Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. U.S. secretary of state Antony Blinken calls Israeli settlements “inconsistent with international law,” reversing what is dubbed the Pompeo Doctrine, when in 2019 the Trump administration reversed U.S. policy to declare Israeli settlements “not per se inconsistent with international law.” Blinken also calls the Israeli settlement expansion announcement from 2/22 disappointing. Israeli forces shot and killed 4 Palestinians, including 2 children, during a raid in al-Fara’a refugee camp. Israeli forces also shot and injured 3, including a journalist near Jaffna and 2 others in Tell. Elsewhere, Israeli forces demolished a home under construction in Majdal Bani Fadel and electricity networks connecting Majdal Bani Fadel and Aqraba. U.S. secretary of defense Lloyd Austin arrived in Israel for meetings with Israeli officials, including Defense Minister Yoav Gallant and Prime Minister Benjamin Netanyahu. During the meetings, Austin said the U.S. support for Israel was unshakeable but that the U.S. urged Israel to protect civilians and increase the flow of aid. Israeli and U.S. sources told Axios that Gallant and Netanyahu told Austin they want Hezbollah to move its forces 6 miles north of the Blue Line. The U.S. launched a new patrol mission in the Red Sea to counter Yemeni attacks on commercial ships. The UK, Bahrain, Canada, France, Italy, the Netherlands, Norway, the Seychelles, and Spain joined the U.S.-led mission. A Houthi spokesperson called the mission unnecessary, saying waters around Yemen are safe, except for Israel-linked ships or vessels traveling to Israel. At least 13 were killed and 15 wounded in an airstrike on Rafah. Doctors Without Borders said people fleeing al-Shifa Hospital were being shot at as the hospital was surrounded by Israeli forces. PA health minister Mai al-Kaila said 20 out of 30 hospitals in Gaza had shut down and that 37 premature babies were at risk of death due to the lack of oxygen at al-Shifa Hospital, noting that 2 babies died early today. Al-Shifa Hospital director Muhammad Abu Salmiya said the hospital was without power, internet, water, and medical supplies, saying it completely ran out of fuel. Israeli prime minister Benjamin Netanyahu said he did not support resettling Gaza, saying it is not a “realistic goal,” and said the PA should not govern Gaza. Arab League and OIC leaders met for a joint session of the 2 organizations in Riyadh. In a joint statement, the members said Israel must end its “aggression against Gaza,” rejected the notion that Israel was acting in self-defense, and called for a halt to arms exports to Israel. PA president Mahmoud Abbas called on the UN Security Council and the U.S. to quickly intervene to end the Israeli attacks and to end Israel’s expulsion of Palestinians in the West Bank and Gaza. Iranian president Ebrahim Raisi told the joint session that the U.S. bears full responsibility for the Israeli actions in Gaza and called on the groups to designate the Israeli government and military a terrorist organization. It was the first time Raisi visited Saudi Arabia and the first visit by an Iranian president since 2012. Turkish president Recep Tayyip Erdoğan called on the IAEA to investigate Israel’s possession of nuclear weapons and for an international peace conference to solve the overall conflict. Qatari emir Tamim bin Hamad Al Thani said Israel was using humanitarian aid as political blackmail and said the international community had failed in stopping Israeli war crimes. Hamas representative Osama Hamdan criticized the summit for failing to outline concrete steps to stop the Israeli attacks. Hezbollah secretary-general Hassan Nasrallah said Hezbollah was launching drones at Israel every day, calling it part of a “war of attrition for the Israeli air defense.” Nasrallah also said Hezbollah will introduce heavier weapons to its fight against Israel. In the West Bank, Israeli settlers assaulted 2 Palestinian shepherds with pepper spray in al-Hama. 1 person rammed an Israeli soldier in Huwwara, lightly injuring the soldier. Israeli forces subsequently forced shops in Huwwara to close and set up flying checkpoints in the town. Israeli forces also razed 30 dunams of land planted with onions and eggplant and damaged water pipes in Nu’eima and a tract of land in ‘Asira al-Qibliya. Meanwhile, Israeli forces notified Palestinians in Tell, Jit, and Far’ata that Israel will seize 14.5 dunams (3.6 acres) to expand the Havat Gilad settlement outpost. The Israeli cabinet held a meeting in the controversial “Western Wall Tunnels” built under the Muslim Quarter of the Old City of Jerusalem. Agreements were made at the meeting to allocate $16 million to the settler organization Western Wall Heritage Foundation and $8 million to the settler organization Elad Foundation. Ahead of the cabinet meeting, Finance Minister Bezalel Smotrich forced through the removal of a discussion of a 5-year plan to improve life in East Jerusalem. Haaretz reported that the members of the Negev Forum will meet in Morocco on 6/25 and that Israel and the U.S. are working to add “an African country with a Muslim majority” to the summit. Israel’s Channel 13 News reported that