should control Gaza, Jordan should control Area A and parts of Area B of the West Bank, while Israel annexes Area C and parts of Area B. U.S. ambassador to the UN Linda Thomas-Greenfield says an Algerian-circulated draft resolution calling for a ceasefire in Gaza could jeopardize “sensitive negotiations” for a temporary ceasefire. (REU 2/2)

U.S. senator Bernie Sanders (D-VT) says he will introduce an amendment to the foreign aid supplemental package that would cut $10.1 billion in “offensive weaponry funding” to Israel, saying the U.S. “must end its complicity in the nightmare unfolding in Gaza.” (AJ 2/2)

Israeli drones bomb a group of Palestinians allegedly launching incendiary kites and balloons into southern Israel near al-Bureij refugee camp; there are no reported injuries. On the other side of the border fence, Israeli firefighters put out 2 fires allegedly sparked by such attacks. This marks the first instance of Palestinians launching such incendiary devices into Israel since 10/25. Also along Gaza’s border, IDF troops open fire on Palestinian minors approaching the border fence near Dayr al-Balah; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces deliver a stop-work order to a Palestinian home and 3 makeshift residential structures under construction near Salfit. They also demolish 2 Palestinian residential structures in Yatta near Hebron and confiscate 2 tractors from Palestinian agricultural land near Tubas. IDF troops arrest 12 Palestinians during raids in and around Ramallah, Jenin, Hebron, and Bethlehem; and patrol near Jenin, Nablus, and Hebron. Israeli settlers assault and injure 2 Palestinians and smash the windows of a Palestinian store in central Hebron. Palestinian witnesses say that the settlers assaulted the first Palestinian after he objected to their loud music and use of foul language. The Palestinian and Israeli press reports that Israel has agreed to allow Qatar to transfer money to Hamas to pay the salaries of the civil servants working for its government, in Gaza. It’s unclear if Israel has agreed in principle or if an agreement has been signed. Separately, Palestinian sources say that significant progress has been made in the Egypt-mediated talks toward a long-term cease-fire between Hamas and Israel. They don’t offer details, but they point to recent trust-building steps taken by both sides, including Israel’s decision to allow transfers of diesel fuel into Gaza for the area’s sole power plant and Hamas’s efforts to limit the violence at the ongoing Great March of Return protests. Israeli defense minister Avigdor Lieberman announces that he has ordered Gaza’s fishing zone expanded to 6 nautical miles off the northern coast and 9 nautical miles off the southern coast. Lieberman reduced the fishing zone to 3 nautical miles on 10/17 after rocket fire from Gaza. Sources in the defense minister’s office say that the move comes in the context of the Israeli government’s efforts to maintain calm along Gaza’s border fence. (AS, YA 10/31)

An Israeli drone bombs a group of Palestinians east of Bayt Hanun in Gaza, causing damage but no reported injuries. The group was reportedly launching incendiary balloons and kites into southern Israel. Separately, Israeli forces conduct a limited incursion into Gaza to level land along the border fence near Gaza City. In the evening, IDF troops violently disperse Palestinians gathering along the border fence near al-Bureij refugee camp to continue the Great March of Return; 2 Palestinians are injured. In the West Bank, Israeli forces return to Khan al-Ahmar after clashes in the area on 10/15. They level land ahead of the village’s planned evacuation and demolition. IDF troops arrest 11 Palestinians during late-night raids in and around Bethlehem, Hebron, Qalqilya, Nablus, and Tulkarm; and patrol near Nablus and Hebron. Israeli defense minister Avigdor Lieberman says that Israel’s security cabinet should order an attack on Hamas “even at a price of moving to a wide-scale confrontation.” He adds, “That’s the only way to lower the level of violence [along Gaza’s border] to zero or close to zero.” The cabinet is expected to meet again on 10/17. One day after the first reports that the Australian government is considering moving the Australian embassy in Israel to Jerusalem, Australian prime minister Scott Morrison holds a press conference to clarify his position. “We’re committed to a 2-state solution, but frankly it hasn’t been going that well, not a lot of progress has been made, and you don’t keep doing the same thing and expect different results,” he says, indicating that he is “open-minded” to proposals to move the Australian embassy to Jerusalem. Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. A small group of protesters detonate an explosive along the border fence, ripping a hole in the barrier that allows approximately 20 of them to cross into Israel; 3 are killed when Israeli soldiers open fire on the group. Throughout the day, IDF troops violently disperse the demonstrations near Rafah, Khan Yunis, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 4 more Palestinians are killed at approximately 150 are injured. The killings bring the death toll stemming from the Great March of Return to 177. In the West Bank, Israeli settlers throw stones at a Palestinian vehicle south of Nablus, killing 1 occupant and injuring the other. IDF troops arrest 4 Palestinians during raids near Bethlehem and Tulkarm; and patrol near Hebron, Nablus, and Qalqilya. They also violently disperse Palestinians gathering in Ras Karkar near Ramallah and Kafr Qaddum near Qalqilya to protest the Israeli occupation; 7 Palestinian are injured. Israeli forces seal off all entrances to Hadida, the northern Jordan Valley village where they demolished several structures yesterday. Israeli border security guards arrest a Palestinian attempting to cross into Israel near Qalqilya armed with a knife. In central Israel, an incendiary balloon is found on the side of the street in Rishon Lezion, causing no damage or injuries. A Palestinian prisoner dies in Israel’s Ayalon Prison. It’s unclear exactly what circumstances led to his death. He was arrested in 2015 and sentenced to 7 years in prison. He is reportedly the 4th Palestinian prisoner to die in Israeli custody since the beginning of the year. (MNA, WAFA 10/12)

