Bethlehem, Hebron, and Jenin, and patrol during the day nr. Salfit, Hebron, and Qalqilya. Israeli PM Netanyahu and DM Lieberman permit the transfer of 5 armored vehicles from Jordan to the PA because of the deteriorating security situation in the oPt, particularly in Nablus, according to an Israeli spokesperson. The PA has been requesting approval for such transfers for at least 4 years. (MNA, TOI 12/7)

After mos. of negotiations and intracoalition struggle, Netanyahu resolves several conflicts over the illegal Amona settlement outpost. First, he secures Atty. Gen. Avichai Mandelblit’s approval for the govt.’s plan to relocate the 40-odd families from Amona to a nearby plot of “abandoned” land. Second, he announces plans to petition the High Court of Justice for a 30-day delay of its evacuation and demolition order to give his govt. time to prepare temporary alternate housing for Amona’s residents. Third, he brokers a deal with Finance Minister Moshe Kahlon and Education Minister Naftali Bennett on the so-called regulations bill, which Bennett is backing in order to retroactively authorize the illegal West Bank settlement outposts, including Amona. At the Saban Forum at the Brookings Institute in Washington, Israeli defense minister (DM) Avigdor Lieberman says that the Knesset should postpone work on the so-called regulations bill, which would retroactively authorize all of Israel’s illegal settlement outposts in the West Bank, including Amona, until U.S. pres.-elect Donald Trump takes office. “The key to the future of the settlements is reaching understandings with the U.S. on this issue,” he says. Israeli forces return the body of a Palestinian killed outside the Old City on 3/9 to his family. In the West Bank, Israeli forces demolish 2 agricultural structures and part of a stone wall nr. Nablus, patrol nr. Ramallah and Hebron during the day, and arrest 8 Palestinians during late-night raids nr. Hebron and Jenin. In Israel, hundreds of Palestinian citizens demonstrate outside a police station in Ramla to protest the 7/28 killing of Palestinian a during a drug raid in Tel Aviv. Israeli DM Avigdor Lieberman outlines his new “carrot-and-stick” policy for administering the occupied Palestinian territories (oPt), saying he favors more arrests, restrictions on construction, and collective punishment of Palestinian villages whose residents resist the occupation, while granting permits for “civilian projects” to villages whose residents are more docile. In that vein, Lieberman recently approved the construction of a hospital in Beit Sahour. The DM has reportedly divided the West Bank into problem areas that he plans to punish, and calmer areas, which will be rewarded with infrastructure projects like the one in Beit Sahour. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. al-Bureij r.c.; 3 Palestinians are injured. In East Jerusalem, Palestinians throw stones at Israeli security forces nr. the Old City, causing no injuries. More than 3,000 Israeli police are deployed in the city today. Hebron and Ramallah throughout the day. Israeli forces deliver stop-work orders to 2 residential buildings under construction and demolition notices to 4 structures nr. Hebron. In East Jerusalem, Israeli forces arrest 15 Palestinians during late-night raids in Ras al-Amud, Silwan, Qalandia r.c., and Wadi al-Juz. Israel’s security cabinet approves the reconciliation deal with Turkey announced officially on 6/27. Only 3 ministers vote against it: DM Lieberman, Education Minister Naftali Bennett, and Justice Minister Ayelet Shaked. During a debate over the deal in the Knesset, MK Haneen Zoabi (Joint List) calls the IDF soldiers who raided the Mavi Marmara in 5/2010 “murderers,” sparking a heated confrontation with several right-wing MKs. Later, PM Netanyahu pledges to expel Zoabi from the Knesset. (HA, JP, YA 6/29).

