In the West Bank, Israeli forces shoot and injure 2 Palestinians during a raid in Qabatiya. Israeli forces also arrest 30 Palestinians during raids in and around Jalazone refugee camp, Hebron, Tulkarm, Nablus, Jenin, and Tubas. In Gaza, Israeli forces bomb Rafah, Gaza City, Khan Yunis, Jabalia refugee camp, Nuseirat refugee camp, and Maghazi, killing at least 81 people, including 30 people sheltering in a home near al-Shifa Hospital. Israeli forces also continue to besiege the Nasser, al-Shifa, and al-Amal hospitals. In Lebanon, Israeli forces bomb Tayr Harfa, Baalbek, Hermel, Ayta ash Shaab, Kafr Kila, and Dhahirah, killing 3 people. Hezbollah forces fire rockets at Avivim, damaging a winery, and at the Mount Meron air base. In Jordan, police violently disperse protesters outside of the Israeli embassy. In Syria, Israeli forces bomb Deir ez-Zor, killing 17 people, including a WHO staffer and an Iranian military advisor. More than 32,414 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,787 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 440 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 251 Israeli soldiers have been killed and 1,509 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 193 trucks carrying aid enter Gaza. The Gaza Media Office says 12 people have drowned trying to retrieve airdropped aid that landed in the sea and 6 have been killed in stampedes while trying to reach airdropped aid in the past week. Hamas political leader Ismail Haniyeh meets Iranian foreign minister Hossein Amir-Abdollahian in Tehran. Haniyeh says in a press conference that the UN Security Council resolution demanding a ceasefire from 3/25 indicates that “the Israeli occupation is experiencing unprecedented political isolation” and that Israel has not been able to achieve “any of its military or strategic objectives” in Gaza. Israel recalls its negotiating team from Qatar, saying Hamas insists on “extreme demands: immediately ending to the war, a complete withdrawal of the IDF from the Gaza Strip and to remain in power.” Reuters reports that the negotiation team has been recalled for consultations and a small Israeli team remains in Doha. Israel’s military spokesperson Daniel Hagari says Hamas deputy military commander Marwan Issa was killed on 3/11. The U.S. announced on 3/18 that Issa had been killed. (AJ, AJ, HA 3/26)

Israeli defense minister Yoav Gallant meets with U.S. secretary of defense Lloyd Austin in Washington, D.C. Austin calls the situation in Gaza a “human catastrophe” and says the civilian death toll is “far too high.” Gallant says Gaza will not be governed by Hamas or Israel after the war. German foreign minister Annalena Baerbock calls for unhindered access for aid to Gaza and says the “humanitarian situation in Gaza is hell” during a visit to Israel. (AJ, AJ, AP, HA, REU 3/26)

U.S. State Department spokesperson Matthew Miller says an Israeli ground invasion of Rafah “would hurt Israel’s national security,” citing the potential to further isolate Israel globally. Miller also says Israel’s assertion that the passing of the UN Security Council ceasefire resolution had an impact on the ceasefire negotiations is “inaccurate in almost every respect,” noting Hamas’s response to the Israeli proposal was prepared before the Security Council vote. Lastly, Miller says the U.S. has not made a conclusive determination as to whether Israel is using U.S.-supplied weapons in accordance with international law or hindering U.S. aid from entering Gaza. During a speech at the UN Human Rights Council, UN special rapporteur on the occupied Palestinian territories Francesca Albanese says “Israel has committed 3 acts of genocide causing serious bodily or mental harm to members of the group, deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, and imposing measures intended to prevent birth within the group.” Albanese also says Israel has dropped 25,000 tonnes of explosives on Gaza since 10/7/2023, equivalent to 2 nuclear bombs. An Israeli woman held captive in Gaza until she was released on 11/30/2023 tells the New York Times that she was sexually assaulted by one of the people guarding her. Hamas official Basem Naim tells the Times that the allegation will be investigated but that it cannot be done at the moment due to “the current circumstances.” (NYT 3/26)

