U.S. Defense Secy. Chuck Hagel begins a Middle East tour in Israel, where he is expected to have meetings with Pres. Shimon Peres, PM Benjamin Netanyahu, IDF Chief of Staff Lt. Gen. Benny Gantz and DM Moshe Ya’alon. Hagel will discuss Iran, Syria, and also the sale of U.S. military equipment to Israel. Hagel’s weeklong tour of the region will also include Jordan, Saudi Arabia, Egypt and the United Arab Emirates. (HA, NYT 4/20; WP 4/21)

U.S. Secy. of State John Kerry meets Palestinian pres. Mahmud Abbas in Istanbul to continue discussions about restarting negotiations, particularly a proposal to focus on boosting the Palestinian economy. Palestinian amb. to Turkey Nabil Maarouf says that the meeting fails to make any substantial progress with regards to Palestinian conditions for resuming negotiations. Secy. Kerry says that restored ties between Turkey and Israel can allow both countries to work with Washington on Iran and Syria. Kerry asks Turkish PM Recep Tayyip Erdogan to delay his planned trip to the Gaza Strip in order not to disrupt efforts to improve Turkish-Israeli relations. Secy. Kerry also attends a major meeting between the Syrian opposition and its main 11 foreign supporters. After the meeting, Secy. Kerry says that Washington will double its nonlethal aid to the Syrian opposition to $250 million, support that will be funnelled through the rebels’ Supreme Military Council. After the PA security forces complete their deployment in Gaza, the IDF announces that, in light of ongoing PA cooperation, it has issued orders to stop all “offensive operations” in Gaza, to scale back operations in the West Bank, and to remove an unspecified number of roadblocks in the West Bank to ease Palestinian movement, saying it will only conduct assassinations if there is immediate threat of an attack and only with the “explicit authorization” of IDF Chief of Staff Moshe Ya’alon. Meanwhile, the IDF fatally shoots a Palestinian who strays into a closed military zone nr. Kissufim crossing; fires on Palestinians conducting a nonviolent march protesting construction of the separation wall, wounding 1; conducts arrest raids, house searches in ‘Ayn Bayt al-Ma’, Yatta. Palestinians fire 4 mortars at Gush Katif, causing no damage or injuries. An 11-yr.-old Palestinian boy injured when he accidentally triggered unexploded IDF ordnance on 1/25 dies. The IDF fires tank shells at 3 Palestinians firing mortars at Gaza’s Netzarim settlement in Gaza, killing them; the mortars cause no damage or injuries. The IDF also conducts arrest raids nr. Hebron, Qalqilya; demolishes a Palestinian home in Balata r.c., several structures at an UNRWA school in Dayr al-Balah. IDF chief of staff Lt. Gen. Moshe Ya’alon visits the hospitalized Israeli peace activist wounded by IDF fire on 12/26, says soldiers apparently did not know Israelis were among the demonstrators, promises a full investigation. Some 1,000 Palestinians in villages around Ramallah hold nonviolent demonstrations against the separation wall. Nr. Hebron, 5 Jewish settlers severely beat a Palestinian. The IDF fires on residential areas of Dayr al-Balah, Rafah, Ramallah; conducts arrest raids in Aida r.c., Burkin, Jenin town and r.c., al-Khadir; bulldozes 5 dunams of land in Dayr al-Balah. 2 Palestinians die of injuries received earlier (on 2/19, 4/8). IDF chief of staff Lt. Gen. Despite another attempt to secure a cease-fire, Israeli-Palestinian clashes in Israel and throughout the West Bank and Gaza continue, leaving 10 Palestinians, 7 Israeli Arabs, 1 IDF soldier, 1 Jewish settler dead and some 300 Palestinians injured; 3 Israeli Arabs wounded on 10/1 also die. Israel closes roads in n. Israel, the West Bank, Gaza to civilian traffic. Around 30 exchanges of gunfire btwn. Israeli security forces and armed Palestinian civilians and police are reported. Nr. Tulkarm, Palestinians set afire an industrial plant owned by Jewish settlers. Nr. Hebron, Jewish settlers fatally shoot a Palestinian. The IDF dep. chief of staff Moshe Ya'alon warns that if Palestinians do not stop attacking troops guarding Joseph's Tomb in Nablus, the IDF will move in even though the area is under full PA control; the IDF has taken up positions around areas A but has not crossed into them. Barak authorizes his forces to use "all necessary means" to protect Israeli lives, quell riots. The IDF claims that Muhammad al-Dura, the 12-yr.-old killed at Netzarim Junction on 10/1, had been throwing stones at soldiers before he was shot, contradicting widely broadcast footage of the incident recorded by France 2 TV showing the boy and his father pinned down by gunfire for 45 minutes. The pair were returning from errands and had been dropped off by a taxi, which refused to take them across Netzarim Junction because of heavy IDF fire. In Amman, Arafat, King Abdallah discuss the Israeli-Palestinian clashes, call on Israel to pull back forces to restore calm, and urge Arab states to convene an emergency summit. In Cairo, Mubarak, Syrian pres. Asad also call for an Arab summit. Massive rallies protesting Israeli actions are held in Amman, Cairo, Damascus, refugee camps in Lebanon, Yemen.