Following pressure from the Israeli NGO Adalah, Israeli police make public portions of their new rules of engagement, approved by Israel’s atty.-gen. in 9/2015 amid the surge of violence. The new rules authorize the police to respond to stone- or firecracker-throwing with live fire. (JP 7/4; HA 7/5)

In the wake of the deadly 6/8 attack in Tel Aviv, Israeli PM Netanyahu pledges to “act firmly.”Israeli authorities implement measures to crack down on Palestinians in Israel and the oPt: The IDF’s Coordination of Govt. Activities in the Territories Unit (COGAT) freezes the entry permits of more than 83,000 Palestinians, effectively barring them from entering Israel. This includes permits that were issued for Ramadan, and 204 issued to mbrs. of the attackers’ families prior to 6/8. COGAT also suspends all Gazans’ weekly trips to East Jerusalem (the suspension will prove temporary, covering only the 6/10 trip). Israel’s security cabinet meets in Tel Aviv to deliberate over additional measures to take in response to the attack. Afterward, DM Lieberman orders the IDF to suspend the return of all bodies of Palestinians killed in confrontations with Israeli forces. Meanwhile, the Israeli authorities return the bodies of 2 Palestinians killed in a confrontation with Israeli forces in Israel on 3/8. IDF troops conduct late-night raids in 1 village each nr. Qalqilya, Nablus, and Hebron. They assault and injure 1 Palestinian, issue an arrest summons to another, and destroy and confiscate some personal property. During the day, the IDF patrols nr. Israeli DM Moshe Ya’alon announces his resignation from the Defense Ministry and the Knesset, following PM Netanyahu’s public offer (5/18) for Yisrael Beytenu chair Lieberman to replace him as DM. Likud’s Yehuda Glick, the leader of the messianic Temple Mount movement, will replace Ya’alon in the Knesset. Later, Netanyahu says he “regret[s]” Ya’alon’s decision and says he wishes Ya’alon had “continued to be a full partner in the leadership of the state, in the role of FM.”(HA, MNA, TOI, YA 5/20; ALM 5/24)

In the West Bank, IDF troops conduct raids in a village nr. Ramallah and another nr. Tulkarm late at night, arresting 3 Palestinian youths; and patrol during the day nr. Hebron and Bethlehem. Israeli settlers assault a Palestinian youth in c. Hebron, causing no serious injuries. Along Gaza’s border, IDF troops shoot and injure a Palestinian “attempting to damage the security fence” nr. Gaza City, according to the IDF; and open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In East Jerusalem, Israeli forces demolish a Palestinian home in Shu‘fat overnight, reportedly to clear space to connect 2 Israeli settlements in the area. In Gaza, Israeli forces conduct a limited incursion e. of Jabaliya to level land. IDF troops stationed nr. Rafah arrest 3 Palestinians attempting to cross the border into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Israeli forces also conduct house searches and late-night raids in and around Nablus, Jenin, and 1 village nr. Ramallah, arresting 18 Palestinians and confiscating some of their property. A Palestinian throws a Molotov cocktail at a bus of Israeli settlers nr. Nablus, then the IDF imposes a curfew on a nearby village. Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. Mortar rounds fired from inside Syria hit a UN Disengagement Observer Force base in the Israeli-occupied Golan Heights, injuring 2 international peacekeepers. The IDF says that the fire was not deliberately aimed across the Israeli border. (AFP, REU, TOI 5/4)

In the Gaza Strip, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) declares a state of emergency after heavy rains and flooding exacerbate the already dire humanitarian situation. Egyptian authorities open the Rafah crossing for the 2d day in a row, but at limited capacity. Separately, unknown assailants fire shots in the direction of Israeli forces positioned along the border with e. Gaza, and IDF troops respond by firing a tank shell, causing no injuries. In the West Bank, the Judea Military Court finds a Palestinian man guilty of planning to assassinate Israeli FM Avigdor Lieberman during OPE. Nr. Qalqilya, Israeli settlers attempt to kidnap a Palestinian youth, but his family intervenes. Nearby, Israeli settlers attack a Palestinian-owned car shop and injure the owner. IDF troops violently disperse a protest in Dayr ‘Ammar nr. Ramallah and injure 1 Palestinian with rubber-coated metal bullets. The IDF conducts house searches and arrest raids nr. Israeli soldiers shoot and wound a Lebanese soldier across the border nr. Shaba‘ Farms. The Israeli army says its troops targeted suspects crossing the border, while the Lebanese army says an army outpost came under fire. Israeli FM Avigdor Lieberman says that PA Pres. Mahmud Abbas is not a partner for peace, and also that the U.S. administration is “wrong about the settlements,” in comments to Israeli television reporters. Lieberman frames the latter dispute as a fallout between “good friends,” but says that the Israeli govt. must present an “alternative” to the current framework for talks. (HA, ToI 5/17)

