In the West Bank, 1 Palestinian was shot and injured by Israeli forces at the Qalandia checkpoint. The man, who is hearing and speech impaired, did not hear that he was ordered to stop. Elsewhere, 1 Palestinian man was shot and injured in Bethlehem after he allegedly threw a Molotov cocktail near Rachel’s Tomb. 9 Palestinians were arrested during raids in and around Bethlehem, Qalqilya, Hebron, Salfit, and Nablus. In East Jerusalem, 1 Palestinian was killed by Israeli forces after allegedly stabbing 1 Israeli police officer in the Old City. Israeli settlers set fire to 13 Palestinian-owned vehicles in Bayt Safafa. 1 Palestinian started demolishing his own 3 shops in Jabal Mukabir. In Gaza, Israeli forces fired shells at Gaza, causing damage in Bayt Hanun and Khan Yunis. Incendiary balloons were launched at Israel; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Gaza City; no injuries were reported. 1 Israeli soldier received 3 months of community service and was demoted to the rank of private by a military court after entering a plea deal for the murder of a Palestinian whom Israeli forces acknowledged posed no danger. (HA 8/17)

Israeli officials told Haaretz that, despite normalizing relations with the UAE, Israel is still opposed to the U.S. selling advanced weapons such as F-35 fighter jets to the UAE. However, Haaretz reported that some Israeli officials believe that Israeli prime minister Benjamin Netanyahu had promised to support the sale of weapons to the UAE as part of the normalization deal. In an interview with Sky News Arabia, Prime Minister Netanyahu said that both Israel and the UAE are “advanced democracies.” (AJ, HA, HA 8/18)

U.S. senior advisor to president Donald Trump, Jared Kushner, said that the U.S. will not permit Israel to annex parts of the West Bank “for some time” and said that “Israel has agreed with us that they will not move forward [on annexation] without our consent.” (AJ, HA 8/17)

At a rally in Wisconsin, U.S. president Donald Trump said that he moved “the capital of Israel [U.S. recognition of Jerusalem as the capital of Israel] to Jerusalem . . . for the Evangelicals.” He continued that “the Evangelicals are more excited by that than Jewish people.” (HILL 8/17; IN 8/18; HA 8/19)

During an undisclosed operation in southern Gaza, undercover Israeli special forces open fire on Hamas fighters from a moving car in Khuza‘a, sparking an exchange of heavy fire; 1 Israeli soldier and 1 Hamas fighter are killed and another Israeli soldier is critically injured. While the Israeli special forces are still in Gaza, the Israeli Air Force targets armed Palestinian fighters near Khuza‘a with a number of air strikes, killing 6, including a senior member of Hamas’s military wing. After the strikes, unidentified Palestinians launch at least 17 rockets and other projectiles into southern Israel. Three are intercepted by the Iron Dome missile defense system; the rest land in open areas, causing no damage or injuries. Israeli artillery and aircraft then strike more than 50 sites across Gaza, causing dozens of Palestinian injuries and extensive damage. Separately, dozens of right-wing Israeli activists block the road leading to the Kerem Shalom border crossing, preventing trucks bearing basic commodities and fuel to enter Gaza for hours in protest of the violence at the border protests on 11/9. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, IDF troops violently disperse dozens of Palestinian students at a rally commemorating the late Palestinian leader Yasir Arafat in Hebron; there are no reported injuries. They also arrest 5 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Hebron, Tulkarm, and Bethlehem; deliver stop-work orders to a Palestinian school under renovation in Hebron; and patrol in and around Qalqilya and Hebron. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Dayr al-Balah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian farmer outside Salfit, preventing him from working his land. They also break into a Palestinian home in central Hebron and violently attack 2 Palestinian minors; there are no reported injuries. IDF troops conduct raids in central Hebron, sparking clashes with stone-throwing Palestinian minors; 1 Palestinian is injured. They arrest 5 Palestinians and issue 1 arrest summons during further raids near Jericho, Ramallah, Bethlehem, and Qalqilya; and patrol in and around Hebron and Qalqilya. In East Jerusalem, Israeli forces demolish a Palestinian residential building under construction in Issawiyya. They also detain 9 Palestinian women at Haram al-Sharif for undisclosed reasons (8 are released later in the day and banned from the sanctuary for 15 days); and arrest 4 Palestinians and issue 1 arrest summons during late-night raids in Silwan, Ras al-Amud, Sur Bahir, and the Old City. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units. The Jerusalem City Council is expected to approve the plan next week. (HA, YA 8/15)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation, separation wall, and settlements in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, and Nabi Salih) and Kafr Qaddum nr. Qalqilya; at least 1 Palestinian is injured. Elsewhere in the West Bank, an armed Palestinian opens fire on IDF troops conducting a late-night operation in Jenin, causing no injuries. (The Israeli soldiers were removing a memorial for Khaled Nazzal, a Democratic Front for the Liberation of Palestine [DFLP] leader assassinated by Israeli Mossad agents in 1986.) Meanwhile, IDF troops arrest 4 Palestinians and issue 2 arrest summons during late-night raids in and around Jenin and Bethlehem; and patrol nr. Nablus and Hebron during the day. Along Gaza’s border, a former resident of Gaza who moved to Israel 5 years ago under family unification law crosses back into Gaza. Hamas security forces take him into custody. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. For the 5th time this week, errant mortar fire from Syria lands in an open area in the Israeli-occupied Golan Heights, causing no damage. The IDF returns fire at the source of the mortar. (MNA, TOI 6/30)

Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. Israel’s Public Security Minister Erdan decides to permit Jews and other nonMuslims to visit Haram al-Sharif in the last 10 days of Ramadan, marking a deviation from Israeli policy in recent years. Many Palestinians see Erdan’s decision as a breach of the status quo at the sanctuary. Meanwhile, Israeli forces raid Haram al-Sharif in the morning before a right-wing Jewish activist tour of the site, arresting 2 Palestinians, and sparking clashes with worshippers; 12 Palestinians and 1 Israeli police officer are injured. In the West Bank, IDF troops arrest 8 Palestinians during late-night raids and house searches in and around Hebron, Nablus, and Bethlehem; and patrol during the day nr. Hebron and Salfit. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. The Israeli press reports that Israel and Turkey have finalized agreements on all remaining sticking points in their negotiations over reconciliation, and that they plan to announce a final deal on 6/27. An Israeli official says that Turkish pres. Recep Tayyip Erdoğan agreed to an additional document that will renew Turkish efforts to negotiate with Hamas to secure the release of the remains of 2 IDF soldiers who died in Gaza during Israel’s 2014 Operation Protective Edge. Israeli forces demolish 4 residential and agricultural structures in the n. Jordan Valley. Along Gaza’s border, IDF troops shoot and injure a Palestinian farmer working nr. Khan Yunis. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif. Israeli forces carry out an unspecified operation in Issawiyya, sparking clashes with stone-throwing Palestinians; 1 Israeli police officer is injured and 1 Palestinian is injured and then arrested. Late at night, Israeli forces raid a home in Issawiyya, assaulting and arresting 6 mbrs. of a single family. Israeli forces level land in a late-night incursion across the border fence e. of al-Maghazi r.c. In the West Bank, an Israeli settler assaults a Palestinian boy in c. Hebron, lightly injuring him. The IDF conducts house searches and raids in 2 villages nr. Hebron, 1 nr. Bethlehem, and 2 nr. Ramallah, arresting 11 Palestinians and confiscating property. In East Jerusalem, Palestinian security guards at Haram al-Sharif intervene when a group of right-wing Jewish activists provokes a group of Palestinians nr. the sanctuary’s gates. The Jewish activists then assault the guards, causing no serious injuries. Jordanian newspaper ad-Dustour reports that Hamas and Israel have been involved in secret talks in Israel and in Europe in recent mos. over outstanding issues from the 8/26/2014 cease-fire that ended Operation Protective Edge (OPE), quoting unnamed “Western diplomatic sources”. Israel’s Civil Admin. initiates a 3-mo. pilot project of new regulations on Palestinian travel in the West Bank, requiring Palestinian workers to return to the West Bank through the same checkpoint they entered Israel and banning them from Israeli bus lines. Several human rights organizations plan to appeal the new regulations. (HA 5/20)

UN special coordinator Nickolay Mladenov briefs the United Nations Security Council (UNSC) on the situation in the occupied Palestinian territories (oPt). He urges Israel to freeze settlement construction, saying “there should be no illusions about the impact of these unilateral actions.” He also says that he and Secy.-Gen. Ban Ki-moon will engage with the new Israeli govt. to explore “realistic options” for a return to peace negotiations with the Palestinians “within a reasonable timeframe.” (MNA, REU 5/20)

In East Jerusalem, Jewish Israelis set fire to a Greek Orthodox seminary and leave price-tag graffiti. The IEC agrees to stop cutting power to areas in the West Bank (as it did on 2/23 and 2/25) in exchange for the Israeli govt.’s promise to offset the Palestinians’ debts with the tax revenues that it has punitively withheld from the PA since 1/2. The PM’s office also announces a deal that will connect Rawabi, the 1st planned Palestinian city, to the water grid, enabling new residents to move in to the city. The agreement will also connect several Israeli settlements in the area to the grid. (HA, TOI 2/26; NYT 2/27)

On the 6 mo. anniversary of the 8/16 cease-fire that ended Operation Protective Edge (OPE), 30 UN agencies and other international organizations in Gaza jointly express their alarm at the slow pace of reconstruction and the dire conditions in the Strip. In their statement, they say, “We must not fail Gaza,” and that “since 7/2014, the situation has deteriorated dramatically.” (WAFA 2/26)

The Jordanian and Israeli govts. sign a deal that will govern the construction of a pipeline to link the Red Sea and the Dead Sea, the 1st phase of a Dead Sea revitalization project that has been debated and discussed for over a decade. They plan to begin preparing tenders to offer to construction companies in the coming weeks. They ultimately plan to build a desalinization plant n. of Aqaba, Jordan. In 12/2013, reps. of Jordan, Israel, and the PA signed a memorandum of understanding at the World Bank to guide their joint efforts on the project. (AFP, TOI 2/26)
