In the West Bank, 2 apartments in Hebron belonging to the family of a Palestinian convicted for the murder of an Israeli in February were demolished by Israeli forces. In Salfit, Israeli forces raided and took measurements for demolition of a home belonging to the family of a Palestinian alleged to have attacked Israeli settlers in the settlement of Ariel on 3/17. The alleged perpetrator was killed by Israeli forces on 3/20. Israeli forces also violently dispersed the weekly anti-settlement protests in Kafr Qaddum using live ammunition, rubber-coated bullets, and tear gas, injuring 6. One French activist was arrested during the protest. In East Jerusalem, a soccer tournament in Bayt Safafa was shut down by Israeli police, claiming that it was organized by the PA. In Gaza, Israeli forces attacked 2 Hamas posts east of al-Bureij refugee camp after shots allegedly were fired at Israeli soldiers near the Gaza fence, causing damage, but no injuries were reported. Israeli forces also fired live ammunition, tear gas, and rubber-coated bullets at protesters partaking in the weekly Great March of Return protests, injuring at least 46 Palestinians. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. According to Israeli sources, an incendiary balloon was found on a beach near Ashqelon in Israel. Israeli authorities announced that it would institute a week-long closure between 4/19 and 4/27 of entry points to Israel from Gaza and the West Bank for the celebration of Passover. In an interview with the Atlantic, the outgoing French ambassador to the U.S. Gérard Araud, in discussing the Trump administration’s “peace plan,” called Israel an apartheid state. He said, “They [Israel] have the West Bank, but at the same time they don’t have to make the painful decision about the Palestinians, really making them really, totally stateless or making them citizens of Israel. They won’t make them citizens of Israel. So they will have to make it official, which is we know the situation, which is an apartheid. There will be officially an apartheid state. . . . They are in fact already.” Araud also recounted a conversation between French president Emmanuel Macron and U.S. president Donald Trump, in which Trump said “I have given everything to the Israelis; the Israelis will have to give me something.” (AM 4/19; HA 4/24)

The U.S. envoy to the Middle East Jason Greenblatt rebuffed in a tweet speculations that part of the Trump administration’s “peace plan” includes transferring parts of Egypt’s Sinai to the Gaza Strip. (HA 4/19)

Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. The attacks come after a day of heavy violence in Sinai and weeks of tension between Hamas and local Islamist groups in Gaza. Hours before the attack, SPIS fighters assaulted Egyptian soldiers at a vacant church in al-Arish with rocket-propelled grenades and car bombs, and also rob a bank nearby, sparking a firefight with Egyptian security personnel (at least 3 civilians and 4 soldiers are killed and at least 20 people are injured). The Egyptian army then launches a counterassault on insurgent hideouts near Rafah, al-Arish, and Shaykh Zuwayd, killing at least 24 fighters affiliated with SPIS and other armed groups. In the West Bank, Israeli settlers assault 2 Palestinian children on their way to school in Hebron. They also throw stones and bottles at a mosque in al-Tuwani village near Hebron, causing minor damage and sparking clashes between their IDF escort and residents of the area (there are no serious injuries). Settlers steal olives harvested from more than 65 trees in orchards near Nablus and Ramallah (IDF troops arrest a number of them later in the day). Other settlers attempt to assault Palestinians picking olives outside the Eli settlement near Hebron, but the Palestinians drive them off. IDF troops conduct a raid in Dahaysha refugee camp near Bethlehem, arresting 1 Palestinian and sparking clashes with stone-throwing residents; 1 Palestinian is injured. They arrest 13 Palestinians during latenight raids near Jenin and Ramallah, and in Bethlehem and Qalqilya, and patrol near Jenin. In East Jerusalem, Israeli forces violently disperse a Palestinian family gathering in Issawiyya to welcome a relative home from prison, moderately injuring 3 of them. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City and Bayt Lahiya, causing no damage or injuries. They arrest 4 fishermen and confiscate 2 boats. At the weekly Israeli cabinet meeting, PM Netanyahu says U.S. pres. Trump’s 10/13 decision not to certify the 7/14/2015 Iran nuclear deal presents an opportunity to “fix” the deal. “I believe that any responsible government, and whoever seeks to promote peace and security in the world, needs to take advantage of the opportunity that Pres. Trump’s decision has created to improve the agreement or abrogate it and, of course, stop Iran’s aggression,” he says. In the Gaza Strip, a bomb explodes in an Egyptian troop transport in the n. Sinai Peninsula along the border with Gaza. Then, Egyptian soldiers open fire on 2 Palestinian military posts across the border nr. Rafah, causing no injuries. The Hamas-run govt. in Gaza says that it was not involved in the initial bombing, while Egyptian authorities blame Hamas for the bombing. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. Meanwhile, dozens of Palestinian refugees gather in front of the Ministry of Labor, protesting the lack of jobs in the Strip. In the West Bank, around 250 Palestinian and international activists set up a tent camp, named “Gate of Jerusalem,” in Abu Dis to protest the Israeli govt.’s settlement policies and its plans to displace Palestinian bedouins in the E1 area. Late at night, Israeli soldiers raid the camp and later return to demolish it and forcibly remove the activists. IDF troops conduct late-night house searches and arrest raids nr. Hebron and ‘Aqabat Jabir r.c.; patrols nr. Hebron, Jenin, Jericho, and Qalqilya. They also deliver demolition notices to the Palestinian owners of 3 tents and 2 barns nr. Ramallah. Meanwhile, Israeli settlers, accompanied by IDF troops, break into a Palestinian residential complex nr. Bethlehem and erect Israeli flags. In East Jerusalem, over 20 right-wing Jewish activists accompanied by 12 Israeli police enter Haram al-Sharif and tour the area. During a patrol in the Old City, Israeli forces arrest a Palestinian. In the Gaza Strip, civil employees continue their strike for a 2d day, protesting the fact that they haven’t been paid a full salary since 6/2. Separately, almost 200 Palestinians gather nr. the French Cultural Center in Gaza City to protest the recent publication of cartoons featuring the Prophet Muhammad by Parisbased satirical magazine Charlie Hebdo. Gaza’s police arrest 7 of the protesters. Late at night after the protests, unknown assailants set off a homemade bomb under the car of an administrative official with Hamas’s military police, which was parked outside his home in Shaykh Radwan. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Additionally, Israeli naval forces capture a boat sailing from the Sinai to Gaza with materials for building rockets and detain the 3 Palestinians aboard, according to the IDF. (The incident will not be reported until 2/11, due to an IDF gag order.) In the West Bank, IDF troops expel 2 Palestinian women from their home in c. Hebron, then seal the property. In nearby villages, Israeli forces close 2 Palestinian-owned stores; destroy a well and an animal barn. They also deliver a stopwork order to a site nr. Jenin where Palestinians are building a new park. The IDF conducts house searches and arrest raids nr. Hebron, Ramallah, Qalqilya, Jenin, and at Nur Shams r.c. nr. Tulkarm. In East Jerusalem neighborhoods, Israeli forces demolish 2 homes and a residential building. As a result, 1 Palestinian woman is injured with a rubber-coated metal bullet during clashes with IDF troops in Issawiyya. Nearby, Israeli forces arrest 9 Palestinians, including 1 pregnant Palestinian journalist and 4 other women at Haram al-Sharif. Across Israel, 100s of Palestinians gather to protest the killing of 2 Palestinian bedouins in Rahat on 1/14 and 1/18. After a funeral for the man killed on 1/18, clashes break out between residents of Rahat and Israeli police, but police refrain from using crowddispersal measures on orders from a district cmdr. In the Gaza Strip, IDF troops on the border twice open fire on Palestinian homes, causing 1 injury. In 2 separate incidents off the coast nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, IDF troops arrest a Palestinian woman at the Tomb of the Patriarchs in Hebron after she refuses to undergo a security check. Nearby, Israeli soldiers patrol nr. al-Shuhada Street, sparking clashes with stone-throwing Palestinian youth; several Palestinians suffer from tear gas inhalation. Clashes break out in Tuqu‘ nr. Bethlehem when IDF troops raid the village and search several homes. The IDF also conducts arrest raids and house searches nr. Jenin, Nablus, and Ramallah; patrols nr. Hebron, Birzeit, Ramallah, Jericho, Tulkarm, and Qalqilya; arrests 2 Hamas mbrs. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in 8 locations nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Qalandia checkpoint, outside Ofer prison, Jalazun r.c., and 2 other villages), and 1 village nr. Qalqilya (Kafr Qaddum). Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks. He says that France is prepared to host a new round of peace negotiations. (AFP, HA 11/28)