Morocco, Egypt, Bahrain, and the UAE had asked Israel and the U.S. to change the forum’s name to something not related to Israel. Al Monitor reported that Israeli foreign minister Eli Cohen believed that a breakthrough in Saudi-Israeli normalization can reached before the end of 2023. However, according to Israeli officials Saudi Arabia could demand a settlement freeze and commitments to Muslim control over the Haram al-Sharif compound. In the West Bank, Israeli settlers used pepper spray on a Palestinian family at a checkpoint near Burqa, injuring 3, including 1 infant; the infant was rushed to a hospital. Israeli forces shot and injured 1 Palestinian minor at a checkpoint near Ras Kaskar. Israeli forces also demolished 3 agricultural structures in Kafr ad-Dik, 2 residential structures near Jericho, and delivered demolition notices for 3 residential structures in al-Juwaya in the Masafer Yatta area. 10 Palestinians were arrested during late-night raids in Ni‘lin, Kafr Ni‘ma, Karbatha al-Misbah, Birzeit, Harmala, Tuqu‘, Hebron, Balata refugee camp, Jenin, and Rumana. 2 Palestinians said that they were tortured for a month by the Shin Bet before confessing to throwing stones at Israeli forces, leading to 8-month sentences. Haaretz reported that an Israeli probe into the death of a Palestinian man who was attacked by Israeli police in April at the Haram al-Sharif compound but died on 5/14 stated that the man had not been hit by an Israeli baton round; instead, the 21-year-old man had a heart attack that led to head trauma. The PA foreign ministry said it had submitted a file to the ICC prosecutor documenting Israeli violations of international law, including the killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh. The general secretary of the Palestinian National Initiative Mustafa Barghouti also called out the international community’s double standard in sending 42 ICC investigations to Ukraine to document violations of international law there while not starting an investigation into violations by Israel in Palestine. Axios reported that the U.S. Biden administration is leading negotiations between Israel, Saudi Arabia, and Egypt over Tiran and Sanafir Island in the Red Sea, which have been subject to dispute between Egypt and Saudi Arabia. Axios said that the negotiations are part of the U.S. and Israeli efforts to normalize ties between Israel and Saudi Arabia. Saudi Arabia’s foreign minister Faisal bin Farhan said later, on 5/24, that Saudi normalization with Israel is dependent on an end to the Palestinian-Israeli conflict. Haaretz later reported that Saudi Arabia directly approached Israel in 2017 about the status of the 2 islands because a transfer of the 2 required Israeli approval due to the Israeli-Egyptian peace agreement of 1979. Israeli forces delivered stop-work orders for 1 house and electricity cables in al-Twana. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen northwest of Rafah; no injuries were reported. In Israel, 2 Palestinian citizens of Israel opened fire on Israelis in Hadera, killing 2 Israeli soldiers and wounding 5 others, including 1 soldier, before being shot and killed by Israeli undercover police. Members of the settler organization Ateret Cohanim entered the 1st floor of the Little Petra Hotel in East Jerusalem with Israeli police escort in an effort to cement the organization’s hold of the building. The ownership of the building is part of an ongoing legal case at the Israeli supreme court between the Greek Orthodox patriarchate in Jerusalem and Ateret Cohanim. The lawyers of the Palestinian family that runs the hotel were attacked with pepper spray by the Israeli settlers when they entered the building and Israeli police detained 1 of the 2 lawyers present at the site. The Israeli Coordinator of Government Activities in the Territories announced that Israel will approve up to 20,000 work permits for Palestinians in Gaza for workers in construction and agriculture. The International Committee of the Red Cross in Israel also announced that Israel will allow family visits by Palestinians in Gaza to Palestinian prisoners in Israeli prisoners, for the 1st time since March 2020. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. During the meeting, President Abbas called on the U.S. to help curb settler violence and end settlement expansion. Abbas warned Blinken that the PA may rescind its recognition of Israel and end security cooperation if Israeli unilateral actions are not curbed. Abbas also criticized the U.S. and its allies for its double standards in not applying sanctions against Israel for its violations of international law as they have done against Russia. The foreign ministers of the U.S., UAE, Morocco, Egypt, Bahrain, and Israel met in Sde Boker for the 1st day of a 2-day summit comprised of countries that have normalized ties with Israel with U.S. support. Among the subjects discussed at the summit were the perceived threat from Iran and the U.S.’s efforts to reenter the Iran Nuclear deal. The 1st day of the summit coincided with the 20th anniversary of the Arab Peace Initiative. Secretary Blinken also met with Israel’s prime minister Naftali Bennett, who shortly after, tested positive for the COVID-19 virus.
