In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in al-Fara’a refugee camp on 12/8. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya; no injuries were reported. Israeli forces shot and killed a Palestinian man, claiming he had stabbed an Israeli soldier with a knife during an Israeli raid in Dura. Israeli forces also shot and killed a Palestinian child during a raid in ‘Azzun. In East Jerusalem, Israeli authorities delivered evacuation orders to several Palestinian families living on around 9 dunams (2.2 acres) of land in the Moroccan Gate area of the Old City, giving them 60 days to file objections. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Gaza City Dayr al-Balah, Maghazi, Jabaliya refugee camp, and al-Bureij refugee camp, killing more than 200 people. Israel continued its siege of al-Awda Hospital in Jabalia refugee camp for the third day in a row, injuring 2 health workers. Israeli forces also shot and injured 2 paramedics in an ambulance outside of the European Hospital in Khan Yunis. The Red Crescent delivered medical supplies to al-Ahli Arab Hospital in Gaza City and evacuated 19 patients; 1 of the patients died during the evacuation and 1 Red Crescent staffer was beaten and interrogated for 4 hours by Israeli forces. 4 Israeli soldiers were killed in combat. In Tzrifin, an Israeli soldier was injured after being hit by a car; 2 were arrested, including a man from Rahat and a man from Qalqilya in the West Bank. In Lebanon, Israel attacked several targets and Hezbollah said it had attacked an Israeli naval base. In the Red Sea, France said a French warship had shot down 2 drones near Yemen. More than 17,700 Palestinians have been killed by Israeli forces in Gaza, including at least 7,729 children and 5,153 women, and around 49,300 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 267 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 69 children. More than 3,387 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 101 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. The World Food Programme reported that 91% of Palestinians in Gaza were experiencing hunger, with 36% experiencing severe hunger. Haaretz reported that the autopsy reports for at least 2 of the 6 Palestinian prisoners that have died in Israeli detention since 10/7 showed that their bodies were bruised and had broken bones, suggesting that violence may have killed them. (HA 12/9)

Videos by Israeli soldiers of Palestinians in the underwear surrendering to Israeli forces in Jabalia refugee camps circulated in the media. However, the videos were reportedly staged as in 1 video a man is shown surrendering a weapon while holding it in his right hand while a nearly identical video shows the same man surrendering a weapon while holding it in his left hand. Videos of Israeli soldiers vandalizing Palestinian property and raising Israeli flags in Gaza also circulated. (HA, UNOCHA 12/9; AJ, HA, UNOCHA 12/10; HA 12/11)

Responding to videos of hundreds of Palestinians detained by Israeli forces in Gaza stripped to their underwear, advisor to Israeli prime minister Benjamin Netanyahu, Mark Regev, said the Middle East is warmer than Europe so “to be asked to take off your shirt, it might not be pleasant, but it is not the end of the world.” Israel later claimed that 10-15% of the Palestinians in the videos were Hamas operatives or identified with the Hamas. Israeli national security advisor Tzachi Hanegbi claimed that Israel has killed 7,000 members of Palestinian militant groups during its attacks on Gaza. A UN official said Israel was testing the screening process for the delivery of aid to Gaza through the Karim Abu Salem (Kerem Shalom) crossing. (HA, REU 12/9)

The PA issued corrections to an interview given by Prime Minister Mohammed Shtayyeh to Bloomberg News on 12/7, saying Shtayyeh had not said that the PA and the U.S. were discussing “a plan to manage Gaza.” (WAFA 12/9)

In the West Bank, Israeli forces demolish a Palestinian carwash north of Hebron. An IDF driver runs over a Palestinian as he attempts to cross a road near Hebron, causing major injuries. It’s unclear if the crash was an accident or a ramming attack. IDF troops patrol in and around Nablus, Hebron, and Tulkarm. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp and Bayt Lahiya, causing no damage or injury. Israel’s High Court of Justice rules to allow Ateret Cohanim, a settler organization, to continue its legal campaign that would evict 700 Palestinians from their homes in Silwan. The ruling upholds a 2002 decision, but it defers a decision on most of the case’s central issues to a lower court. (HA, TOI 11/22; EI 11/27; PCHR 11/29)