Senior Hamas official Musa Abu Marzuq announces that Hamas and Fatah have reached an agreement on the ministers who will make up the PA’s new unity govt. Abu Marzuq says that Fatah official Azzam al-Ahmad is expected to return to the Gaza Strip within days for further discussions. Separately, Hamas spokesperson Fawzi Barhoum urges Abbas not to give in to Israeli pressure with regard to the unity govt. (JP 5/17)

U.S. Secy. of State Kerry meets with Israeli FM Lieberman in the morning, before meeting Netanyahu again, and then heads to Ramallah for talks with PA Pres. Abbas. Israeli media reports that in discussion with Kerry, Lieberman states his opposition to the return of Palestinian refugees to the West Bank. In Ramallah, meanwhile, Kerry’s visit is met with a demonstration by hundreds of Palestinians protesting against the U.S. official and the peace process. (AFP, JP, ToI 1/3)

In Egypt, clashes between supporters of ousted pres. Morsi and security forces leave 17 people dead, and 62 wounded, with 17 mbrs. of the security forces also injured. An anonymous govt. official says that 258 protesters were arrested. The violence took place in a number of cities, including Cairo, Giza, Ismailia, Fayoum, and Alexandria. (AP, REU 1/3)

At a conference in Sderot, Israeli FM Avigdor Lieberman declares that a peace deal with the Palestinians is impossible in the foreseeable future. He also claims that ties with the U.S. are “deteriorating,” and that Israel must “seek other allies with common interests.” Dep. FM Ze’ev Elkin, speaking in Moscow on a trip for talks with Pres. Vladimir Putin, subsequently tries to downplay his boss’ remarks, affirming that “there is no one who can take the place of the Americans.” Meanwhile, senior Palestinian official Nabil Shaath says that Palestinian negotiators Saeb Erakat and Mohammed Shtayyeh will remain on a temporary basis until a new team can be formed. Negotiations between Iran and the P5+1 group of powers resume in Geneva, with hopes of reaching an interim accord on confidence-building steps. Optimism is expressed publicly by the likes of Britain’s Foreign Secy. William Hague, and Russian FM Sergey Lavrov. Iran’s Supreme Leader Ayatollah Ali Khamenei delivers a speech in Tehran, in which he says that Iran will not retreat “one iota” from its nuclear rights but says that his country seeks friendly relations with the U.S. Also in his speech, Khamenei describes Israel as “a rabid dog,” which provokes an angry response from Israeli PM Netanyahu who is in Russia to appeal for tougher terms in a nuclear agreement with Iran. Israel’s “David’s Sling” missile defense system, co-developed with the U.S. and designed to protect the country from potential attack by Syrian and Hizballah-held missiles, passes a 2nd live test. Israeli defense officials say that the system could be deployed in 2014, a year ahead of the Israeli Air Force’s official deadline. (HA, REU 11/20)

A suicide car bomb attack kills 11 Egyptian soldiers nr. al-Arish in the Sinai Peninsula, wounding 37. Separately, a grenade attack on a checkpoint in Cairo injures 4 policemen. In the West Bank, the IDF fires rubbercoated metal bullets and tear gas at Palestinians during routine patrols in Hebron and al-‘Arub r.c. nr. Hebron, after residents throw stones at soldiers. U.S. Secy. of State Kerry says in a news conference during a visit to the United Arab Emirates that he hopes an agreement on Iran’s nuclear program will be signed within mos. Separately, Iran and the IAEA sign a deal to allow nuclear inspectors “managed access” to 2 sites within 3 mos., following talks by the agency’s chief Yukiya Amano in Tehran. Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011.