Off the coast of the Gaza Strip, Israeli naval forces open fire on Palestinian fishing boats on 2 separate occasions (nr. Rafah and nr. alSudaniyya), causing no injuries or damage. In the West Bank, IDF troops shoot and wound a Palestinian driving through a checkpoint nr. Qalqilya. The IDF conducts house searches and arrest raids in 1 village each nr. Jenin and Tulkarm, and in Nablus, where clashes break out with residents, and 2 Palestinians are injured with live ammunition. During the day, the IDF patrols in 3 villages nr.  Wael Atiyeh, Egypt’s amb. to Palestine, says that no date has yet been set for a return to indirect negotiations between Israel and Hamas, and that an agenda for the meetings in Cairo also needs to be finalized. Meanwhile, Qais Abdel Karim, a mbr. of the Palestinian delegation, says that Israel’s shunning of talks would “render the cease-fire null and void,” responding to reports in the Israeli media that Netanyahu does not intend to resume cease-fire talks. Overnight, the Israeli navy rounds up 14 Palestinian fishing boats, detains 56 fishermen, releases 50 later in the day. A Hamas sniper fires across the Gaza border into Israel, wounding an Israeli electrical worker in the 1st armed attack by Hamas since the Gaza cease-fire went into effect 11/26/06. Hamas mbrs. also fire 2 mortars at the IDF post at Qarni crossing, causing no damage or injuries. Hamas spokesman Ghazi Hamad reiterates Hamas’s call for mutual calm; Israel says that it will continue to abide by the truce but that its patience is wearing thin. In Shati’ r.c., an Islamic Jihad mbr. is killed, 9 Palestinians are injured when explosives he is handling detonate prematurely. Egyptian security forces announce that they have captured a Hamas mbr. in the n. Sinai, who allegedly intended to sneak into Israel to stage a suicide bombing. In the West Bank, the IDF conducts arrest raids, house searches in and around Hebron, firing on stone-throwing Palestinians, wounding 4. Jewish settlers fr. Kiryat Arba bar Palestinian worshipers fr. entering al-Ras Mosque in Hebron; the IDF observes but does not intervene. Separately, 50 Jewish settlers fr. Kiryat Arba, under IDF protection, occupy a 4-story Palestinian residential building in Hebron, claiming to have legally purchased it; the owner denies this; officers fr. the Temporary International Presence in Hebron (TIPH) ask the settlers to see the purchase documents, but they refuse. A Jewish settler fr. Hebron seriously injures a Palestinian man in a deliberate hit and run.