In the West Bank, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 7 with rubber-coated bullets and 30 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 30 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ras al-Joura and al-Khader, causing tear-gas related injuries. 10 Palestinians were arrested during late-night raids in and around Husan, Bani Na‘im, Hebron, Tulkarm, Ramallah, and ‘Askar refugee camp. In East Jerusalem, 1 Israeli settler attacked 1 Palestinian activist in Sheikh Jarrah during a protest against evictions in neighborhood. Israeli forces violently dispersed Palestinians protesting the demolitions at al-Yusufiya Muslim cemetery, injuring 3 with sound bombs and arresting 7; Israel said that Palestinian stone throwers had damaged 1 police vehicle. 5 others were arrested in Shu‘fat, the Old City, and al-Tur. In Gaza, Israeli forces opened fire at Palestinian agricultural lands east of Khan Yunis; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. PA president Mahmoud Abbas dispatched the head of the Detainees Affairs Commission Qadri Abu Bakr on a 2-week tour to meet with leaders in Egypt, Belgium, and France in order to gather international support for the Palestinian prisoners hunger striking against their administrative detention. 1 of the prisoners has been on hunger strike for 107 days, another for 101 days, and 3 others for more than 65 days. ABC News reported that Facebook employees expressed concern over the restrictions on the Palestinian activist Muhammed El Kurd’s Instagram account during Israel’s May assault on Gaza. The document was leaked to ABC News by a congressional staffer after the testimony by Frances Haugen, a Facebook whistleblower. The Texas-based company A&R Engineering and Testing Inc., along with the Council on American-Islamic Relations, filed a lawsuit against the city of Houston and the Attorney General of Texas, saying that the state’s anti-boycott of Israel laws are unconstitutional, citing the 1st and 14th amendments. The lawsuit was filed after the engineering company on 10/13 was told to sign a pledge that the company is not engaging in a boycott of Israel; the company has been providing services for the city of Houston for 17 years. In the West Bank, Israeli settlers set fire to more than 100 hay bales south of Hebron. Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Ya‘bad; others suffered tear-gas related injuries. Israeli forces demolished 1 residential tent and 2 agricultural tents, and seized solar panels in al-Samou. Israeli forces also razed a tract of land near Khirbet Umm al-Khawas in the Masafer Yatta area for settlement expansion. 21 Palestinians were arrested during raids in and around Ramallah, Tulkarm, Jenin, Tubas, Qalqilya, Bethlehem, Hebron, and Qatanna. The Israeli Jerusalem affairs ministry told a Jerusalem court that it had frozen plans by settler organization Ateret Cohanim to open a Yemeni Jewish heritage center in Silwan as part of its plans to Judaize East Jerusalem. (HA 6/2)

Israel summoned the ambassador of Argentina to Israel because of the country’s vote at the UNHRC on 5/27 to investigate potential Israeli war crimes. In the past couple of days, Israel has also summoned the ambassadors of Mexico and the Philippines over their votes at the UNHRC. (JP 6/1)

During a trip to Israel, senator Lindsey Graham (R-SC) told Fox News that Israel is planning to ask the U.S. for $1 billion in military aid to “replenish the Iron Dome batteries” after the 11 days of escalation of violence last month, which Israel dubbed “Operation Guardian of the Walls.” (HA, HILL, REU 6/1; AJ 6/2)

17 Democratic U.S. senators led by Chris Van Hollen (D-MD), Tim Kaine (D-VA), Chris Murphy (D-CT), and Jeff Merkley (D-OR) signed a letter to secretary of state Antony Blinken urging him to pressure Israel to allow humanitarian aid into Gaza. Israel is conditioning the allowance of much of the humanitarian aid into Gaza on a number of demands to Hamas, including releasing 2 Israeli citizens and the bodies of 2 soldiers. The senators also called on Secretary Blinken to see that aid to Palestinians be raised to the same amount as before former president Donald Trump slashed it. (AX 6/1; HA 6/2)

According to the Financial Times, almost 200 Facebook employees have asked the company to set up a task force to investigate claims that the company suppresses pro-Palestinian voices on its social media platforms. (AJ 6/2; WAFA 6/4)

EU representative to Palestine Sven Kühn von Burgsdorff said, during a press conference held in front of the ruins of the al-Jala high-rise in Gaza City, that reconstruction of Gaza required Israel lifting its blockade of the area. (WAFA 6/1)

