In the West Bank, the IDF conducts house searches and arrest raids nr. Jenin, Nablus, Tulkarm, Ramallah, and Hebron. During a raid in ‘Askar r.c., residents throw stones at the Israeli soldiers, and 1 Palestinian is injured by rubber-coated metal bullets. Following 2 rounds of negotiations with reps. of the Arab Group at the UN, Jordanian diplomats officially submit a Palestiniandrafted res. to the UNSC. It is based on the French draft, but with substantial changes based on the Palestinians’ input, including the removal of a passage calling on the Palestinians to recognize Israel as a Jewish state. After 3 days of negotiations, the Israel Prison Service (IPS) pledges to, among other things, phase out the use of solitary confinement “without cause,” leading over 100 Palestinian prisoners to suspend their hunger strike started on 12/9. (MNA 12/17; EI 12/19)

Israeli DM Ya’alon orders the evacuation of 2 military bases to expand nearby settlements, a move delayed on 11/25 when then-Fin. Min. Lapid refused to authorize the funds. (PM Netanyahu authorizes funding for the relocation on 1/4.) (HA 12/17)

The European Parliament passes a nonbinding motion expressing support for the recognition of Palestinian statehood “in principle,” which should complement a new round of peace talks. Meanwhile, Luxembourg’s parliament adopts a similar nonbinding motion calling on its govt. to recognize Palestine. (HA, MNA, WAFA 12/17)

In Geneva, 126 of the 196 signatories of the Fourth Geneva Convention convene to discuss Israel’s noncompliance with its strictures. They adopt a declaration by consensus that calls for investigations into all serious violations of international humanitarian law, including Israel’s. (AP, TOI, WAFA 12/17)

The Gen. Court of the EU, the body’s 2d highest court, removes Hamas from the EU’s list of designated terrorist organizations on the procedural grounds that the status was determined by media reports rather than by “acts examined and confirmed in decisions of competent authorities.” (HA, JP, MEMO, MNA, NYT, REU, TOI 12/17)

In the Gaza Strip, IDF troops conduct a limited incursion nr. al-Bureij r.c. and level land close to the border fence. In the West Bank, the IDF demolish 2 homes and a sheep barn in Barta‘a, a village nr. Jenin. The IDF conducts house searches and arrest raids in 6 villages nr. Hebron, 1 village nr. Israeli PM Benjamin Netanyahu says he is willing to launch direct peace talks with the Palestinians without preconditions, speaking at a press conference in Warsaw alongside Polish PM Donald Tusk. Meanwhile, the Israeli media report that plans are going ahead to build 675 new housing units in Itamar settlement. (HA, YA 6/12)

Israeli DM Moshe Ya’alon departs to Washington for talks with U.S. Defense Secy. Chuck Hagel, his 1st such visit since taking office in 3/2013. The 2 men are said to be focusing their discussion on military and intelligence cooperation with regard to Syria. Ya’alon will also meet with U.S. politicians and pro-Israel lobbying group AIPAC. A Syrian army helicopter opens fire on a Lebanese border town in the e. Bekaa Valley, wounding 2. State news agency SANA says that the helicopter was chasing “terrorist groups.” In response, the Lebanese army says it will immediately respond to any further such cross-border attacks. In a meeting with Swiss FM Didier Burkhalter, Israeli PM Benjamin Netanyahu says that he intends to bring any proposed peace agreement with the Palestinians to a national referendum. Meanwhile, Israeli sources suggest that PM Netanyahu is afraid that Israel’s negotiation position would be undermined if U.S. Secy. of State John Kerry accepts the Arab League’s recent statement on borders and territorial exchange (see 4/29). Hamas leader Khalid Mishal rejects the Arab League endorsement of land swaps, and claims that the proposal is designed to find economic peace between Arab states and Israel. Meanwhile, Israel’s Justice Minister Tzipi Livni and Netanyahu’s negotiation adviser Yitzhak Molcho arrive in Washington to discuss peace process issues with Kerry. (AP, HA, MNA 5/2)

Unidentified Palestinians fire 2 mortars from Gaza into Israel, causing no damage or injuries. Hamas deploys Izzeddin al-Qassam Brigade (IQB) members nr. along the border fence to prevent rocket fire. Meanwhile, the IDF make a brief incursion into Gaza nr. Bayt Hanun to level land and clear lines of sight along the border fence. In the West Bank, Jewish settlers cut down over 50 olive trees in Dayr Jarir village nr. Ramallah. IDF forces attack a Palestnian funeral procession in Bayt Ummar village nr. Hebron, shooting and injuring 3 mourners. The IDF patrols in al-‘Arub r.c. nr. Hebron, 3 villages nr. Hebron, 1 village nr. Hamas authorities in Gaza say that they have arrested 6 Salafists on suspicion of stealing weapons and plotting attacks. The Mujahidin Shura Council calls on the government to stop the detention campaign against its members. (MNA 5/2; PCHR 5/9)

Israel’s High Court orders DM Moshe Ya’alon to halt construction of the separation wall nr. the West Bank village of Batir, in response to a petition submitted by residents and Friends of the Earth Middle East. (HA, MNA 5/2)

Around 500 members of the Israeli security forces forcibly evacuate some 100 Palestinians from the Bab al-Shams protest camp in the E1 area nr. Jerusalem (see 1/11). The Israeli Supreme Court had issued an injunction to prevent the removal for 6 days, and a police spokesperson claims that the court order allowed for the evacuation of protesters, if not the tents. Israeli newspaper Ha’Aretz reports that the tents were put up on private Palestinian land, according to the state’s own plan for development in E1. (HA, REU 1/13)