IDF troops evacuate 9 homes slated for demolition in the West Bank settlement of Ofra and disperse hundreds of settler youths gathering to protest the move; 11 soldiers sustain light injuries and 2 settlers are arrested. Elsewhere in the West Bank, IDF troops shoot and injure a Palestinian at Huwwara checkpoint nr. Nablus overnight, accusing him of ignoring their commands. They also violently disperse Palestinian students from Birzeit University gathering outside Ofer Prison nr. Ramallah in solidarity with Palestinian prisoners; 6 youths are arrested. The IDF arrests 2 Palestinians during raids nr. Nablus, Ramallah, and Hebron; and patrols nr. Jenin, Nablus, Ramallah, and Hebron. Israeli settlers block a major road nr. Nablus and throw stones at any Palestinian vehicle that approaches. Armed Palestinians open fire on an IDF patrol nr. Bethlehem overnight, lightly injuring 1 soldier. The PA cabinet decides to hold the municipal elections scheduled for 5/13 in the West Bank only, indefinitely postponing elections in Gaza. A Hamas spokesperson calls the decision a “recipe for division.” Today’s decision follows a meeting between PA PM Rami Hamdallah and the head of the Central Elections Commission (CEC), in which they agreed that Hamas’s reticence to participate in the elections would make it difficult to prepare for balloting in Gaza. Israel’s State Comptroller Joseph Shapira releases his report on the Israeli govt.’s decisionmaking during Operation Protective Edge (OPE), the IDF’s codename for its summer 2014 assault on Gaza (see JPS 44 [1, 2]). The report concludes that PM Netanyahu and thenDM Moshe Ya’alon concealed key information about the war from ministers in the lead-up to the assault; they did not fully explore diplomatic means of de-escalating tension with Hamas and the other armed groups in Gaza. Additionally, the report said that the Israeli govt. had no set policies or strategies for dealing with Gaza; Israel’s cabinet had not held a single meaningful conversation about the humanitarian crisis in Gaza for 16 mos. prior to the assault; the IDF failed to destroy all of Hamas’s tunnels (only around half were destroyed); and that the IDF did not have specific orders or techniques for dealing with tunnels. The IDF rejects the accusation that it failed to collect sufficient intelligence, but acknowledges that there was room for improvement. Netanyahu criticizes the report, calling OPE a “great success.” (HA, JP, TOI 2/28)

For a 2d day in a row, the IDF maintains its “general closure” of the West Bank and Gaza surrounding Israel’s Independence Day. Egyptian authorities open the Rafah border crossing for passage in both directions for the 2d of 2 planned days. Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishermen working nr. Bayt Lahiya, causing no injuries. In the West Bank, Israeli border police arrest 6 Palestinian youths throwing stones and setting fires nr. the separation wall outside Jerusalem. IDF troops patrol in 2 villages nr. Hebron and 1 nr. Nablus. In East Jerusalem, Israeli police disperse right-wing Jewish activists marching toward Haram al-Sharif in commemoration of Israeli Independence Day; 5 activists are arrested. They also arrest 10 rightwing Jewish activists after they assault Palestinians nr. Haram al-Sharif; there are no serious injuries. In the West Bank, thousands of Palestinians gather in several villages and cities for Land Day; IDF troops violently disperse protests in villages nr. Nablus and Ramallah, causing a number of Palestinians to suffer tear gas inhalation. The IDF conducts house searches and raids in 2 villages nr. Hebron, 1 nr. Jenin, and Tulkarm, arresting 4 Palestinians; patrols in 5 villages nr. Ramallah, 1 nr. Jericho, and al-‘Arub r.c. and 1 village nr. Hebron. Israeli forces deliver demolition notices to 7 Palestinian-owned agricultural structures and water wells in a village nr. Nablus and to 7 residential structures in a village nr. Hebron. In East Jerusalem, Israeli forces violently disperse Palestinians marching through the Old City to commemorate Land Day, injuring 1 and arresting 2. They also arrest 3 Palestinians at Haram al-Sharif, 3 in the Old City, and 1 during a house search in Silwan. The Jerusalem Municipality announces that it has approved tenders to build 142 new residences in the Har Homa settlement in East Jerusalem. Also, the Interior Ministry’s District Planning and Building Comm. approves a plan to construct over 2,200 new residences for Palestinians in Jabal Mukabir, East Jerusalem, and to retroactively approve hundreds that have already been built in the neighborhood. The PA Ministry of Civil Affairs announces that it will be providing 1 year of financial support to the approximately 15,000 Palestinian families in Gaza whose homes were destroyed during OPE. The project will be funded by international donors, primarily Arab League mbrs., and will grant families between NIS 1,000 and 1,500 per mo. ($250 to $378). (MNA, WAFA 3/30)