In the West Bank, 1 Israeli settler claimed that a Palestinian tried to stab him near the Yitzhar settlement; no injuries or arrests were reported. Israeli settlers also threw stones at Palestinian vehicles in the same area around Huwwara. Elsewhere, Israeli settlers stole 7 sheep from a Palestinian family in Jalud. Israeli forces shot and injured 3 Palestinians with rubber-coated bullets during a raid in Kaubar. 11 Palestinians were arrested during late-night raids in and around Tulkarm refugee camp, Anabta, Tell, Tubas, Kafr Malik, and Bethlehem. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of Gaza City and within 4 nautical miles west of Bayt Lahiya; no injuries were reported. U.S. secretary of State Antony Blinken announced that the U.S. will seek a seat at the UN Human Rights Council and that the U.S. would counter “unacceptable bias against Israel.” (ALM, JP, NBC, REU 2/24)

The chairman of the house foreign affairs committee Gregory Meeks (D-NY) said that even if Israel were to de jure annex the West Bank, he would not support leveraging U.S. military aid to Israel. Rep. Meeks has previously made comments to the opposite effect. (HA, MEE 2/24)

The U.S. state of Kentucky adopted the International Holocaust Remembrance Alliance’s (IHRA) controversial working definition of anti-Semitism. Kentucky is the 1st U.S. state to adopt the IHRA’s working definition of anti-Semitism, which conflates criticism of Israel with anti-Semitism. The Israeli high court of justice ruled that Israeli officials must explain why the Jerusalem cable car project was approved at Israel’s national infrastructure committee and not through the Jerusalem district and planning committee and why they have categorized the project as a transportation project and not a tourism project. The high court of justice gave the Israeli government until 4/22 to respond and meanwhile the project was ruled to be suspended. (ALM 3/10)

Late at night, the IAF conducts 3 waves of air strikes targeting 25 Hamas sites across Gaza; the strikes cause massive damage and injure 3 Palestinians (2 near Rafah and 1 near Khan Yunis). The strikes reportedly come in response to the spate of incendiary kite and balloon attacks emanating from Gaza in recent weeks. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli settlers bulldoze several dunams of Palestinian land near Hebron, with the intent to expand neighboring settlements. They also level approximately 40 dunams (approximately 10 acres) of Palestinian land near Jericho. IDF troops conduct raids in al-Mazra‘a near Ramallah, sparking clashes with stone-throwing residents of the village; 1 Palestinian is injured. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. The deceased submitted two previous applications for an interview, but both were rejected, with the Israeli authorities citing security concerns. (PCHR 6/21)

Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. She says the move is “not a retreat” and that the Trump administration would still like to help reform the UNHRC. Israeli PM Netanyahu welcomes the move, condemning the “biased” and “hostile” UNHRC. After Netanyahu decides again to postpone the planned evacuation and demolition of 7 buildings in the Palestinian village of Susiya near Hebron, Israeli settlers accuse him of succumbing to U.S. pressure. “The Israeli government’s folly is indescribable,” one settler leader says, pointing to the upcoming visit from U.S. president Trump’s son-in-law Kushner and U.S. special representative Greenblatt. In Israel, hundreds of Palestinian citizens of Israel gather in Haifa to protest the recent deadly violence in Gaza; 21 Palestinian citizens of Israel are arrested. The UN Human Rights Council (UNHRC) convenes to debate the recent violence in Gaza. Overcoming U.S. and Australian objections, they approve a Pakistani proposal to establish an independent commission of inquiry into Israel’s use of deadly force to quell the Great March of Return. Twenty-nine countries vote in favor of the proposal, 14 abstain, and only the U.S. and Australia oppose it. Separately, the Organization of Islamic Cooperation (OIC) convenes in Istanbul to discuss similar initiatives. In a joint statement, delegates request that the OIC general secretariat “act immediately to establish an international independent committee of experts to investigate the crimes and massacres committed by the Israeli forces against the peaceful and unarmed demonstrators in the Gaza Strip, to determine the culpability of the Israeli officials, and communicate the findings to relevant international bodies.” (AP, HA, JP, MNA, TOI, YA 5/18; WAFA 5/19)

