In the West Bank, the IDF conducts house searches and arrest raids nr. Jenin, Nablus, Tulkarm, Ramallah, and Hebron. During a raid in ‘Askar r.c., residents throw stones at the Israeli soldiers, and 1 Palestinian is injured by rubber-coated metal bullets. Following 2 rounds of negotiations with reps. of the Arab Group at the UN, Jordanian diplomats officially submit a Palestiniandrafted res. to the UNSC. It is based on the French draft, but with substantial changes based on the Palestinians’ input, including the removal of a passage calling on the Palestinians to recognize Israel as a Jewish state. After 3 days of negotiations, the Israel Prison Service (IPS) pledges to, among other things, phase out the use of solitary confinement “without cause,” leading over 100 Palestinian prisoners to suspend their hunger strike started on 12/9. (MNA 12/17; EI 12/19)

Israeli DM Ya’alon orders the evacuation of 2 military bases to expand nearby settlements, a move delayed on 11/25 when then-Fin. Min. Lapid refused to authorize the funds. (PM Netanyahu authorizes funding for the relocation on 1/4.) (HA 12/17)

The European Parliament passes a nonbinding motion expressing support for the recognition of Palestinian statehood “in principle,” which should complement a new round of peace talks. Meanwhile, Luxembourg’s parliament adopts a similar nonbinding motion calling on its govt. to recognize Palestine. (HA, MNA, WAFA 12/17)

In Geneva, 126 of the 196 signatories of the Fourth Geneva Convention convene to discuss Israel’s noncompliance with its strictures. They adopt a declaration by consensus that calls for investigations into all serious violations of international humanitarian law, including Israel’s. (AP, TOI, WAFA 12/17)

The Gen. Court of the EU, the body’s 2d highest court, removes Hamas from the EU’s list of designated terrorist organizations on the procedural grounds that the status was determined by media reports rather than by “acts examined and confirmed in decisions of competent authorities.” (HA, JP, MEMO, MNA, NYT, REU, TOI 12/17)

The IDF launches OPE, a major assault on the Gaza Strip. Israeli air strikes hit 150 targets across Gaza, killing 23 Palestinians and wounding more than 100. One attack in Khan Yunis kills 8 mbrs. of the same family when their home is bombed. Hamas fighters infiltrate Israel by sea nr. Kibbutz Zikim and are all killed, according to the IDF. Al-Qassam Brigades says the operation goes as planned. Palestiniansfire approximately 130 rockets into Israel, with Iron Dome batteries intercepting at least 23 of them. Some rockets reach c. Israel, though most fall in the s. Warning sirens are heard in Tel Aviv, where an Iron Dome battery intercepts 3 rockets. The rockets cause damage to 2 houses, and lightly injure 2 people. In the West Bank, IDF troops shoot and injure 3 Palestinians during clashes nr. Qalandia checkpoint, and also shoot and injure 2 Palestinians in clashes in n. Bethlehem. The IDF conducts house searches and arrest raids in Nablus, 2 nearby villages, and Balata r.c. at night. The Israeli govt. authorizes a call-up of some 40,000 reserve troops, in preparation for a possible ground invasion. Israeli DM Ya’alon says it is likely to be a protracted campaign that will “exact a very heavy price from Hamas.” Al-Qassam Brigades spokesperson Abu Ubayda says that Israel must cease its offensive and commit to the 2012 cease-fire agreement. PA Pres. Abbas, meanwhile, demands that Israel immediately halt its offensive and asks the international community to intervene to halt the escalation. (AFP, AP, HA, JP, MNA, PCHR, REU, YA 7/8)

Off the n. coast of the Gaza Strip, Israeli naval vessels open fire on Palestinian fishermen, causing no casualties or damage to the boats. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages and al-Fawar r.c. nr. Hebron, and in 1 village each nr. Ramallah and Tulkarm at night; patrols in 2 villages nr. Jericho in the morning, and in 2 villages nr. Hebron and 1 village nr. Jericho at night. Also, IDF troops bulldoze a dozen houses and agricultural buildings in the s. Israeli Defense Ministry figures obtained by NGO Peace Now show that DM Moshe Ya’alon approved construction of 3,000 housing units in West Bank settlements during the 1st 4 mos. of his term (3–7/2013). (HA 12/2)

The General Union of Palestinian Teachers launches an open strike. The union’s demands include a 2.03% increase of the cost-of-living salary, which has been deducted since the beginning of 2013. Abdul-Ghani al-Uweiei, spokesperson for the PA’s atty. gen., says that the minister of education has asked the atty. gen. to proceed with legal measures against the secy.-gen. of the teachers’ union. The Israeli army fires into Syria after its troops were shot at in the occupied Golan Heights. The original gunfire came from the Syrian side of the border, nr. Qunaytra, but it is unclear if it was intentional. No casualties are reported on either side. Separately, a Syrian mortar shell lands in Majdal Shams in the occupied Golan Heights, causing no casualties. Meanwhile, UN human rights chief Navi Pillay says that evidence collected by UN investigators implicates Pres. Asad in the commission of war crimes. (HA, REU 2/12)

The Lebanese govt. authorizes the army to take charge of security in Tripoli for 6 mos., following frequent violent clashes between supporters and opponents of Syria’s Pres. Asad. The latest round of fighting saw 12 killed and more than 100 wounded. (AP 12/2)

In the Gaza Strip, IDF troops operating from a watchtower on the border fence nr. Dayr al-Balah open fire on a Palestinian farmer, injuring him. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon; patrols in 3 villages nr. Ramallah, 1 village nr. Jericho, and 1 village nr. Qalqilya in the morning, in 1 village nr. Jericho and 3 villages and al-Fawar r.c. nr. Hebron in the afternoon, and in 2 villages nr. Ramallah and 1 village nr. Qalqilya at night. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis, and international activists against Israel’s separation wall, settlements, and the occupation in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih), 1 village nr. Qalqilya (Kafr Qaddum) and 1 village nr. Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. PLO Executive Comm. mbr. Hanan Ashrawi said that a UNGA vote on Palestinian statehood would likely be held on 11/29/12, the 65th anniversary of the UN partition plan for Palestine, and not postponed until next year’s session. Israeli vice premier Moshe Ya’alon described Abbas’s speech at the UN as proof that the Palestinian leader has no intention of making peace with Israel. (JP 9/28)

In the Gaza Strip, IDF troops on the n. Gaza border nr. Bayt Lahiya fire on 2 Palestinian fishermen tending their nets on the beach nr. the fence, killing 1 and wounding 1. It is the 1st fisherman fatality recorded since 9/2010. In the West Bank, Palestinians, along with Israeli and international activists, hold weekly nonviolent protests against Israeli land confiscation and settlement expansion in Bil‘in nr. Ramallah and Kafr Qaddum nr. Qalqilya, and are attacked by IDF soldiers with tear gas. In the West Bank, the IDF patrols in 1 village nr. Ramallah and 1 village nr.