A bipartisan group of 4 U.S. senators sends a letter to Pres. Obama stating their opposition to the admin.’s reported reassessment of its policies regarding Israel and the possible end of U.S. support of Israel in international institutions, such as the UN. (TOI 3/31)

In the Gaza Strip, civil employees continue their strike for a 2d day, protesting the fact that they haven’t been paid a full salary since 6/2. Separately, almost 200 Palestinians gather nr. the French Cultural Center in Gaza City to protest the recent publication of cartoons featuring the Prophet Muhammad by Parisbased satirical magazine Charlie Hebdo. Gaza’s police arrest 7 of the protesters. Late at night after the protests, unknown assailants set off a homemade bomb under the car of an administrative official with Hamas’s military police, which was parked outside his home in Shaykh Radwan. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Additionally, Israeli naval forces capture a boat sailing from the Sinai to Gaza with materials for building rockets and detain the 3 Palestinians aboard, according to the IDF. (The incident will not be reported until 2/11, due to an IDF gag order.) In the West Bank, IDF troops expel 2 Palestinian women from their home in c. Hebron, then seal the property. In nearby villages, Israeli forces close 2 Palestinian-owned stores; destroy a well and an animal barn. They also deliver a stopwork order to a site nr. Jenin where Palestinians are building a new park. The IDF conducts house searches and arrest raids nr. Hebron, Ramallah, Qalqilya, Jenin, and at Nur Shams r.c. nr. Tulkarm. In East Jerusalem neighborhoods, Israeli forces demolish 2 homes and a residential building. As a result, 1 Palestinian woman is injured with a rubber-coated metal bullet during clashes with IDF troops in Issawiyya. Nearby, Israeli forces arrest 9 Palestinians, including 1 pregnant Palestinian journalist and 4 other women at Haram al-Sharif. Across Israel, 100s of Palestinians gather to protest the killing of 2 Palestinian bedouins in Rahat on 1/14 and 1/18. After a funeral for the man killed on 1/18, clashes break out between residents of Rahat and Israeli police, but police refrain from using crowddispersal measures on orders from a district cmdr. The IDF raids the home of 2 PA security officers nr. Nablus, and Palestinian officials call it a provocative step. On a late-night arrest raid in Jenin r.c., Israeli soldiers shoot and injure a Palestinian man with rubber-coated metal bullets and arrest 4 others, sparking clashes with stone-throwing residents and arresting 1 more. Hours after unknown assailants shoot at an Israeli military vehicle nr. Abud village n. of Ramallah, Israeli forces conduct house-to-house raids in the village, fire stun grenades and flares, and shut down a road leading to a nearby monastery. The IDF also conducts house searches and arrest raids nr. Salfit and Hebron; demolishes 1 Palestinian home and 2 animal shelters in a village nr. Hamas reactivates Gaza’s separate Palestinian Legislative Council and convenes a session of the body, a move that contravenes the national reconciliation deal that was announced on 4/23.