An Israeli settler shoots and kills a Palestinian youth at a settlement outpost nr. Hebron after the Palestinian allegedly sneaks into the settler’s home, then stabs and lightly injures him. Elsewhere in the West Bank, IDF troops raid a printing shop in Tulkarm, destroying much of its contents and confiscating the printer. They arrest 1 Palestinian during a raid nr. Ramallah, and close the entrances to Marda village nr. Salfit following reports of stone throwing in the area. The IDF also violently disperses Palestinian students marching to the Beit El checkpoint to protest the detention of 6 of their classmates; there are no serious injuries. The IDF arrest 13 Palestinians during latenight raids nr. Nablus, Hebron, Tubas, and Bethlehem. Meanwhile, Israeli forces bulldoze 9 homes in the Ofra settlement, after having evacuated it on 2/28. In East Jerusalem, Israeli forces demolish a 2-level apartment building in Issawiyya, displacing 30 Palestinians. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr. Bayt Hanun and nr. Dayr al-Balah. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c., causing no damage or injuries. Fatah vice-chair Mahmoud al-Aloul, in his first interview since his 2/15 appointment to the post, says that a 1-state solution “in which everyone lives equally” would be “acceptable,” but that he doubts Israel would accept such a res. to the conflict. He also comments on recent PA communications with the Trump admin. “It is still not clear to us what will be the U.S. policy in the coming period,” he says. (SA, TOI 3/1)

U.S. dep. asst. secy. of state Erin Barclay says that the Trump admin. is reviewing the U.S. relationship with the UN Human Rights Council (UNHRC) with an eye toward ending the council’s “obsession with Israel.” She says that “in order for this council to have any credibility, let alone success, it must move away from its unbalanced and unproductive positions.” Israeli PM Netanyahu has reportedly raised the UNHRC issue with the Trump admin. A violent outburst in Hebron punctuates a period of relative calm in the West Bank. IDF troops shoot and kill 2 Palestinians in Hebron’s Old City after they allegedly stab and moderately injure an Israeli soldier. A video of the incident later shows that an IDF soldier killed 1 of the alleged assailants after he had been detained and disarmed. Meanwhile, the Israeli authorities keep the Erez border crossing closed for the 2d of 3 planned days, and maintain the closure of the West Bank, as decided on 3/22. IDF troops conduct late-night house searches and raids nr. Ramallah, Jenin, and Bethlehem, arresting 2 Palestinians and issuing arrest summons to another 2; patrol nr. Tulkarm and Hebron. In East Jerusalem, over 50 right-wing Jewish activists tour Haram al-Sharif while 4 Palestinians are detained outside the sanctuary. Palestinian men under 50 are still banned from entering. The UN Human Rights Council approves a res., 32–0, with 15 abstentions, condemning Israel’s settlements and calling for the creation of a “blacklist” of all Israeli and international firms operating directly or indirectly in Gaza, the West Bank, and the Israeli-occupied Golan Heights. Fearing that the continued tax revenue freeze could spark an uprising in the West Bank, Senior IDF officers say that the IDF has issued 10,000 permits for Palestinian laborers in the West Bank and has directed its troops to engage in clashes with Palestinian protesters less frequently. The Israeli cabinet confirms a decision to free 26 Palestinian prisoners as part of an arrangement agreed in 8/2013 to free 104 prisoners in 4 stages. The prisoners are all serving time for violence committed before the 1993 interim accord. Meanwhile, PM Netanyahu also tells the cabinet that in negotiations with the Palestinians, Israel ascribes “importance to the unity of Jerusalem” as well as the denial of the right of return. An unnamed senior Israeli official says that Netanyahu has decided Israel will renew its cooperation with the UN Human Rights Council after an 18-month boycott, thus meaning that Israeli diplomats will participate in the periodical hearing scheduled for 10/29 in Geneva. The panel amending Egypt’s constitution begins to vote on the proposed changes, with only 3 articles from an eventual total of 189 amended articles passing by consensus by midday. The UN Human Rights Council (UNHRC) approves 5 resolutions critical of Israel, including a res. Israel denounces the res., vowing not to cooperate with the mission. Netanyahu’s spokesman says the council should deal with “real issues of human rights” instead of harassing Israel. A bipartisan group of 34 U.S. representatives and 10 senators submits an appropriations request seeking $2 m. for the U.S.-Israel Energy Cooperation Program for FY 2013. Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him.