After another Friday of mass protests and violence along Gaza’s border fence, Israeli defense minister Avigdor Lieberman orders a halt of all Qatari-funded fuel transfers into Gaza. Lieberman previously barred fuel transfers for a few weeks in 8/2018 after a similar surge of resistance activities in Gaza. (HA, TOI 10/12; MNA, TOI, TOI, YA 10/14)

Hamas leader Ismail Haniyeh says that Hamas is still working to reach “understandings” with Israel on a possible long-term cease-fire agreement. “We are working with a number of parties, including Egypt, Qatar and the UN, to reach understandings in order to break the blockade,” he says. “It is possible to reach the kind of understandings that would lead to quiet in exchange for the lifting of the blockade,” he adds, before alluding to the Egyptian goal of incorporating a new intra-Palestinian reconciliation agreement into the process. “The quiet does not have to come at a political price or at the expense of the intra-Palestinian reconciliation.” (YA 10/12)

The Tel Aviv District Court rejects an appeal from Lara Alqasem, the U.S. student who was denied entry to Israel on 10/2, determining that her ongoing support for BDS is grounds for denial. Her lawyers may still petition Israel’s High Court of Justice. (HA, TOI 10/12)

Along Gaza’s border, IDF troops open fire on Palestinian farmland near Bayt Hanun, causing no damage. They also violently disperse a group of Palestinian minors congregating along the border fence near al-Bureij refugee camp, causing no serious injuries. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah and Khan Yunis, causing no damage or injuries. Amid conflicting reports about Israeli acquiescence to the Egypt-brokered cease-fire on 5/29, an Israeli official says that “Israel passed on messages saying if attacks resume, the strikes against Hamas and its affiliates will be even stronger.” Meanwhile, Hamas issues a statement officially recognizing the cease-fire. Later, Israel’s security cabinet convenes; they support PM Netanyahu and DM Avigdor Lieberman’s choice not to further escalate the situation, despite calls from some right-wing Members of Knesset (MKs) for Israel to reoccupy Gaza. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 1 Palestinian is injured. At the Saban Forum at the Brookings Institute in Washington, Israeli defense minister (DM) Avigdor Lieberman says that the Knesset should postpone work on the so-called regulations bill, which would retroactively authorize all of Israel’s illegal settlement outposts in the West Bank, including Amona, until U.S. pres.-elect Donald Trump takes office. “The key to the future of the settlements is reaching understandings with the U.S. on this issue,” he says. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. They also violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. Ramallah (Bil‘in, Ni‘lin, Silwad, Jalazun r.c., and Nabi Salih), 1 each nr. Qalqilya and Salfit, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. Meanwhile, the Israeli authorities return the bodies of 2 Palestinians killed in a confrontation with Israeli forces in Israel on 3/8. IDF troops conduct late-night raids in 1 village each nr. Qalqilya, Nablus, and Hebron. They assault and injure 1 Palestinian, issue an arrest summons to another, and destroy and confiscate some personal property. During the day, the IDF patrols nr. Israeli DM Moshe Ya’alon announces his resignation from the Defense Ministry and the Knesset, following PM Netanyahu’s public offer (5/18) for Yisrael Beytenu chair Lieberman to replace him as DM. Likud’s Yehuda Glick, the leader of the messianic Temple Mount movement, will replace Ya’alon in the Knesset. Later, Netanyahu says he “regret[s]” Ya’alon’s decision and says he wishes Ya’alon had “continued to be a full partner in the leadership of the state, in the role of FM.”(HA, MNA, TOI, YA 5/20; ALM 5/24)
